MINUTES OF A REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON
HELD NOVEMBER 7, 1961 AT TWO O'CLOCK
P.M. IN THE COUNCIL CHAMBERS OF THE
CITY HALL LOCATED AT 4305 SANTA FE

The meeting was called to order by Mayor R. J. Furlong.
It was moved by Poxon, seconded by Anderson, that the
minutes of the meeting of October 17, 1961 be amended to read as
follows:
"Resolution No. 2501 - A Resolution of the City Council of
the City of Vernon honoring Ernest E. Debs, Chairman of the Board
of Supervisors of Los Angeles County, was read.

Resolution No. 2501 be approved and adopted. Motion carried.

It was moved by Anderson, seconded by Poxon, that the
minutes of the meeting of October 17, 1961 be approved as amended.

The Clerk announced that this was the time and place for
opening of bids received for the construction of Fire Station No. 2
and Communications Building, in accordance with Specifications No.
258.
It was moved by Malburg, seconded by Mailliard, that the
Clerk be instructed to open and read the bids submitted. Motion
carried.

It was moved by Malburg, seconded by Mailliard, that bids

Engineering Departments and the City Attorney for checking and
report. MOtion carried.
Communication from the Dart Warehouse Corporation
requesting a license to conduct a warehousing business at 4310
Maywood Avenue, was read.
It was moved by Anderson, seconded by Poxon, that the
request of Dart Warehouse Corporation be approved and license36~

27th Street, was read.
It was moved by Poxon, seconded by Malburg, that the

Communication from Martin Tankenson dba Avalon DeLuxe
Catering requesting a license to operate a lunch truck in the City
of Vernon, was read.
It was moved by Poxon, seconded by Anderson, that the
request of Ma~tin Tankenson dba Avalon DeLuxe Catering be referred
to the Health Department with power to act. Motion carried.
Communication from the Mallin Co. requesting a license
to conduct a business of manufacturing furniture and related items
at 2335 E. 27th Street, was read.
It was moved by Poxon, seconded by Malburg, that the
request of the Mallin Co. be approved and license granted. Motion
carried.
Communication from the Mut1ipurpose Bed Company dba Tri-
Fold Bed Company requesting a license to conduct a business of
assembling cabinet beds at 5211 Santa Fe Avenue, was read.
It was moved by Malburg, seconded by Poxon, that the
request of Multipurpose Bed Company dba Tri-Fo1d Bed Company be
approved and license granted. Motion carried.
Communication from the Vernon Rendering Company requesting
a license to conduct a business of tallow rendering at 3029 E.
Vernon Avenue, was read.
It was moved by Poxon, seconded by Anderson, that the
request of Vernon Rendering Company be referred to the Health
Department with power to act. MOtion carried.
Communication from The BOY's Market Inc. requesting a
license to operate a grocery and produce warehouse at 1931 East
27th Street, was read.
It was moved by Poxon, seconded by Mai1liard, that the
request of The BOY's Market Inc. be approved and license granted.
Motion carried.
Communication from Metal & Thermit Corporation requesting
a license to conduct a business of chemical recovery of tin at 3706
East 26th Street, was read.
It was moved by Poxon, seconded by Malburg, that the
request of Metal & Thermit Corporation be approved and license
granted. Motion carried.
Communication from Hy-Glow Company requesting a license
to conduct a business of flocking aluminum christmas trees at 3690
Santa Fe Avenue, was read.

