IN THE COUNCIL CHAMBERS OF THE CITY HALL LOCATED AT 4305 SANTA FE AVENUE, VE]1NOlit CALIFORNIft.. COUNCIL PRESENT: Anderson, Furlong, Mailliard, Malburg, Poxon COUNCIL ABSENT: None The meeting was called to order by Mayor R. J. Furlong. It was moved by Poxon, seconded by Anderson, that minutes of the meeting of November 1, 1960 be approved as written and snbmitted. Motion carried. Communication from D. O. Grayson, Traffic Engineer, dated November 2, 1960, with reference to bids received for the inst.~l- lation of traffic signals at five intersections on Soto Street, in accordance with Contract No. 247, recommending that contract be ewarded to Electric and Machinery Service, Inc., on the basis of their low bid of $50,562.00, was read. Resolution No. 2391 - A Resolution of the City Council of the City o~Vernon accepting-the bid of Electric and Machinery Service, Inc. for the installation of traffic signals at five inter- sec::ions of Soto Street, in accordance with Contract No. 24-7 of said City, was read. It was moved by Malburg, seconded by Mailliard, that Resolution No. 2391 be approved and adopted. Motion carried. Ayes: Anderson, Furlong, Mailliard, Malburg, Poxon Noes: None Absent: None Communication from Car-Go Transportation requesting a license to conduct a trucking business at 2318 East 52nd Street, was read. It was moved by Anderson, seconded by Poxon, that the request of Car-Go Transportation be approved and license granted. Motion carried. Communication from Dependable Meat Co. requesting a license to conduct a business of selling meat by phone at 3243 E. Vernon Av~nue, wes read. It was moved by Poxon, seconded by Malburg, that the re~uest of Dependable Meat Co. be referred to the Health Department with power to act. Motion carried. Communication from Rodney W. Schultz dba Rod's Catering Service requesting a license to operate a lunch truck in the City of Vernon, was read. It was moved by Anderson, seconded by Poxon, that the req\le~t of Rodney W. Schultz dba Rod's Catering Service be approved and license granted. Motion carried. Communication from Coast Showcase Company requesting a license to conduct the business of manufacturing store fixtures and cabinets at 2044 E. 45th Street, was read. I I -2- 11/15/60 It was moved by Paxon, seconded by Mailliard, that the request of Coast Showcase Company be referred to the Fire Department with power to act. Motion carried. Communication from R. H. Bockhacker, Police Chief, dated November 4, 1960, with reference to increase in insurance premium ratCf:i fFom $5.50 per person to $8.00 per person, effective January 1, 1961, through the Peace Officers Association of Los Angeles Cour~ty, covering false arrest, false imprisonment, detention, malicious prosection, and/or alleged assault, requesting that the additional expenditure necessitated by this increase be authorized, was read. (Copy to each member of the City Council) It was moved by Anderson, seconded by Poxon, that the request of the Police Chief, dated November 4, 1960, be approved and that the additional expenditure be authorized. Motion carried. Communication from League of California Cities, 1...os An8e.l~s C::\1.mty Division, dated November 3, 1960, transmitting two copies of a, !'E.solution, for consideration by the City Council, urging the Los Angelea County Board of Supervisors to adopt a policy of establishing c more equitable distribution of highway users tax funds received by t.he County and the Cities within the County, was read. (Copy to each member of the City Council) Resolution No. 2392 - A Resolution of the City Council of the City of Vernon urging the Los Angeles County Board of Supervisors to adopt a policy establishing a more equitable distribution of highway users tax funds received by the County and the cities within the county, was read. It was moved by Anderson, seconded by Poxon, that Resolution No. 2392 be approved and adopted. Motion carried. Moore, Administrative Officer, dated November 7, 1960, with reference to naming successor to A:.thur J. Will, transmitting two letters, one dated October 20, 1960, from William E. Gil1iss and Robert P. Will, and the other dated October 2L" 1960 from Fred Zweiback, for consideration by the City Council, was read. (Copy of each communication to each member of the City Council) It was moved by Anderson, seconded by Poxon, that communi- cation from the Administrative Officer, dated November 7, 1960, together with transmittals, be laid over. Motion carried. Report of Police Department activities for the period November 1 - 14, 1960 inclusive, was presented. It was moved by Anderson, seconded by Malburg, that the report of Police Department activities be received and filed. Motion carried. Communication from R. H. Bockhacker, Police Chief, dated November 10, 1960, requesting a leave of absence with pay for