MINUTES OF A REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON
HELD JULY 18, 1961 AT TWO O'CLOCK

The meeting was called to order by Mayor R. J. Furlong.
It was moved by Poxon, seconded by Mai1liard, that minutes
of the meeting of July 5, 1961 be approved as written and submitted.
Motion carried.
Communication from P. L. Humphrey Company requesting a
license to conduct a cheese brokerage business at 5050 S. Alameda
Street, was read.
It was moved by Anderson, seconded by Poxon, that the
request of P. L. Humphrey Company be referred to the Health Depart-
ment with power to act. Motion carried.
Communication from California Truck Lines requesting a
license to conduct a trucking business at 2800 S. Alameda Street,
was read.
It was moved by Poxon, seconded by Malburg, that the
request of California Truck Lines be approved and license granted.
Motion carried.
Communication from Nomura Trading Co., Ltd. requesting a
license to conduct a business of warehousing and distribution of
shoes and motorcycles at 4261 Produce Plaza, was read.
It was moved by Malburg, seconded by Anderson, that the
request of Nomura Trading Co., Ltd. be referred to the Fire Depart-
ment with power to act. Motion carried.
Communication from Larkin Machinery Company requesting a
license to conduct a business of buying and selling new and used
machine tools at 2910 Santa Fe Avenue, was read.

It was moved by Poxon, seconded by Malburg, that the
request of Larkin Machinery Company be referred to the Police Depart-
ment with power to act. Motion carried.
Communication from Crown Aluminum Industries Corporation
requesting a license to conduct a business of warehousing and
distribution of aluminum building materials at 2947 E. 44th Street,
was read.
It was moved by Malburg, seconded by Mailliard, that the
request of Crown Aluminum Industries Corporation be approved and
license granted. Motion carried.
Communication from Don McAtee dba Okeh Caterers requesting
a license to operate a lunch truck in the City of Vernon, was read.

request of Don McAtee dba Okeh Caterers be approved and license
granted. Motion carried.
Communication from Bio-Zyme Chemical Corp. requesting a
license to conduct a business of processing packing house by-products
for pharmaceutical and chemical uses, at 4250 So. Produce Plaza, was
read.
It was moved by Anderson, seconded by Poxon, that the
request of Bio-Zyme Chemical Corp. be referred to the Health Depart-
ment with power to act. Motion carried.
Communication from Fibreboard Paper Products Corp., dated
July 1, 1961, extending their thanks and appreciation for the
cooperation and assistance given by the traffic engineering personnel
to improve the Fibreboard parking lot facilities, was read. (Copy
to each member of the City Council)
It was moved by Poxon, seconded by Malburg, that communi-
cation from Fibreboard Paper Products Corp., dated July 1, 1961,
be received and filed. MOtion carried.
Communication from Arthur G. Will, County-City Coordinator,
County of Los Angeles, dated July 7, 1961, transmitting the Chief
Administrative Officer's Report on Civic Center Parking, was read.
It was moved by Malburg, seconded by Mailliard, that
communication from Arthur G. Will, County-City Coordinator, County
of Los Angeles, dated July 7, 1961, together with the Chief Adminis-
trative Officer's Report on Civic Center Parking, be received and
filed. Motion carried.
Decision No. 62246 of the Public Utilities Commission
of the State of California in the matter of the Application of
California Water Service Company, a corporation, for an order
authorizing it to increase rates charged for water service in the
East Los Angeles district in order to offset certain assessments
of the Central and West Basin Water Replenispment District, was read.
It was moved by Anderson, seconded by Paxon, that Decision
No. 62246 of the Public Utilities Commission of the State of
California be received and filed. Motion carried.
Communication from the City of Bell, dated July 10, 1961,
with reference to the cities of Bell, South Gate, Cudahy, Huntington
Park, Maywood and Vernon jointly presenting a request to the County
Regional Planning Commission to designate Otis Avenue - Gifford
Avenue as a major street in the County Master Plan of Streets, was
read. (Copy to each member of the City Council)
It was moved by Anderson, seconded by Poxon, that communi-
cation from the City of Bell, dated July 10, 1961, be referred to
the Traffic Engineer for study and report at the next regular
meeting. Motion carried.
Communication from the Engineering Departments, dated July
10, 1961, recommending that Francis \oJ. Sumner, Engineer's Aide I,
Step 1, be granted a two week's leave of absence with pay to parti-
cipate in Marine Corps Reserve training beginning August 12, 1961,
was read.