request of Hy-Glow Company be approved and license granted. Motion

Communication from Clifford E. Dancer requesting a license
to operate a lunch truck in the City of Vernon, was read.
It was moved by Poxon, seconded by Anderson, that the
request of Clifford E. Dancer be referred to the Health Department
with power to act. Motion carried.
Communication from Missile Express requesting a license to
conduct a trucking business at 2850 S. Alameda St., was read.
It was moved by Poxon, seconded by Malburg, that the
request of Missile Express be approved and license granted. Motion
carried.
Communication from Sackner Western, Inc. requesting a
license to conduct a business of manufacturing upholstery seaming
and welting cords, frame and spring edgings, at 4717 District Blvd.,
was read.
It was moved by Poxon, seconded by Mailliard, that the
request of Sackner Western, Inc. be referred to the Fire Department
with power to act. Motion carried.
Communication from the City of Lakewood, dated October 23,
1961, transmitting a copy of its Resolution No. 1187 urging all
Americans to resist the spread of International Communism throughout
the world by reaffirming the spirit and principles of the American
Revolution, was read.
It was moved by Anderson, seconded by Poxon, that communi-
cation from the City of Lakewood, dated October 23, 1961, together
with copy of Resolution No. 1187, be received and filed. Motion
carried.
Communication from the City of Bell Gardens, dated October
19, 1961, transmitting a copy of Resolution No. 61-44 requesting
action by the State Legislature to outlaw draw poker, was read.
It was moved by Poxon, seconded by Mailliard, that communi-
cation from the City of Bell Gardens, dated October 19, 1961,
together with copy of Resolution No. 61-44, be received and filed.
Motion carried.
Communication from the City of Hermosa Beach, dated October
25, 1961, transmitting a copy of Resolution No. N.S. 2388 condemning
the Soviet Union for the resumption of nuclear testing, was read.
It was moved by Anderson, seconded by Poxon, that communi-
cation from the City of Hermosa Beach, dated October 25, 1961,
together with copy of Resolution No. N.S. 2388, be received and filed.
Motion carried.
Communication from the City of Bell, dated October 31, 1961,
advising that the City of Bell will be host to the Southeast District
Mayor's and Councilmen's Group on Wednesday, November 8, 1961, at The
Hearth, 7857 E. Florence Avenue, Downey, was read. 363

cation from the City of Bell, dated October 31, 1961, be received
and filed. Motion carried.
Communication from the Los Angeles County Boundary
Commission, dated November 1, 1961, advising that a proposal has
been filed with the Secretary of the County Boundary Commission
for the annexation of territory described as "East Maywood Addition
No.2" to the City of Maywood, was read.
It was moved by Anderson, seconded by Poxon, that communi-
cation from the Los Angeles County Boundary Commission, dated
November 1, 1961, be received and filed. MOtion carried.
Communication from Olympic Machinery Company, Inc., dated
October 31, 1961, requesting that as great a portion of the curbing
as possible on the East side of Santa Fe Avenue, in the block south
of 26th Street, be made a neutral concrete color for regular curb-
side parking, or at least be painted green for limited-time stopping,
was read. (Copy to each member of the City Council)
It was moved by Anderson, seconded by Mail1iard, that
communication from Olympic Machinery Company, Inc., dated October
31, 1961, be referred to the Traffic Engineer for study and report
at the next regular meeting; and that Olympic Machinery Company,
Inc. be so advised. Motion carried.
Communication from D. D. Grayson, Traffic Engineer, dated
November 2, 1961, transmitting an easement for street purposes from
Department of Water and Power, City of Los Angeles, covering a
portion of Fruitland Avenue, and recommending that said easement
be accepted and that the grantor be advised of the official
recordation, was read.
It was moved by Anderson, seconded by Malburg, that
easement for street purposes be accepted from Department of Water
and Power, City of Los Angeles, and that the Mayor and City Clerk
be authorized to execute Certificate of Acceptance. Motion carried.
Communication from the Engineering Departments, dated
October 20, 1961, requesting authority to employ Mr. Harold W. Faber
as Engineering Aide II, Step 4, effective November 1, 1961, was read.
It was moved by Poxon, seconded by Mai11iard, that the
request of the Engineering Departments, dated October 20, 1961, be
approved. Motion carried.
Communication from the Engineering Departments, dated
November 1, 1961, requesting authority to advance John W. Adams, Jr.
to Utility Man III, Step 3, effective November 1, 1961, as he has
satisfactorily completed his probationary period, was read.
It was moved by Malburg, seconded by Mai11iard, that the
request of the Engineering Departments, dated November 1, 1961, be
approved. Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
October 20, 1961, requesting authority to advance Officer L. S.
Rosenkrantz to the grade of Sergeant, Grade IV, effective November

