MINUTES OF A REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON
HELD FEBRUARY 21, 1961 AT TWO O'CLOCK
P. M. IN THE COUNCIL CHAMBERS OF THE
CITY HALL LOCATED AT 4305 SANTA FE

The meeting was called to order by Mayor R. J. Furlong.
It was moved by Poxon, seconded by Anderson, that minutes
of the meeting of February 7, 1961 be approved as written and
submitted. Motion carried.
Communication from L. C. Husted, Fire Chief, dated
February 17, 1961, with reference to bid received for the furnishing
and delivery of one eighty-foot fire tower and ladder truck motor
fire apparatus in accordance with Specifications No. 254, recom-
mending that the bid of P. E. Van Pelt, Inc. be accepted, was read.
Resolution No. 2412 - A Resolution of the City Council of
the City of Vernon accepting the bid of P. E. Van Pelt, Inc. for
furnishing and delivery of one eighty-foot fire tower and ladder
truck motor fire apparatus, in accordance with Contract No. 254 of
said City, was read.
It was moved by Poxon, seconded by Anderson, that
Resolution No. 2412 be approved and adopted. Motion carried.

Communication from Mason, ~~ntz & Associates, dated
February 14, 1961, advising that they have made a final inspection
of Fire Station No. 3 and have found that all the necessary
corrections have been made to same and that the building is now in
accordance with the plans and specifications and the project is
now acceptable to them, was read. (Copy to each member of the City
Council)
It was moved by Anderson, seconded by Malburg, that
communication from Mason, Muntz & Associates, dated February 14,
1961, be laid over until the next regular meeting. Motion carried.
Certification entitled "In the Matter of the Proposed
Annexation of Certain Territory in Los Angeles County to be Known
as the Atlantic Annexation No. lil, certifying that the petition is
signed by more than twenty-five percent (25%) of the owners in fee
or purchasers under agreement to buy land within the limits of the
proposed annexation, and representing more than twenty-five percent
(25%) of the value of the land within said limits, being the
requisite number of qualified signers, signed and sealed by F. A.
Ziemer, City Clerk, was read.
Resolution No. 2411 - A Resolution of the City Council of
the City of Vernon giving notice of proposed annexation to City of
Vernon of uninhabited territory described herein and designated
l'Atlantic Annexation No. 111, and giving notice of time and place
for hearing of protests thereto, was read.

It was moved by Anderson, seconded by Poxon, that
Resolution No. 2411 be approved and adopted. Motion carried.

Attorney Henry Himmelfarb appeared before the City Council,
representing an unnamed client, advising that said client proposes
to build a motel, health club, restaurant and bar on property
located at the northeast corner of Ayers Avenue and Bandini Boulevard,
and made inquiry as to whether or not a license for such activity
would be issued by the City of Vernon.
The Mayor stated that there was no application before the
City Council on which to act, and therefore, that no action could
be taken by the City Council.
Communication from Marshall and Stevens Incorporated,
dated February 9, 1961, submitting a proposal for a complete
reappraisal of City of Vernon properties in connection with the
City's insurance program at a fee estimated in the range of
$1,000.00 to $1,200.00, was read. (Copy to each member of the City
Council)
It was moved by Anderson, seconded by Malburg, that the
proposal for a complete reappraisal of City of Vernon properties
submitted by Marshall and Stevens Incorporated, dated February 9,
1961, be accepted. Motion carried.
Communication from Palm House Restaurant requesting a
license to operate a coffee shop, dining room and cocktail bar at
2500 S. Soto Street, was read.
It was moved by Anderson, seconded by Malburg, that the
request of Palm House Restaurant be approved and license granted.
Motion carried.
Report of Carl A. Heinze, Consulting Electrical Engineer,
on operation of electrical system by Southern California Edison
Company for the month of December, 1960, was read.
It was moved by Anderson, seconded by Malburg, that the
report of the Consulting Electrical Engineer be received and filed.
Motion carried.
Communication from The Regional Planning Commission -
County of Los Angeles, dated February 10, 1961, advising that Morris
Silver has applied for a Zone Exception in order to establish,
operate and maintain a parking area at 1844 East 6lst Street, was
read.
It was moved by Anderson, seconded by Malburg, that
communication from The Regional Planning Commission - County of
Los Angeles, dated February 10, 1961, be received and filed. Motion
carried.
Communication from Wilco Company, dated February 9, 1961,
expressing appreciation for the various courtesies and prompt action
accorded to their company recently by Mr. David Grayson, Traffic
Engineer, was read.

