MINUTES OF A REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON
HELD MAY 16, 1961 AT TWO O'CLOCK P.M.
IN THE COUNCIL CHAMBERS OF THE CITY
HALL LOCATED AT 4305 SANTA FE AVENUE,
VERNON, CALIFORNIA.
COUNCIL PRESENT: Anderson, Furlong, Mailliard, Poxon
COUNCIL ABSENT: Malburg (absent until 2:17 p.m.)
The meeting was called to order by Mayor R. J. Furlong.
It was moved by Anderson, seconded by Poxon, that minutes
of the meeting of May 2, 1961 be approved as written and submitted.
Motion carried.
Communication from R. H. King, Superintendent, Water &
Sewer Systems, dated May 5, 1961, with reference to bids received
for the construction of Well No. 14, in accordance with Contract No.
259, recommending that the contract be awarded to the Roscoe Moss
Company on the basis of their low bid of $91,109.00, was read.
Resolution No. 2449 - A Resolution of the City Council of
the City of Vernon accepting the bid of Roscoe Moss Company for the
construction of Well No. 14, in accordance with Contract No. 259 of
said City, was read.
It was moved by Poxon, seconded by Anderson, that
Resolution No. 2449 be approved and adopted. Motion carried.

Communication from D. D. Grayson, Traffic Engineer, dated
May 8, 1961, with reference to bids received for the resurfacing of
Vernon Avenue from Santa Fe Avenue to Soto Street, in accordance
with Contract No. 250, recommending that the contract be awarded to
Vernon Paving Company on the basis of their low bid of $14,670.75,
was read.
Resolution No. 2450 - A Resolution of the City Council of
the City of Vernon accepting the bid of Vernon Paving Company for
resurfacing of Vernon Avenue from Santa Fe Avenue to Soto Street in
accordance with Contract No. 250 of said City, was read.
It was moved by Mailliard, seconded by Poxon, that
Resolution No. 2450 be approved and adopted. Motion carried.

Absent: Malburg
Mr. Bob Baillie and Mr. Charles Wilson of Baillie Machinery
Corporation, 5516 Santa Fe Avenue, appeared before the City Council
and requested that the lIno parking zone" in front of their building
be changed to a :Ilimited parking zonell to accommodate two cars.
It was moved by Anderson, seconded by Mailliard, that the
request of representatives of the Baillie Machinery Corporation be
referred to the Traffic Engineer to determine what, if anything, can
be done to alleviate the parking problems in front of the building
located at 5516 Santa Fe Avenue, and to report his determinations
to the City Council. Motion carried.

Councilman Malburg arrived at this time (2:17 p.m.) and
took his seat at the Council table.
Communication from D. D. Grayson, Traffic Engineer, dated
May 8, 1961, submitting Contract No. 251 for the reconstruction of
26th Street from Santa Fe Avenue to Minerva Street, and recommending
that said contract be approved and that authority be granted to
advertise for bids, was read.
Resolution No. 24~-7 - A Resolution of the City Council of
the City of Vernon approving Contract No. 251 and Plan No. A3-l58l
for reconstruction of 26th Street from Santa Fe Avenue to Minerva
Street, and determining the general prevailing rate of per diem
wages, was read.
It was moved by Anderson, seconded by Poxon, that
Resolution No. 2447 be approved and adopted. Motion carried.

Resolution No. 244.8 - A Resolution of the City Council of
the City of Vernon directing the giving of notice inviting sealed
proposals or bids for reconstruction of 26th Street from Santa Fe
Avenue to Minerva Street in accordance with Contract No. 251 of the
City of Vernon, was read.
It was moved by Mailliard, seconded by Malburg, that
Resolution No. 2448 be approved and adopted. Motion carried.

Communication from D. D. Grayson, Traffic Engineer, dated
May 8, 1961, submitting Contract No. 257 for the resurfacing of So to
Street from North Boundary to Los Angeles River Bridge, and recom-
mending that said contract be approved and that authority be granted
to advertise for bids, was read.
Resolution No. 2428 - A Resolution of the City Council of
the City of Vernon approving Contract No. 257 for the resurfacing
of Soto Street from North Boundary to Los Angeles River Bridge in
the City of Vernon, and determining the general prevailing rate of
per diem wages, was read.
It was moved by Mailliard, seconded by Poxon, that
Resolution No. 2428 be approved and adopted. MOtion carried.

that said contract be approved and that authority be granted to

Resolution No. 2425 - A Resolution of the City Council of
the City of Vernon approving Contract No. 246 and Plan No. A3-l573
for reconstruction of Fruitland Avenue from Soto Street to Downey
Road, and determining the general prevailing rate of per diem wages,
was read.