Communication from R. H. Bockhacker, Police Chief, dated
October 26, 1961, requesting that, in accordance with Division II,
Article 3, Section 21107.5 of the California Vehicle Code, an
ordinance or resolution be drawn regulating vehicular traffic on
certain privately owned and maintained roadways within the City of
Vernon, was read. (Copy to each member of the City Council)
It was moved by Anderson, seconded by Mailliard, that
communication from the Police Chief, dated October 26, 1961, be
referred to the City Attorney for study and report. Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
October 30, 1961, requesting that an ordinance be passed accepting
the requirements of Section 13522 of the Penal Code relating to
Training of Law Enforcement Officers, was read. (Copy to each
member of the City Council)
It was moved by Anderson, seconded by Poxon, that the
request of the Police Chief, dated October 30, 1961, be referred to
the City Attorney and the Police Chief for preparing the necessary
ordinance or resolution. Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
November 1, 1961, recommending that during the time that the traffic
signals are operating in a blinking manner that a red light be shown
in all directions, was read.
It was moved by Anderson, seconded by Poxon, that, in
accordance with the recommendation of the Police Chief, dated
November 1, 1961, during the time the traffic signals are
operating in a blinking manner a red light be shown in all directions;
and that the Traffic Engineer be instructed to make this effective
as soon as possible. Motion carried.
Report of Police Department activities for the period
October 16 - 31, 1961, inclusive, was presented.
It was moved by Poxon, seconded by Anderson, that the
report of Police Department activities be received and filed.

Communication from L. C. Husted, Fire Chief, dated October
31, 1961, requesting authority to purchase two radio speakers and
two microphones to be used in conjunction with the Motorola radio
which is to be installed in the new Van Pelt Hi-Ranger "Snorkel",
at an approximate cost of $175.00, was read. (Copy to each member
of the City Council)
It was moved by Anderson, seconded by Poxon, that the
request of the Fire Chief, dated October 31, 1961, be approved.

Communication from the Chief Administrative Officer, County
of Los Angeles, dated October 9, 1961, transmitting Agreements for
hospitalization of City Jail prisoners in the Jail Ward of County
General Hospital, was read. (Copy to each member of the City
Council)
It was moved by Malburg, seconded by Anderson, that the
Mayor and the City Clerk be authorized to execute Agreements between
the County of Los Angeles and the City of Vernon, for hospitalization
of City Jail prisoners in the Jail Ward of County General Hospital.
Motion carried.
Communication from the League of California Cities, dated
October 16, 1961, with reference to Amendment of local sales and
use tax ordinances administered by the State Board of Equalization
pursuant to the Bradley-Burns Uniform Local Sales and Use Tax Law,
transmitting nine copies of the proposed ordinance, was read. (Copy
to each member of the City Council)
It was moved by Anderson, seconded by Poxon, that communi-
cation from the League of California Cities, dated October 16, 1961,
be referred to the City Attorney for study and report. Motion
carried.
Communication from Michie City Publications Company of
Los Angeles, dated October 20, 1961, transmitting the original and
one copy of their proposal to continue preparing supplement pages
for the Vernon Code on an annual or semi-annual basis for the next
five years at their current rate of $9.00 per original page, was read.

It was moved by Anderson, seconded by Malburg, that the
Mayor and the City Clerk be authorized to execute agreement between
Michie City Publications Company of Los Angeles and the City of
Vernon. Motion carried.
, Original and one copy of a proposed agreement between the
City of Los Angeles and the City of Vernon concerning the construction,
operation and maintenance of certain sewers for the purpose of
separating the sewerage system of Los Angeles from the sewerage
system of Vernon, which was drafted by the Los Angeles City
Engineering Department, together with copy of Report No. 6 from the
Los Angeles City Engineer, dated October 23, 1961, addressed to the
Board of Public Works of the City of Los Angeles, was read. (Copy
to each member of the City Council)

