MINUTES OF A REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON
HELD AUGUST 1, 1961 AT ~10 O'CLOCK

The meeting was called to order by ~~yor R. J. Furlong.
It was moved by Poxon, seconded by Anderson, that minutes
of the meeting of July 18, 1961 be approved as written and submitted.
Motion carried.
Communication from F. A. Ziemer, City Clerk, dated July 25,
1961, submitting Specifications No. 267 for the furnishing and
delivery to the City of Vernon of one Utility Billing Machine and
Accessories, and recommending that said specifications be approved
and that authority be granted to advertise for bids, was read.
Resolution No. 2470 - A Resolution of the City Council of
the City of Vernon approving Specifications No. 267 for the
furnishing and delivery to the City of Vernon of one Utility Billing
Machine and Accessories, was read.
It was moved by Anderson, seconded by Poxon, that
Resolution No. 2470 be approved and adopted. Motion carried.

Resolution No. 2471 - A Resolution of the City Council of
the City of Vernon directing the giving of notice inviting sealed
proposals or bids for the furnishing and delivery to the City of

with City of Vernon Specifications No. 267, was read.
It was moved by Poxon, seconded by Anderson, that
Resolution No. 2471 be approved and adopted. Motion carried.

Communication from D. D. Grayson, Traffic Engineer, dated
July 28, 1961, submitting Contract No. 265 for the improvement of
50th Street from Alcoa Avenue to Downey Road, and recommending that
said contract be approved and that authority be granted to advertise
for bids, was read.
Resolution No. 2465 - A Resolution of the City Council of
the City of Vernon approving Contract No. 265 and Plan No. A3-l592
for the improvement of 50th Street from Alcoa Avenue to Downey Road,
and determining the general prevailing rate of per diem wages, was
read.
It was moved by Malburg, seconded by Mailliard, that
Resolution No. 2465 be approved and adopted. Motion carried.

Resolution No. 2466 - A Resolution o~ the City Council of
the City of Vernon directing the giving of notice inviting sealed
proposals or bids for the improvement of 50th Street from Alcoa
Avenue to Downey Road, in accordance with Contract No. 265 of the
City of Vernon, was read.
It was moved by Anderson, seconded by Poxon, that
Resolution No. 2466 be approved and adopted. Motion carried.

July 28, 1961, submitting Contract No. 266 for the Vernon Avenue

Resolution No. 24.68 - A Resolution of the City Council of
the City of Vernon approving Contract No. 266 and Plans No. Al-1596
for construction of Vernon Avenue Relief Sewer, in Vernon Avenue
from Alcoa Avenue to two hundred and fifty feet (250')East of Alcoa
Avenue, and determining the general prevailing rate of per diem
wages, was read.
It was moved by Poxon, seconded by Mailliard, that

Resolution No. 2469 - A Resolution of the City Council of
the City of Vernon directing the giving of notice inviting sealed
proposals or bids for construction of Vernon Avenue Relief Sewer,

(250') East of Alcoa Avenue in accordance with Contract No. 266 of
the City of Vernon, was read.
It was moved by Mailliard, seconded by Poxon, that
Resolution No. 2469 be approved and adopted. Motion carried.

Communication from D. D. Grayson, Traffic Engineer, dated
July 19, 1961, advising that Griffith Company has completed the
reconstruction of Boyle Avenue from Leonis Boulevard to Vernon Avenue
in accordance with Contract No. 249, and recommending that the work
be accepted and that authority be granted to pay for same in
accordance with the terms of the contract, was read.
Resolution No. 2472 - A Resolution of the City Council of
the City o~Vernon accepting the reconstruction of Boyle Avenue from
Vernon Avenue to Leonis Boulevard, in accordance with Contract No.
24.9 heretofore approved by the City of Vernon, was read.
It was moved by Poxon, seconded by Malburg, that Resolution
No. 2472 be approved and adopted. Motion carried.

