MINUTES OF A REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON
HELD JANUARY 17, 1961 AT TwO O'CLOCK
P.M. IN THE COUNCIL CHAMBERS OF THE
CITY HALL LOCATED AT 4305 SANTA FE
AVENUE, VERNON, CALIFORNIA.
COUNCIL PRESENT: Anderson, Furlong, Mailliard, Malburg, Poxon
COUNCIL ABSENT: None

The meeting was called to order by Mayor R. J. Furlong.
It was moved by Paxon, seconded by Anderson, that minutes
of the meeting of January 3, 1961 be approved as written and
submitted. Motion carried.
Councilman William Emmens from the City of Santa Fe
Springs appeared before the City Council and introduced Fire Chief
E. C. Gates from the City of Santa Fe Springs. Chief Gates then
presented a memento to Vernon Fire Chief L. C. Husted inscribed
as follows: "The City Council of the City of Santa Fe Springs
wishes to express their appreciation to The Vernon Fire Department
for service rendered in extinguishing the Rothschild Oil Refinery
fire in the City of Santa Fe Springs on December 2nd and 3rd of
1960."
It was moved by Pox on , seconded by Anderson, that
Ordinance No. 734 receive a third and final reading by title.
Motion carried.
Ordinance No. 734 - An Ordinance of the City of Vernon
repealing Ordinance No. 236 of said City, was read for a third
and final reading by title.
It was moved by Anderson, seconded by Poxon, that
Ordinance No. 734 receive and pass a third reading and be adopted.
Motion carried.

Communication from Wendler Bros. requesting a license
to conduct a business of re-loading trucks at 2850 S. Alameda St.,
was read.
It was moved by Poxon, seconded by Anderson, that the
request of Wendler Bros. be approved and license granted. Motion
carried.
Communication from the Globe Paper Company requesting
a license to conduct a business of wholesaling wrapping paper,
bags, twine and related items, at 2533 E. 28th Street, was read.
It was moved by Poxon, seconded by Malburg, that the
request of Globe Paper Company be referred to the Fire Department
with power to act. Motion carried.
Communication from Safeway Stores, Inc., dated January
6, 1961, requesting a permit to haul rubbish from their premises
located at 1925 East Vernon Avenue over the public streets to an
authorized dump or incinerator located outside the City of Vernon,
was read.

It was moved by Anderson, seconded by Poxon, that the
request of Safeway Stores, Inc. be approved and permit granted.
Motion carried.
Communication from R. H. Bockhacker, Police Chief,
dated January 5, 1961, requesting authority to attend the
Attorney General's Meeting to be held at Rickey's Studio Inn at
Palo Alto on January 25 to 28, 1961, inclusive, with an expense
allowance of $128.29, was read.
It was moved by Poxon, seconded by Anderson, that the
request of the Police Chief, dated January 5, 1961, be approved
and authority granted to issue warrant to R. H. Bockhacker in
the amount of $128.29. Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
January 10, 1961, recommending that Lease Agreement between the
City of Vernon and Motor Officer Robert D. Linke for one 1957
Harley-Davidson Motorcycle, Engine #57FL3951, be renewed effective
as of January 23, 1961, was read.
It was moved by Mail1iard, seconded by Poxon, that the
recommendation of the Police Chief, dated January 10, 1961, be
approved and that said lease agreement be renewed. Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
January 10, 1961, recommending that Robert J. Robbins be advanced
from Policeman Grade 2 to Grade 1, effective February 1, 1961,
was read.
It was moved by Anderson, seconded by Malburg, that the
recommendation of the Police Chief, dated January 10, 1961, be
approved. Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
January 9, 1961, advising that Police Department personnel have
completed their annual vacations as outlined, was read.
It was moved by Malburg, seconded by Mailliard, that
communication from the Police Chief, dated January 9, 1961, be
received and filed. Motion carried.
Decision No. 61272 before the Public Utilities Commission
of the State of California, Case No. 6898 - Investigation for the
purpose of establishing a list for the year 1961 of railroad grade
crossings of city streets or county roads most urgently in need of
separation, or existing separations in need of alteration or recon-
struction as contemplated by Section 189 of the Streets and
Highways Code, was read.
It was moved by Anderson, seconded by Malburg, that
Decision No. 61272 before the Public Utilities Commission of the
State of California, Case No. 6398, be received and filed. Motion
carried.
Communication from David D. Grayson, Traffic Engineer,
dated January 5, 1961, requesting authority to attend the California
Streets & Highways Conference at Berkeley on January 26 to 29, 1961,
inclusive, with an expense allowance of $145.69, was read.

It was moved by Anderson, seconded by Poxon, that the
request of the Traffic Engineer, dated January 5, 1961, be
approved and authority granted to issue warrant to David D.
Grayson in the amount of $145.69. Motion carried.

