MINUTES OF A REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON
HELD OCTOBER 3, 1961 AT TWO O'CLOCK
P.M. IN THE COUNCIL CHAMBERS OF THE
CITY HALL LOCATED AT 4305 SANTA FE
AVENUE~ VERNON~ CALIFORNIA.
COUNCIL PRESENT: Anderson, Furlong, Malburg, Poxon
COUNCIL ABSENT: Mailliard
The meeting was called to order by Mayor R. J. Furlong.
It was moved by Poxon, seconded by Anderson, that minutes
of the meeting of September 19, 1961 be approved as written and
submitted. Motion carried.
The Clerk announced that this was the time and place for
opening of bids received for furnishing two dump trucks, in accord-
ance with Contract No. 268.
It was moved by Malburg, seconded by Poxon, that the
Clerk be instructed to open and read the bids submitted. Motion
carried.
The Clerk opened and read the following bids:

It was moved by Malburg, seconded by Poxon, that bids
received for furnishing two dump trucks, in accordance with Contract
No. 268, be referred to the Engineering Departments and the City
Attorney for checking and report. Motion carried.
Communication from Mason, Muntz & Associates, dated
September 27, 1961, with reference to bids received for the construc-
tion of Fire Station No.2 and Communications Building, in accordance
with Specifications No. 258, was read. (Copy to each member of the
City Council)
It was moved by Poxon, seconded by Malburg, that the matter
relative to bids received for the construction of Fire Station No. 2
and Communications Building, in accordance with Specifications No.
258, be laid over until the next meeting for further study. Motion
carried.
Communication from C. E. Nemethi, M.D., Health Officer,
dated September 22, 1961, requesting authority to attend the School
of Civil Defense Mobilization, Western Instructor Training Center,
Alameda, California, for a course entitled "Health Services Aspects
of Health Mobilization" from .October 29 to November 3, 1961,
inclusive; and submitting an itemized expense allowance request,
dated September 26, 1961, for $245.10, was read. (Copy to each
member of the City Council)
It was moved by Pox on , seconded by Anderson, that the
request of the Health Officer, dated September 22, 1961, be approved
and authority granted to issue warrant to C. E. Nemethi, M.D. in
the amount of $245.10, in accordance with itemized expense allowance
request dated September 26, 1961. Motion carried.

Communications, were read, from various personnel of the
Engineering Departments requesting reimbursement from the Education
and Training Budget appropriation for tuition and books in connection
with their studies at the University of Southern California and the
University of California Extension, in Engineering courses, in the

It was moved by Anderson, seconded by Poxon, that the
requests from various personnel of the Engineering Departments for
reimbursement from the Education and Training Budget appropriation
be approved, and that authority be granted to issue warrants to the
individuals in the amounts as listed. Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
September 27, 1961, recommending that Officer Louis S. Rosenkrantz
be reimbursed the sum of $9.20 from the Education and Training
Budget appropriation for registration fees and books in connection
with his studies at East Los Angeles College in Police Science
courses, was read.
It was moved by Malburg, seconded by Poxon, that the
recommendation of the Police Chief, dated September 27, 1961, be
approved and authority granted to issue warrant to Louis S.
Rosenkrantz in the amount of $9.20. Motion carried.
Communication from John B. Moore, Administrative Officer,
dated September 27, 1961, with reference to expense allowances,
attendance at 63rd Annual Conference, League of California Cities,
San Francisco, October 22 to 25, inclusive, recommending, if the
amount suggested meets with the approval of the Council, that
authority be granted to issue warrants in the amount of $198.10 each
to R. H. Bockhacker, L. R. Burch, D. D. Grayson, L. C. Husted and
A. E. Nelson, Jr., was read. (Copy to each member of the City
Council)
It was moved by Poxon, seconded by Anderson, that the
recommendation of the Administrative Officer, dated September 27,
1961, be approved, and that authority be granted to issue warrants
in the amount of $198.10 each to representatives of the City of
Vernon, as listed, who submit an itemized .-xpense allowance request
to the City Clerk. Motion carried.
Communication from C. E. Nemethi, M.D., Health Officer,
dated September 28, 1961, requesting authority for Rachel Richter,
Health Nurse, to attend the Western Industrial Health Conference
to be held in Los Angeles on October 6 and 7, 1961, with an expense
allowance of $18.00, was read.
It was moved by Anderson, seconded by Poxon, that the
request of the Health Officer, dated September 28, 1961, be approved
and authority granted to issue warrant to Rachel Richter in the
amount of $18.00. Motion carried.

