19610502 Regular City Council Meeting - Minutes I I MINUTES OF A REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF VERNON HELD MAY 2, 1961 AT TWO O'CLOCK P.M. IN THE COUNCIL CHf~ERS OF THE CITY HALL LOCATED AT 4305 SANTA FE AVENUE, VERNON I CALIFORNIA. COUNCIL PRESENT: Anderson, Furlong, Mailliard, Malburg, Poxon COUNCIL ABSENT: None The meeting was called to order by Mayor R. J. Furlong. It was moved by Poxon, seconded by Mailliard, that minutes of the meeting of April 18, 1961 be approved as written and submitted. Motion carried. The Clerk announced that this was the time and place for opening of bids received for the construction of Well No. 14, in accordance with Contract No. 259. It was moved by Poxon, seconded by Anderson, that the Clerk be instructed to open and read the bids submitted. Motion carried. The Clerk opened and read the following bids: Roscoe Moss Company Midway Drilling & Pump Co. $ 91,109.00 95,262.00 It was moved by Anderson, seconded by Poxon, that bids received for the construction of Well No. 14, in accordance with Contract No. 259, be referred to the Superintendent, Water & Sewer Systems, and the City Attorney for checking and report. Motion carried. The Clerk announced that this was the time and place for opening of bids received for the resurfacing of Vernon Avenue from Santa Fe Avenue to Soto Street, in accordance with Contract No. 250. It was moved by Malburg, seconded by Mailliard, that the Clerk be instructed to open and read the bids submitted. Motion carried. The Clerk opened and read the following bids: Griffith Company Vernon Paving Co. $ 17,323.55 14,670.75 It was moved by Poxon, seconded by Anderson, that bids received for the resurfacing of Vernon Avenue from Santa Fe Avenue to Soto Street, in accordance with Contract No. 250, be referred to the Traffic Engineer and the City Attorney for checking and report. Motion carried. It was moved by Anderson, seconded by Malburg, that Ordinance No. 738 receive a third and final reading by title. Motion carried. I I -2- 5/2/61 Ordinance No. 738 - An Ordinance of the City of Vernon approving the annexation of certain uninhabited territory designated "Atlantic Annexation No.1" to the City of Vernon, was read for a third and final reading by title. It was moved by Poxon, seconded by Mailliard, that Ordinance No. 738 receive and pass a third reading and be adopted. Motion carried. King, Superintendent, Water & Sewer Systems, dated April 28, 1961, with reference to bids received for the construction of a 750,000 gallon elevated water tank, in accordance with Contract No. 253, recommending that contract be awarded to Pittsburgh-Des Moines Steel Company on the basis of their low bid of $262,800.00, was read. Mr. Edward E. Riggins, Contracting Engineer, Chicago Bridge & Iron Company, and Mr. Robert C. Boss, District Sales Manager, Pittsburgh-Des Moines Steel Company, appeared before the City Council relative to their respective bids for the construction of a 750,000 gallon elevated water tank, in accordance with Contract No. 253. Resolution No. 2442 - A Resolution of the City Council of the City of Vernon accepting the bid of Pittsburgh-Des Moines Steel Company for the construction of a 750,000 gallon elevated water tank, in accordance with Contract No. 253 of said City, was read. It was moved by Malburg, seconded by Mailliard, that Resolution No. 2442 be approved and adopted. Motion carried. Ayes: Anderson, Furlong, Mailliard, Malburg, Poxon Noes: None Absent: None Communication from Southern California Gas Company, dated May 1, 1961, transmitting a proposal for the use of natural gas fueled air conditioning and cooking equipment in proposed Fire Station #2, was read. (Copy to each member of the City Council) Mr. G. W. Anderson and Mr. Dave Brown, of the Southern California Gas Company, appeared before the City Council with reference to their proposal for the use of natural gas fueled air conditioning and cooking equipment in proposed Fire Station #2. It was moved by Anderson, seconded by Poxon, that proposal from the Southern California Gas Company, dated May 1, 1961, be received and filed. Motion carried. Communication from the Finance Committee, dated April 26, 1961, making recommendations as to the amount of rent to be charged for the city-owned apartment facility located at 3376 to 3390 East 50th Street, and making certain other recommendations pertaining to said apartment facility, was read. Motion carried. Communication from Bell Machinery Co., Inc., dated April 25, 1961, requesting that a penalty not be levied on their 1961 business license fee, was read. It was moved by Poxon, seconded by Malburg, that in accordance with Section 23 of Ordinance No. 710, the City Clerk be authorized to compromise claim for penalty levied against Bell Machinery Co., Inc. Motion carried. Communication from G. W. Van Fossan, Electrical Contractor, requesting a license to conduct an electrical contracting business at 5501 S. Boyle Avenue, was read. It was moved by Poxon, seconded by Malburg, that the request of G. W. Van Fossan, Electrical Contractor, be approved and license granted. Motion carried. Communication from Elwin R. Mann Transportation requesting a license to conduct a transportation business at 1823 E. 27th Street, was read. It was moved by Anderson, seconded by Malburg, that the request of Elwin R. Mann Transportation be approved and license granted. Motion carried. Communication from California Weavers, Inc. requesting a license to conduct a business of manufacturing carpets at 2310 E. 52nd Street, was read. It was moved by Poxon, seconded by Mailliard, that the request of California Weavers, Inc. be referred to the Fire Depart- ment with power to act. Motion carried. Communication from R. H. Bockhacker, Police Chief, dated April 26, 1961, with reference to request of Helen Miller to operate a business of Palmistry at 4905 Santa Fe Avenue, recommending that the request be denied, was read. (Copy to each member of the City Council) It was moved by Anderson, seconded by Poxon, that the request of Helen Miller to operate a business of Palmistry at 4905 Santa Fe Avenue, be denied. Motion carried. Communication from D. D. Grayson, Traffic Engineer, dated April 24, 1961, transmitting a plan for channelizing Leonis Boulevard at Soto Str~et, and recommending that this improvement be approved, was read. It was moved by Anderson, seconded by Poxon, that the plan for channelizing Leonis Boulevard at Soto Street be approved, as transmitted under date of April 24, 1961. Motion carried. I I -4.