MINUTES OF AN ADJOURNED REGULAR MEETING
OF THE CITY COUNCIL OF THE CITY OF
VERNON HELD NOVEMBER 29, 1960 AT TEN
O'CLOCK A.M. IN THE COUNCIL CHAMBERS
OF THE CITY HALL LOCATED AT 4305

COUNCIL PRESENT: Anderson, Furlong, Mai11iard, Poxon
COUNCIL ABSENT: Malburg (Until 10:05 A.M.)
The meeting was called to order by Mayor R. J. Furlong.
It was moved by Poxon, seconded by Mai11iard, that minutes
of the meeting of November 15, 1960 be approved as written and
submitted. Motion carried.
Communication from Anthony N. Passaro requesting a license
to conduct a business of gun dealer at 4814 Loma Vista Avenue, was
read.
It was moved by Paxon, seconded by Anderson, that the
request of Anthony N. Passaro be referred to the Police Department
with power to act. Motion carried.
Communication from Bob's Catering requesting a license
to operate a lunch truck in the City of Vernon, was read.
It was moved by Poxon, seconded by Anderson, that the
request of Bob's Catering be referred to the Health Department with
power to act. Motion carried.
Communication from Appliance & Wood Refinishing Service
requesting a license to conduct a business of repairing and
refinishing damaged appliances and furniture at 5015 Hampton Street,
was read.
It was moved by Poxon, seconded by Mai11iard, that the
request of Appliance & Wood Refinishing Service be referred to the
Fire Department with power to act. Motion carried.
Communication from Sunny Sally, Inc. requesting a permit
to haul waste material from produce packing from their premises at
2705 Leonis Boulevard over the public streets to an authorized
dump located outside the City of Vernon, was read.
It was moved by Anderson, seconded by Poxon, that the
request of Sunny Sally, Inc. be approved and permit granted. Motion
carried.
Communication from The Los Angeles County Board of Sli,<per-
visors, dated November 15, 1960, advising that the Notice of
Intention to circulate a petition in a certain unincorporated
territory of Los Angeles County for incorporation of a new city
to be known as the City of Bell Gardens, has been filed with the
Board of Supervisors by the proponents at 8:00 a.m. on November 2,
1960, was read.
It was moved by Anderson, seconded by Poxon, that communi-
cation from The Los Angeles County Board of Supervisors, dated
November 15, 1960, be received and filed. Motion carried.

At this time (10:05 A.M.), Councilman Malburg arrived and
took his seat at the Council table.
Communication from Frank G. Bonelli, Chairman of the
Los Angeles County Board of Supervisors, dated November 14, 1960,
thanking the City Council for its support in behalf of Yes on 15,
Senate Reapportionment, was read.
It was moved by Malburg, seconded by Poxon, that communi-
cation from Frank G. Bonelli, Chairman of the Los Angeles County
Board of Supervisors, dated November 14, 1960, be received and
filed. Motion carried.
Communication from D. D. Grayson, Traffic Engineer, dated
November 16, 1960, advising that C. D. Draucker, Inc. has completGd
the installation of the traffic signal at Downey Road and Leonis
Blvd. in accordance with Contract No. 244, and recommending that
the work be accepted and that authority be granted to pay for same
in accordance with the terms of the contract, was read.
Resolution No. 2398 - A Resolution of the City Council. of
the City of Vernon accepting the installation of traffic signals at
the intersection of Downey Road and teonis Boulevard, in accordance
with Contract No. 244 heretofore approved by the City of Vernon,
was read.
It was moved by Anderson, seconded by Poxon, that
Resolution No. 2393 be approved and adopted. Motion carried.

Communication from D. D. Grayson, Traffic Engineer, dated
November 16, 1960, advising that westates Electrical Construction
Company has completed the installation of the traffic signal at
Downey Road and Vernon Avenue in accordance with Contract No. 242,
and recommending that the work be accepted and that authority be
granted to pay for same in accordance with the terms of the contract~
was read.
Resolution No. 2397 - A Resolution of the City Council of
the City of Vernon accepting the installation of traffic signals
at Downey Road and Vernon Avenue, in accordance with Contract No.
242 heretofore approved by the City of Vernon, was read.
It was moved by Mailliard, seconded by Malburg, that
Resolution No. 2397 be approved and adopted. Motion carried.

