MINUTES OF A REGULAR MEETING OF THE
CITY COUNCIL OF TIm CITY OF VERNON

The meeting was called to order by Mayor R. J. Furlong.
It was moved by Poxon, seconded by Anderson, that minutes
of the meeting of September 5, 1961 be approved as written and
submitted. Motion carried.
The Clerk announced that this was the time and place for
opening of bids received for the construction of Fire Station No.2
and Communications Building, in accordance with Specifications No.
258.
It was moved by Malburg, seconded by Poxon, that the Clerk
be instructed to open and read the bids submitted. Motion carried.
The Clerk opened and read the following bids:

Mr. G. Harman telephoned at 2:12 p.m. and reported that
the bid of G. Harman Construction Co. should have been $32,000.00
less than the amount submitted. In compiling the cost of the
various phases of construction for arriving at the total bid, the
plumbing portion was duplicated.
It was moved by Malburg, seconded by Paxon, that bids
received for the construction of Fire Station No.2 and Communi-
cations Building, in accordance with Specifications No. 258, be
referred to Mason, Muntz & Associates, the Fire Chief, the
Engineering Departments and the City Attorney for checki~ and report.
Hotion carried.
The Clerk announced that this was the time and place for
opening of bids received for the construction of the Vernon Avenue
Relief Sewer, in Vernon Avenue from Alcoa Avenue to Two Hundred
and Fifty Feet (250') East of Alcoa Avenue, in accordance with
Contract No. 269.
It was moved by Malburg, seconded by Anderson, that the
Clerk be instructed to open and read the bids submitted. Motion
carried.

It was moved by Anderson, seconded by Poxon, that bids
received for the construction of the Vernon Avenue Relief Sewer,
in Vernon Avenue from Alcoa Avenue to Two Hundred and Fifty Feet
(250') East of Alcoa Avenue, in accordance with Contract No. 269,
be referred to the Superintendent, Water & Sewer Systems, and the
City Attorney for checking and report. Motion carried.
Communication from A. E. Nelson, Jr., City Engineer,
dated September 8, 1961, with reference to the bids received for
construction of a sanitary sewer in Santa Fe Avenue from 57th
Street to Slauson Avenue, in accordance with Contract No. 262,
recommending that the contract be awarded to George Miller
Construction Company, the lowest bidder, in the amount of $8,728.50,
was read.
Resolution No. 2485 - A Resolution of the City Council
of the City of Vernon accepting the bid of George Miller Construction
Company for construction of a sanitary sewer in Santa Fe Avenue
from 57th Street to Slauson Avenue, in accordance with Contract
No. 262 of said City, was read.
It was moved by Malburg, seconded by Anderson, that
Resolution No. 2485 be approved and adopted. Motion carried.

Communication from Southern California Edison Company,
dated September 12, 1961, requesting permission to immediately
enter upon the thirty-foot strip of land immediately adjacent to
and east of the present Leonis Substation site, in accordance with
the terms and conditions as outlined; and requesting that the City
of Vernon execute and return a copy of said letter if it is willing
to grant Southern California Edison Company permission to enter
upon the real property described in said letter for the use and
upon the terms and conditions stated in said letter, was read.

Communication from Darling, Shattuck & Edmonds, Special
Counsel, dated September 14, 1961, addressed to the City Attorney,
with reference to Edison's letter of September 12, 1961 with respect
to the construction and operation of a new transformer substation,
advising that the substation is a necessary addition which Edison
should proceed promptly to construct and install in accordance
with the existing agreement) was read. (Copy to each member of
the City Council)
Mr. Bruce Renwick, Vice President and Senior Counsel,
Southern California Edison Company, appeared before the City Council
in connection with letter from Edison) dated September 12, 1961.
It was moved by Malburg, seconded by Anderson, that
Southern California Edison Company be authorized to go upon and use
the real property referred to in the letter of September 12, 1961,
for the uses and purposes set forth in said letter upon condition
that Edison pay the sum of $30.00 per month as a permit fee for such
use; that the permit to use said real property shall terminate with
the termination or expiration of the agreement between Edison and
the City of Vernon executed as of June 20, 1961, and that all

equipment or property installed therein or thereon shall be installed
pursuant to and be subject to and controlled by the provisions of
the last mentioned agreement of June 20, 1961. Further, that Carl A.
Heinze, Consulting Electrical Engineer for the City of Vernon, shall
first approve all proposed designs, installation and construction,
including capacitors, as well as reasonable or necessary related or
incidental items, as being in accordance with the standards of the
City of Vernon, as established in Section 7 of the lease agreement
dated February 23, 1937, formerly in force between Edison and the
City of Vernon. Said permit to use real property shall be effective
upon compliance with the conditions set forth in this resolution.
Motion carried.
Communication from Southern California Edison Company,
dated September 11, 1961, transmitting a copy of a letter which
they sent to Haskins & Sells, Certified Public Accountants, in
connection with the annual audit of the City books, was read.

