MINUTES OF A REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON
HELD NOVEMBER 1, 1960 AT TWO O'CLOCK
P.M. IN THE COUNCIL CHAMBERS OF THE

The meeting was called to order by Mayor R. J. Furlong.
It was moved by poxon, seconded by Anderson, that minutes
of the meeting of October 18, 1960 be approved as lvritten. nud
submitted. Motion carried.
The Clerk announced that this was the time and place for
opening of bids received for installation of traffic signals at five
intersections of Soto Street, in accordance with Contract No. 247.
It was moved by Mailliard, seconded by Poxon, that the
Clerk be instructed to open and read the bids submitted. Motion
ca.rried.

It was moved by Malburg, seconded by Mailliard, that bids
received for the installation of traffic signals at five inter-
sections of Soto Street, in accordance with Contract No. 247, be
referred to the Engineering Department and the City Attorney for
checking and report. Motion carried.
It was moved by Poxon, seconded by Malburg, that Ordinance
No. 733 receive a third and final reading by title. Motion carried.
Ordinance No. 733 - An Ordinance of the City of Vernon
approving the annexation of certain uninhabited terri.tory, designated
"Bandini Annexation No.2" to the City of Vernon, was read for a
third and final reading by title.
It was moved by Poxon, seconded by Malburg, thnr. Ordinance
No. 733 receive and pass a third reading and be ad.opted. IvIotion
carried.

Communication from The New Jersey Zinc Company requesting
a license to conduct a business of selling zinc and titanium pigments

conduct a business of manufacturing, compounding and sales of spices,
flavors and other products at 4803 Everett Avenue, was read.
It was moved by Anderson, seconded by Malburg, that the
request of Spice King be approved and license granted. Motion
carried.
Communication from Pioneer Aluminum, Inc. requesting a
license to conduct a business of warehousing, processing and distri-
bution of metal products at 3800 East 26th Street, was read.

Communication from A. B. Chance Company requesting a
license to operate a sales service branch of a transmission and

Communication from Strick Trailers, Division of Fruehauf
Trailer Co., requesting a license to conduct a business of selling
new and used commercial truck trailers, selling trailer parts, and
leasing of used trailers, at 3661 Bandini Blvd., was read.
It was moved by Poxon, seconded by Malburg, that the
request of Strick Trailers, Division of Fruehauf Trailer Co., be
approved and license granted. Motion carried.
Communicaticn from Nat Green requesting a license to sell

request of Nat Green be referred to the Police Department with power

license to conduct a business of buying and selling used machine

read.

sion advising that a proposal has been filed with the Secretary of
the County Boundary Commission for the annexation of certain
territory described as 11Annexation No.2" to the City of Commerce,

It was moved by Anderson, seconded by Malburg, that
communication from the Los Angeles County Bounda1cy Commission be
received and filed. Motion carried.

sion advising that a proposal has been filed with the Secretary of
the County Boundary Commission for the annexation of certain
territory described as "Annexation No. 311 to the City of Commerce,

communication from the Los Angeles County Boundary Commission be
received and filed. Motion carried.
Communication from the City of Los Angeles, dated October
24, 1900, advising that the City Council at its meeting held October
24, 1960, adopted a report submitted by the Public Works Committee
~vith reference to abandonment or removal of the gauging stations at
Vernon Avenue and at 57th Street, was read.
It was moved by Anderson, seconded by Malburg, that
communication from the City of Los Angeles, dated October 24, 1960,
be received and filed. Motion carried.
Communication from John B. Moore, Administrative Offi.cer,
dated October 24, 1960, with reference to settlement of disputed
account with Charles M. King for engineering services - Bandini
sewer line, recommending that check in the amount of $25.00 from
Charles M. King be accepted in full settlement of the account, 't'7aS

Los Angeles County Division, League of California Cities, dated
October 24, 1960, transmitting for consideration by the City Council
a copy of the Transportation Committee's proposed Statement of
Position of the League regaxding the IvlTA proposal for neT",] and
additional legislation incidental to the establishment of a mass
rapid transit system in the Los Angeles area, and also tr,3,nsm5.tting
a proposed Resolution concerning the adoption of this Statement of