Communication from D. D. Grayson, Traffic Engineer, dated

Civil Defense, dated November 22, 1960, transmitting a copy of
Resolution No, 715, a Resolution of the City Council of the City eI
Downey urging the State Legislature of the State of California to
initiate tax relief for fall-out shelters, and recommending that the
City Council adopt a similar resolution, was read. (Copy to each
member of the City Council)
Resolution No. 2396 - A Resolution of the City Council of
the City of Vernon urging the State Legislature of the State of:
Ca1i.fornia to initiate tax relief for fall-out shelters, was read.
It was moved by Anderson, seconded by Poxon, that
Resolution No. 2396 be approved and adopted. Motion carried.

Report of Carl A. Heinze, Consulting Electrical Engineer,
on operation of electrical system by Southern California Edison
Company for the month of September, 1960, was read.
It was moved by Malburg, seconded by Mailliard, that the
report of the Consulting Electrical Engineer be received and filed.
Motion carried.
Report of Health Department activities for the month of
October, 1960, was presented. (Copy to each member of the City
Council)
It was moved by Anderson, seconded by Poxon, that the
report of Health Department activities be received and filed. Motion

Communication from D. D. Grayson, Traffic Engi:leer, lA. E.
Nelson, Jr., City Engineer, and R. H. King, Superintendent, Water IX
Sewer Systems, dated November 22, 1960, requesting authority to
advance Ja.ck R. Stevens to Engineering Aide II, Step 2, effective
December 16, 1960, as he has satisfactorily completed his
probationary period, was read.
It was moved by Poxon, seconded by Anderson, that the
request of the Traffic Engineer, City Engineer and the Superintend-
ent, Wate~ & Sewer Systems, dated November 22, 1960, be approved.

Communication from D. D. Grayson, Traffic Engineer, dated
November 23, 1960, transmitting an easement for street purposes from
Woodmen of the world Life Insurance Society and/or Omaha Woodmen
Life Insurance Society, covering the southwest corner of Alcoa
Avenue and 50th Street, and recommending that this easement be
accepted and that Woodmen of the world Life Insurance Society and/or
Omaha Woodmen Life Insurance Society be advised of the official
recordation, was read.
It was moved by Poxon, seconded by Malburg, that Easement
be accepted from Woodmen of the World Life Insurance Society and/or
Omaha Woodmen Life Insurance Society, and that the Mayor and thE:
CLtyClerk be authorized to sign Certificate of Acceptance for
recordation purposes. Motion carried.
Communication from Los Angeles Union Stock Yards Company~
dated November 21, 1960, with reference to developing the area
formerly occupied by the stockyards with industrial buildings
generally of the same type now located in the Central Manufacturing
District property, advising that utilities will be available for
these buildings upon completion, and transmitting one print of a
location map showing this area, on which they have shown, in red,
the water line they propose to install in Charter Street, the new
street that will serve these industries, was read. (Copy to each
member of the City Council)
It was moved by Anderson, seconded by Malburg, that communi-
cati.on from Los Angeles Union Stock Yards Company, dated November 21,
1960, be received and filed. Motion carried.
Communication from L. C. Husted, Fire Chief, dated
November 25, 1960, recommending that the building permit be issued
as requested by the Prentiss Corporation, was read. (Copy to each
member of the City Council)
It was moved by Anderson, seconded by Poxon, that the
recommendation of the Fire Chief, dated November 25, 1960, be
approved and that building application 23325 be filed and permit
granted. Motion carried.
Communication from M. A. Cornell & Co., dated November 28,
1960, transmitting a summary of their analysis of the problems and
recommended solutions connected with the present group insurance
program covering the employees of the City of Vernon, was read.