Communication from F. A. Ziemer, City Clerk, dated
September 29, 1961, requesting authority to purchase one IBM
Electric Typewriter at an approximate cost of $425.00, was read.
It was moved by poxon, seconded by Anderson, that the
request of the City Clerk, dated September 29, 1961, be approved.
Motion carried.
Communication from League of California Cities, dated
September 19, 1961, with reference to proposed amendment to the
League Constitution and By-Laws increasing League dues, was read.

It was moved by Poxon, seconded by Anderson, that communi-
cation from League of California Cities, dated September 19, 1961,
be received and filed. Motion carried.
Communication from League of California Cities, dated
September 19, 1961, with reference to the Brown Act - Public Meeting
Law, transmitting a complete text with the 1961 amendments under-
lined, was read. (Copy to each member of the City Council)
It was moved by Anderson, seconded by Poxon, that communi-
cation from League of California Cities, dated September 19, 1961,
together with complete text of the Brown Act - Public Meeting Law,
be received and filed. Motion carried.
Copy of a letter from the Los Angeles County Board of
Supervisors, dated September 21, 1961, addressed to the League of
California Cities, advising that it is not and has never been the
intention of the Board to use gas tax funds to finance the payment
of damage claims arising out of suits filed by property owners in
unincorporated areas, was read.
It was moved by Anderson, seconded by Poxon, that copy of
a letter from the Los Angeles County Board of Supervisors, dated
September 21, 1961, addressed to the League of California Cities,
be received and filed. Motion carried.
Communication from the Metropolitan Transportation
Engineering Board, dated September 14, 1961, transmitting a reso-
lution which was adopted by said board at its annual meeting of
July 28, 1961, and requesting the City Council to give earnest
consideration to this matter, was read. (Copy to each member of
the City Council)
It was moved by Malburg, seconded by Poxon, that communi-
cation from the Metropolitan Transportation Engineering Board, dated
September 14, 1961, together with resolution, be received and filed.
Motion carried.
Communication from State of California, Department of
Public Works, Division of Highways, District VII, dated September 18,
1961, addressed to Mayor Robert J. Furlong, advising that the Federal
Aid Planning Grant under Section 701 of the 1954 Federal Housing
Act to cover 50% of the cost of collecting land use data for the
LARTS Study has been approved as of August 19, 1961, was read.

