19610815 Regular City Council Meeting - Minutes I I MINUTES OF A REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF VERNON HELD AUGUST 15, 1961 AT TWO O'CLOCK P.M. IN THE COUNCIL CHAMBERS OF THE CITY HALL LOCATED AT 4305 SANTA FE AVENUE ~ VERNON t CALIFORNIA. COUNCIL PRESENT: Anderson, Furlong, Mail1iard, Malburg, Poxon COUNCIL ABSENT: None The meeting was called to order by Mayor R. J. Furlong. It was moved by Anderson, seconded by Malburg, that the minutes of the meeting of August 1, 1961 be amended to read "that representatives of the City of Vernon attending conventions or conferences be limited to the State of California; and that during the budget sessions for the 1962-63 fiscal year, the Finance Committee be instructed to review the practice of City of Vernon representatives attending conventions or conferences, and to make recommendations to the City Council for the adoption of a policy relative to same." Motion carried. It was moved by Poxon, seconded by Anderson, that the minutes of the meeting of August 1, 1961 be approved as amended. Motion carried. The Clerk announced that this was the time and place for opening of bids received for the furnishing and delivery to the City of Vernon of one Utility Billing Machine and Accessories, in accordance with Contract No. 267. It was moved by poxon, seconded by Anderson, that the Clerk be instructed to open and read the bids submitted. Motion carried. The Clerk opened and read the following bid: The National Cash Register Company $ 3,780.73 It was moved by Anderson, seconded by Poxon, that bid received for the furnishing and delivery to the City of Vernon of one Utility Billing Machine and Accessories, in accordance with Contract No. 267, be referred to the City Clerk and the City Attorney for checking and report. Motion carried. The Clerk announced that this was the time and place for opening of bids received for the improvement of 50th Street from Alcoa Avenue to Downey Road, in accordance with Contract No. 265. It was moved by Mailliard, seconded by Malburg, that the Clerk be instructed to open and read the bids submitted. Motion carried. The Clerk opened and read the following bids: Sully-Miller Contracting Company Vernon Paving Company $ 2,895.00 3,200.00 It was moved by Malburg, seconded by Mailliard, that bids received for the improvement of 50th Street from Alcoa Avenue to Downey Road, in accordance with Contract No. 265, be referred to the Traffic Engineer and the City Attorney for checking and report. Motion carried. 30& I I -2- 8/15/61 The Clerk announced that this was the time and place for opening of bids received for the constr.uction of Vernon Avenue Relief Sewer, in Vernon Avenue from Alcoa Avenue to two hundred and fifty feet (250') east of Alcoa Avenue, in accordance with Contract No. 266. It was moved by Anderson, seconded by Poxon, that the Clerk be instructed to open and read the bids submitted. Motion carried. The Clerk opened and read the following bid: George Miller Construction Company $ 8,399.50 It was moved by Anderson, seconded by Poxon, that bid received for the construction of Vernon Avenue Relief Sewer, in Vernon Avenue from Alcoa Avenue to two hundred and fifty feet (250') east of Alcoa Avenue, in accordance with Contract No. 266, be referred to the Superintendent, Water & Sewer Systems, and the City Attorney for checking and report. Motion carried. Communication from L. C. Husted, Fire Chief, dated August 9, 1961, advising that the plans and specifications for the construction of Fire Station No. 2 and Communications Building have been checked, and recommending that said specifications be approved and authority granted to advertise for bids, was read. Resolution No. 2476 - A Resolution of the City Council of the City of Vernon approving Specifications No. 258 and Plans No. Bl4-l594 for the Fire Station No. 2 and Communications Building, and determining the general prevailing rate of per diem wages, was read. It was moved by Anderson, seconded by Poxon, that Resolution No. 2476 be approved and adopted. Motion carried. It was moved by Poxon, seconded by Anderson, that Resolution No. 2477 be approved and adopted. Motion carried. Nelson, Jr., City Engineer, dated August 7, 1961, submitting Contract No. 262 for the construction of Santa Fe Avenue Sewer (57th Street to Slauson Avenue), and recom- mending that said contract be approved and that authority be granted to advertise for bids, was read. Grayson, Traffic Engineer, dated August 3, 1961, advising that Essick Machinery Company, a Division of Essick