Communication from D. D. Grayson, Traffic Engineer,
dated January 4, 1961, recommending that contract with Paramount
Pest Control Service, for control of rats and mice at the City
dump area,be cancelled and that Paramount Pest Control Service
be so notified, was read.
It was moved by Poxon, seconded by Anderson, that
contract with Paramount Pest Control Service, for control of rats

Communication from D. D. Grayson, Traffic Engineer,
R. H. King, Superintendent, Water & Sewer Systems, and A. E.
Nelson, Jr., City Engineer, dated January 9, 1961, requesting
authority to advance Jacque Moreno to Utility Man IV, Step 4,
effective February 1, 1961, as he will have satisfactorily
completed his probationary period, was read.
It was moved by Poxon, seconded by Anderson, that the
request of the Traffic Engineer, Superintendent, Water & Sewer
Systems and the City Engineer, dated January 9, 1961, be approved.
Motion carried.
Communication from D. D. Grayson, Traffic Engineer,
and R. H. Bockhacker, Police Chief, dated January 9, 1961, with
reference to letter dated December 21, 1960 from William A. Novak,
in regard to traffic on District Boulevard at Slauson Avenue,
recommending that Mr. Novak's suggestion be denied, was read.

It was moved by Anderson, seconded by Malburg, that
the recommendation of the Traffic Engineer and the Police Chief,
dated January 9, 1961, be approved and that copy of letter from
the Traffic Engineer and the Police Chief, dated January 9, 1961,
be sent to Mr. Novak. Motion carried.
Communication from Central Basin Water Association
extending an invitation to attend the next regular meeting of the
Board of Directors to be held at the Huntington Park Elk's Club,
3355 East Gage Avenue, Huntington Park, at 6:30 P.M. on Thursday,
February 2, 1961, was read.
It was moved by Anderson, seconded by Malburg, that
communication from Central Basin Water Association be received
and filed. Motion carried.
Communication from Rachel Richter, Health Nurse, dated
January 12, 1961, extending an invitation to attend the dinner
meeting of the Vernon Nurses at Fire Station No.1, on Monday,
January 30, 1961, at 6:00 P.M., was read. (Copy to each member
of the City Council)
It was moved by Anderson, seconded by Malburg, that
communication from the Health Nurse, dated January 12, 1961, be
received and filed. Motion carried.

Communication from R. H. King, Superintendent, Water &
Sewer Systems, dated January 13, 1961, requesting authority to
purchase electrical material and equipment, at an approximate cost
of $1,000.00, for the purpose of installing remote control equip-
ment to operate the water wells located in the area of pumping
plant #1, was read.
It was moved by Anderson, seconded by Poxon, that the
request of the Superintendent, Water & Sewer Systems, dated
January 13, 1961, be approved. Motion carried.
Report of Police Department activities for the period
January 1 - 15, 1961, inclusive, was presented.
It was moved by Malburg, seconded by Poxon, that the
report of Police Department activities be received and filed.
Motion carried.
Communication from Metal & Thermit Corp. requesting a
license to conduct a business of detinning at 5708 Alcoa Avenue,
was read.
It was moved by Anderson, seconded by Malburg, that the
request of Metal & Thermit Corp. be approved and license granted.
Motion carried.
Communication from the Los Angeles County Boundary
Commission, dated January 11, 1961, advising that a proposal has
been filed with the Secretary of the County Boundary Commission
for the annexation of certain territory described as ;tAnnexation
No. 711 to the City of Montebe110, was read.
It was moved by Anderson, seconded by Mai1liard, that
communication from the Los Angeles County Boundary Commission,
dated January 11, 1961, be received and filed. MOtion carried.
Report of Carl A. Heinze, Consulting Electrical Engineer,
on operation of electrical system by Southern California Edison
Company for the month of November, 1960, was read.
It was moved by Anderson, seconded by Mailliard, that
the report of the Consulting Electrical Engineer be received and
filed. Motion carried.
Communication from State of California, Department of
Public Works, Division of Highways, District VII, dated January
3, 1961, addressed to A. E. Nelson, Jr., City Engineer, trans-
mitting in triplicate memorandum of agreement for accumulation
of gas tax funds within the City of Vernon for the 1960-61 fiscal
year, was read.
Resolution No. 2404 - A Resolution of the City Council
of the City of Vernon approving memorandum of agreement for
accumulation of the gas tax allocation to cities, was read.
It was moved by Poxon, seconded by Anderson, that
Resolution No. 2404 be approved and adopted. Motion carried.

Resolution No. 2405 - A Resolution of the City Council
of the City of Vernon withdrawing certain territory from the East
Los Angeles County Fire Protection District, was read.
It was moved by Anderson, seconded by Poxon, that
Resolution No. 2405 be approved and adopted. Motion carried.

Resolution No. 2406 - A Resolution of the City Council
of the City of Vernon approving Specifications No. 254 for the
furnishing and delivery to the City of Vernon of one eighty-foot
fire tower and ladder truck motor fire apparatus, for use of the
Fire Department, was read.
It was moved by Poxon, seconded by Mai11iard, that
Resolution No. 2406 be approved and adopted. Motion carried.

Resolution No. 2407 - A Resolution of the City Council
of the City of Vernon directing the giving of notice inviting

It was moved by Anderson, seconded by Malburg, that
Resolution No. 2407 be approved and adopted. MOtion carried.

"tvarrant Register No. 85" be approved and payment authorized for
Demands NOs. 4327 to 4407 (both inclusive), with no exceptions.
Motion carried.

'Payroll Wa.rrant Register No. 42 II be approved and payment authorized
for Demands Nos. 391 to 404 (both inclusive), with no exceptions.
