MINUTES OF A REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON
HELD JUNE 20) 1961 AT TWO O'CLOCK
P.M. IN THE COUNCIL CHAMBERS OF THE
CITY HALL LOCATED AT 4305 SANTA FE

The meeting was called to order by Mayor pro tempore
L. C. ~Ia1burg.
It was moved by Poxon) seconded by Anderson, that minutes
of the meeting of June 6) 1961 be approved as written and submitted.
Motion carried.
The Clerk announced that this was the time and place for
opening of bids received for furnishing a 3 to 5 ton tandem roller
and trailer, in accordance with Contract No. 263.
It was moved by ~mi1liard) seconded by Poxon, that the
Clerk be instructed to open and read the bids submitted. Motion
carried.
The Clerk opened and read the following bids:

It was moved by Poxon, seconded by Mai1liard, that bids

and the City Attorney for checking and report. Motion carried.

from North City Boundary to Downey Road, in accordance with Contract
No. 260.
It was moved by Anderson, seconded by Poxon, that the
Clerk be instructed to open and read the bids submitted. Motion

Communication from D. D. Grayson, Traffic Engineer, dated
June 9, 1961, with reference to bids received for the reconstruction
of Fruitland Avenue from Soto Street to Downey Road, in accordance
with Contract No. 246, recommending that the contract be awarded
to Griffith Company on the basis of their low bid of $101,704.04,
was read.
Resolution No. 2458 - A Resolution of the City Council of
the City of Vernon accepting-the bid of Griffith Company for recon-
struction of Fruitland Avenue from Soto Street to Downey Road, in
accordance with Contract No. 246 of said City, was read.
It was moved by Poxon, seconded by Mailliard, that
Resolution No. 2458 be approved and adopted. Motion carried.

Communication from D. D. Grayson, Traffic Engineer, dated
June 9, 1961, with reference to bids received for resurfacing of
Soto Street from North City Boundary to Los Angeles River Bridge,
in accordance with Contract No. 257, recommending that the contract
be awarded to Sully-Miller Contracting Company on the basis of their
low bid of $11,458.69, was read.
Resolution No. 2457 - A Resolution of the City Council of
the City of Vernon accepting the bid of Sully-Miller Contracting
Company for the resurfacing of Soto Street from North City Boundary
to Los Angeles River Bridge, in accordance with Contract No. 257 of
said City, was read.
It was moved by Mailliard, seconded by Anderson, that
Resolution No. 2457 be approved and adopted. Motion carried.

$17,273.14, was read.
Resolution No. 2459 - A Resolution of the City Council of
the City of Vernon accepting the bid of Geoxge Savala Paving Company
for reconstruction of 26th Street from Santa Fe Avenue to Minerva
Street in accordance with Contract No. 251 of said City, was read.
It was moved by Anderson, seconded by Poxon, that
Resolution No. 2459 be approved and adopted. Motion carried.

