19610905 Regular City Council Meeting - Minutes I I MINUTES OF A REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF VERNON HELD SEPTEMBER 5, 1961 AT TWO 0 I CLOCK P. M. IN THE COUNCIL CHAMBERS OF THE CITY HALL LOCATED AT 430S SANTA FE AVENUE, VERNON, CALIFORNIA. COUNCIL PRESENT: Anderson, Furlong, Mailliard, Malburg, poxon COUNCIL ABSENT: None The meeting was called to order by Mayor R. J. Furlong. It was moved by Anderson, seconded by Poxon, that minutes of the meeting of August 15, 1961 be approved as written and submitted. Motion carried. The Clerk announced that this was the time and place for opening of bids received for construction of a sanitary sewer in Santa Fe Avenue from 57th Street to Slauson Avenue, in accordance with Contract No. 262. It was moved by Malburg, seconded by Mailliard, that the Clerk be instructed to open and read the bids submitted. Motion carried. Motion carried. Communication from Southern California Edison Company, dated August 30, 1961, with reference to their letter of July 24, 1961 to the City of Vernon concerning additional capacity for the Vernon electric system, was read. (Copy to each member of the City Council) It was moved by Malburg, seconded by Mailliard, that Southern California Edison Company be authorized to install under- ground conduit, feeders and appurtenant structures in Fruitland Avenue between Leonis sub-station and Boyle Avenue, in accordance with the existing agreement between the City of Vernon and Southern California Edison Company. Motion carried. Communication from the County of Los Angeles, The Regional Planning Commission, dated August 10, 1961, transmitting a certified copy of Amendment No. 418 to the Master Plan of Highways of the Los Angeles County Regional Plar)ning District, was read. 316 I I -2- 9/5/61 It was moved by Anderson, seconded by Malburg, that communi- cation from the County of Los Angeles, The Regional Planning Commission, dated August 10, 1961, together with certified copy of Amendment No. 418 to the Master Plan of Highways of the Los Angeles County Regional Planning District, be received and filed. Communications from the Los Angeles County Boundary Commission, dated August 17, 1961, advising that proposals have been filed with the Secretary of the County Boundary Commission for the annexation of territory described as Annexation No. 10 and Annexation No. 11 to the City of MOntebel1o, were read. It was moved by Malburg, seconded by Mailliard, that communicatiomfrom the Los Angeles County Boundary Commission, dated August 17, 1961, be received and filed. Motion carried. Copy of Case No. 7173 - Investigation for the purpose of establishing a list for the year 1962 of railroad grade crossings of city streets or county roads most urgently in need of separation, or existing separations in need of alteration or reconstruction as contemplated by Section 189 of the Streets and Highways Code - before the Public Utilities Commission of the State of California, was read. It was moved by Anderson, seconded by Poxon, that copy of Case No. 7173 before the Public Utilities Commission of the State of California, be received and filed. Motion carried. Communication from the County of Los Angeles Road Depart- ment, dated August 25, 1961, advising that the City of Vernon's apportionment of 1961-62 Aid to Cities monies is $3,561.00, was read. (Copy to each member of the City Council) It was moved by Poxon, seconded by Anderson, that communi- cation from the County of Los Angeles Road Department, dated August 25, 1961, be received and filed. Motion carried. Communication from David D. Grayson, Traffic Engineer, dated August 22, 1961, requesting authority to reconstruct the curb on the northeast corner of Boyle Avenue and Leonis Boulevard, was read. (Copy to each member of the City Council) It was moved by Poxon, seconded by Anderson, that the request of the Traffic Engineer, dated August 22, 1961, be approved. Motion carried. Communication from the Engineering Departments, dated August 28, 1961, with reference to the sale of tax delinquent parcels by the County Tax Collector, recommending that parcel #80 on the Tax Collector's List, part of Lot 5, Chipley and Baker Tract, be acquired for municipal purposes, was read. (Copy to each member of the City Council) It was moved by Anderson, seconded by Poxon, that parcel #80 on the Tax Collector's List, part of Lot 5, Chipley and Baker Tract, be acquired by the City of Vernon for use as a sub-station, and/or well site, and/or storage facilities and/or a parking lot. I I -3- 9/5/61 Communication from Southern California Edison Company, dated August 24, 1961, transmitting check in the amount of $141,282.50 representing principal amount of bonds due October 1, 1961 ($98,000.00) and semi-annual interest due October 1, 1961 ($22,805.00) and interest due April 1, 1962 ($20,477.50) on Vernon Light and Power Bonds, in accordance with 1937 lease agreement, Stipulation dated June 4, 1959 and Agreement executed June 20, 1961, was read. Communication from Carl A. Heinze, Consulting Electrical Engineer, dated September 5, 1961, advising that check submitted by Southern California Edison Company, in the amount of $141,282.50, for bond principal and interest redemptions for the fiscal year 1961- 62 on Vernon Light and Power Bonds, has been checked and verified as correct, was read. It was moved by Malburg, seconded by Poxon, that the Southern California Edison Company be informed that the City Council accepts the check and that the check will be cashed with the under- standing set forth in the last paragraph of their letter dated August 24, 1961, with which the City Council concurs. Motion carried. Report of Police Department activities for the period August 15 - 31, 1961, inclusive, was presented. It was moved by Anderson, seconded by Paxon, that the report of Police Department activities be received and filed. Motion carried. Communication from Policeman Edward Vega, dated August 21, 1961, tendering his resignation effective at the close of his tour of duty on August 31, 1961, together with recommendation from the Police Chief that said resignation be accepted, was read. It was moved by Malburg, seconded by Poxon, that resignation of Policeman Edward Vega be accepted, effective at the close of his tour of duty on August 31, 1961. Motion carried. Communication from R. H. Bockhacker, Police Chief, dated August 23, 1961, recommending that"lease agreement.between the City of Vernon and Motor Officer C. A. Shepard for one 1958 Harley- Davidson motorcycle, Engine No. FL3493, be terminated as of August 23, 1961, and recommending that new lease agreement, as submitted, between the City of Vernon and Motor Officer C. A. Shepard for one 1960 Harley-Davidson motorcycle, Engine No. 60XLH4446, be approved effective August 23, 1961, was read. It was moved by Anderson, seconded by Poxon, that the recommendations of the Police Chief, dated August 23, 1961, be approved and that new lease agreement be executed by the City of Vernon. Motion carried. Communication from Independent Cities of Los Angeles County, dated August 25, 1961, extending an invitation to members of the City Council to attend the First Annual Seminar of Independent Cities of Los Angeles County on September 29, 1961, was read. It was moved by Anderson, seconded by poxon, that communi- cation from Independent Cities of Los Angeles County, dated August 25, 1961, be received and filed. Resolution No. 2483 - A Resolution of the City Council of the City of Vernon accepting the bid of The National Cash Register Company for the furnishing and delivery of one Utility Billing Machine and accessories in accordance with Specifications No. 267 and authorizing the issuance of a purchase order therefor, was read.
