19610207 Regular City Council Meeting - Minutes I I MINUTES OF A REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF VEP~ON HELD FEBRUARY 7, 1961 AT TWO OiCLOCK P.M. IN THE COUNCIL CHAMBERS OF THE CITY HALL LOCATED AT 4305 SANTA FE ~VENYE, VERNON~ CALIFORNIA. COUNCIL PRESENT: Anderson, Furlong, Mailliard, Malburg, Poxon COUNCIL ABSENT: None The meeting was called to order by Mayor R. J. Furlong. It was moved by Poxon, seconded by Anderson, that minutes of the meeting of January 17, 1951 be approved as written and submitted. Motion carried. The Clerk announced that this was the time and place for opening of bids received for the furnishing and delivery of one eighty-foot fire tower and ladder truck motor fire apparatus, in accordance with Specifications No. 254. It was moved by Malburg, seconded by Poxon, that the Clerk be instructed to open and read the bids submitted. Motion carried. The Clerk opened and read the following bid: P. E. Van Pelt, Inc. $ 49,469.50 It was moved by Anderson, seconded by Poxon, that bid received for the furnishing and delivery of one eighty-foot fire tower and ladder truck motor fire apparatus, in accordance with Specifications No. 254, be referred to the Fire Chief and City Attorney for checking and report. Motion carried. Communication from F. A. Ziemer, City Clerk, dated January 31, 1961, requesting authority to purchase one mobile cart for the City's check protector and sign-a-meter at an approximate cost of $75.00, was read. It was moved by Anderson, seconded by Poxon, that the request of the City Clerk, dated January 31, 1961, be approved. Motion carried. Communication from F. A. Ziemer, City Clerk, dated January 24, 1961, requesting authority to purchase one Kollman K-50 power machine and accessories for cleaning drain or supply lines, at an approximate cost of $190.00 plus tax, was read. (Copy to each member of the City Council) It was moved by Anderson, seconded by Poxon, that the request of the City Clerk, dated January 24, 1961, be approved. Motion carried. Communication from Metal Supply Inc. requesting a license to conduct a business of steel distribution at 2070 E. 37th Street, was read. It was moved by Malburg, seconded by Mailliard, that the request of Metal Supply Inc. be approved and license granted. Motion carried. I I -2- 2/7/61 Communication from Bond Meat Co. Inc. requesting a license to conduct a beef boning business at 3163 E. Vernon Avenue, was read. It was moved by Poxon, seconded by Malburg, that the request of Bond Meat Co. Inc. be referred to the Health Department with power to act. Motion carried. Communication from Vernon Bolt and Screw Supply Co. requesting a license to conduct a business of selling industrial fasteners at 5603 Boyle Avenue, was read. It was moved by Anderson, seconded by Poxon, that the request of Vernon Bolt and Screw Supply Co. be approved and license granted. Motion carried. Communication from Aztec Freight Lines requesting a license to conduct a business of freight trucking for hire at 2850 S. Alameda Street, was read. It was moved by Poxon, seconded by Anderson, that the request of Aztec Freight Lines be approved and license granted. Motion carried. Communication from Max Hart dba Avalon DeLuxe Catering #64 requesting a license to operate a lunch truck in the City of Vernon, was read. It was moved by Poxon, seconded by Malburg, that the request of Max Hart dba Avalon DeLuxe Catering 1/64 be referred to the Health Department with power to act. Motion carried. Communication from Birchwood Inc. requesting a license to conduct a business of plywood manufacturing and veneer sales at 4924 Everett Avenue, was read. It was moved by Poxon, seconded by Malburg, that the request of Birchwood Inc. be approved and license granted. Motion carried. Communication from James J. Everett requesting a license to operate a lunch truck in the City of Vernon, was read. It was moved by Poxon, seconded by Anderson, that the request of James J. Everett be referred to the Health Department with power to act. Motion carried. Communication from Manasa Mfg. Co. requesting a license to conduct a business of manufacturing barbecue, patio and fireplace equipment at 2208 E. 37th Street, was read. It was moved by Poxon, seconded by Malburg, that the request of Manasa Mfg. Co. be approved and license granted. Motion carried. Communication from the Los Angeles County Boundary Commission, dated January 18, 1961, advising that a proposal has been filed with the Secretary of the County Boundary Commission for the annexation of certain territory described as "Annexation No.4; to the City of Commerce, was read. Communication from Policeman L. A. Espinoza, dated January 18, 1961, submitting an application to lease a