Communication from Trojan Freight Lines, dated July 28,
1961, with reference to the request of certain persons for a permit
to operate a poultry processing plant on property immediately
adjoining Trojan Freight Lines property on the west, was read. (Copy
to each member of the City Council)
It was moved by Anderson, seconded by Poxon, that communi-
cation from Trojan Freight Lines, dated July 28, 1961, be received
and filed. Motion carried.
Communication from L. C. Husted, Fire Chief, dated July 27,
1961, transmitting communication from Mr. H. Michael Low, dated July
21, 1961, setting forth conditions which he will maintain if
occupancy permit is granted to operate a plant at 3300 Bandini
Boulevard for the purpose of processing by-products into high quality
animal feed ingredients; and recommending that permit be granted
subject to compliance with the conditions set forth in Mr. Low's
letter, was read. (Copy to each member of the City Council)
It was moved by Anderson, seconded by Poxon, that a
business license to operate a plant at 3300 Bandini Boulevard for
the purpose of processing by-products into high quality animal feed
ingredients, be granted to Mr. H. Michael Low, as representative of
Mr. L. Cesaretti, Mr. L. Sherman, Mr. J. Mastro and Mr. N. Bercovitz,
subject to compliance with the conditions as outlined in communi-
cations from the Engineering Departments, the Health Department and
the Building Department, all dated July 17, 1961; and subject to
compliance with the conditions set forth in communications from
Mr. Low, dated June 29, 1961 and July 21, 1961, respectively. Motion
carried.
Communication from Crest Restaurant requesting a license
to operate a restaurant and delicatessen at 2909 Santa Fe Avenue,
was read.
It was moved by Anderson, seconded by Poxon, that the
request of Crest Restaurant be referred to the Health Department
with power to act. Motion carried.
Communication from Booky Equipment Company requesting a
license to conduct the business of selling and installing meat
industry equipment at 4,210 S. Produce Plaza, was read.
It was moved by Anderson, seconded by Poxon, that the
request of Booky Equipment Company be approved and license granted.
Motion carried.
Communication from Butler Brothers, Division of City
Products Corporation, requesting a license to conduct a business of
wholesale distribution of general merchandise at 3030 S. Atlantic
Blvd., was read.
It was moved by Anderson, seconded by Poxon, that the
request of Butler Brothers, Division of City Products Corporation,
be approved and license granted. MOtion carried.
Communication from the Board of Supervisors, County of Los
Angeles, dated July 24., 1961, transmitting a report and recommenda-
tions by the Chief Administrative Officer relating to the pooling of
County purchases with other governmental agencies, was read. (Copy

cation from the Board of Supervisors, County of Los Angeles. dated
July 24, 1961. be received and filed. Motion carried.
Report of Carl A. Heinze, Consulting Electrical Engineer,
on operation of electrical system by Southern California Edison
Company for month of t~y, 1961, was read.
It was moved by Malburg, seconded by Poxon, that the report
of the Consulting Electrical Engineer be received and filed. Motion
carried.
Copy of Resolution No. 1969 of the City Council of the
City of El Segundo, California urging adoption of laws prohibiting
any person who subscribes to Communism to enroll in tax supported
institutions above high school level. was read.
It was moved by Anderson, seconded by Paxon, that the City
Attorney be instructed to draft a resolution similar to Resolution
No. 1969 of the City Council of the City of El Segundo. Motion
carried.
Communication from City of Signal Hill, dated July 20,
1961, advising that it is hosting the Southeast Mayors and Councilmen
Group on \Jednesday, August 9th, at the Hilltop Supper Club, 2300 East
23rd Street, was read.
It was moved by Anderson, seconded by Malburg, that
communication from the City of Signal Hill, dated July 20, 1961, be
received and filed. Motion carried.
Communication from the International Conference of Building
Officials, dated July 14., 1961, urging that J. S. Colton, Building
Engineer, be authorized to attend the 39th Annual Business Meeting
of the International Conference of Building Officials to be held
September 25 - 29 at the Western Olympic Hotel in Seattle,
Washington, was read. (Copy to each member of the City Council)
Communication from J. S. Colton, Building Engineer, dated
July 25, 1961, requesting authority to attend the 39th Annual
Business Meeting of the International Conference of Building
Officials to be held September 25 - 29 at the Western Olympic Hotel
in Seattle, Washington, with an expense allowance of $396.98, was
read.
It was moved by Malburg, seconded by Mailliard, that the
request of the Building Engineer, dated July 25, 1961, be denied.