Manufacturing Company, has delivered one 3 to 5 ton tandem roller and trailer in accordance with Contract No. 263, and recom- mending that said roller and trailer be accepted and that authority be granted to pay for same in accordance with the terms of the contract, was read. Resolution No. 2475 - A Resolution of the City Council of the City of Vernon accepting the 3 to 5 ton tandem roller and trailer in accordance with Contract No. 263 heretofore approved by the City of Vernon, was read. It was moved by Anderson, seconded by Poxon, that Resolution No. 2475 be approved and adopted. Motion carried. Grayson, Traffic Engineer, dated August 10, 1961, advising that George Savala Paving Company has completed the reconstruction of 26th Street from Santa Fe Avenue to Minerva Street in accordance with Contract No. 251, and recommending that the work be accepted and that authority be granted to pay for same in accordance with the terms of the contract, was read. Resolution No. 2478 - A Resolution of the City Council of the City of Vernon accepting the reconstruction of 26th Street from Santa Fe Avenue to Minerva Street, in accordance with Contract No. 251 heretofore approved by the City of Vernon, was read. It was moved by Mailliard, seconded by Malburg, that Resolution No. 2478 be approved and adopted. Motion carried. It was moved by Poxon, seconded by Anderson, that the request of Walt's Cafe be approved and license granted. It was moved by Poxon, seconded by Malburg, that the request of Golden Grain Macaroni Company be approved and license granted. MOtion carried. Communication from the County of Los Angeles, Department of Tax Collector, dated August 1, 1961, transmitting a list of properties that have been tax deeded to the State of California because of delinquent taxes, and suggesting that an investigation of these properties be made to determine if any are needed for public use purposes, was read. (Copy to each member of the City Council) It was moved by Anderson, seconded by Mailliard, that communication from the County of Los Angeles, Department of Tax Collector, dated August 1, 1961, together with a list of properties that have been tax deeded to the State of California because of delinquent taxes, be referred to the Engineering Departments, the Consulting Electrical Engineer and the City Attorney for investi- gation and report. Motion carried. Communication from the Los Angeles City Board of Education, dated July 20, 1961, addressed to the Police Chief, requesting permission for the Parent-Teacher Association safety chairman at the Vernon School to stencil with traffic paint, the words "Use Cross Walksi! on the sidewalks near school crossings in the immediate vicinity of the school, was read. It was moved by Poxon, seconded by Anderson, that the request of the Los Angeles City Board of Education, dated July 20, 1961, addressed to the Police Chief, be approved. Motion carried. Communication from D. D. Grayson, Traffic Engineer, dated August 10, 1961, transmitting an easement for street purposes from Associated Southern Investment Company covering a portion of Lot 32 of the 500 acre tract of the Los Angeles Fruit Land Association, and recommending that this easement be accepted and that the grantor be advised of the official recordation, was read. It was moved by Poxon, seconded by Anderson, that easement be accepted from Associated Southern Investment Company, and that the Mayor and the City Clerk be authorized to sign Certificate of Acceptance. Motion carried. Communication from the Engineering Departments, dated August 4, 1961, requesting authority to pay William H. Keltner, James W. Williams and Victor H. Vaits the sum of $30.00 per month for use of their own automobiles in the service of the City, effective August 16, 1961, was read. It was moved by Anderson, seconded by Poxon, that authority be granted to pay William H. Keltner, James W. Williams and Victor H. Vaits the sum of $30.00 per month for use of their own automobiles in the service of the City, effective August 16, 1961, for a period of six months; and at the end of six months, the Engineering Depart- ments make a written report to the City Council relative to the amount of time these employees use their own automobiles in the service of the City. McBean has been ordered into two (2) weeks of active duty training with Headquarters & Company "A", ",Oth Ordnance Battalion, of the California National Guard from August 21, 1961 to September 2, 1961, inclusive; and recommending that Officer McBean be granted a leave of absence