It was moved by Anderson, seconded by Poxon, that property
in "Atlantic Annexation No. 1" be placed into City of Vernon Tax
District No.2. Motion carried.
Road Easement from Associated Southern Investment Company,
covering a portion of Lot 33 of the 500 acre tract of the Los Angeles
Fruit Land Association, was presented.
It was moved by Anderson, seconded by Poxon, that easement
be accepted from Associated Southern Investment Company, and that
the ~myor and the City Clerk be authorized to sign Certificate of
Acceptance. Motion carried.
Communication from Vulcan Detinning Division, Vulcan
Materials Company, requesting a license to conduct a business of
detinning at 26th Street and Downey Road, was read.
It was moved by Anderson, seconded by Poxon, that the
request of Vulcan Detinning Division, Vulcan Materials Company, be
approved and license granted. Motion carried.
Notice of Intent to solicit for religious purposes and
application for Certificate of Registration, dated June 6, 1961,
from the Western Missionary Army, Inc., was read. (Copy to each
member of the City Council)
It was moved by Anderson, seconded by Mai1liard, that
Notice of Intent to solicit for religious purposes and application
for Certificate of Registration, dated June 6, 1961, from the Western
Missionary Army, Inc., be received and filed. Motion carried.
Communication from the City of Santa Monica, dated June 15,
1961, with reference to A.B. 2626, urging the City Council to write
or wire Governor Brown asking him to veto A.B. 2626, was read. (Copy
to each member of the City Council)
It was moved by Anderson, seconded by Poxon, that the
Mayor send a wire to Governor Brown urgently requesting him to veto
A.B. 2626. Motion carried.
Communication from F. A. Ziemer, City Clerk, dated June 12,
1961, recommending that certain miscellaneous personnel, as outlined,
be advanced in grade effective July 1, 1961, was read. (Copy to
each member of the City Council)
It was moved by Poxon, seconded by Anderson, that the
recommendation of the City Clerk, with reference to certain miscel-
laneous personnel, be approved as outlined in communication dated
June 12, 1961. Motion carried.
Communication, was read, from R. H. Bockhacker, Police
Chief, dated June 12, 1961, requesting that the following Police
Department personnel be advanced in grade, effective July 1, 1961:
L. F. Ely from Lieutenant, Grade 2 to Grade 1
D. E. Fisher from Policeman Grade 3 to Grade 2

a license to conduct a business of warehousing and wholesaling tires

It was moved by Poxon, seconded by Mailliard, that the
request of Associated Tire Dealers Inc. be approved and license
granted. Motion carried.
Communication from Advance Lumber Service requesting a
license to conduct a business of kiln drying at 3160 Bandini Blvd.,
was read.
It was moved by Poxon, seconded by Anderson, that the
request of Advance Lumber Service be referred to the Fire Department
with power to act. Motion carried.
Communication from Certified Appliance Distributors
requesting a license to conduct a business of wholesaling housewares,
hardware and appliances at 2944 E. 44th Street, was read.
It was moved by Anderson, seconded by Poxon, that the
request of Certified Appliance Distributors be approved and license
granted. Motion carried.
Communication from Scott-Norby Co. requesting a license to
conduct a business of warehousing and transportation of flour at
4727 E. 49th Street, was read.
It was moved by Poxon, seconded by P~derson, that the
request of Scott-Norby Co. be approved and license granted. Motion
carried.
Communication from Belyea Truck Company requesting a
license to conduct a business of hauling and installing machinery
and various equipment at 4536 District blvd., was read.
It was moved by Poxon, seconded by Anderson, that the
request of Belyea Truck Company be approved and license granted.
Motion carried.
Communication from Reynolds Fasteners, Inc. requesting a
license to conduct a business of warehousing and selling steel bolts
and nuts at 4.887 Fruitland Avenue, was read.
It was moved by Anderson, seconded by Poxon, that the
request of Reynolds Fasteners, Inc. be approved and license granted.
Motion carried.
Communication from Paramount Cable Mfg., Inc. dba
Paramount Wire Products requesting a license to conduct a business
of manufacturing steel wire products at 5164 Alcoa Ave., was read.
It was moved by Poxon, seconded by Anderson, that the
request of Paramount Cable Mfg., Inc. dba Paramount Wire Products
be approved and license granted. Motion carried.
Communication from Jensen Industries requesting a license
to conduct a business of sheet metal fabrication at 1946 East l\.6th
Street, was read.

