MINUTES OF A REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON
HELD JANUARY 3, 1961 AT TWO O'CLOCK
P.M. IN THE COUNCIL CHAMBERS OF THE
CITY HALL LOCATED AT 4,305 SANTA FE
AVENUE, VERNON, CALIFORNIA.
COUNCIL PRESENT: Anderson, Furlong, Mailliard, Malburg, Poxon
COUNCIL ABSENT: None
The meeting was called to order by Mayor R. J. Furlong.
It was moved by Poxon, seconded by Anderson, that the
minutes of the meeting of December 20, 1960 be approved as written
and submitted. Motion carried.
Representatives of The Pacific Telephone and Telegraph
Company appeared before the City Council for the purpose of answering
any questions relative to the proposed replacement of the present
city-owned fire alarm system with a leased telephone fire alarm
system.
The Fire Chief distributed copies of a letter addressed
to him from The Pacific Telephone and Telegraph Company, dated
JanU2.ry 3, 1961, relative to a leased telephone fire alarm system,
to members of the City Council for their information.
Communication from D. D. Grayson, Traffic Engineer., dat00
December 28, 1960, advising that Westates Electrical Construction
Company has completed the traffic signal installation on Santa Fe
Avenue and 55th Street in accordance with Contract No. 245, and
recommending that the work be accepted and that authority be grant€G
to pay for same in accordance with the terms of the contract, was
read.
Resolution No. 2402 - A Resolution of the City Council ex
the City of Vernon accepting the installation of traffic signals
on Santa Fe Avenue and 55th Street, in accordance with Contract No.
245 heretofore approved by the City of Vernon, was read.
It was moved by Poxon, seconded by Anderson, that
Resolution No. 2402 be approved and adopted. Motion carried.

December 28, 1960, advising that McAmis & Baker has complf-':ted the
reconstruction of 55th Street from Santa Fe Avenue to the East City
Boundary i.n accordance with Contract No. 237, and recommend:i.ng t11at
the work be accepted and that authority be granted to pn:' for saws
in accord~nce with the terms of the contract, was read.
Resolution No. 24.03 - A Resolution of the City Council of
the City of Vernon accepting the reconstructing of 55th Street fror
Santa Fe Avenue to the East City Boundary, in accordance ~7ith
Contract No. 237 heretofore approved by the City of Vernon, war: read.

Resolution No. 2403 be approved and adopted. Motion carried.

Communication from Mr. William A. Novak, dated December
21, 1960, with reference to traffic at the junction of District Blve.
with Alamo Avenue and with Slauson Avenue, was read. (Copy to each

It was moved by Anderson, seconded by Poxon, that commu~i-
cation from Mr. William A. Novak, dated December 21, 1960, be
referred to the Traffic Engineer and the Police Chief for a report.
Motion carried.
Communication from F. A. Ziemer, City Clerk, dated
December 30, 1960, recommending that Mary Ruth Cannon be advanced
from Clerk-Purchasing Department, Grade 4 to Grade 3, effective
January 16, 1961, as she will have satisfactorily completed her
six months probationary period, was read.
It was moved by Poxon, seconded by Anderson, that the
recommendation of the City Clerk, dated December 30, 1960, be
approved. Motion carried.
Communication from D. D. Grayson, Traffic Engineer, R. p.
King, Superintendent, Water & Sewer Systems, and A. E. Nelson, Jr.,
City Engineer, dated December 27, 1960, transmitting letter of
resignation from Paul K. Swisher and recommending that said
resignation be accepted effective at the close of business on
December 30, 1960, was read.
It was moved by Anderson, seconded by Mail1iard, that the
resignation of Paul K. Swisher be accepted effective at the close
of business on December 30, 1960. Motion carried.
Communication, was read, from R. H. Bockhacker, Police
Chief, dated December 27, 1960, recommending that the following
personnel be advanced in grade as listed:
A. L. Dwyer from Policeman Grade 2 to Grade 1,
effective January I, 1961
B. C. Thomason from Police Grade 2 to Grade 1,
effective January 1, 1961
M. C. Wooten from Policeman Grade 3 to Grade 2,
effective January 1, 1961
J. H. Gavin from Policeman Grade 4 to Grade 3,
effective January 16, 1961
It was moved by Mailliard, seconded by Poxon, that
recommendation of the Police Chief, dated December 27, 1960, be
approved. Motion carried.
Communication from Robert S. Stone, Director of Sanit8.tic{),
dated December 27, 1960, with reference to rubbish collection in the
City of Vernon, recommending that Ordinance No. 236 be repealed,
was read. (Copy to each member of the City Council)

Ordinance No. 734 - An Ordinance of the City of Vernon
repealing Ordinance No. 236 of said City, was read in full for a
first reading.
It was moved by Malburg, seconded by l~i11iard, that
Ordinance No. 734 receive and pass a first reading. Motion carried.

It was moved by Poxon, seconded by Anderson, that Ordinance
No. 734, receive a second reading by title. Motion carried.
Ordinance No. 734. - An Ordinance of the City of Vernon
repealing Ordinance No. 236 of said City, was read for a second
reading by title.
It was moved by Anderson, seconded by Poxon, that Ordinance
No. 734 receive and pass a second reading. Motion carried.