It was moved by Anderson, seconded by Poxon, that during
the budget sessions for the 1962-63 fiscal year, the Finance
Committee be instructed to review the practice of City of Vernon
representatives attending conventions or conferences, and to make
recommendations to the City Council for the adoption of a policy
relative to same. Motion carried.
Communication from L. C. Husted, Fire Chief, dated July 26,
1961, advising that it is necessary to give Fireman K. M. Slifka an
extra day off to perform his military service with the 82nd Rifle
Company, United States Marine Corps Reserve on August 5 and 6, 1961,
as he would ordinarily be on duty August 6th, was read.
It was moved by Poxon, seconded by Mailliard, that communi-
cation from the Fire Chief, dated July 26, 1961, be received and
filed. Motion carried.
Communication from the County of Los Angeles, The Regional
Planning Commission, dated July 27, 1961, advising that a public
hearing in the matter of a proposal for a change of zone from M-3
(UnclaSSified) to M-2 (Heavy Manufacturing) for a triangular 4.4
acre county island situated on both easterly corners of the inter-
section of Washington Boulevard and the Los Angeles and Salt Lake
Railroad, will be held by the Regional Planning Commission in Room
SOl, Hall of Records, 220 North Broadway, Los Angeles, on Tuesday,
August 15, 1961, at 9:00 a.m., was read.
It was moved by Malburg, seconded by Anderson, that
communication from the County of Los Angeles, The Regional Planning
Commission, dated July 27, 1961, be received and filed. Motion
carried.
Communication from the County of Los Angeles, The Regional
Planning Commission, dated July 27, 1961, advising that a public
hearing in the matter of a proposal for a change of zone from M-3
(Unclassified) to R-3 (Limited Multiple Residence), C-l (Restricted
Business) and C-2 (Neighborhood Business) for a 4.8 acre rectangular
strip, the County island extending from the north line of Fruitland
Avenue, one half mile south along the rights of way of Downey Road
and the Los Angeles and Salt Lake Railroad, with a combined width
of 120 feet, to a line 130 feet north of Slauson Avenue, will be
held by the Regional Planning Commission in Room 501, Hall of Records,
220 North Broadway, Los Angeles, on Tuesday, August 15, 1961, at
9:00 a.m., was read.
It was moved by Anderson, seconded by Poxon, that communi-
cation from the County of Los Angeles, The Regional Planning
Commission, dated July 27, 1961, be received and filed. Motion
carried.
Communication from the Engineering Departments, dated July
27, 1961, requesting authority to employ Mr. Richard G. Munsell as
Engineering Aide I, Step 5, effective August 7, 1961, was read.
It was moved by Poxon, seconded by Anderson, that the
request of the Engineering Departments, dated July 27, 1961, be
approved. Motion carried.

Communication from R. H. King, Superintendent, Water &
Sewer Systems, dated July 28, 1961, advising that it would cost
approximately $700.00 to install the required roof air vents on
municipal houses; and advising that it would cost approximately
$894.00 to insulate the ceiling area of each house with mineral wool,
was read. (Copy to each member of the City Council)
It was moved by Poxon, seconded by Mailliard, that the
matter of installing roof air vents on municipal houses and insulating
the ceiling area of each house with mineral wool, be taken under
consideration. MOtion carried.
Communication from D. D. Grayson, Traffic Engineer, dated
July 28, 1961, advising that in conjunction with the current
improvement of Vernon Avenue between Santa Fe Avenue and Soto Street,
a study was made to determine the feasibility of extending four
lane operation to this portion of Vernon Avenue; and recommending
that parking on Vernon Avenue between Santa Fe Avenue and Soto
Street be prohibited (with special provision for cattle unloading),
and that Vernon Avenue between Santa Fe Avenue and Soto Street be
striped for four traffic lanes, was read. (Copy to each member of
the City Council)
Communication from D. D. Grayson, Traffic Engineer, dated
August 1, 1961, with reference to his recommendation of July 28,
1961 for traffic striping and parking elimination on Vernon Avenue,
submitting a revised recommendation that parking on Vernon Avenue
between Santa Fe Avenue and Soto Street be prohibited (with special
provision for cattle unloading and limited time parking at Davison's
Butcher Supply Company), and that Vernon Avenue between Santa Fe
Avenue and Soto Street be striped for four traffic lanes, was read.