It was moved by Anderson, seconded by Mailliard, that the
request of Milton's Express be approved and license granted. Motion
carried.
Communication from Shoreline Planning Association of
California, Inc., dated May 15, 1961, transmitting a declaration of
purpose and a schedule of the dues structure, was read.
It was moved by Anderson, seconded by Poxon, that communi-
cation from Shoreline Planning Association of California, Inc.,
dated May 15, 1961, be received and filed. Motion carried.
Communication from Los Angeles Meat Company, Inc., dated
June 15, 1961, requesting that a llStop" sign be erected on Vernon
Avenue at the corner of Boyle Avenue, was read. (Copy to each
member of the City Council)
It was moved by Anderson, seconded by Poxon, that communi-
cation from Los Angeles Meat Company, Inc., dated June 15, 19E1, be
referred to the Traffic Engineer for a report at the next regular
meeting. Motion carried.
Communication from C. A. Heinze, Consulting Electrical
Engineer, dated June 12, 1961, transmitting five bids received for
approximately 3,297 lbs. of scrap copper, which has been returned
to the City of Vernon by Southern California Edison Company, and
recommending that the scrap copper be sold to Golden West Salvage,
Inc. on the basis of their bid of .1909~ per pound, was read.
It was moved by Anderson, seconded by Poxon, that the
recommendation of the Consulting Electrical Engineer, dated June
12, 1961, be approved. Motion carried.
Communication from McCutchen, Doyle, Brown & Enerson,
Counselors at Law, dated June 14, 1961, transmitting a copy of an
application which is being filed by California Water Service Company
with the California Public Utilities Commission requesting an increase
in rates charged for water service in its East Los Angeles district
in order to offset certain assessments of the Central and West Basin
Water Replenishment District, was read.
It was moved by Anderson, seconded by Poxon, that communi-
cation from McCutchen, Doyle, Brown & Enerson, Counselors at Law,
dated June 14, 1961, together with copy of application which is
being filed by California Water Service Company with the California
Public Utilities Commission, be received and filed. Motion carried.
Communication from the Institute of Sanitation Management,
Southern California Chapter, addressed to C. E. Nemethi, M.D., Health
Officer, dated June 13, 1961, with reference to the Institute's
Annual Conference to be held in Philadelphia on September 25 - 28,

It was moved by Anderson, seconded by Poxon, that communi-
cation from the Institute of Sanitation Management, Southern
California Chapter, addressed to C. E. Nemethi, M.D., Health Officer,
dated June 13, 1961, be received and filed. Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
June 12, 1961, recommending that lease agreement between the City
of Vernon and Motor Officer I. L. Brummett for one 1960 Harley-
Davidson motorcycle, Engine #FL12739, be renewed effective as of
June 24, 1961, was read.
It was moved by Mai11iard, seconded by Poxon, that the
recommendation of the Fo1ice Chief, dated June 12, 1961, be approved
and that said lease agreement be renewed. Motion carried.
Communication from L. C. Husted, Fire Chief, dated June
12, 1961, transmitting resignation from Fireman Eugene L. Rispaud,
effective June 9, 1961, and recommending that said resignation be
accepted, was read.
It was moved by Poxon, seconded by Mailliard, that the
resignation of Fireman Eugene L. Rispaud be accepted effective June
9, 1961. Motion carried.
Communication from the Engineering Departments, dated
June 15, 1961, requesting authority to employ Mr. James R. Persons
as Engineering Aide II, Step 5, effective June 26, 1961, was read.
It was moved by l/Iailliard, seconded by Poxon, that the
request of the Engineering Departments, dated June 15, 1961, be
approved. Motion carried.
Communication from the Engineering Departments, dated
June 15, 1961, recommending that william H. Morrison, Engineering
Clerk II, be granted a two weeks' leave of absence with pay to
participate in Annual Active Duty for Training with the California
Air National Guard, beginning July 8, 1961, was read.
It was moved by Mailliard, seconded by Anderson, that
William H. Morrison, Engineering Clerk II, be granted a two weeks'
leave of absence with pay to participate in Annual Active Duty for

Communication from the Engineering Departments, dated June
15, 1961, requesting authority to employ Mr. Waldo M. Morris as
Engineering Aide II, Step 4, effective June 19, 1961, was read.

request of the Engineering Departments, dated June 15, 1961, be
approved. Motion carried.
Communication from D. D. Grayson, Traffic Engineer, dated
June 12, 1961, transmitting an agreement from Fruehauf Trailer
Company for an easement for Fruitland Avenue reconstruction, and
recommending that said agreement be executed, was read.
It was moved by Anderson, seconded by Poxon, that the Mayor
and the City Clerk be authorized to execute agreement from Fruehauf
Trailer Company for an easement for Fruitland [..venue reconstruction.