It was moved by Poxon, seconded by Anderson, that communi-
cation from State of California, Department of Public Works,
Division of Highways, District VII, dated September 18, 1961,
addressed to Mayor Robert J. Furlong, be received and filed. Motion
carried.
Communication from Elizabeth Snyder, Co-ordinator for
Debs Dinner, dated September 21, 1961, addressed to Mayor Robert J.
Furlong, advising that a civic committee is honoring Supervisor
Ernest E. Debs on October 30th, at the Beverly Hilton Hotel, for
twenty years of public service, and inquiring if the City Council
of the City of Vernon would want to join other cities that are
presenting a resolution to Supervisor Debs on this occasion, was
read.
It was moved by Anderson, seconded by Poxon, that the
City Attorney be instructed to draft a resolution honoring Super-
visor Ernest E. Debs for twenty years of public service. Motion
carried.
Communication from the City of La Mirada, dated September
19, 1961, transmitting a copy of Resolution No. 61-150 urging tax
relief as to fall-out shelters, was read.
It was moved by Poxon, seconded by Malburg, that communi-
cation from the City of La Mirada, dated September 19, 1961,
together with copy of Resolution No. 61-150, be received and filed.
Motion carried.
Communication from Halliburton Enterprises, Inc., dated
September 20, 1961, with reference to reconstruction of sidewalk
and curb at the northeast corner of South Boyle Avenue and Leonis
Boulevard, was read. (Copy to each member of the City Council)
It was moved by Anderson, seconded by Malburg, that the
Administrative Officer answer communication from Halliburton
Enterprises, Inc., dated September 20, 1961, in accordance with the
instructions of the City Council. Motion carried.
Communication from Mr. Keith Kaeser requesting permission
to lease the city-owned apartment at 3388 E. 50th Street, was read.
It was moved by Anderson, seconded by Malburg, that
Mr. Keith Kaeser be permitted to lease the city-owned apartment at
3388 E. 50th Street. Motion carried.
Communication from John S. Simpson, dated September 26,
1961, inquiring if his housing status would change if he changed
jobs, was read. (Copy to each member of the City Council)
It was moved by Poxon, seconded by Anderson, that the City
Clerk be instructed to notify Mr. Simpson that he will be permitted
to continue occupying the city-owned apartment at 3380 E. 50th
Street, if the nature of his duties in his proposed job change are
such that he would be available to the City of Vernon for emergency
service. Motion carried.
Report of Carl A. Heinze, Consulting Electrical Engineer,
on operation of electrical system by Southern California Edison
Company for month of July, 1961, was read.

It was moved by Anderson, seconded by Malburg, that the
report of the Consulting Electrical Engineer be received and filed.
Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
September 21, 1961, recommending that lease agreement between the
City of Vernon and Motor Officer Robert D. Linke for one 1957
Harley-Davidson Motorcycle, Engine #57FL395l, be terminated as of
September 25, 1961, and recommending that new lease agreement as
submitted, between the City of Vernon and Motor Officer Robert D.
Linke for one 1961 Harley-Davidson Motorcycle, Engine #61FLH3502,
be approved, effective as of September 25, 1961, was read.
It was moved by Anderson, seconded by Malburg, that the
recommendations of the Police Chief be approved and that new lease
agreement be executed by the City of Vernon. Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
September 21, 1961, recommending that lease agreement between the
City of Vernon and Motor Officer Grover C. Robbins for one 1958
Harley-Davidson Motorcycle, Engine #58FLH5885, be terminated as of
September 25, 1961, and recommending that new lease agreement as
submitted, between the City of Vernon and Motor Officer Grover C.
Robbins for one 1962 Harley-Davidson Motorcycle, Engine #62FL2963,
be approved, effective as of September 25, 1961, was read.
It was moved by Anderson, seconded by Malburg, that the
recommendations of the Police Chief be approved and that new lease
agreement be executed by the City of Vernon. Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
September 27, 1961, requesting authority to employ Mr. Ernest T.
Brazil as Policeman Grade 4, effective October 1, 1961, was read.
It was moved by Poxon, seconded by Anderson, that the
request of the Police Chief, dated September 27, 1961, be approved.
Motion carried.
Communication from the Engineering Departments, dated
September 28, 1961, requesting authority to advance Robert B. Bennett
to Engineering Aide II, Step 2, effective October 16, 1961, as he
has successfully completed his probationary period, was read.
It was moved by Malburg, seconded by Anderson, that the
request of the Engineering Departments, dated September 28, 1961,
be approved. Motion carried.
Communication from C. M. Montez dba Okeh Caterers
requesting a license to operate a lunch truck in the City of Vernon,
was read.
It was moved by Poxon, seconded by Anderson, that the
request of C. M. Montez dba Okeh Caterers be approved and license
granted. Motion carried.
Communication from Olympic Machinery Co., Inc. and Rodgers
Machinery Manufacturing Co. requesting a license to conduct a
businesz of nachinery sales and manufacturing, specializing in
woodworlcing machinery, at 2600 Santa Fe Avenue, was read.