with pay to comply with said order, was read. It was moved by Anderson, seconded by Poxon, that the recommendation of the Police Chief, dated August 9, 1961, be approved. Motion carried. Communication from R. H. Bockhacker, Police Chief, dated August 9, 1961, recommending that (1) Ordinance No. 273 be amended to prohibit Draw Poker, Pin Ball Machines, etc.; (2) An Ordinance be adopted prohibiting "Palmistryll, "Fortune Telling", etc.; and (3) An Ordinance be adopted regulating the type or types of uniforms to be worn by guards and/or private patrols, was read. (Copy to each member of the City Council) It was moved by Anderson, seconded by Malburg, that the City Attorney be instructed to draft the necessary ordinances as requested by the Police Chief under date of August 9, 1961, if same would be legally valid. Motion carried. Report of Health Department activities for the month of July, 1961, was presented. (Copy to each member of the City Council) It was moved by Poxon, seconded by Anderson, that the report of Health Department activities be received and filed. Motion carried. Report of Police Department activities for the period August 1 - 1", 1961 inclusive, was presented. Resolution No. 2481 - A Resolution of the City Council of the City of Vernon accepting the resurfacing of Vernon Avenue from Santa Fe Avenue to Soto Street, in accordance with Contract No. 250 heretofore approved by the City of Vernon, was read. Nelson Letter Service requesting a license to operate a letter service business at 3711 Santa Fe Avenue, was read. It was moved by Anderson, seconded by Poxon, that the request of Lucile B. Communication from Global Equipment Co., Inc. requesting a license to conduct a business of commercial trailer renting at 2570 Downey Road, ~las read. Communication from Alice's Lunch requesting a license to operate a lunch truck in the City of Vernon, was read. It was moved by Mailliard, seconded by Malburg, that the request of Alice's Lunch be approved and license granted. Motion carried. Communication from Sergeant G. W. tiJilcox, dated August 14, 1961, submitting his application to lease a city-owned two bedroom house or apartment when one is available, together with recommendation for approval by the Police Chief, was read. It was moved by Anderson, seconded by Poxon, that communi- cation from Sergeant G. W. Wilcox, dated August 14, 1961, be received and filed for future consideration. Motion carried. Report of Carl A. Heinze, Consulting Electrical Engineer, on operation of electrical system by Southern California Edison Company for the month of June, 1961, was read. It was moved by Malburg, seconded by Mailliard, that the report of the Consulting Electrical Engineer be received and filed. Motion carried. 311. I I -7- 8/15/61 Resolution No. 2482 - A Resolution of the City Council of the City of Vernon fixing~he amount of money necessary to be raised by taxation upon the taxable property within said City as a revenue to carryon the various departments of such municipal corporation for the fiscal year commencing July 1, 1961, and to pay the bonded or other indebtedness of said City of Vernon, or any portion or district thereof, was read. It was moved by Poxon, seconded by Anderson, that Resolution No. 2482 be approved and adopted. Motion carried. It was moved by Anderson, seconded by Poxon, that the Mayor and the City Clerk be authorized to execute the Renewal of Lease No. 103 between Los Angeles Transit Lines and assigned to Los Angeles Metropolitan Transit Authority, Lessor, and the City of Vernon, Lessee, covering use of pole No. 2393-C, located at Pacific Boulevard, 145 feet west of 46th Street, in the City of Vernon, for the term of August 17, 1961 to August 17, 1966. Motion carried. The City Attorney presented an Agreement between the City of Vernon and Southern California Edison Company, dated as of June 20, 1961, providing for: (1) the interim operation of the leasehold property of the Vernon Electrical System; (2) the determination of the amount of money to be tendered by Vernon in the event it elects to repossess the system; and (3) the methods to be used for the settlement of all accounts between the parties upon repossession. It was moved by Anderson, seconded by Poxon, that the Mayor and the City Clerk be authorized to execute Agreement between the City of Vernon and Southern California Edison Company, dated as of June 20, 1961, subject to approval of said agreement by the City Attorney, Special Counsel, the Administrative Officer and the Consulting Electrical Engineer.