It was moved by Anderson, seconded by Poxon, that the
revised recommendation of the Traffic Engineer, dated August 1, 1961,
with reference to traffic striping and parking elimination on Vernon
Avenue, be approved. Motion carried.
It was moved by Po~con, seconded by Anderson, that limited
parking to accomodate two cars be provided in front of the property
occupied by Baillie Machinery Corporation, 5516 Santa Fe Avenue.
Motion carried.
Communication from A. E. Nelson, Jr., City Engineer, dated
July 26, 1961, advising that the City of Los Angeles has requested
that a deposit of $1,000.00 be made for plan checking of the
Preliminary Plans and Specifications for the construction of the
Santa Fe Avenue Sewer, and recommending that the requested deposit
be made in accordance with the conditions outlined by Special Counsel
Shenk in his letter dated July 24, 1961, was read. (Copy to each
member of the City Council)
It was moved by Poxon, seconded by Anderson, that the
recommendation of the City Engineer, dated July 26, 1961, be approved
and authority granted to issue warrant to the City of Los Angeles
in the amount of $1,000.00. Motion carried.

Communication from the Department of Water and Power, City
of Los Angeles, dated July 25, 1961, with reference to use of
explosives in the vicinity of the Los Angeles River Channel, City of
Vernon, California, requesting that the necessary permits be issued
to said Department to use the explosives as outlined and when
required, was read. (Copy to each member of the City Council)
It was moved by Anderson, seconded by Poxon, that the
request of the City of Los Angeles, dated July 25, 1961, be referred
to the Fire Department with power to act. Motion carried.
Communication from D. D. Grayson, Traffic Engineer, dated
July 26, 1961, with reference to the City of Bell's request for
Vernon's concurrence in a joint resolution requesting the County
Regional Planning Commission to designate Otis-Gifford-Indiana Avenue
as a major street, recommending that the City of Vernon concur in
such a joint resolution to be prepared by the City of Bell, which
will be sent to all cities concerned for eventual submission to the
County of Los Angeles, was read. (Copy to each member of the City
Council)
It was moved by Anderson, seconded by Poxon, that communi-
cation from the Traffic Engineer, dated July 26, 1961, be received
and filed; and that joint resolution to be prepared by the City of
Bell be considered when it is received. Motion carried.
Communication from Southern California Edison Company,
dated July 24, 1961, with reference to providing additional capacity
for the Vernon electric system, was read. (Copy to each member of
the City Council)
It was moved by Malburg, seconded by ~ailliard, that
communication from Southern California Edison Company, dated July 24,
1961, be referred to the City Attorney, Special Counsel and the
Consulting Electrical Engineer for study and report, and that
Southern California Edison Company be so advised. Motion carried.
Report of Police Department activities for the period July
16 - 31, 1961 inclusive, was presented.
It was moved by Malburg, seconded by Vmi1liard, that the
report of Police Department activities be received and filed. MOtion
carried.
Communication from J. S. Colton, Building Engineer, dated
July 28, 1961, requesting authority to pay Riter C. Taylor the sum
of $75.00 per month for the use of his own motor vehicle in the
service of the City, effective August 1, 1961, was read.
It was moved by Poxon, seconded by Anderson, that the
request of the Building Engineer, dated July 28, 1961, be approved.
Motion carried.
Communication from L. C. Husted, Fire Chief, dated July
28, 1961, requesting permission to purchase one diving board for use
at the Test Pit Reservoir at Fire Station No.1, was read.
It was moved by Anderson, seconded by Poxon, that the
request of the Fire Chief, dated July 28, 1961, be approved. Motion

presented during the period July 16 to 31, which includes Demands
Nos. 6069 to 6218 (both inclusive), drawn on the California Bank,
totaling $71,442.60 (accounting period June 1961 and August 1961),
was examined and audited.
It was moved by Mai11iard, seconded by Po~on, that "Warrant
Register No. 98" be approved and payment authorized for Demands Nos.
6069 to 6218 (both inelusive), with no exceptions. Motion carried.
