MINUTES OF A REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON
HELD JULY 5, 1961 AT !VIO O'CLOCK

COUNCIL PRESENT: Anderson, Furlong, Mailliard, Malburg, Paxon
COUNCIL ABSENT: None
The meeting was called to order by Mayor R. J. Furlong.
It was moved by Poxon, seconded by Anderson, that minutes
of the meeting of June 27, 1961 be approved as written and submitted.
Motion carried.
Communication from D. D. Grayson, Traffic Engineer, dated
June 21, 1961, with reference to bids received for the reconstruction
of Washington Boulevard from North City Boundary to Downey Road, in
accordance with Contract No. 260, recommending that contract be
awarded to Vernon Paving Company on the basis of their low bid of
$23,622.45, was read.
Resolution No. 2461 - A Resolution of the City Council of
the City of Vernon accepting the bid of Vernon Paving Company for
washington Boulevard reconstruction from North City Boundary to Downey
Road, in accordance with Contract No. 260 of said City, was read.
It was moved by Anderson, seconded by Poxon, that Resolution
No. 2461 be approved and adopted. Motion carried.

June 23, 1961, with reference to bids received for furnishing a 3 to
5 ton tandem roller and trailer, in accordance with Contract No. 263,
recommending that the contract be awarded to Essick Manufacturing
Company on the basis of their low bid of $4.,887.50, was read.
Resolution No. 2462 - A Resolution of the City Council of
the City of Vernon accepting~he bid of Essick Manufacturing Company
for the furnishing of three to five ton tandem roller and trailer, in
accordance with Contract No. 263 of said City, was read.
It was moved by Poxon, seconded by Malburg, that Resolution
No. 2462 be approved and adopted. Motion carried.

Communication from Mr. H. Michael Low, dated June 29, 1961,
requesting that certain persons, as enumerated, be granted an
occupancy permit to operate a plant at 3300 Bandini Boulevard for the
purpose of processing by-products into high quality animal feed
ingredients, was read. (Copy to each member of the City Council)
It was moved by Anderson, seconded by Poxon, that communi-
cation from Mr. H. Michael Low, dated June 29, 1961, be referred to
the City Attorney, the Building Department, the Health Department and
the Engineering Departments for investigation and report. Motion
carried.

Resolution No. 2463 - A Resolution of the City Council of
the City of Vernon approving~budget for the fiscal year 1961-62, was
read.
It was moved by poxon, seconded by Anderson, that
Resolution No. 2463 be approved and adopted. Motion carried.

Communication from the Finance Committee, dated June 29,
1961, transmitting a proposed directive to all Department Heads
with reference to purchasing and expenditure of City funds, and
recommending that the City Council approve this directive; that a
copy of said directive be sent to all Department Heads, and that all
Department Heads be instructed to inform their personnel of the
contents of said directive, was read. (Copy to each member of the
City Council)
It was moved by Anderson, seconded by Poxon, that the
recommendation of the Finance Committee, as outlined in communi-
cation dated June 29, 1961, be approved. Motion carried.
Communication from Mason, MUntz & Associates, dated June
28, 1961, transmitting three (3) sets of plans and specifications
for the construction of Fire Station #2 and Communications Building,
for approval" and adoption, was read.
It was moved by Poxon, seconded by Anderson, that plans
and specifications for the construction of Fire Station #2 and
Communications Building, as submitted by Mason, Muntz & Associates,
under date of June 28, 1961, be referred to the Building Department,
the Fire Department, the City Attorney and the Engineering Depart-
ments for checking. Motion carried.
Communication from Stanley A. Phipps, Attorney at Law,
dated June 27, 1961, transmitting the following documents: (1)
Easement for public street purposes from Fruehauf Trailer Company
covering a portion of Lots 41, 42 and 4,3 of the 500 acre tract of
the Los Angeles Fruit Land Association; and (2) Deed for street
purposes from Fruehauf Trailer Company covering a portion of Lot 41
of the 500 acre tract of the Los Angeles Fruit Land Association, was
read.
It was moved by Malburg, seconded by Mailliard, that
Easement for public street purposes and Deed for street purposes be
accepted from. Fruehauf Trailer Company, and that the Mayor and the
City Clerk be authorized to sign Certificates of Acceptance. Motion
carried.
Communication from the Los Angeles County Boundary
Commission, dated June 28, 1961, advising that proposals have been
filed with the Secretary of the County Boundary Commission for the
annexation of territory described as "Rancho San .;..ntonio Annexation
No. 811 and lIRancho San Antonio ~'innexation No. 9n to the City of
Bell, was read.
It was moved by Anderson, seconded by Malburg, that
communication from the Los Angeles County Boundary Commission, dated
June 28, 1961, be received and filed. Motion carried.

Communication from Gamelcy Company requesting a license to
conduct a business of manufacturers' agent, selling raw materials
and steel pails, at 4608 E. 50th Street, was read.
It was moved by Poxon, seconded by Mailliard,that the
request of Game1cy Company be referred to the Fire Department with
power to act. Motion carried.
Communication from W. R. Grace & Co., Polymer Chemicals
Division, requesting a license to conduct a business of selling
plastic resins to manufacturers of plastic articles, at 4814. Loma
Vista Avenue, was read.
It was moved by Poxon, seconded by Mailliard, that the
request of W. R. Grace & Co., Polymer Chemicals Division, be referred
to the Fire Department with power to act. Motion carried.
Communication, was read, from the Engineering Departments,
dated June 28, 1961, requesting authority to advance the following
employees on the basis of merit, effective July 1, 1961:
E. DeFrank to Engineering Aide II, Step 2
G. Bell to Engineering Aide II, Step 3
R. Corella to Foreman, Step 1
It was moved by Poxon, seconded by Anderson, that the
request of the Engineering Departments, dated June 28, 1961, be
approved. Motion carried.
Communication, was read, from the Engineering Departments,
dated June 28, 1961, requesting authority to reclassify the following
employees, effective July 1, 1961:
J. Kelly from Utility l~n III, Step 1 to Utility
Man II, Step 2
L. Nykodym from Utility Man III, Step 1 to Utility

