MINUTES OF A REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON
HELD MARCH 7, 1961 AT TWO O'CLOCK
P.M. IN THE COUNCIL CHAMBERS OF THE
CITY HALl. LOCATED AT 4305 SANTA FE
AVENUE t VERNON, CALIFORNIA.
COUNCIL PRESENT: Anderson, Furlong, Mailliard, Malburg, Paxon
COUNCIL ABSENT: None
The meeting was called to order by Mayor R. J. Furlong.
It was moved by Anderson, seconded by Paxon, that minutes
of the meeting of February 21, 1961 be approved as written and
submitted. Motion carried.
The Clerk announced that this was the time and place for
opening of bids received for furnishing and installing radio communi-
cation system for the City of Vernon, in accordance with Contract
No. 252.
It was moved by Poxon, seconded by Mailliard, that the
Clerk be instructed to open and read the bids submitted. Motion
carried.
The Clerk opened and read the following bid:

It was moved by Anderson, seconded by Poxon, that bid
received for furnishing and installation radio communication system
for the City of Vernon, in accordance with Contract No. 252, be
referred to the Engineering Departmentsand the City Attorney for
checking and report. Motion carried.
Communication from Mason, Muntz & Associates, dated
February 14, 1961, advising that they have made a final inspection
of Fire Station No. 3 and have found that all of the necessary
corrections have been made to same and that the building is now in
accordance with the plans and specifications and the project is now
acceptable to them, was read. (Copy to each member of the City

Resolution No. 2419 - A Resolution of the City Council of
the City of Vernon accepting the construction of Fire Station No.3,
in acc.ordance with Specifications No. 229 heretofore approved by
the City of Vernon, was read.
It was moved by Anderson, seconded by Malburg, that
Resolution No. 2419 be approved and adopted. MOtion carried.

Communication from R. H. King, Superintendent, Water &
Sewer Systems, dated February 28, 1961, submitting Contract No. 253
for the construction of an elevated water tank behind Fire Station
No.3, and recommending that said contract be approved and that
authority be granted to advertise for bids, was read.

Resolution No. 2416 - A Resolution of the City Council of
the City of Vernon approving Contract No. 253 for the construction
of a 750,000 gallon elevated water tank,and determining the general
prevailing rate of per diem wages, was read.
It was moved by Anderson, seconded by Malburg, that
Resolution No. 2416 be approved and adopted. Motion carried.

Resolution No. 2417 - A Resolution of the City Council of
the City of Vernon directing the giving of notice inviting sealed
proposals or bids for the construction of a 750,000 gallon elevated
water tarn<, in accordance with Contract No. 253 of the City of
Vernon, was read.
It was moved by Mailliard, seconded by Poxon, that
Resolution No. 2417 be approved and adopted. MOtion carried.

Attorney Henry Himmelfarb again appeared before the City
Council with reference to the proposal of his unnamed client to
build a motel, health club, restaurant and bar on property located
at the northeast corner of Ayers Avenue and Bandini Boulevard.
It was moved by Anderson, seconded by Malburg, that the
Administrative Officer be instructed to make a report to the City
Council on all phases of this matter after full investigation and
after consultation with the City Attorney. Motion carried.
Memorandum from John B. MOore, Administrative Officer,
dated February 14, 1961, to all members of the City Council and
Department Heads, summarizing the comments received on first draft
of memorandum outlining procedure on approach to land use, was read.
It was moved by Anderson, seconded by Poxon, that memo-
randum from the Administrative Officer, dated February 14, 1961, be
received and filed; and that no land use consultant be hired or
appointed at this time. MOtion carried.

Communication from Bethlehem Steel Company requesting a
license to conduct a business of fabricating and placing steel
reinforcement bars and related products at 5400 Alcoa Ave., was read.
It was moved by Poxon, seconded by Anderson, that the
request of Bethlehem Steel Company be approved and license granted.
Motion carried.
Communication from Ben Campion requesting a peddler's
license to sell emergency lanterns to business houses in the City
of Vernon, was read.
It was moved by Anderson, seconded by Poxon, that the
request of Ben Campion be referred to the Police Department with
power to act; and that the Police Chief be instructed to obtain
copies of ordinances from some of the surrounding communities with
reference to regulating peddling and soliciting for perusal of the
City Attorney. MOtion carried.

Communication from Columbia Paper Company requesting a
license to conduct a business of distributing printing papers,
envelopes, etc., at 4611 Pacific Blvd., was read.
It was moved by Malburg, seconded by Anderson, that the
request of Columbia Paper Company be approved and license granted.
Motion carried.