request of Olympic Machinery Co., Inc. and Rodgers Machinery
Manufacturing Co. be approved and license granted. Motion carried.
Communication from Chuck Turner Shell Service requesting
a license to operate a service station at 3267 E. Washington Blvd.,
was read.
It was moved by Poxon, seconded by Anderson, that the
request of Chuck Turner Shell Service be approved and license
granted. Motion carried.
Report of Health Department activities for the month of
August 1961, was presented. (Copy to each member of the City
Council)
It was moved by Poxon, seconded by Malburg, that the
report of Health Department activities be received and filed. Motion
carried.
Report of Police Department activities for the period
September 16 - 30, 1961, inclusive, was presented.
It was moved by Anderson, seconded by Poxon, that the
report of Police Department activities be received and filed. Motion
carried.
Communication from the Engineering Departments, dated
September 29, 1961, submitting Contract No. 271 for Equipment for
Public Works Facility, and recommending that said contract be
approved and that authority be granted to advertise for bids, was
read.
Resolution No. 2494 - A Resolution of the City Council of
the City of Vernon approving Contract No. 271 for Equipment for the
City of Vernon Public Works Facility, and determining the general
prevailing rate of per diem wages, was read.
It was moved by Poxon, seconded by
Resolution No. 2494 be approved and adopted.

Resolution No. 2496 - A Resolution of the City Council of
the City of Vernon accepting the bid of Scandia Construction Company
for construction of Vernon Avenue Relief Sewer, in Vernon Avenue
from Alcoa Avenue to two hundred and fifty feet (250') east of Alcoa
Avenue, in accordance with Contract No. 269 of said City, was read.
It was moved by Anderson, seconded

Communication from D. D. Grayson, Traffic Engineer, dated
September 22, 1961, transmitting an easement for street purposes
from Socony-Mobil Oil Company, Inc., and an improvement plan for
the northwest corner of Soto and 37th Streets, and recommending that
the easement be accepted and authority be granted to improve this
corner, was read.
It was moved by Anderson, seconded by Poxon, that easement
for street purposes be accepted from Socony-Mobil Oil Company, Inc.
and that the Mayor and City Clerk be authorized to execute
Certificate of Acceptance; and that the improvement of the northwest
corner of Soto and 37th Streets be approved in accordance with the
plan submitted by the Traffic Engineer with communication, dated
September 22, 1961. Motion carried.
Communication from the Public Utilities Commission of the
State of California, dated September 29, 1961, transmitting three
reports that have been prepared by the Commission in connection with
the application of the California Water Service Company for increased
water rates in its East Los Angeles District, was read.
It was moved by Anderson, seconded by Malburg, that
communication from the Public Utilities Commission of the State of
California, dated September 29, 1961, together with the three
reports transmitted, be received and filed. Motion carried.
Communication from Southern California Edison Company,
dated October 2, 1961, with reference to installation of capacitors
at the Vernon City Substation, was read. (Copy to each member of
the City CounCil)
It was moved by Anderson, seconded by Poxon, that the
City Clerk be instructed to advise Southern California Edison
Company that the installation of capacitors at the Vernon City
Substation is covered under the existing Agreement, dated as of
June 20, 1961. Motion carried.
Report of Health Department activities for the month of
September 1961, was presented. (Copy to each member of the City
Council)
It was moved by Poxon, seconded by Anderson, that the
report of Health Department activities be received and filed.

It was moved by Poxon, seconded by Anderson, that "Warrant
Register No. 102" be approved and payment authorized for Demands Nos.
6569 to 6707 (both inclusive), with no exceptions. MOtion carried.