It was moved by Anderson, seconded by Poxon, that communi-
cation from the Transportation Committee of the Los Angeles County

new and additional legislation incidental to the establishment of a

Cities of Los Angeles County, dated October 11 and 13, 1960,
respectively, transmitting a copy of the By-laws of said organization
for consideration by the City Council for ratification and member-
ship, was read. (Copy to each member of the City Council)
It was moved by Anderson, seconded by Mailliard, that
communications from Milo Dellman, Secretary of Independent Cities
of Los Angeles County, dated October 11 and 13, 1960, respectively,
together with copy of the By-laws of said organization, be refer~ed

Communication from McAmis & Baker, dated October 19, 1960~
requesting a thirty-day extension of time for completion of Contract
No. 237, was read.
It was moved by Anderson, seconded by Poxon, that the
request of McAmis & Baker, dated October 19, 1960, for a thirty-day
extension of time for completion of Contract No. 237, be denied,

Communication from D. D. Grayson, Traffic Engineer, dated
October 21, 1960, recommending that McAmis & Baker be granted a four-
day extension of time for completion of Contract No. 237, based on
delays beyond their control, was read.
It was moved by Anderson, seconded by Malburg, that McAmis
& Baker be granted a four-day extension of time for completion of
Contract No. 237. Motion carried.
Communication from D. D. Grayson, Traffic Engineer, A. E.
Nelson, Jr., City Engineer, and R. H. King, Superintendent, Water &
Sev7er Systems, dated October 21, 1960, requesting authority to employ
Victor H. Vaits as Civil Engineering Assistant, Step 3, effective
November 1, 1960, was read.
It was moved by Poxon, seconded by Mailliard, that the
request of the Traffic Engineer, City Engineer and Superintendent,

Communication from R. H. Bockhacker, Police Chief, dated
October 27, 1960, recommending that Billy M. Clark be advanced from
Policeman, Grade 4 to Grade 3, effective November 16, 1960, as he
will have satisfactorily completed his six months probationary
period, was read.

recommendation of the Police Chief, dated October 27, 1960, be
approved. Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
October 27, 1960, requesting authority to employ Mr. Richard L.
McBean as Policeman, Grade 4, effective November 1, 1960, pending
completion of physical examination and background investigation,

Communication from Miss Terry Del Tiempo, President of the
Board of the Club Los Festivos, dated October 26, 1960, with
reference to renting, with option to purchase, the property located
at 2100 East Vernon Avenue to be used as a meeting hall and also a
place to hold their social affairs, was read. (Copy to each member
of the City Council)
It was moved by Anderson, seconded by Malburg, that communi-
cation from Miss Terry Del Tiempo, President of the Board of the Club
Los Festivos, dated October 26, 1960, be referred to the Health
Department and the Fire Department for investigation and report.

Communication from L. C. Husted, Fire Chief, dated October
6, 1960, submitting a report of the work and activities of the
Vernon Fire Department for the fiscal year ending June 30, 1960, was
read. (Copy to each member of the City Council)
It was moved by Anderson, seconded by Poxon, that communi-
cation from the Fire Chief, dated October 6, 1960, together with
report of the work and activities of the Vernon Fire Department for
the fiscal year ending June 30, 1960, be received and filed. Notion
carried.
Communication from Carl A. Heinze, Consulting Electrical
Engineer, dated October 26, 1960, advising that Southern California
Edison Company has returned approximately 2,129 pounds of scrap
insulated copper wire to the City of Vernon, and recommending that
authority be granted to sell same to Hy Payson, representing Lipsett
Steel Company, the highest bidder, at a price of .1525C per pound,
was read.
It was moved by Poxon, seconded by Anderson, that authority
be granted to sell approximately 2,129 pounds of scrap insulated
copper wire to Hy Payson, representing Lipsett Steel Company, at a
price of .1525C per pound. Motion carried.
Communication from the Tuberculosis and Health Association
of Los Angeles County, dated October 27, 1960, with reference to
providing assistance to the City of Vernon in establishing an
adequate detection program for tuberculosis and other pulmonary
pathology, was read. (Copy to each member of the City Council)
It was moved by Anderson, seconded by Poxon, that communi-
cation from the Tuberculosis and Health Association of Los Angeles
County, dated October 27, 1960, be referred to the Administrative
Officer and the Health Officer to determine the total cost to the
City of Vernon if the City purchased and operated its own rnobile
x-ray unit; to obtain a break-down of the total cost to the City
of Vernon if a mobile x-ray unit is rented from the San Bernardino
Tuberculosis Association; and to report their findings and recom-
mendations to the City Council. Motion carried.
Communication from Linde Company requesting a permit to
haul rubbish from their premises located at 2305-2315 East 52nd
Street over the public streets to an authorized dump or incinerator
outside the City of Vernon, was read.
It was moved by Mailliard, seconded by Poxon, that the
request of the Linde Company be approved and permit granted. Motion
carried.

