MINUTES OF A REGULAR ~EETING OF THE
CITY COUNCIL OF THE CITY OF VERNON
HELD DECEMBER 6, 1960 AT TIvO O'CLOCK
P.M. IN THE COUNCIL CHAMBERS OF THE
CITY HALL LOCATED AT /.:305 SANTA FE
AVENUE, VERNON~ CALIFORNIA.

Malburg.
The meeting was called to order by Mayor pro tempore L. C.
It was moved by Poxon, seconded by Anderson, that minutes
of the meeting of November 29, 1960 be approved as written and
submitted. Motion carried.
Communication from Los Angeles Union Stock Yards Company,
dated November 25, 1960, with reference to proposed new street
running northerly from Exchange Avenue, thence northwesterly into
Downey Road, transmitting one print of their drawing PT.190-Pll,
and requesting that the City Council approve the opening of this
new street into Downey Road in order that the County of Los Angeles
will be in a position to institute the necessary application with
the Public Utilities Commission for establishing a public crossing
of the Union Pacific Railroad Company~s right-of-way at this point,
was read. (Copy to each member of the City Council) (Laid over at

Mr. E. H. Farrar, Mr. G. C. Harrison and Mr. J. H. Kelley,
representing Central Manufacturing District, Inc. and Los Angeles
Union Stock Yards Company, appeared before the City Council to
answer any questions relative to the proposed new street opening
into Downey Road.
Mr. Farrar assured the City Council that Central Manu-
facturing District, Inc. and/or Los Angeles Union Stock Yards Company
would bear the cost of any signal protection devices at said crossing
into Downey Road, when and if the City deemed protection devices
necessary.
It was moved by Anderson, seconded by Poxon, that the City
Council approve the opening of the proposed new street of Charter
Street into Downey Road, provided that any signal protection devices
be paid for by Central Manufacturing District, Inc. and/or Los
Angeles Union Stock Yards Company, when and if necessary. Motion
carried.
Communication from L. C. Husted, Fire Chief, and R. H.
Bockhacker, Police Chief, dated November 28, 1960, advising that
Motorola Communications and Electronics, Inc. has completed the
furnishing and installation of two three-way FM Radio Communicati.on
Systems for the City of Vernon (one for the Police Department; one
for the Fire Department) in accordance with Specificat:Lons No. 233,
<1nd recommending that the work be accepted and that authority be
granted to pay for same in accordance with the contract, was read.

Resolution No. 2400 - A Resolution of the City Council of
the City of Vernon accepting~two three-way FM Radio Communication
Systems in accordance with Specifications No. 233 heretofore
approved by the City of Vernon, was read.

It was moved by Anderson, seconded by Poxon, that
Resolution No. 2400 be approved and adopted. Motion carried.

Communication from J. C. Jordan, Police Department Captain,
Patrol Division, dated November 28, 1960, submitting an application
for a city-owned one bedroom house or apartment, was read. (Copy
to each member of the City Council)
It was moved by Anderson, seconded by Poxon, that communi-
cation from Captain J. C. Jordan, dated November 28, 1960, be
received and filed for future consideration. Motion carried.
Copy of the Proceedings of the First Annual Seminar of the
California Contract Cities Association held in Palm Springs on
April 29, 30 & May 1, 1960, was presented.
It was moved by Anderson, seconded by Poxon, that copy of
the Proceedings of the First Annual Seminar of the California
Contract Cities Association be received and filed. Motion carried.
Communication from F. L. Floyd, Fire Chief, City of
Maywood, California, dated November 29, 1960, extending thanks for
the assistance given to the City of Maywood Fire Department by Chief
Husted and members of the Vernon Fire Department in fighting a fire
at the Acme Pattern and Foundry Company on November 26, 1960, was
read.
It Was moved by Poxon, seconded by Anderson, that communi-
c~tion from F. L. Floyd, Fire Chief, City of Maywood, dated November
29, 1960, be received and filed. Motion carried.
Copy of a communication from Mason, Muntz & Associates,
dated November 29, 1960, addressed to Integrated, Incorporated, with
:reference to the completion of construction of Fire Station No.3,
was read. (Copy to each member of the City Council)
It was moved by Anderson, seconded by Poxon, that copy of
a communication from Mason, Muntz & Associates, dated November 29,
1960, addressed to Integrated, Incorporated, be received and filed.
Notion carried.
Copy of a communication from Integrated, Incorporated,
dated December 1, 1960, addressed to Mason, Muntz & Associates, in
reply to their letter dated November 29, 1960, with reference to the
completion of construction of Fire Station No.3, was read. (Copy