Communication from John B. Moore, Administrative Officer,
dated November 29, 1960, with reference to Employees' Group Medical
Insurance, submitting certain recommendations of the Employees
Insurance Committee to the City Council relative to the above-
mentioned subject matter, was read.
It was moved by Anderson, seconded by Poxon, that Occidental
Life Insurance Company of California be given written notice to
terminate the policy providing Group Insurance coverage fer the
employees of the City of Vernon, effective date of termination to be
at the end of the day on December 31, 1960; that the proposal of
The Prudential Insurance Company of America, dated November 4, 1960,
to underwrite a program of Group Insurance benefits for the employees
of the City of. Vernon providing exact coverage as in the "Current

Planll, be accepted effective January 1, 1961, at the following 1~ate:
Employee $ 7.41
Employee & Dependent 17.86
Employee & 2 or more Dependents 24.09; and that
the Employees Insurance Committee be authorized to continue its
study with a view to developing a fee schedule type coverage
combined with catastrophe coverage, and that the services of M. ,A.
Cornell & Co. be authorized in connection with this matter on a
time cost basis, not to exceed $700.00. Motion carried.
Communication from Kryder Traffic Service requesting a
license to conduct a business of freight billing and rate checking
at 4261 N. Produce Plaza, was read.
It was moved by Anderson, seconded by Mailliard, that the
request of Kryder Traffic Service be approved and license granted.
Motion carried.
Communication from Los Angeles Union Stock Yards Cornpa.ny,
dated November 25, 1960, with reference to proposed new street
running northerly from Exchange Avenue, thence northwesterly into
Downey Road, transmitting one print of their drawing PT.190-Pll,
and ~equesting that the City Council approve the opening of this
new street into Downey Road in order that the County of Los Angeles
will be in a position to institute the necessary application with
the Public Utilities Commission for establishing a public croGr~i.D.g
of the Union Pacific Railroad Company's right-of-way at this point,
\vas read. (Copy to each member of the City Council)
It was moved by Anderson, seconded by Poxon, that communi-
cation from Los Angeles Union Stock Yards Company, dated NoveI'1ber
25, 1960, be laid over until the meeting of December 6, 1960; and
that this matter be referred to the Traffic Engineer, the Fire
Chief, the Administrative Officer and Los Angeles Union Stock Yar.ds
Company for presenting definite alternate plans with reference to
the location of the proposed new street of Charter Street. Motion
carried.
Communication from L. C. Husted, Fire Chief, dated November
25, 1960, requesting permission to acquire the services of the Gold,
Thompson and Company, Incorporated, to assist the Fire Departoent
in examining personnel for entrance into the fire service and fo~
promotion; and transmitting a copy of a letter from Gold, Thompson
and Company, Incorporated, giving detailed costs of the various
examinations available, was read. (Copy to each member of the City
Council)
It was moved by Anderson, seconded by Poxon, that th8
request of the Fire Chief, dated November 25, 1960, be approved.
Motion carried.
Communication, was read, from L. C. Husted, Fire Chief,
dated November 23, 1960, requesting permission to advance the
following personnel, effective November 16, 1960, as listed:

It was moved by Poxon, seconded by Malburg, that the
request of the Fire Chief, dated November 23, 1960, be approved.
Motion carried.
Communication from The Union Ice Company requesting a
license to conduct the business of water ice sales and distribution
at 4225 District Blvd., was read.
It was moved by Anderson, seconded by Poxon, that the
request of The Union Ice Company be approved and license granted
Motion carried.
Copy of Resolution No. 1096 of the City Council of the
City of Lakewood requesting the State Division of Highways to
expedite the acquisition and development of the San Diego Freewa.y'
and the San Gabriel River Freeway, in Los Angeles County, so as to
connect with existing links in Los Angeles County, was read.
It was moved by Paxon, seconded by Anderson, that copy of
Resolution No. 1096 of the City Council of the City of Lakewood
be received and filed. Motion carried.
Copy of Resolution No. 1098 of the City Council of the
City of Lakewood supporting in general the need for a mass rapid
transit system in Los Angeles County and adopting the Statement of
the Transportation Committee of the Los Angeles County Divisiop of
the League of California Cities as a limitation on M.T.A. 's prcposal
for broad new powers, was read.
It was moved by Poxon, seconded by Anderson, that copy of
Resolution No. 1098 of the City Council of the City of Lakewood
be received and filed. Motion carried.
Copy of Resolution No. 1099 of the City Council of the
City of Lakewood requesting the State Legislature to place again a
ballot measure at the next General Election on increase of comp0n-
sation for members of the State Legislature, was read.
It was moved by Poxon, seconded by Anderson, that copy of
Resolution No. 1099 of the City Council of the City of Lakewood
be received and filed. Motion carried.

It was moved by Poxon, seconded by Anderson, that

There being no further business to come before the meeting,
it was moved by Malburg, seconded by Mai11iard, that the meeting
adjourn. Motion carried.