It was moved by Poxon, seconded by Anderson, that
Resolution No. 2426 be approved and adopted. Motion carried.

Communication from G. G. Skalsky, President of the Vernon
City Employees Credit Union, dated May 8, 1961, requesting that the
Vernon City Employees Credit Union be granted permission to use the
Boy Scout Hut at 2265 East 38th Street for Credit Union business,
was read. (Copy to each member of the City Council)
It was moved by Anderson, seconded by Poxon, that the
Vernon City Employees Credit Union be granted permission to use the
Boy Scout Hut at 2265 East 38th Street subject to the following
conditions: (1) That the activities of the Credit Union do not
interfere with the use of said building for other community
activities; (2) That permission to use said building may be
rescinded by the City Council at any time it determines the building
is needed for other purposes; and (3) That the expense of minor
maintenance, janitorial service and utilities be assumed by the
Credit Union. Motion carried.
Communication from David C. Johnson requesting a license
to operate the Cowboy Cafe at 4.401 Downey Road, was read.
It was moved by Anderson, seconded by Poxon, that the
request of David C. Johnson be referred to the Health Department
with power to act. Motion carried.
Communication from Jack C. Burton requesting a license to
demonstrate and sell ignition units in the City of Vernon, was read.
It was moved by Anderson, seconded by Poxon, that the
request of Jack C. Burton be approved and license granted provided
that the demonstration and selling does not take place on other
than private property. MOtion carried.

Communication from Ira's Industrial Catering requesting a
license to operate a lunch truck in the City of Vernon, was read.
It was moved by Poxon, seconded by Malburg, that the
request of Ira's Industrial Catering be approved and license granted.
Motion carried.
Communication from Revere Manufacturing Company, dated May
B, 1961, advising that said company is moving to Hawthorne,
California, the first of June, and requesting that they be billed
only for the license fee for six months and that the penalty be
waived, was read.
It was moved by Anderson, seconded by Poxon, that in
accordance with Section 23 of Ordinance No. 710, the City Clerk be
authorized to compromise claim for license fees and penalty levied
against Revere Manufacturing Company. MOtion carried.
Communication from Halverson Transportation, dated May 8,
1961, requesting that penalty be waived on their business license
fee, was read.
It was moved by Anderson, seconded by Poxon, that in
accordance with Section 23 of Ordinance No. 710, the City Clerk be
authorized to compromise claim for penalty levied against Halverson
Transportation. Motion carried.
Communication from County of Los Angeles Road Department,
dated May 10, 1961, advising that the amount of new money allocated
to the City of Vernon as Aid to Cities money by the County for the
fiscal year 1961-62 is $3,561.00, was read.
It was moved by Poxon, seconded by Malburg, that communi-
cation from County of Los Angeles Road Department, dated May 10,
1961, be received and filed. Motion carried.
Communication from the Chief Administrative Officer, County
of Los Angeles, dated May 10, 1961, transmitting a copy of a report
entitled "Report re: City Administrative Officer's Study Alleging
City Tax Subsidies to Unincorporated Areall, was read. (Copy to
each member of the City Council)
It was moved by Anderson, seconded by Poxon, that copy of
a report entitled "Report re: City Administrative Officer's Study
Alleging City Tax Subsidies to Unincorporated Area" be received and
filed. Motion carried.
Communication from D. D. Grayson, Traffic Engineer, dated
May 8, 1961, transmitting an easement for street purposes from the
Messrs. Arthur Gilbert, Edgar M. Hillman and Edward Rothschild,
covering a portion of Fruitland Avenue, and recommending that said
easement be accepted and the grantors be advised of the official
recordation, was read.
It was moved by Anderson, seconded by Poxon, that easement
be accepted from the Messrs. Arthur Gilbert, Edgar M. Hillman and
Edward Rothschild, and that the Mayor and the City Clerk be
authorized to sign Certificate of Acceptance. Motion carried.