It was moved by Anderson, seconded by Poxon, that communi-
cation from Southern California Edison Company, dated September 11,
1961, together with copy of letter which they sent to Haskins &
Sells, Certified Public Accountants, be received and filed. Motion
carried.
Communication from Southern California Edison Company,
dated September 7, 1961, with reference to Edison Company's
extension of additional underground facilities in Fruitland Avenue,
advising that their work order for construction was released the
afternoon of September 5, 1961, and their contractor, Macco
Corporation, was notified Wednesday morning, September 6, that
they were the successful bidder and to proceed at once, was read.
It was moved by Anderson, seconded by Malburg, that
communication from Southern California Edison Company, dated
September 7, 1961, be received and filed. Motion carried.
Communication from the Engineering Departments, dated
September 5, 1961, advising that Mr. Hollis V. Young has submitted
a letter of resignation, and recommending that Mr. Young's
resignation be accepted effective at the close of business on
September 8, 1961, was read.
It was moved by Anderson, seconded by poxon, that the
resignation of Mr. Hollis V. Young be accepted effective at the
close of business on September 8, 1961. Motion carried.
Communication from League of California Cities, dated
September 8, 1961, with reference to Legislative Interim Committee
Hearings, was read. (Copy to each member of the City Council)
It was moved by Anderson, seconded by Poxon, that
communication from League of California Cities, dated September
8, 1961, be received and filed. Motion carried.
Communication from the Vernon Chamber of Commerce, dated
September 12, 1961, advising that the Executive Committee of the
Vernon Chamber of Commerce at its meeting held on September 12,
1961, e~cpressed its support and approval of the Council's position
in directing the City Attorney to prepare certain anti-gambling
ordinances) was read.

It was moved by Poxon, seconded by Malburg, that communi-
cation from the Vernon Chamber of Commerce, dated September 12,
1961, be received and filed. MOtion carried.
Communication from County of Los Angeles, Department of
Tax Collector, dated September 8, 1961, advising that the
delinquent taxes on the property described as parcel #80 on the
Tax Collector's List, part of Lot 5, Chipley and Baker Tract,
have been paid, and that the property is no longer available for
tax sale, was read.
It was moved by Anderson, seconded by Poxon, that communi-
cation from County of Los Angeles, Department of Tax Collector, dated
September 8, 1961, be received and filed. Motion carried.
Communication from the Engineering Departments, dated
September 14, 1961, transmitting a preliminary plan from the Los
Angeles County Road Department showing their proposal for the
alignment of Downey Road from Washington Boulevard to Bandini
Boulevard, and recommending that the preliminary plan as modified
be approved, was read.
It was moved by Anderson, seconded by Poxon, that the
preliminary plan from the Los Angeles County Road Department for
the alignment of Downey Road from Washi.ngton Boulevard to Bandini
Boulevard be approved as modified. Motion carried.
Communication from the Los Angeles County Regional
Planning Commission, dated September 11, 1961, addressed to Mayor
Robert J. Furlong, advising that the Area Studies Section of the
Regional Planning Commission is commencing a study of that portion
of the County of Los Angeles designated for planning purposes as
the ;rEast Central Area", and soliciting the City of Vernon's
cooperation and assistance in the preparation of the necessary
data for the final report to be derived from this study, was read.

It was moved by Anderson, seconded by Poxon, that communi-
cation from the Los Angeles County Regional Planning Commission,
dated September 11, 1961, be referred to the Engineering Departments
for the purpose of giving assistance to the Area Studies Section of
the Regional Planning Commission in connection with its study of that
portion of the County of Los Angeles designated for planning
purposes as the "East Central Area"; and that the Engineering
Departments be instructed to report to the City Council before any
information or data is submitted to the Regional Planning Commission.
Motion carried.
Communication from R. H. King, Superintendent, Water &
Sewer Systems, dated September 14, 1961, requesting authority to
attend the 42nd Annual Conference of the American Water Works
Association, California Section, to be held in Sacramento,
California, from October 24 to 27, 1961, with an expense allowance
of $190.00, was read.
It was moved by Paxon, seconded by Anderson, that the
request of the Superintendent, Water & Sewer Systems, dated
September 14" 1961, be approved and authority granted to issue
warrant to R. H. King in the amount of $190.00. Motion carried.