Communication from Delmonico International requesting a
license to conduct a business of wholesale distribution of radios,
televisions and record players, and service thereof, at 5015 Hampton
Street, was read.
It was moved by Anderson, seconded by Mailliard, that the
request of Delmonico International be approved and license granted.
Motion carried.
Communication from Vincent J. Young, Executive Officer,
Area liE:! Civil Defense Office, dated February 23, 1961, advising of
the excellent Civil Defense Training facility located at Alameda,
California, which is conducted under the auspice of the Office of
Civil and Defense Mobilization, was read. (Copy to each member of
the City Council)
It was moved by Anderson, seconded by Malburg, that communi-
cation from Vincent J. Young, Executive Officer, Area "E" Civil
Defense Office, dated February 23, 1961, be received and filed.
Motion carried.
Communication from the Los Angeles County Chapter,
Engineers and Architects Association, dated February 27, 1961, urging
the City to support the proposed motor vehicle in-lieu tax increase
of one per cent needed to finance local city-county street and
highway construction and maintenance, was read. (Copy to each
member of the City Council)
It was moved by Anderson, seconded by Malburg, that
communication from the Los Angeles County Chapter, Engineers and
Architects Association, dated February 27, 1961, be received and
filed. Motion carried. ;

Communication from the City of Downey, dated March 1, 1961,
transmitting a copy of a resolution opposing Assembly Bill No. 267,
was read. (Copy to each member of the City Council)
It was moved by Anderson, seconded by Poxon, that communi-
cation from the City of Downey, dated March 1, 1961, together with
copy of resolution, be received and filed. Motion carried.
Communication from Southern California Edison Company,
dated February 27, 1961, submitting franchise reports on City of
Vernon Ordinances Nos. 503, 504 and 611, and on Los Angeles County
Franchise Ordinance No. 7062 for territory included in the Bandini
No.1 and No.2 and Riverside No.2 annexations, all for the period
ending December 31, 1960, together with check in the amount of
$2,792.42 representing $605.67 due under Ordinances Nos. 503 and
611, $1,829.16 due under Ordinance No. 504, and $357.59 due under
Los Angeles County Ordinance No. 7062, was read.

It was moved by Anderson, seconded by Poxon, that communi-
cation from Southern California Edison Company, dated February 27,
1961, together with franchise reports, be referred to the Consulting
Electrical Engineer for verification of the amount received and to
the City Attorney for checking the legal portion of said documents.
Motion carried.
Report of Health Department activities for the month of
January, 1961, was presented.
It was moved by Malburg, seconded by Mailliard, that the
report of Health Department activities be received and filed. Motion
carried.
Communication, was read, from R. H. Bockhacker, Police
Chief, dated February 27, 1961, recommending that the following
personnel be advanced in grade as listed, effective March 16, 1961:
Leah M. Dufau from Policewoman Grade 5 to Grade 4
T. L. Miller from Policeman Grade 3 to Grade 2
It was moved by Poxon, seconded by Anderson, that the
recommendation of the Police Chief, dated February 27, 1961, be
approved. Motion carried.
Communication from the Engineering Departments, dated
February 27, 1961, advising that Mr. Jack R. Stevens, Engineering
Aide II, Step 2, has resigned because of illness in his family,
and recommending that his resignation be accepted effective February
2lJ, 1961, was read.
It was moved by Poxon, seconded by Anderson, that the
resignation of Mr. Jack R. Stevens, Engineering Aide II, Step 2,
be accepted effective February 24, 1961. Motion carried.
Communication from W. H. Keltner, Civil Engineering
Assistant, dated February 24, 1961, requesting that he be allowed
the sum of $48.10 from the Education and Training Budget appropri-
ation for the Spring Semester, 1961, University Extension, University
of California, together with recommendation for approval from the
Engineering Departments, was read.
It was moved by Anderson, seconded by Poxon, that the
recommendation of the Engineering Departments be approved and
authority granted to issue warrant to W. H. Keltner in the amount
of $48.10. Motion carried.
Communication from the City of Glendora, dated March 1,
1961, transmitting a copy of Resolution No. 61-15 to the Board of
Supervisors of Los Angeles County urging the enactment of a county
lot split ordinance, was read.
It was moved by Malburg, seconded by Mailliard, that
communication from the City of Glendora, dated March 1, 1961,
together with copy of Resolution No. 61-15, be received and filed.
Motion carried.
Report of Police Department activities for the period
February 16 - 28, 1961 inclusive, was presented.