Communication from L. C. Husted, Fire Chief, dated May 8,
1961, requesting authority for Battalion Chief William R. Hoeft to
attend the Fire Training Officers' Workshop at Fresno, California,
from May 15 - 19, 1961, with an expense allowance of $126.93, was
read.
It was moved by Poxon, seconded by Anderson, that the
request of the Fire Chief, dated May 8, 1961, be approved and
authority granted to issue warrant to William R. Hoeft in the amount
of $126.93. Motion carried.
Report of Health Department activities for the month of
April, 1961, was presented.
It was moved by Malburg, seconded by Mail1iard, that the
report of Health Department activities be received and filed. Motion
carried.
Report of Police Department activities for the period May
1 - 15, 1961 inclusive, was presented.
It was moved by ~~lburg, seconded by Mailliard, that the
report of Police Department activities be received and filed.
Motion carried.
Communication from A. E. Nelson, Jr., City Engineer, dated
May 12, 1961, with reference to request from County of Los Angeles,
Department of County Engineer, dated April 21, 1961, to use the
24-inch sewer in Alcoa Avenue for diversion of a portion of the
sewage from the County Island, vicinity of Packers Avenue, from
the surcharged sewer in Downey Avenue, was read.
It was moved by Anderson, seconded by Poxon, that the
County of Los Angeles, Department of County Engineer, be granted
permission to use, without cost, the City of Vernon sewer in Alcoa
Avenue for diversion of a portion of the sewage from the County
Island, vicinity of Packers Avenue, from the surcharged sewer in
Downey Avenue, as long as Vernon does not need the capacity. Motion
carried.
Communication from the City of Duarte, dated May 12, 1961,
transmitting a copy of Resolution No. 61-44 of the City of Duarte
declaring its opposition to legalized gambling in said City, was'read.
It was moved by Mail1iard, seconded by Poxon, that communi-
cation from the City of Duarte, dated May 12, 1961, together with
copy of Resolution No. 61-44, be received and filed. Motion carried.
Communication from R. B. R. Meat Company requesting a
license to conduct a business of boning and wholesaling meat at 3305
E. Vernon Avenue, was read.
It was moved by Anderson, seconded by Mai1liard, that the
request of R. B. R. Meat Company be approved and license granted.
Motion carried.
Communication from Kings County Truck Lines requesting a
license to conduct a business of trucking for hire at 1823 E. 27th
Street, was read.

It was moved by Poxon, seconded by Malburg, that the
request of Kings County Truck Lines be approved and license granted.
Motion carried.
Communication from McCutchen, Doyle, Brown & Enersen,
Counselors at Law, dated May 15, 1961, transmitting a copy of the
application which California Water Service Company is filing
requesting an increase in rates for water service in the East Los
Angeles District, together with a report on the results of the
Company's operations in that district and a general report on the
results of operation of the Company, was read.
It was moved by Anderson, seconded by Poxon, that communi-
cation from McCutchen, Doyle, Brown & Enersen, Counselors at Law,
dated May 15, 1961, together with transmittals, be received and filed.
Motion carried.
Communication from Mason, Muntz & Associates, dated May 15,
1961, addressed to the Administrative Officer, with reference to
proposed changes in the Communications Building, Fire Station #1 &
Fire Station #2, was read. (Copy to each member of the City Council)
It was moved by Anderson, seconded by Malburg, that the
matter of proposed changes in the Communications Building, Fire
Station #1 and Fire Station #2, be referred to the Fire Chief for
investigation, clarification and report to the City Council. Motion
carried.
Communication from Pine Cattle Co. requesting a license
to operate an office at 2636 Leonis Blvd. for a cattle feeding
business, was read.
It was moved by Anderson, seconded by Mai11iard, that the
request of Pine Cattle Co. be approved and license granted. Motion
carried.
Communication from the Tuberculosis and Health Association
of Los Angeles County, dated May 4, 1961, addressed to Mr. John
Moore, with reference to joint participation of the City of Vernon
and the Tuberculosis and Health Association of Los Angeles County in
a special project to furnish chest x-rays to a limited number of
industries in Vernon and to undertake a pulmonary function screening,
was read.
It was moved by Anderson, seconded by Poxon, that authority
be granted to participate jointly with the Tuberculosis and Health
Association of Los Angeles County in a special project in accordance
with the conditions as outlined in communication dated May 4, 1961.
Motion carried.

$87,335.08 (accounting period May, 1961), was examined and audited.
It was moved by Poxon, seconded by Mail1iard, that "VJarrant
Register No. 93" be approved and payment authorized for Demands Nos.
5434 to 5547 (both inclusive), with no exceptions. Motion carried.

It was moved by Poxon, seconded by Mailliard, that "Payroll
Warrant Register No. 46" be approved and payment authorized for
Demands Nos. 44.0 to 451 (both inclusive), with no exceptions. Motion
carried.