one becomes available, was read.

Communication from Mason, Muntz & Associates, dated October
31, 1960, submitting preliminary drawings of Fire Station No. 1 and
Communications Building for approval, was read.

preliminary drawings of Fire Station No. 1 and Communications
Building be approved. Motion carried.
Communication from Feather River Project Association, dated
October 21, 1960, extending an invitation to a no-host Water Leaders'
Luncheon sponsored by the statewide Feather River Project Associat:ion
on Thursday noon, Nov. 3, at the Biltmore Hotel, Los Angeles, \v8s
read.
It was moved by Anderson, seconded by Poxon, that communi-
cation from Feather River Project Association, dated October 21,
1960, be received and filed. Motion carried.
Communication from Carter's Catering requesting a license
to operate a lunch truck in the City of Vernon, was read.
It was moved by Poxon, seconded by Mailli.ard, that the
request of Carter's Catering be referred to the Health D~partment
with power to act. Motion carried.
Communication from the City of Long Beach, dated October
31, 1960, advising that the City of Long Beach will host the
November meeting of the Southeast District Mayors' and Councilmen's
Group on Wednesday evening, November 9, 1960, at the Reef Restaurant,
1200 Harbor Scenic Drive, was read.

cation from the City of Long Beach, dated October 31, 1960, be

Communication from L. C. Husted, Fire Chief, dated
November 1, 1960, advising that the Yankee Body Corporation has
delivered one Foam and Manifold Hose Truck in accordance with
Specifications No. 234, and recommending that said equipment be
accepted and that authority be granted to pay for same in accordance
with the terms of the contract, was read.
It was moved by Poxon, seconded by Mail1iard, that the
City Attorney be instructed to draft a resolution accepting one
Foam and Manifold Truck in accordance with Specifications No. 234.
Motion carried.
Discussion was held with reference to the traffic signals
that are changed from automatic stop and go to flashing yellow and
flashing red during certain hours of the night.
It was moved by Anderson, seconded by Malburg, that the
traffic signals at the intersection of Pacific Blvd. and Santa Fe
Avenue and at the intersection of Leonis Blvd. and Soto Street,
when not on automatic stop and go, be made four-way flashing red;
and that all traffic signals operating on flashing yellow or
flashing red during certain hours of the night, be timed to start
operating on automatic stop and go at 4 o'clock a.m. Motion carried.
The Police Chief presented a communication from the
Commission on Peace Officer Standards and Training, dated September
29, 1960, with reference to Aid Provided from Peace Officers'
Training Fund, transmitting a copy of the Rules and Regulations of
the Commission on Peace Officer Standards and Training, together
with a sample ordinance accepting the requirements of Section 13522
of the Penal Code relating to training of Law Enforcement Officers.
It was moved by Poxon, seconded by Malburg, that communi-
cation from the Commission on Peace Officer Standards and Training,
dated September 29, 1960, together with transmittals, be referred
to the City Attorney and the Police Chief for a report. Motion
carried.