It was moved by Anderson, seconded by Poxon, that copies
of communications from Integrated, Incorporated, dated December 1 &
2, 1960, respectively, addressed to Mason, Muntz & Associates, be
received and filed; and that the Fire Chief be instructed to make a
report to the City Council at its next regular meeting with reference
to the completion of construction of Fire Station No.3. Motion
carried.
The Police Chief reported verbally that Officer G. C. Guhl
has been on leave of absence with pay from the close of business
November 10, 1960 to December 6, 1960, inclusive, in accordance with
authority granted by the City Council at its meeting held November
15, 1960; and requested that Officer G. C. Guhl be granted an
extended leave of absence with pay until further notice.
It was moved by Anderson, seconded by Poxon, that Officer
G. C. Guhl be granted an extended leave of absence with pay until
further notice from the Police Chief. Motion carried.
Communication, was read, from L. C. Husted, Fire Chief,
dated December 1, 1960, requesting permission to advance the
following Firemen from Grade 3 to Grade 2, effective December 1,

Communication from B-I-F Industries, dated November 23,
1960, transmitting duplicate of their December 9, 1958 invoice in
the amount of $297.96, was read. (Copy to each member of the City
Council)
It was moved by Anderson, seconded by Poxon, that payment
of invoice in the amount of $297.96 from B-I-F Industries, dated
December 9, 1958, be held up until control equipment, furnished in
accordance with Specifications No. 208, operates properly. Motion
ca.rried.
Communication from the City of Los Angeles, Office of the
Board of Public Works, dated November 23, 1960, advising that as
recommended in the accompanying joint report of the City Engineer
and the Director of the Bureau of Sanitation, which the Board of
Public WQl'.ks has adopted, the said Board, pursuant to the provi..s:icrtS
of Section 64.23 of the Los Angeles Municipal Code, declared
abandoned the sewer gauging station at Vernon Avenue and Alamed8.
Street, indicated on Plan D- 3362, and the sewer gaugi.ng s tction a:t:

It was moved by Anderson, seconded by Mailliard, that
communication from the City of Los Angeles, Office of the Board of
Public works, dated November 23, 1960, together with joint report
of the City Engineer and the Director of the Bureau of Sanitation,

Communication from Mobil Oil Company requesting a permit to
haul rubbish from their premises located at 2525 East 37th Street and
2423 East 28th Street over the public streets to an authorized dump
or incinerator located outside of the City of Vernon, was read.
It was moved by Poxon, seconded by Anderson, that the
request of Mobil Oil Company be approved and permit granted. Motion
carried.
Stipulation gral1t~ng the City of Vernon an extension of
time within which to plead, extending the time of trial and waiving
the right to a dismissal, in Action No. 692,530 brought in the
Superior Court of the State of California in and for the County of
Los Angeles, against the City of Vernon by the City of Los Angeles,
~vas read.
It was moved by Anderson, seconded by Mailliard, that
Stipulation granting the City of Vernon an extension of time within
which to plead, extending the time of trial and waiving the right
to a dismissal, in Action No. 692,580 be received and filed. Motion
carried.
Report of Police Department activities for the period
November 15 - 30, 1960, inclusive, was presented.
It was moved by Anderson, seconded by Poxon, that the
report of Police Department activities be received and filed.
Motion carried.