Communication from Soins UWanawich requesting a license
to conduct a business of Palmistry at 4905 Santa Fe Avenue, was
read.
It was moved by Poxon, seconded by Anderson, that the
request of Soina Uwanawich be referred to the Police Department
for investigation and report. Motion carried.
Communication from Murray Borod Associates requesting a
license to conduct a business of manufacturers' representative at
4455 Fruitland Avenue, was read.
It was moved by Poxon~ seconded by Malburg, that the
request of Murray Borod Associates be approved and license granted.
Motion carried.
Communication from Almet Inc. requesting a license to
conduct a business of manufacturing aluminum furniture at 4405
Fruitland Avenue, was read.
It was moved by Poxon, seconded by Anderson, that the
request of A1met Inc. be approved and license granted. Motion
carried.
Report of Police Department activities for the period
September 1 - 15, 1961, inclusive, was presented.
It was moved by Malburg, seconded by Poxon, that the
report of Police Department activities be received and filed.
Motion carried.
Communication and report from Carl A. Heinze, Consulting
Electrical Engineer, and Vincent R. Poxon, City Attorney, dated
September 12, 1961, transmitting original Partial Release and
original Conveyance, dated May 31, 1961, covering the electric
generating and distributing system leased by the Southern California
Edison Company from the City of Vernon, was read. (Approved as to
form by the City Attorney and Darling, Shattuck & Edmonds, as
Special Counsel, and approved by the Consulting Electrical Engineer
as to the identity of the property to be conveyed and released.)
It was moved by Anderson, seconded by Poxon, that communi-
cation and report from Carl A. Heinze, Consulting Electrical
Engineer, and Vincent R. Poxon, City Attorney, dated September 12,
1961, together with original Partial Release and original Conveyance,
dated May 31, 1961, covering the electric generating and distributing
system leased by the Southern California Edison Company from the
City of Vernon, be received and filed. V~tion carried.
Communication from B & E Packaging Co. requesting a
license to sell packaging materials at 5501 Santa Fe Avenue, was
read.
It was moved by Poxon, seconded by Malburg, that the
request of B & E Packaging Co. be approved and license granted.

Communication from D. D. Grayson, Traffic Engineer, dated
September 12, 1961, submitting Contract No. 263 for furnishing two
dump trucks, and recommending that the contract be approved and
that authority be granted to advertise for bids, was read.
Resolution No. 2489 - A Resolution of the City Council
of the City of Vernon approving Contract No. 268 for the furnishing
and delivery to the City of Vernon of ~~o dump trucks, was read.
It was moved by Poxon, seconded by Anderson, that
Resolution No. 2489 be approved and adopted. Motion carried.

Resolution No. 2490 - A Resolution of the City Council
of the City of Vernon directing the giving of notice inviting

Resolution No. 2490 be approved and adopted. Motion carried.

Communication from R. H. Bockhacker, Police Chief, dated
September 15, 1961, recommending that William R. Gilcrease be

recommendation of the Police Chief, dated September 15, 1961, be
approved. Motion carried.
Communication from Gale Engineering Company requesting a
license to conduct a business of research and preliminary engineering
pursuant to selling machinery and parts, at 24.43 East 27th Street,
was read.
It was moved by Anderson, seconded by Poxon, that the
request of Gale Engineering Company be approved and license granted.
Motion carried.
Communication from Bradco Company requesting a license
to conduct a business of manufacturers' representative at 4210
Charter Street, was read.
It was moved by Malburg, seconded by Anderson, that the
request of Bradco Company be approved and license granted. Motion
carried.
Communication from California Water Service Company, dated
September 15, 1961, transmitting copies of certain financial
testimony and exhibits which will be introduced at the hearing in
Orovi11e on October 4, 1961, in connection with said company's
applications for water rate increases, was read.

It was moved by Anderson, seconded by Poxon, that communi-
cation from California Water Service Company, dated September 15,
1961, together with transmittals, be received and filed. Notion
carried.
Communication from J. S. Colton, Building Engineer, dated
September 18, 1961, requesting authority for E. H. ~~lkemus to
attend the Annual Business Conference Western Plumbing Officials
Association to be held in Monterey, California, from October 29
to November 4, 1961, with an expense allowance of $184.47, was read.
It was moved by Poxon, seconded by Anderson, that the
request of the Building Engineer, dated September 13, 1961, be
approved and authority granted to issue warrant to E. H. Malkemus
in the amount of $184.47. Motion carried.
Resolution No. 2486 - A Resolution of the City Council of
the City of Vernon requesting the Postmaster General to establish a
Post Office in the City of Vernon, California, was read.
It was moved by Malburg, seconded by Anderson, that
Resolution No. 2486 be approved and adopted. Motion carried.

Carl A. Heinze, Consulting Electrical Engineer, read a
communication that he had received from D. D. Pickarts, District
Manager, Southern California Edison Company, dated September 11,
1961, requesting authority to remove 38 palm trees and 17 eucalyptus
trees growing on Leonis Boulevard, and offering to replant the
parkway with another type of tree suitable to both the City and
the Edison Company.
It was moved by ~~lburg, seconded by Anderson, that
Southern California Edison Company be authorized to remove 38
palm trees and 17 eucalyptus trees growing on Leonis Boulevard,
at no cost to the City; that before said trees are removed, the
Engineering Departments be instructed to notify the adjoining
property owners that these trees are being removed, stating the
reason for said removal, and advising them that the trees will be
replaced with another type; that Southern California Edison Company
replant the parkway with another type of tree suitable to both the
City and the Edison Company, at no cost to the City; and that the
Engineering Departments be instructed to investigate various types
of trees suitable for planting in the parkway, said investigation
to include trees growing on certain streets in Pasadena. Motion
carried.