Communication from the City of Monrovia, dated December
29, 1960, transmitting a copy of their Resolution No. 2978 N.S.
endo'tsing the position of the Los Angeles County Division, League
of California Cities, regarding Metropolitan Transit Authority
proposals for new and additional legislation incidental to the
establishment of a mass rapid transit system in the Los Angeles al"i;a,
was read.
It was moved by Anderson~ seconded by Malburg, that
communication from the City of Monrovia, dated December 29, 1960,
together with copy of their Resolution No. 2978 N.S., be received
and filed. Motion carried.
Copies of three communications from Mason, Muntz &
Associates, dated December 27, 1960, addressed to Integrated,
Incorporated, with reference to Fire Station No.3, were read.

It was moved by Anderson, seconded by Poxon, that copies c
three communications from Mason, Muntz & Associates, dated DecAmber
27, 1960, addressed to Integrated, Incorporated, be received and
filed. Motion carried.
Communication from L. C. Husted, Fire Chief, dated Januc.~ry
3, 1961, submitting specifications for one 80-foot fire tower and
ladder truck motor fire apparatus, and recommending that said speci.-
ficationa be approved, was read.
It was moved by Anderson, seconded by poxon, that sped.fi-
cations, as submitted by the Fire Chief, for one SO-foot fire tower
and ladder truck motor fire apparatus, be referred to the City
Attorney for checking and drafting of necessary papers. Motion
carried.

Communication from L. C. Husted, Fire Chief, dated
December 30, 1960, submitting results of promotional examinations
in the Fire Department, and requesting authority to promote the
personnel as outlined to the positions indicated, effective Januar.y
1, 1961, was read.
It was moved by Poxon, seconded by Anderson, that authori.ty
be granted to promote certain Fire Department personnel, effective
January I, 1961, as outlined in communication from the Fire Chief,
dated December 30, 1960. Motion carried.
Communication from Rachel Richter, Health Nurse, dated
December 30, 1960, requesting that she be considered as a tenant
for the house to be vacated by ~~. Matteis at 4325 Furlong Place,
was read. (Copy to each member of the City Council)
General discussion was held with reference to tenants for
the city-owned houses located at 4325 Furlong Place and 3365
Fruitland Avenue, which will be vacant in the very near future.
It was moved by Furlong, seconded by Poxon, that the city-
owned house located at 4325 Furlong Place be leased to Sgt. J. L.
Morrison, Police Department employee, when it is available; and
that the city-owned house located at 3365 Fruitland Avenue be lease~
to Rachel Richter, Health Nurse, when it is available. Motion
carried.
Report of Police Department activities for the perio~
December 16 - 31, 1960 inclusive, was presented.
It was moved by Anderson, seconded by Poxon, that report
of Police Department activities be received and filed. Motion
carried.
Summary of Apportionments of Motor Vehicle License Fees
for the period June 1, 1960 through November 30, 1960 as provided
by Sections 11003-5, Revenue and Taxation Code, was read.
It was moved by Poxon, seconded by Anderson, that Summary
of Apportionments of Hotor Vehicle License Fees for the period ..Tun'c:
I, 1960 through November 30, 1960 be received and filed. Motion
carried.
Report of Carl A. Heinze, Consulting Electrical Engine€.?~' ~
on operation of electrical system by Southern California Edison
Company for month of October, 1960, was read.

Communication from R. H. Bockha~ker, Police Chief, dated
January 3,. 1961, requesting that a parking ordinance be passed in
accorda~ce with Section 22652-a through c of the California Vehicle
Code, was read. (Copy to each member of the City Council)
It was moved by Poxon, seconded by Anderson, that communi-
cation from the Police Chief, dated January 3, 1961, be referred to
the City Attorney for drafting of an ordinance in accordance with
Section 22652-a through c of the California Vehicle Code. Motion
carried.

Communication from F. A. Ziemer, City Clerk, dated Jantmry
3, 1961, requesting authority for Brooks Carden, Purchasing Agent,
to attend the California State, County and Municipal Purchasing
Agents' Association meeting to be held in San Mateo, California,
January 26 to 28, 1961, inclusive, with an expense allowance of
$111.00, was read.
It was moved by Anderson, seconded by Malburg, that the
request of the City Clerk, dated January 3, 1961, be approved and
authority granted to issue warrant to Brooks Carden in the amount
of $111.00. Motion carried.

January 3, 1961, was presented. (Copy to each member of the City

It was moved by Anderson, seconded by Malburg, that
Community Promotion Report from Harold P. Levy, dated January 3,
1961, be received for study. Motion carried.
The City Engineer made a verbal recommendation that invoi~e
from B.I.F. Industries, dated December 9, 1958, in the amount of
$297.96, be paid.
It was moved by Malburg, seconded by Anderson, that the
recommendation of the City Engineer be approved and authority
granted to issue warrant to B.I.F. Industries in the amount of
$297.96. Motion carried.

It was moved by Poxon, seconded by Anderson, that "Warrant
Register No. 84" be approved and payment authorized for Demands Nos.
4196 to 4326 (both inclusive), with no exceptions. Motion carried.