It was moved by Poxon, seconded by ~~lburg, that communi-
cation from Wi1co Company, dated February 9, 1961, be received and
filed. Motion carried.
Communication from City of San Gabriel, dated February 8,
1961, transmitting a copy of their Resolution No. 61-6 imploring all
patriotic Americans to awaken to the ever-increasing threat of
Communism, and urging adoption of a similar resolution of all City
Councils in Los Angeles County, was read.
It was moved by Anderson, seconded by Poxon, that communi-
cation from the City of San Gabriel, dated Februa~ 8, 1961, together
with copy of their Resolution No. 61-6, be received and filed.
Motion carried.
Communication from L. C. Husted, Fire Chief, dated February
10, 1961, requesting that Firemen Robert L. Gramer and Thomas E.
Spirk be allowed the sum of $12.50 each from the Education and
Training Budget appropriation for tuition and books in connection
with Fire Science courses at Harbor Junior College, was read.
It was moved by Anderson, seconded by Poxon, that the
request of the Fire Chief, dated February 10, 1961, be approved and
authority granted to issue warrants to Robert L. Gramer and Thomas E.
Spirk in the amount of $12.50 each. Motion carried.
Communication from L. C. Husted, Fire Chief, dated
February 15, 1961, requesting permission to purchase four 4 ii X 3%"
double swivel female, long handle adapters, chrome plated, at an
approximate cost of $36.10 each plus sales tax, was read.
It was moved by Anderson, seconded by Malburg, that the
request of the Fire Chief, dated February 15, 1961, be approved.
Motion carried.
Communication from L. C. Husted, Fire Chief, dated
February 17, 1961, requesting that Battalion Chief william R. Hoeft
be granted authority to attend the Oil Fire Control School at Bakers-
field from March 9 to March 11, 1961, with an expense allowance of
$76.00, was read.
It was moved by Anderson, seconded by Poxon, that the
request of the Fire Chief, dated February 17, 1961, be approved and
authority granted to issue warrant to William R. Hoeft in the amount
of $76.00. Motion carried.
Communication from L. C. Husted, Fire Chief, dated
February 17, 1961, requesting that Fireman Lawrence M. Jackson be
granted authority to attend the Oil Fire Control School at Bakers-
field from March 9 to March 11, 1961, with an expense allowance of
$23.00, was read.
It was moved by Anderson, seconded by Poxon, that the
request of the Fire Chief, dated February 17, 1961, be approved and
authority granted to issue warrant to Lawrence M. Jackson in the
amount of $23.00. Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
February 9, 1961, recommending that Louis S. Rosenkrantz be advanced
from Policeman Grade 2 to Grade 1, effective March 1, 1961, was read.

It was moved by Poxon, seconded by Malburg, that the
recommendation of the Police Chief, dated February 9, 1961, be
approved. Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
February l5, 1961, recommending that Sgt. James L. Morrison be
reimbursed the sum of $76.44 from the Education and Training Budget
appropriation for tuition and books in connection with Police Science
courses at East Los Angeles College, was read.
It was moved by Anderson, seconded by Poxon, that the
recommendation of the Police Chief, dated February 15, 1961, be
approved and authority granted to issue warrant to James L. Morrison
in the amount of $76.44. Motion carried.
Report of Police Department activities for the period
February 1 - 15, 1961 inclusive, was presented.
It was moved by Malburg, seconded by Poxon, that the
report of Police Department activities be received and filed. Motion
carried.
Communication from the Engineering Departments, dated
February 15, 1961, requesting authority to advance James W. Williams
to Civil Engineering Assistant, Step 2, effective March 1, 1961,
as he has successfully completed his probationary period, was read.
It was moved by Anderson, seconded by Malburg, that the
request of the Engineering Departments, dated February 15) 1961,
be approved. Motion carried.
Communication from the Engineering Departments, dated
February 15, 1961, requesting authority to advance Lewis R. Adams
to Engineering Aide II, Step 2, effective March 1, 1961, as he has
successfully completed his probationary period, was read.
It was moved by Poxon, seconded by Anderson, that the
request of the Engineering Departments, dated February 15, 1961,
be approved. Motion carried.
Communication from D. D. Grayson, Traffic Engineer, and
R. H. King, Superintendent, Water & Sewer Systems, dated February
15, 1961, submitting Contract No. 252 for furnishing and installing
Radio Communication System for the City of Vernon, and recommending
that said contract be approved and that authority be granted to
advertise for bids, was read.
Resolution No. 2409 - A Resolution of the City Council of
the City of Vernon approving Contract No. 252 for furnishing and
installing Radio Communication System for the City of Vernon, and
determining the general prevailing rate of per diem wages, was read.
It was moved by Mail1iard, seconded by Poxon, that
Resolution No. 2409 be approved and adopted. Motion carried.