report of Police Department activities be received and filed. Motion
carried.
Communication from J. W. Williams, Civil Engineering
Assistant, requesting that he be allowed the sum of $39.94 from the
Education and Training Budget appropriation for the Spring Semester,
1961, University Extension, University of California, together with
recommendation for approval from the Engineering Departments, was
read.
It was moved by Malburg, seconded by Mailliard, that the
recommendation of the Engineering Departments be approved and
authority granted to issue warrant to J. W. Williams in the amount
of $39.94. Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
March 3, 1961, recommending that lease agreement between the City
of Vernon and Motor Sgt. George W. Walter for one 1956 Harley-
Davidson motorcycle, Engine No. FL1447, be terminated as of March 7,
1901, and recommending that new lease agreement, as submitted,
between the City of Vernon and Motor Sgt. George W. Walter for one
1960 Harley-Davidson motorcycle, Engine No. 60FLH2990, be approved
effective March 7, 1961, was read.
It was moved by Poxon, seconded by Anderson, that the
recommendations of the Police Chief be approved and that new lease
agreement be executed by the City of Vernon. Motion carried.
Communication from L. C. Husted, Fire Chief, dated March
3, 1961, advising that it was necessary to terminate the services of
student fireman Paul R. Stangeland, effective at the close of business
on February 28, 1961, was read.
It was moved by Malburg, seconded by Poxon, that the
action taken by the Fire Chief be approved. MOtion carried.
Communication from the Los Angeles County Board of Super-
visors, dated March 3, 1961, advising that at its meeting of
February 28, 1961, the Board adopted an order continuing for two
weeks the discussion of the proposed reorganization of Municipal
Courts from 23 to 9 districts, was read.
It was moved by Anderson, seconded by Poxon, that communi-
cation from the Los Angeles County Board of Supervisors, dated March
3, 1961, be received and filed. Motion carried.
Copy of Resolution No. 7117 of the City of Montebello
opposing the adoption of Assembly Bill No. 127 by the legislature
of the State of California, was read.
It was moved by Poxon, seconded by Anderson, that copy of
Resolution No. 7117 of the City of Montebel1o be received and filed.
Motion carried.
Resolution No. 2420 - A Resolution of the City Council of
the City of Vernon opposing Assembly Bill 127, was read.

Communication from Milo Dellman, Secretary, dated March 3,
1961, transmitting a sample resolution for officially requesting
membership in the JlIndependent Cities of Los Angeles Countyl', was
read.
Jiesolution No. 2422 - A Resolution of the City Council of
the City of Vernon, California, officially requesting membership in
the "Independent Cities of Los Angeles County", was read.
It was moved by Anderson, seconded by Poxon, that
Resolution No. 2422 be approved and adopted. Motion carried.

Communication from The Los Angeles County Regional Planning
Commission, dated March 3, 1961, advising that Packers Investment
Co. (King Meat Packing Co.) 3349 Packers Avenue, has applied for a
Special Permit in order to establish, operate and maintain a fat
processing plant for the production of high grade edible protein
and pure animal fat, on property located at the northerly side of
East Packers Avenue, about 350 feet west of its intersection with
South Downey Road, was read.
It was moved by Anderson, seconded by Poxon, that communi-
cation from The Los Angeles County Regional Planning Commission,
dated March 3, 1961, be received and filed. Motion carried.
Communication from the Los Angeles County Boundary
Commission, dated March 1, 1961, advising that a proposal has been
filed with the Secretary of the County Boundary Commission for the
annexation of territory described as 11Rancho San Antonio Annexation
No. 5:1 and tt Rancho San Antonio Annexation No.6" to the City of
Bell, was read.
It was moved by Anderson, seconded by Malburg, that communi-
cation from the Los Angeles County Boundary Commission, dated March
1, 1961, be received and filed. Motion carried.
Communications from C. E. Nemethi, M.D., Health Officer,
dated March 3, 1961, requesting that he and R. S. Stone, Director of
Sanitation, be authorized to attend the Statewide meeting of
Directors of Sanitation at Pacific Grove, California, from April
18 to April 20, 1961, with an expense allowance of $106.95 each,
't'l7as read.
It was moved by Anderson, seconded by Poxon, that the
request of the Health Officer be approved and authority granted to
issue warrants to C. E. Nemethi, M.D. and R. S. Stone in the amount
of $106.95 each. Motion carried.
Resolution No. 2418 - A Resolution of the City Council of
the City of Vernon approving master agreement for expenditure of
funds allocated from the State highway fund to cities, was read.

A general discussion was held with reference to the status
of zoning in new annexations and older portions of the City.

It was moved by Anderson, seconded by Malburg, that the
City Engineer be authorized and instructed to prepare a map outlining
desired zones after consultation with all department heads; that
Mayor Furlong and Councilman Malburg be appointed as a committee of
the council to review the map upon completion; and that thereafter
Mr. Royal M. Sorensen of the law firm of Burke, Williams & Sorensen,
be engaged to draft an interim zoning ordinance for presentation to
the City Council at the earliest date possible, with the assistance
of the City Attorney and such other departments as may be needed in
its preparation. Motion carried.

"Warrant Register No. 88" be approved and payment authorized for
Demands Nos. 4.686 to 4859 (both inclusive), with no exceptions.

It was moved by Mailliard, seconded by Anderson, that
"Payroll Warrant Register No. 88".be approved and payment authorized
for Demands Nos. 415 to 427 (both inclusive), with no exceptions.