Communication from the Finance Committee, dated June 16,
1961, transmitting copies of the individual budget requests for the
operation of the various departments of the City for the fiscal year
1961-62, together with the amounts approved by the Finance Committee,
and making certain recommendations in connection therewith, was
read. (Copy to each member of the City Council)
It was moved by Poxon, seconded by Anderson, that the
recommendations of the Finance Committee be approved as outlined
in communication dated June 16, 1961; and that the City Attorney
be instructed to draft a resolution approving the budget for the
fiscal year 1961-62. Motion carried.
Report of Police Department activities for the period
June 1 - 15, 1961 inclusive, was presented.
It was moved by Anderson, seconded by Poxon, that the
report of Police Department activities be received and filed. Motion
carried.
Communication from J. S. Colton, Building Engineer, dated
June 16, 1961, requesting authority to employ Riter C. Taylor as
Deputy Building Inspector, Grade 2, effective August 1, 1961, was
read.
It was moved by Poxon, seconded by Anderson, that the
request of the Building Engineer, dated June 16, 1961, be approved.
Motion carried.
Communication from Blankenship Motors requesting a license
to conduct a trucking business at 2835 Santa Fe Avenue, was read.
It was moved by Poxon, seconded by Anderson, that the
request of Blankenship Motors be approved and license granted.
Motion carried.
Communication from Nat Green dba P~odes Jewelers requesting
a license to conduct a business of selling jewelry and appliances
on credit at 3843 S. Soto St., was read.
It was moved by Poxon, seconded by Anderson, that the
request of Nat Green dba Rhodes Jewelers be referred to the Police
Department with power to act. Motion carried.
Communication from the Los Angeles County Division, League
of California Cities, dated June 14., 1961, advising that the Annual
League of California Cities Conference will be held in San Francisco,
October 22-25, 1961, and requesting suggestions or recommendations
for the program or for speakers for the conference, was read.
It was moved by Anderson, seconded by Poxon, that communi-
cation from the Los Angeles County Division, League of California
Cities, dated June 14., 1961, be received and filed. Motion carried.
Communication from the League of California Cities with
reference to the 63rd Annual Conference, transmitting information
on hotel reservations, advance registration, and the general program
outline, was read.

