MINUTES OF AN ADJOURNED REGUlJ~R MEETING
OF THE CITY COUNCIL OF THE CITY OF
VERNON HELD JUNE 27, 1961 AT TWO O'CLOCK
P.M. IN THE COUNCIL CHA~mERS OF THE CITY
HALL LOCATED AT 4305 SANTA FE AVENUE,
VERNON, CALIFORNIA.

COUNCIL ABSENT: Furlong (absent until 2:07 p.m.)
The meeting was called to order by i1ayor pro tempore
L. C. Halburg.
It was moved by Poxon, seconded by Anderson, that minutes
of the meeting of June 20, 1961 be approved as written and submitted.
Motion carried.
Mayor Furlong arrived at this time (2:07 p.m.) and took
his seat at the Council table.
Resolution No. 2460 - A Resolution of the City Council of
the City of Vernon withdrawing certain territory from the East Los
Angeles County Fire Protection District, was read.
It was moved by Poxon, seconded by Anderson, that
Resolution No. 2460 be approved and adopted. Motion carried.

Communication from Southern California Edison Company,
dated June 22, 1961, with reference to the Judgment rendered in the
case of the City of Vernon v. Southern California Edison Company,
was read. (Copy to each member of the City Council)
Mr. Hugh W. Darling and Mr. Don Hall of Darling, Shattuck
& Edmonds, Special Counsel, appeared before the City Council relative
to problems confronting the City of Vernon and Southern California
Edison Company as a result of the Judgment rendered in the case of
the City of Vernon v. Southern California Edison Company.
It was moved by Furlong, seconded by Anderson, that
Darling, Shattuck & Edmonds, Special Counsel, and the City Attorney
be a.uthorized to negotiate with Edison for the purpose of preparing
an agreement extending the present stipulation and the terms and
conditions thereof for a period to be agreed upon; that the Mayor
be authorized to appoint a Committee for the purpose of negoti.ating
with Edison in an attempt to settle the problems confronting the
City of Vernon and Edison relative to the continuation of Edison's
rendition of electric service in the City of Vernon; that Haskins
& Sells, Certified ~Jblic Accountants, be engaged for the purpose
of making an up-to-date accounting of the Vernon Light & Power
system as soon as possible; and that Consulting Electrical Engineer
Heinze be instructed to initiate inquiries with reference to
obtaining power from sources other than Southern California Edison
Company. Motion carried.
Communication from Southern California Edison Company,
dated June 27, 1961, transmitting check in the amount of $170,000.85
in payment of rental of leased property for the period May 30, 1960
to May 29, 1961, inclusive, pursuant to the 1937 Lease Agreement and
pursuant to the terms of the Stipulation dated June 4, 1959, was read.

It was moved by Poxon, seconded by Malburg, that communi-
cation from Southern California Edison Company, dated June 27, 1961,
be referred to Consulting Electrical Engineer Heinze for verification
of the amount transmitted. Motion carried.
Communication from Engineering-Science, Inc., dated June
27, 1961, addressed to Mayor R. J. Furlong, with reference to City
of Vernon Public Works Facility, was read.
It was moved by Malburg, seconded by Poxon, that communi-
cation from Engineering-Science, Inc., dated June 27, 1961, addressed
to Mayor R. J. Furlong, be received and filed. Motion carried.
Communication from C. E. Nemethi, M.D., Health Officer,
dated June 23, 1961, requestin& permission to use a corner of the
Scout Hut to conduct the follow-up examinations to be done after the
x-ray survey, was read. (Copy to each member of the City Council)
It was moved by Paxon, seconded by Anderson, that the
request or the Health Officer, dated June 23, 19G1, be approved.
Motion carried.
Communication from G. G. Skalsky, Deputy City Clerk, dated
June 22, 1961, with reference to 1961 business license return filed
by Ira L. Lightfoot - Trucking, was read. (Copy to each member of
the City Council)
It was moved by Anderson, seconded by Poxon, that in
accordance with Section 23 of Ordinance No. 710, the City Clerk be
authorized to compromise claim for penalty levied against Ira L.
Lightfoot - Trucking. Motion carried.
Discussion was held with reference to penalty levied
against Liberty Truck Lines for late payment of business license
fee.
It was moved by Anderson, seconded by Poxon, that in
accordance with Section 23 of Ordinance No. 710, the City Clerk be
authorized to compromise claim for penalty levied against Liberty
Tru.ck Lines. Motion carried.
Communication from Rehrig Pacific Company, dated June 26,
1961, requesting that penalty on delinquent business license fee be
waived.
It was moved by Anderson, seconded by Paxon, that in
accordance with Section 23 of Ordinance No. 710, the City Clerk be
authorized to compromise claim for penalty levied against Re!:u:ig
Pacific Company. Motion carried.
Communication from F. A. Ziemer, City Clerk, dated June 23,
1961, submitting a list of the Department Heads of the City of Vernon
who are desirous of attending the 63rd Annual Conference of the
League of California Cities, which will be held in San Francisco,
October 22-25, 1961, was read. (Copy to each member of the City
Council)
It was moved by Anderson, seconded by Paxon, that the City
Clerk be authorized to make hotel reservations for the represent-
atives of the City of Vernon, as outlined, who plan to attend the
63rd Annual Conference of the League of California Cities, and that

authority be granted to issue a check covering payment of deposit to
hold said reservations. Motion carried.
Communication from Danny Goodman Concessions requesting a
license to conduct a business of warehousing novelty items at 2332
E. 38th Street, was read.
It was moved by Pox on , seconded by Mai11iard, that the
request of Danny Goodman Concessions be referred to the Fire Depart-
ment with power to act. Motion carried.
Communication from Littlejohn-Reuland Corporation, dated
June 20, 1961, commending the Police and Fire Departments of the
City of Vernon for the efficient manner in which they performed
during an emergency involving one of their employees at 2655 Santa
Fe Avenue, was read. (Copy to each member of the City Council)
It was moved by Anderson, seconded by Malburg, that
communication from Littlejohn-Reuland Corporation, dated June 20,
1951, be received and filed. Motion carried.
Communication from Bus & Truck Repairs Co. requesting a
license to operate a garage at 2750 S. Alameda Street, was read.
It was moved by Poxon, seconded by Malburg, that the
request of Bus & Truck Repairs Co. be approved and license granted.
Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
June 26, 1961, recommending that E. W. Roady be advanced from
Policeman Grade 3 to Grade 2, effective July 16, 1961, was read.
It was moved by Poxon, seconded by Anderson, that the
recommendation of the Police Chief, dated June 26, 1961, be approved.
Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
June 26, 1961, recommending that Lease Agreement between the City
of Vernon and Motor Officer S. J. Williams for one 1959 Har1ey-
Davidson motorcycle, Engine No. FL6574, be renewed effective as of
July 13, 1961, was read.
It was moved by Poxon, seconded by Malburg, that the
recommendation of the Police Chief be approved and that said lease
agreement be renewed. Motion carried.
Communication from Golden State Meat Company ~equesting a
license to conduct a wholesale and retail meat business at 4201
Fruitland Avenue, was read.
It was moved by Poxon, seconded by Mai1liard, that the
request of Golden State Meat Company be referred to the Health
Department with power to act. Motion carried.
Report of Carl A. Heinze, Consulting Electrical Engineer,
on operation of electrical system by Southern California Edison
Company for month of April, 1961, was read.
It was moved by Paxon, seconded by Malburg, that the
report of the Consulting Electrical be received and filed. Motion
carried.

it was moved by Mailliard, seconded by Malburg, that the meeting
adjourn. Motion carried.