dated December 5, 1960, requesting permission to employ fifteen

Communication from John S. Simpson requesting that he be
assigned single ground floor living quarters in the new apartment
facility, if at all possible, was read.
It was moved by Anderson, seconded by Nailliard, tha;:,
communication from John S. Simpson be received and filed for future
consideration. Motion carried.
Communication from Policeman A. E. Palen tendering his
resignation as an employee of the City of Vernon to be effective as
of the end of his tour of duty on December 15, 1960, together with
recommendation from R. H. Bockhacker, Police Chief, that resignation
be accepted, was read.

It was moved by Mailliard, seconded by Poxon, that the
resignation of Policeman A. E. Palen be accepted effective as of the
end of his tour of duty on December 15, 1960. Motion carried.
Communication from D. D. Grayson, Traffic Engineer, dated
December 5, 1960, advising that the Public Utilities Commission has
recommended the installation of two No. 8 flashing light signals at
Crossing Nos. 25-0.95-C and 3A-4.63-C on Soto Street approximately
300 feet south of Vernon Avenue; recommending that the City enter
into agreement, as transmitted, with the railroads for said instal-
lation at an approximate cost of $14,202.00; and recommending that
the City make application to the Public Utilities Commission for
allocation of funds to assist in financing this work, was read.
It was moved by Mailliard, seconded by Anderson, that the
Mayor and the City Clerk be authorized to execute, on behalf of the
City of Vernon, Agreement between the Los Angeles Junction Railway
Company, a California corporation, and Los Angeles & Salt Lake
Railroad Company and its Lessee, the Union Pacific Railroad Company,
a Utah corporation, and the City of Vernon, for the installation of
Standard No. 8 Flashing Light Signals to be installed at Crossing
Nos. 25-0.95-C and 3A-4.63-C; and that the City Attorney be
instructed to draft a resolution authorizing the Mayor and City
Clerk to sign an application to the Public Utilities Commission of
the State of California for allocation from Crossing Protection
Fund. Motion carried.
Communication from Bailey's Catering requesting a license
to operate a lunch truck in the City of Vernon, was read.
It was moved by Mailliard, seconded by Poxon, that th~
request of Bailey's Catering be approved and license granted. Motion
carried.
Communication from Vernon Firemen's Association, dated
December 5, 1960, requesting permission to have a Christmas Program
for the families of Fire Department personnel at Fire Station No.2
on Saturday, December 17, 1960, at approximately 1:00 p.m. to 3:00
p . m., was read.
It was moved by Anderson, seconded by Poxon, that the
request of Vernon Firemen's Association, dated December 5, 1960, be
approved. Motion carried.
The matter of a successor to Arthur J. Will was discussed
gene:::ally.
It was moved by Anderson, seconded by Poxon, that this
matter be placed on the agenda for consideration at the next regular
meeting. Motion carried.
The Fire Chief made a verbal request for permission 1::0
purchase two additional remote control radios at an approximate cost
of $325.00 each.
It was moved by Anderson, seconded by Poxon, that the Fire
Chief be authorized to purchase two additional remote control r<,',dios
at an approximate cost of $325.00 each. Motion carried.

It was moved by Mailliard, seconded by Anderson, that
building applications numbered 23365 to 23376 inclusive be filed

vJarrant Register No. 82;\ covering claims and demands
presented during the period November 16 to 30, which includes
Demands Nos. 3919 to 4104 (both inclusive, with the exception of
Demand No. 4083, drawn on the California Bank, totaling $142,910.14
(accounting period December, 1960), was examined and audited.
It was moved by Anderson, seconded by Mailliard, that
;'Harrant Register No. 8211 be approved and payment authorized for
Demands Nos. 3919 to 4104 (both inclusive), with the exception of
Demand No. 4083. Motion carried.