It was moved by l..nderson, seconded by Poxon, that the City
Clerk be instructed to canvass the Department Heads of the City to
determine which ones are desirous of attending the 63rd Annual
Conference of the League of California Cities, and to report the
results of the canvass to the City Council at the next regular
meeting. MOtion carried.
Communication from J. M. Beringhele, dated June 15, 1961,
expressing his appreciation for the excellent treatment that he
received during the term of his employment with the City, was read.
It was moved by Mailliard, seconded by Poxon, that communi-
cation from J. M. Beringhele, dated June 15, 1961, be received and
filed. Motion carried.
Communication from Vernon Chamber of Commerce, dated June
19, 1961, expressing congratulations for the excellent program in
connection with the recent ground-breaking for the new Post Office,
was read.
It was moved by Anderson, seconded by Poxon, that communi-
cation from Vernon Chamber of Commerce, dated June 19, 1961, be
received and filed. MOtion carried.
Communication from L. C. Husted, Fire Chief, dated June 19,
1961, requesting permission to advance A. K. Forbes and W. R. Hoeft
from Battalion Chiefs Grade 2 to Grade 1, effective July 1, 1961,
was read.
It was moved by Mail1iard, seconded by Poxon, that the
request of the Fire Chief, dated June 19, 1961, be approved. Motion
carried.
Communication from L. C. Husted, Fire Chief, dated June 19,
1961, requesting permission to purchase a one horsepower electric
motor and pump (brass) at a total cost of $94.30, for use at the test
pit reservoir, was read.
It was moved by Poxon, seconded by Anderson, that the
request of the Fire Chief, dated June 19, 1961, be approved. Motion
carried.
Communication from L. C. Husted, Fire Chief, dated June 19,
19G1, requesting that the sum of $149.20 be authorized as expenses
for Battalion Chief Hoeft and himself to travel to Oakdale,
California, to attend to the final construction details of the
"snorkelll fire truck which was ordered from the Van Pelt Corporati.on
on February 21, 1961, was read.
It was moved by Anderson, seconded by t1ail1iard, that the
request of the Fire Chief, dated June 19, 1961, be approved and
authority granted to issue warrant to L. C. Husted in the amount of
$149.20. Motion carried.
Communication from L. C. Husted, Fire Chief, dated June 19,
1961, requesting authority to reassign Battalion Chief Foster to the
position of Captain in the Fire Fighting force; and further
requesting that the salary resolution be amended to provide that
employees of the Fire Department shall receive additional compen-
sation equivalent to one step in pay when assigned to special duty,
such as Fire Prevention Bureau, Training or Administration, was read.

It was moved by Anderson, seconded by Poxon, that the Fire
Chief be authorized to reassign Battalion Chief Foster to the position
of Captain in the Fire Fighting force; and that the City Attorney be
instructed to draft a resolution amending the salary resolution to
provide that employees of the Fire Department shall receive additional
compensation equivalent to one step in pay when assigned to special
duty, such as Fire Fighting Bureau, Training or Administration.
Motion carried.
Report of Carl A. Heinze, Consulting Electrical Engineer,
on operation of the electrical system by Southern California Edison
Company for the month of ~~rch) 1961, was read.
It was moved by Poxon, seconded by ~~i1liard, that the
report of the Consulting Electrical Engineer be received and filed.
Motion carried.
Communication from the Engineering Departments, dated June
20, 1961, with reference to request from Los Angeles By-Products
Company for approval of Tentative Tract Map #26751, recommending
that the City Council approve in principle the tentative tract map,
subject to certain enumerated conditions, was read.
It was moved by Poxon, seconded by Mailliard, that
Tentative Tract Map #26751 be approved in principle, subject to the
conditions as enumerated in communication from the Engineering
Departments, dated June 20, 1961. Motion carried.
A general discussion was held with reference to certain
changes that were made in the sidewalk area on the northeast corner
of Boyle Avenue and Leonis Boulevard in connection with the recon-
struction of Boyle Avenue from Vernon Avenue to Leonis Boulevard.
It was moved by ~~illiard, seconded by Anderson, that
barricades be erected immediately at the northeast corner of Boyle
Avenue and Leonis Boulevard; that a study be made immediately by
the Engineering Departments to determine the maximum over-hang of
large trucks in the sidewalk area at the northeast corner of Boyle
Avenue and Leonis Boulevard; and that after said determination has
been made, the sidew?lk be modified to assure .adequate clearance for
pedestrians, adjoining property and vehicles. Motion carried.

It was moved by Anderson, seconded by Pox on , that building
application 23814 be filed and permit granted subject to compliance
with certain conditions to be imposed by the City Attorney in
harmony with the development of the property as described in
Tentative Tract 11ap #26751, and subject to the consent of the
property owner to comply with said conditions. Motion carried.
"Harrant Register No. 95" covering claims and demands
presented during the period June 1 to 15, which includes Demands
Nos. 5729 to 5809 (both inclusive), drawn on the California Bank,
totaling $38,176.01 (accounting period June, 1961), was examined
and audited.