It was moved by Anderson, seconded by Malburg, that the
proposed agreement between the City of Los Angeles and the City of
Vernon concerning the construction, operation and maintenance of
certain sewers for the purpose of separating the sewerage system
of Los Angeles from the sewerage system of Vernon, be referred to the
Superintendent, Water & Sewer Systems, the City Engineer, Special
Counsel Shenk and the City Attorney for the purpose of determining
the feasibility of building a sewer in Santa Fe Avenue for the sole
use of the City of Vernon rather than the City of Vernon building a
sewer in Santa Fe Avenue and transferring same to the City of Los
Angeles in return for the release of all capacity by Los Angeles in
the present jointly owned sanitary sewer in Santa Fe Avenue; and
that a report of their determinations be made to the City Council.
Motion carried.
Report of Health Department activities for the month of

report of Health Department activities be received and filed.

Communication from the Los Angeles County Boundary
Commission, dated October 30, 1961, with reference to amendments to
annexation laws arising out the last session of the legislature,
was read. (Copy to each member of the City Council)
It was moved by Anderson, seconded by Malburg, that communi-
cation from the Los Angeles County Boundary Commission, dated October
30, 1961, be received and filed. Motion carried.
Communication from A. E. Nelson, Jr., City Engineer, dated
November 3, 1961, transmitting Contract No. 272 for construction of
the Santa Fe Avenue Sewer between 57th Street and Slauson Avenue,
and recommending that said Contract be approved and that authority
be granted to advertise for bids, was read.
The City Attorney reported that the communication from the
George Miller Construction Company, dated October 12, 1961, was
legally insufficient to relieve it of the obligation and recommended
~~ that the City Council authorize the City Attorney to take such
',! Vaction as necessary and that the contract be re-advertised.
It was moved by Anderson, seconded by Malburg, that the
recommendations of the City Attorney and the City Engineer be
approved. Motion carried.
Resolution No. 2502 - A Resolution of the City Council of
the City of Vernon approving Contract No. 272 for construction of
a sanitary sewer in Santa Fe Avenue from 57th Street to Slauson
Avenue, and determining the general prevailing rate of per diem
wages, was read.
It was moved by Anderson, seconded by Poxon, that
Resolution No. 2502 be approved and adopted. Motion carried.

Resolution No. 2503 - A Resolution of the City Council of
the City of Vernon directing the giving of notice inviting sealed
proposals or bids for the construction of a sanitary sewer in
Santa Fe Avenue from 57th Street to Slauson Avenue in accordance
with Contract No. 272, was read.

Resolution No. 2503 be approved and adopted. Motion carried.

Communication from the City of Maywood, dated November 3,
1961, expressing appreciation to the Vernon Fire Department for
their assistance in fighting the Birchcraft Manufacturing Company
fire which occurred October 26, 1961, was read.

cation from the City of Maywood, dated November 3, 1961, be received
and filed. Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
November 6, 1961, advising that Officer George C. Guhl was placed
on Leave of Absence on November 11, 1960 due to an alleged heart
condition, and recommending that Officer Guhl be paid up to and
including November 11, 1961, and that he be dropped from the payroll
as of that date, was read.
It was moved by Anderson, seconded by Mailliard, that the
recommendation of the Police Chief, dated November 6, 1961, be
approved. Motion carried.
Communication from the Engineering Departments, dated
November 1, 1961, with reference to the bids received for equipment
for the Public Works Facility in accordance with Contract No. 271,
recommending that contracts be awarded as outlined, was read.

Resolution No. 2506 - A Resolution of the City Council of
the City of Vernon accepting bids on Contract No. 271 covering
Schedules I to VII, inclusive, for equipment for the Public Works
Facility, was read.
It was moved by Anderson, seconded by Poxon, that
Resolution No. 2506 be approved and adopted. Motion carried.

The Police Chief made a verbal report with reference to
the request of Soina Uwanawich for a license to conduct a business
of Palmistry at 4905 Santa Fe Avenue, and recommended that the
request for a license at this location be denied.
It was moved by Anderson, seconded by Malburg, that, in
accordance with the recommendation of the Police Chief, the request
of Soina Uwanawich for a license to conduct a business of Palmistry
be denied at said location. Motion carried.