Resolution No. 2410 - A Resolution of the City Council of
the City of Vernon directing the giving of notice inviting sealed
proposals or bids for furnishing and installing Radio Communication
System for the City of Vernon, in accordance with Contract No. 252
of the City of Vernon, was read.
It was moved by Mailliard, seconded by Malburg, that
Resolution No. 2410 be approved and adopted. Motion carried.

February 17, 1961, requesting authority to employ Mr. Hollis V. Young

request of the Engineering Departments, dated February 17, 1961, be
approved. Motion carried.
Communication from C. E. Nemethi, M.D., Health Officer,
dated February 17, 1961, requesting that Rachel Richter, Health
Nurse, be granted authority to attend the California State Nurses
Association Annual Convention in Berkeley from March 4 to March 9,
1961, inclusive, with an expense allowance of $168.80, was read.
It was moved by Anderson, seconded by Malburg, that the
request of the Health Officer, dated February 17, 1961, be approved
and authority granted to issue warrant to Rachel Richter in the
amount of $168.80. Motion carried.
Communication from J. S. Colton, Building Engineer, dated
February 17, 1961, requesting that he be allowed the sum of $35.00
from the Education and Training Budget appropriation for UCLA Course
No. 856 ABC on Structural Analysis for Structural Engineers, was
read.
It was moved by Poxon, seconded by Anderson, that the
request of the Building Eng~neer, dated February 17, 1961, be approved
and authority granted to issue warrant to J. S. Colton in the amount
of $35.00. Motion carried.
Communication from Nick Stewart dba Commerce Catering
requesting a license to operate a lunch truck in the City of Vernon,
was read.
It was moved by Poxon, seconded by Malburg, that the
request of Nick Stewart dba Commerce Catering be referred to the
Health Department with power to act. Motion carried.
Communication from the Controller of the State of
California, dated February 15, 1961, transmitting a statement of
revised estimated apportionments of motor vehicle license fee
revenues for the 1960-61 fiscal year, was read.
It was moved by Malburg, seconded by Anderson, that communi-
cation from the Controller of the State of California, dated February
15, 1961, be received and filed. Motion carried.

Communication from Milea, Inc. and The Prentiss Corporation
requesting a license to conduct a business of leasing, maintenance,
installation and distribution of air conditioners at 4265 Charter
Street, was read.
It was moved by Anderson, seconded by Mai1liard,that the
request of Mi1ea, Inc. and The Prentiss Corporation be approved and
license granted. Motion carried.
Copy of a minute resolution adopted by the City Council
of the City of Gardena on February 14, 1961, opposing Assembly Bill
127, was read.
It was moved by Anderson, seconded by Malburg, that the
City Attorney be instructed to draft a resolution opposing Assembly
Bill 127. Motion carried.
Communication from the Los Angeles County Board of Super-
visors, dated February 16, 1961, advising that at the meeting of
the Board on February 14, 1961, the attached progress report, dated
February 8, 1961, on the League of California Cities proposal for
distribution of Los Angeles City and County gas tax refunds was
received and filed, and the resolution contained in the recommendation
was ordered adopted, was read.
It was moved by Anderson, seconded by Mailliard, that
communication from the Los Angeles County Board of Supervisors,
dated February 16, 1961, together with progress report, dated
February 8, 1961, be received and filed. Motion carried.
Communication from City of Temple City, dated February 15,
1961, transmitting a copy of Resolution No. 61-117 to the Board of
Directors of the Los Angeles County Division of the League of
California Cities recommending adoption of a new formula for
apportioning gas tax to cities within Los Angeles County, was read.
It was moved by Malburg, seconded by Mai11iard, that
communication from the City of Temple City, dated February 15, 1961,
together with Resolution No. 61-117, be received and filed. Motion
carried.
Resolution No. 2413 - A Resolution of the City Council of
the City of Vernon placing newly annexed territory into City of
Vernon Tax District No.2, was read.
It was moved by Anderson, seconded by Poxon, that
Resolution No. 2413 be approved and adopted. Motion carried.