city-owned two bedroom house or apartment in the event of a vacancy, was read. It was moved by Anderson, seconded by ~~lburg, that communi- cation from Policeman L. A. Espinoza, dated January 18, 1961, be received and filed for future consideration. Motion carried. Demand on City of Vernon from the City of Los Angeles, Department of Public Works, Bureau of Accounting, dated December 21, 1960, for total sewage disposal charges due for the period February 1, 1946 to June 30, 1960, inclusive, in the amount of $857,14.5.67, was read. It was moved by Poxon, seconded by Anderson, that Demand on City of Vernon from the City of Los Angeles, Department of Public Works, Bureau of Accounting, dated December 21, 1960, be received and filed. Motion carried. Communication from Crippled Children's Society of Los Angeles County, Inc., dated January 23, 1961, requesting permission to place coin containers in the City of Vernon during the Easter Seal Campaign from March 2nd to April 2nd, 1961, inclusive, was read. It was moved by Anderson, seconded by Malburg, that the request of Crippled Children's Society of Los Angeles County, Inc., dated January 23, 1961, be approved. Motion carried. Report of Health Department activities for the month of December, 1960, was presented. (Copy to each member of the City Council) It was moved by Malburg, seconded by Mailliard, that the report of Health Department activities be received and filed. Motion carried. Communication from Central Basin Water Association, dated January 26, 1961, transmitting a statement on adjudication of water rights in Central Basin, was read. (Copy to each member of the City Council) It was moved by Poxon, seconded by Anderson, that communi- cation from Central Basin Water Association, dated January 26, 1961, be received and filed. Motion carried. Communication from The Regional Planning Commission - County of Los Angeles, dated January 27, 1961, advising that Ben A. Gruver has applied for a Zone Exception in order to establish, operate and maintain a facility for the manufacture and storage of rubber products et 6367 Makee Avenue, was read. It was moved by Anderson, seconded by Poxon, that communi- cation from The Regional Planning Commission - County of Los Angeles, dated January 27, 1961, be received and filed. Motion carried. It was moved by Anderson, seconded by Malburg, that communi- cation from the Chief Administrative Officer, County of Los Angeles, dated January 25, 1961, be received and filed. Notion carried. Communication from Milo Dellman, Secretary-Treasurer Pro Tem, dated February 1, 1961, advising that the next regular meeting of the Independent Cities of Los Angeles County will be held Wednesday, February 15, 1961, at the Rodger Young Auditorium, was read. It was moved by Anderson, seconded by Poxon, that communi- cation from Milo De1lman, Secretary-Treasurer Pro Tem, dated February 1, 1961, be received and filed. Motion carried. Communication from J. S. Colton, Building Engineer, dated February 2, 1961, requesting authority to purchase a "Portable Temperature Recorder1t for testing loss of heat in boilers, at an approximate cost of $210.00, was read. It was moved by Poxon, seconded by Anderson, that the request of the Building Engineer, dated February 2, 1961, be approved. Motion carried. Communication from Arthur E. Nelson, Jr., City Engineer, dated February 2, 1961, requesting that he be reimbursed the sum of $382.95 from the Education and Training Budget appropriation for tuition and books in connection with his studies at the University of California at Los Angeles for a Master's Degree in Engineering, 't'l7as read. It was moved by Anderson, seconded by Poxon, that the request of the City Engineer, dated February 2, 1961, be approved and authority granted to issue warrant to Arthur E. Nelson, Jr. in the amount of $382.95. Motion carried. Communication from D. D. Grayson, Traffic Engineer, dated January 26, 1961, advising that Electric & Machinery Service, Inc. has completed the work on traffic signal installation at Boyle and Fruitland Avenues, and Leonis Boulevard and Alcoa Avenue, in accordance with Contract No. 228, and recommending that the work be accepted and that authority be granted to pay for same in accordance with the terms of the contract, was read. Resolution No. 2408 - A Resolution of the City Council of the City of Vernon accepting the installation of traffic signals at Royle Avenue and Fruitland Avenue and at Leonis Boulevard and Alcoa Avenue, in accordance with Contract No. 228 heretofore approved by the City of Vernon, was read. It was moved by Malburg, seconded by Mail1iard, that Resolution No. 2408 be approved and adopted. Motion carried. Bockhacker, Police Chief, dated January 