- 5/2/61 Communication from The Planning Department of the City of Huntington Park, dated April 19, 1961, requesting a definite expres- sion from the City of Vernon as to its plan for the ~xtension of the Otis Avenue-Gifford Street thoroughfare as a Secondary Highway in accordance with the County Master Plan, was read. (Copy to each member of the City Council) It was moved by Anderson, seconded by Mailliard, that communication from The Planning Department of the City of Huntington Park, dated April 19, 1961, be referred to the Traffic Engineer for study and report. MOtion carried. Communication from Congressman Clyde Doyle, dated April 17, 1961, with reference to Cheli Air Force Base, was read. Report on the examination of the sales and use tax records of the State Board of Equalization by representatives of the City of Vernon in April, 1961, pertaining to sales and use taxes collected by said Board for the City of Vernon, was presented... Council) It was moved by Anderson, seconded by Poxon, that report on the examination of the sales and use tax records of the State Board of Equalization be received and filed. Motion carried. Communication from State Compensation Insurance Fund, dated April 14, 1961, transmitting a dividend check in the amount of $14.,823.37 on City of Vernon's workmen's compensation insurance policy for the year ending May 7, 1960, was read. (Copy to each member of the City Council) It was moved by Anderson, seconded by Malburg, that communication from the State Compensation Insurance Fund, dated April 14, 1961, be received and filed. Motion carried. Communication from the State Compensation Insurance Fund, dated April 21, 1961, advising that the City's Workmen's Compensation Insurance Policy is renewable on May 7, 1961, and further advising that the State Fund now has available for public agencies a "Continuous Formil policy" which offers certain advantages over the old annually renewable policy, was read. (Copy to each member of the City Council) It was moved by Malburg, seconded by Mailliard, that authority be granted to convert to the "Continuous Form" t.Jorkmen' s Compensation Insurance Policy, which is now available from the State Compensation Insurance Fund. Communication from County of Los Angeles, Department of County Engineer, dated April 21, 1961, with reference to sewers in County Island vicinity of Packers Avenue, requesting permission to use the 24-inch sewer in Alcoa Avenue for diversion of a portion of the sewage of the area from the surcharged sewer in Downey Avenue, was r~ad. No. 2728, and recommending that the City of Vernon adopt a similar resolution, was read. Communication from The Metropolitan Water District of Southern California, transmitting a copy of a resolution adopted by the Board of Directors of The Metropolitan Water District of Southern California on April 25, 1961, expressing strong opposition to provisions contained in Assembly Bill 1593, and requesting that the City of Vernon adopt a similar resolution, was read. (Copy to each member of the City Council) Resolution No. 2446 - A Resolution of the City Council of the City of Vernon opposing Assembly Bill 1593, was read. Grayson, Traffic Engineer, dated April 28, 1961, transmitting an easement for street purposes from the Oscar Mayer Packing Company covering the southeast corner of Boyle Avenue and Vernon Avenue, and recommending that said easement be accepted and that the Oscar Mayer Packing Company be advised of the official recordation, was read. Communication from D. D. It was moved by Anderson, seconded by Malburg, that the recommendation of the Police Chief, dated April 21, 1961, be approved and that said lease agreement be renewed. Motion carried. Communication from R. H. Bockhacker, Police Chief, dated May 2, 1961, requesting authority to attend the Forty-First Annual Conference of State Peace Officers' Association in Sacram~nto, California, from May 21 - 24, 1961, inclusive, with an expense allowance of $162.80, was read. It was moved by Poxon, seconded by Anderson, that the request of the Police Chief, dated May 2, 1961, be approved and authority granted to issue warrant to R. H. Bockhacker in the amount of $162.80. Motion carried. Communication from Los Angeles County Epilepsy Society, dated April 18, 1961, requesting cooperation in their 1961 Fund Campaign which is to be held in July, was read. Resolution No. 2444 - A Resolution of the City Council of the City of Vernon accepting the reconstruction of Alcoa Avenue from Vernon Avenue to Fruitland Avenue, in accordance with Contract No. 238 heretofore approved by the City of Vernon, was read. It was moved by Poxon, seconded by Malburg, that authority be granted to the City Attorney and Special Counsel, Darling, Shattuck & Edmonds, to appeal the decision, and that the appeal be prosecuted with all due diligence. Motion carried. Communication from Cyrus J. Doherty, Jr., Attorney At Law, dated May 1, 1961, on behalf of Messrs. Alfred Stern and Dixon R. Han~in, requesting the City Council to authorize the immediate paving and resurfacing of East 25th Street, between Alameda Street and Santa Fe Avenue, was read. It was moved by Anderson, seconded by Poxon, that the Traffic Engineer be instructed to advise Mr. Doherty as to the projects planned with reference to East 25th Street, between Alameda Street and Santa Fe Avenue.