It was moved by Anderson, seconded by Poxon, that the
request of the Engineering Departments, dated June 28, 1961, be
approved. Motion carried.
Report of Police Department activities for the period June
16 - 30, 1961 inclusive, was presented.
It was moved by Poxon, seconded by Anderson, that the
report of Police Department activities be received and filed. Motion
carried.
Communication from R. H. Bockhacker, Police Chief, dated
June 30, 1961, requesting authority to employ Mr. Gilbert Ellis
Veine as Policeman Grade 4, effective July 16, 1961, pending results
of his psychiatric examination, was read.

It was moved by Anderson, seconded by Malburg, that the
request of the Police Chief, dated June 30, 1961, be approved.
Motion carried.
Communication from Los Angeles By-Products Company, dated
June 30, 1961, advising that they are aware of and accept the
conditions as enumerated in communication from the Engineering
Departments, dated June 20, 1961, relative to tentative tract map
No. 26751, was read. (Copy to each member of the City Council)
It was moved by Anderson, seconded by Poxon, that communi-
cation from Los Angeles By-Products Company, dated June 30, 1961,
be received and filed. Motion carried.
Communication from Bill C. Kelley Richfield Truck Station,
dated June 28, 1961, transmitting check in the amount of $25.00 to
cover balance due on 1961 business license fee, and requesting that
penalty be waived, was read.
It was moved by Anderson, seconded by Poxon, that in
accordance with Section 23 of Ordinance No. 710, the City Clerk be
authorized to compromise claim for penalty levied against Bill C.
Kelley Richfield Truck Station. Motion carried.
Communication from Truck Equipment Company, dated June 29,
1961, requesting that penalty be waived on 1961 business license
fee, was read.
It was moved by Anderson, seconded by Poxon, that in
accordance with Section 23 of Ordinance No. 710, the City Clerk be
authorized to compromise claim for penalty levied against Truck
Equipment Company. Motion carried.
Communication from D. D. Grayson, Traffic Engineer, dated
June 30, 1961, with reference to communication from Los Angeles
Meat Company, Inc., dated June 15, 1961, recommending that the
request for a "Stop" sign on Vernon Avenue at Boyle Avenue be denied,
was read. (Copy to each member of the City Council)
It was moved by Malburg, seconded by Mailliard, that the
recommendation of the Traffic Engineer, dated June 30, 1961, be
approved and that the request for a "Stop" sign on Vernon Avenue at
Boyle Avenue be denied. Motion carried.

Communication from R. H. Bockhacker, Police Chief, dated
July 4, 1951, recommending that Officer Robert N. Graham be suspended
without pay for three days, commencing July 4., 1961 and ending July
6, 1961, inclusive, for violation of section 4.00.40 of the depart-
ment's Manual of Policy & Ethics, was read. (Copy to each member
of the City Council)
It was moved by Poxon, seconded by Malburg, that the
recommendation of the Police Chief, dated July 4, 1961, be approved.

Communication from R. H. Bockhacker, Police Chief, dated
July 5, 1961, requesting authority to employ William J. Tussey as
Policeman Grade 4, effective July 16, 1961, pending results of his
physical and psychiatric examinations, was read.
It was moved by Anderson, seconded by Poxon, that the
request of the Police Chief, dated July 5, 1961, be approved. Motion
carried.
Communication from Carl A. Heinze, Consulting Electrical
Engineer, dated July 5, 1961, advising that check in the amount of
$170,000.85 tendered by Southern California Edison Company in payment
of rental of leased property for the period ~~y 30, 1960 to ~~y 29,
1961, inclusive, pursuant to the 1937 Lease Agreement and pursuant
to the terms of the Stipulation dated June 4, 1959, has been checked
and coincides with the amount set forth on the City's books as being
due from Edison, was read.
It was moved by Anderson, seconded by Malburg, that check
tendered by Southern California Edison Company be accepted with the
understanding set forth in the last paragraph of letter dated June
27, 1961 from Southern California Edison Company. Motion carried.
Resolution No. 2464 - A Resolution of the City Council of
the City of Vernon amending Resolution No. 2455, Schedule II, Fire
Department, was read.
It was moved by Anderson, seconded by Poxon, that
Resolution No. 2464 be approved and adopted. Motion carried.

Communication from Vernon Chamber of Commerce, dated July
5, 1961, addressed to Mr. John B. Moore, Administrative Officer,
with reference to reaction of industry to Vernon Post Office change
of name, was read.
It was moved by Malburg, seconded by Mailliard, that
communication from Vernon Chamber of Commerce, dated July 5, 1961,
be received and filed. Motion carried.

"Warrant Register No. 961t covering claims and demands
presented during the period June 16 to 30, which includes Demands
Nos. 5810 to 5987 (both inclusive), drawn on the California Bank,
totaling $37,611.87 (accounting period July, 1961), was examined
and audited.
It was moved by Anderson, seconded by Poxon, that "vJarrant
Register No. 96" be approved and payment authorized for Demands Nos.
5810 to 5987 (both inclusive), with no exceptions. Motion carried.