30, 1961, requesting authority to expend an amount not to exceed $1,000.00 for installation of new communication equipment as the old system does not function properly, was read. It was moved by Anderson, seconded by Poxon, that the request of the Police Chief, dated January 30, 1961, be approved. Motion carried. Communication from R. H. Bockhacker, Police Chief, dated January 27, 1961, requesting authority to employ Edward L. Berger as Policeman Grade 4, effective February 1, 1961, was read. It was moved by Poxon, seconded by Malburg, that the request of the Police Chief, dated January 27, 1961, be approved. Motion carried. Report of Police Department activities for the period January 16 - 31, 1961, inclusive~ was presented. It was moved by Anderson, seconded by Poxon, that the report of Police Department activities be received and filed. Motion carried. Communication from J. V. Darthard dba Moca Joe requesting a veteran's exempt license to operate a lunch truck in the City of Vernon, was read. It was moved by Anderson, seconded by Poxon, that J. V. Darthard be granted a veteran's exempt license to operate a lunch truck in the City of Vernon subject to approval of the Health Department. Motion carried. Communication from R. H. Bockhacker, Police Chief, dated February 3, 1961, recommending that Officer Grover C. Robbins be reimbursed the sum of $37.34 from the Education and Training Budget appropriation for tuition and books in connection with his Police Science courses at the Cerritos Jr. College, was read. It was moved by Mailliard, seconded by Poxon, that the recommendation of the Police Chief, dated February 3, 1961, be approved and authority granted to issue warrant to Grover C. Robbins in the amount of $37.34. Motion carried. Petition received by the City Clerk at 10:50 a.m. on February 6, 1961 for annexation to the City of Vernon purportedly bearing signatures of twenty-five percent of the landowners by area and assessed valuation in the territory proposed to be annexed to the City of Vernon, was read. It was moved by Anderson, seconded by Malburg, that the City Clerk be instructed to check the last equalized assessment roll of the County of Los Angeles to determine if said petition is signed by the requisite number of qualified signers; and if said petition is signed by the requisite number of qualified signere, that the City Attorney be instructed to draft a resolution fixing the time and place for hearing of protests on the proposed annexation. Communication from Diebold, Incorporated requesting a license to conduct a business of welding, metal forming, spot welding, assembly and painting of sheet metal and steel plates, at 2224 E. 37th Street, was read. It was moved by Poxon, seconded by Anderson, that the request of Diebold, Incorporated be approved and license granted. Motion carried. Communication from L. C. Husted, Fire Chief, dated February 3, 1961, requesting permission to advance Jay R. Brown from Driver Mechanic Grade 2 to Grade 1, effective February 1, 1961, was read. It was moved by Anderson, seconded by Poxon, that the request of the Fire Chief, dated February 3, 1961, be approved. Motion carried. Communication from R. H. King, Superintendent, Water & Sewer Systems, A. E. Nelson, Jr., City Engineer, and D. D. Grayson, Traffic Engineer, dated February 3, 1961, requesting authority to employ Richard C. Williams as Utility Man IV, Step 5, effective February 16, 1961, was read. It was moved by Anderson, seconded by Poxon, that the request of the Superintendent, Water & Sewer Systems, City Engineer and Traffic Engineer, dated February 3, 1961, be approved. Motion carried. Communication from Robert S. Stone, Director of Sanitation, dated February 1, 1961, requesting that he be allowed the sum of $64.00 from the Education and Training Budget appropriation to cover the cost of tuition for the Spring Semester 1961, School of Public Administration, University of Southern California, was read. It was moved by Anderson, seconded by ~~illiard, that the request of Mr. Stone, dated February 1, 1961, be granted subject to the approval of the Health Officer; and that authority be granted to issue warrant in the amount of $64.00 to Mr. Stone if approved by the Health Officer. Poxon, City Attorney, dated February 3, 1961, transmitting original Partial Release and original Conveyance, dated November 30, 1960, covering the electric generating and distributing system leased by the Southern California Edison Company from the City of Vernon, was read. (Approved as to form by the City Attorney and Darling, Shattuck & Edmonds, as Special Counsel, and approved by the Consulting Electrical Engineer as to the identity of the property to be conveyed and released.)