Officer G. C. Guhl from the close of business November 10, 1960 to December 6, 1960 inclusive, was read. Morrison be rei~bursed the amount of $24.00 for having attended a Burglary & Safe Meeting in National City, Calif. on November 4, 1960, was read. It was moved by Poxon, seconded by Anderson, that the re.qnest of the Police Chief, dated November 3, 1960, be approved and authority granted to issue vlarrant to James L. Morrison in the amount of $24.00. Motion carried. Communication from R. H. Bockhacker, Police Chief, dated November 9, 1960, requesting authority for Det. Sgt. Frank E. Sweeney to attend the California State Narcotics Officers Conference NOl:"th- Sc"uth Associations, to be held in Palm Springs, Ca1iforni.a, froD: December 8, 1960 to December 10, 1960, with an expense allowanc0 01 $71.16, was read. It was moved by Anderson, seconded by Poxon, that the request of the Police Chief, dated November 9, 1960, be approved and authority granted to issue warrant to Frank E. Sweeney in the amount of $71.16. Motion carried. Communication from L. C. Husted, Fire Chief, dated NOV8mber 15, 1960, transmitting a proposal from the Pacific Telephone Company for the replacement of the present city-owned fire alarm system with a leased telephone fire alarm system, and recommending ts1at said proposal be accepted, was read. It was moved by Anderson, seconded by Poxon, that the recommendation of the Fire Chief, dated November 15, 1960, be approved; and that the proposal of Pacific Telephone Company to replace the present city-owned fire alarm system with a leased telephone fire alarm system, be accepted. Motion carried. Communication from Police Sgt. James R. Tucker reque~tipg that he be considered as a tenant for a 3-bedroom city-owned house o~~ apa.rtment when one becomes available, was read. It was moved by Anderson, seconded by Poxon, that the request of Police Sgt. James R. Tucker be received and filed for: future consideration. Motion carried. Communication from A. E. Nelson, Jr., City Engineer, D. D. Grayson, Traffic Engineer, and R. H. King, Superintendent ,vJater & Sewer Systems, dated November 10, 1960, requesting authority to advance Chester A Webb to Engineering Aide I, Step 1, effective December 1, 1960, as he has satisfactorily completed his probationary period, was read. It was moved by Anderson, seconded by Poxon, that the requ~st of the City Engineer, Traffic Engineer and Superintendent, Water & Sewer Systems, dated November 10, 1960, be approved. Motion carried. Husted, Fire Chief, dated Nc"rcrnber 14, 1960, requesting that he be reimbursed the sum of ~SO.00 incurred in connection with a trip to the University of f.ornia at Davis, California, on November 5, 1960, to attend t2StS on firemen's helmets developed by the Vernon Fire Department, was rea.d. It was moved by Anderson, seconded by Malburg, that the re.quest of the Fire Chief, dated November 14, 1960, be approved end authority granted to issue '<1arrant to L. C. Husted in the amount c,;: $90.00. Motion carried. Communication from L. C. Nemethi, M.D., Health Officer., dated November 14, 1960, advising that the Health Department han no o~jection to the Club Los Festivos using the property located at ~::;.OO E. Vernon Avenue as a meeting place for social affairs, was :-:-eacl. It was moved by Anderson, seconded by Malburg, that the Club Los Festivos be granted permission to use the property located at 2100 E. Vernon Avenue as a meeting hall and a place to hol~ their soci.al affairs. Motion carried. Communication from David Klopper requesting a license to conduct a wholesale catering business in the City of Vernon, WeB repd. It was moved by Poxon, seconded by Malburg, that the :l~8quest of David K10pper be referred to the Health Department with power to act. Motion carried. Communication from Mechanica1s Inc. requesting a license to conduct the business of wholesaling and retailing rubber goods at 2626 Santa Fe Avenue, was read. It was moved by Anderson, seconded by Malburg, that the r~quest of Mechanicals Inc. be referred to the Fire Department with power to act. Motion carried. Communication from Horace Fierro Unloading Service ~equtsting a license to conduct the business of unloading trucks arid. rail cars for various industries in the City of Vernon, 'V:r,~s rE~ad. (Office located at 2100 E. 25th Street) It was moved by Anderson, seconded by Poxon, that the ~3quest of Horace Fierro Unloading Service be approved and license granted. Motion carried. Summons in connection with Action No. 692580 brought i.n the Superior Court of the State of California in and for the County of Los Angeles, and first amended Complaint filed in the Office of the Clerk of the Superior Court of said County, against the City of Vernon, a municipal corporation, by the City of Los Angeles, a municipal corporation, was presented.