It was moved by Poxon, seconded by Malburg, that the recom-
mendation of the Engineering Departments, dated July 10, 1961, be
approved. Motion carried.
Communication from D. D. Grayson, Traffic Engineer, dated
July 12, 1961, recommending that R. A. Petraitis be granted a
military leave of absence with pay to participate in annual active
duty training at Camp Roberts, California, with the 63rd Division,
U.S. Army Reserve, for the period of August 7 to lB, 1961, was read.
It was moved by Malburg, seconded by Anderson, that the
recommendation of the Traffic Engineer, dated July 12, 1961, be
approved. Motion carried.
Communication from L. C. Husted, Fire Chief, dated July
13, 1961, advising that it was found necessary to give Fireman K. M.
Sliflea an extra day off to perform his military service with the
82nd Rifle Company, United States Marine Corps Reserve on July 8
and 9, 1961, as he would have ordinarily been on duty on July 9th,
was read.
It was moved by Poxon, seconded by Anderson, that communi-
cation from the Fire Chief, dated July 13, 1961, be received and
filed, and action taken by the Fire Chief be approved. Motion
carried.
Communication from L. C. Husted, Fire Chief, dated July
14, 1961, recommending that Fireman K. M. Slifka be granted a
military leave of absence with pay to participate in Annual Field
Training (Summer Camp) with the 82nd Rifle Company, United States
Marine Corps, for the period of August 12 through August 26, 1961,
was read.
It was moved by Malburg, seconded by Mai1liard, that the
recommendation of the Fire Chief, dated July 14, 1961, be approved.
Motion carried.
Communication from L. C. Husted, Fire Chief, dated July 13,
1961, requesting authority for Fireman Harry J. Twomey to attend
the Fire Prevention Seminar at Berkeley, California, (UniverSity of
California) from July 17 to 21, 1961, with an expense allowance of
$163.11, was read.
It was moved by Anderson, seconded by Poxon, that the
request of the Fire Chief, dated July 13, 1961, be approved and
authority granted to issue warrant to Harry J. Twomey in the amount
of $163.11. Motion carried.
Communication from F. A. Ziemer, City Clerk, dated July 13,
1961, advising that Mrs. Rita M. Luich has been employed as
Stenographer-Switchboard Operator, Grade 5, effective July 17, 1961,
was read. (Copy to each member of the City Council)
It was moved by Poxon, seconded by Anderson, that the
employment of Mrs. Rita M. Luich as Stenographer-Switchboard Operator,
Grade 5, effective July 17, 1961, be approved. Motion carried.
Communication from the County of Los Angeles, Office of
Assessor, dated July 10, 1961, transmitting the assessed value
totals of the 1961 Preliminary Roll, Before Equalization, for the
City of Vernon, was read.

It was moved by Anderson, seconded by Poxon, that communi-
cation from the County of Los Angeles, Office of Assessor, dated
July 10, 1961, be received and filed. Motion carried.
Report of Health Department activities for the month of
June, 1961, was presented.
It was moved by Poxon, seconded by Mailliard, that the
report of Health Department activities be received and filed.
Motion carried.
Report of Police Department activities for the period
July 1 - 15, 1961, inclusive, was presented.
It was moved by Anderson, seconded by Poxon, that the
report of Police Department activities be received and filed.
Motion carried.
Communication from R. H. King, Superintendent, Water &
Sewer Systems, dated July 14, 1961, requesting authority to prepare
plans and specifications for the construction of approximately 250
feet of sewer line from Atlas Packing Co. west to the 24" sewer in
Alcoa Avenue, was read. (Copy to each member of the City Council)
It was moved by Poxon, seconded by Anderson, that the
request of the Superintendent, Water & Sewer Systems, dated July
14, 1961, be approved. Motion carried.
Communications from the Engineering Departments, the Health
Department and the Building Department, all dated July 17, 1961,
with reference to request from Mr. H. Michael Low, dated June 29,
1961, for an occupancy permit to operate a plant at 3300 Bandini
Boulevard for the purpose of processing by-products into high quality
animal feed ingredients, was read. (Copy to each member of the City
Council)
Mr. H. Michael Low appeared before the City Council to
answer any questions in connection with the proposed plant at 3300
Bandini Boulevard.
The Fire Chief requested that he be allowed to investigate
the proposed plant at 3300 Bandini Boulevard prior to the City
Council taking any action on the request of ~~. H. Michael Low, dated
June 29, 1961.
It was moved by Poxon, seconded by Mail1iard, that the
proposal to locate a plant at 3300 Bandini Boulevard for the purpose
of processing by-products into high quality animal feed ingredients,
be referred to the Fire Department for study and a report at the
next regular meeting. Motion carried.
Communication from Hof Kor of California Walls Systems
requesting a license to conduct a business of manufacturing a wall
panel of dry wall skins over honeycomb cores at 1840 E. 25th Street,
was read.
It was moved by Poxon, seconded by Malburg, that the
request of Hof Kor of California Walls Systems be referred to the
Fire Department with power to act. Motion carried.

Communication from the Central Basin Water Association,
dated July 21, 1961, extending an invitation to attend the next
regular meeting of the Board of Directors of said Association to be
held at the Huntington Park Elks Club, 3355 East Gage Avenue,
Huntington Park, at 6:30 o'clock P.M. on Thursday, August 3, 1961,
was read.
It was moved by Poxon, seconded by Malburg, that communi-
cation from Central Basin Water Association, dated July 21, 1961,
be received and filed. Motion carried.
Communication from the City of Los Angeles, addressed to
~~yor R. J. Furlong, dated July 10, 1961, advising that the City of
Los Angeles proposes to sell at public auction 9.64 acres of land
with frontage of 561.5 feet along the southerly side of 26th Street,
approximately 130 feet easterly of Harriet Street (extended),
formerly used as a municipal incinerator site, and inquiring if the
City of Vernon is interested in the acquisition of the subject
property, was read.
It was moved by Anderson, seconded by Malburg, that
communication from the City of Los Angeles, addressed to Mayor R. J.
Furlong, dated July 10, 1961, be received and filed. Motion carried.
Resol~tion No. 2467 - A Resolution of the City Council of
the City of Vernon requesting the Postmaster General to establish
a postoffice in the City of Vernon, was read.
It was moved by Malburg, seconded by Mailliard, that
Resolution No. 2467 be approved and adopted. Motion carried.

Mr. R. H. I<1ng, Superintendent, Water & Sewer Systems,
reported verbally that he had been contacted by one of the tenants
of a city-owned house, who had inquired if the City would install
an air vent on the roof of the house which he occupies.
A general discussion was held with reference to the instal-
lation of roof air vents on all City housing facilities where
required.
It was moved by Anderson, seconded by Malburg, that a cost
estimate to install the required vents be obtained and presented to
the City Council for consideration. Motion carried.
