19611121 Regular City Council Meeting - Minutes I MINUTES OF A REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF VERNON HELD NOVEMBER 21, 1961 AT TWO O'CLOCK P.M. IN THE COUNCIL CHAMBERS OF THE CITY HAU. LOCATED AT 4305 SANTA FE AVENUE 9 VERNON 9 CAt IFORNIA. COUNCIL PRESENT: Anderson, Furlong, Mail1iard, Malburg COUNCIL ABSENT: Poxon The meeting was called to order by Mayor R. J. Furlong. It was moved by Mai11iard, seconded by Anderson, that minutes of the meetings of November 7 & 9, 1961 be approved as written and submitted. Motion carried. The Clerk announced that this was the time and place for opening of bids received for the construction of elevated tank connection, in accordance with Contract No. 261. It was moved by Mail1iard, seconded by Anderson, that the Clerk be instructed to open and read the bids submitted. Motion carried. The Clerk opened and read the following bids; Engineering Contractors, Inc. Harmon T. May & Sons Hydro Construction Co. $ 44,190.00 36,159.00 30,432.00 It was moved by Anderson, seconded by Malburg, that bids received for the construction of elevated tank connection, in accordance with Contract No. 261, be referred to the Engineering Departments and the City Attorney for checking and report. Motion carried. The Clerk announced that this was the time and place for opening of bids received for the construction of a sanitary sewer in Santa Fe Avenue from 57th Street to Slauson Avenue, in accordance with Contract No. 272. It was moved by Malburg, seconded by Mail1iard, that the Clerk be instructed to open and read the bids submitted. Motion carried. The Clerk opened and read the following bids: George Savala Paving Co. George Miller Construction Co. M.G.B. Construction Co. $ 17,712.00 15,781.25 22,107.00 It was moved by Malburg, seconded by Mailliard, that bids received for the construction of a sanitary sewer in Santa Fe Avenue from 57th Street to Slauson Avenue, in accordance with Contract No. 272, be referred to the Engineering Departments and the City Attorney for checking and report. Motion carried. Communication from Mason, MUntz & Associates, dated November 5, 1961, with reference to bids received for the construction of Fire Station No. 2 and Communications Building in accordance with Specifications No. 258, recommending that the contract be awarded to 376 I I -2- 11/21/61 Tom E. Norcross, Inc. on the basis of their low bid of $283,900.00, was read. (Copy to each member of the City Council) Communication from L. C. Husted, Fire Chief, dated November 17, 1961, recommending that Tom E. Norcross, Inc. be awarded the contract for the construction of Fire Station No. 2 and Communications Building, was read. Resolution No. 2509 - A Resolution of the City Council of the City of Vernon accepting the bid of Tom E. Norcross, Inc. for construction of Fire Station No. 2 and Communications Building, in accordance with Specifications No. 258 of said City, was read. It was moved by Anderson, seconded by Malburg, that Resolution No. 2509 be approved and adopted. Motion carried. Grayson, Traffic Engineer, dated November 9, 1961, advising that Sully-Miller Contracting Company has completed the work on 50th Street improvement from Alcoa Avenue to Downey Road in accordance with Contract No. 265, and recommending that said work be accepted and that authority be granted to pay for same in accordance with the contract, was read. Resolution No. 2510 - A Resolution of the City Council of the City of Vernon accepting the improvement of 50th Street from Alcoa Avenue to Downey Road, in accordance with Contract No. 265 heretofore approved by the City of Vernon, was read. It was moved by Mailliard, seconded by Malburg, that Resolution No. 2510 be approved and adopted. Motion carried. Grayson, Traffic Engineer, dated November 16, 1961, advising that Vernon Paving Company has completed the work of resurfacing Washington Boulevard in accordance with Contract No. 260, and recommending that the work be accepted and that authority be granted to pay for same in accordance with the terms of the contract, was read. Resolution No. 2508 - A Resolution of the City Council of the City of Vernon accepting the Washington Boulevard reconstruction from North City Boundary to Downey Road, in accordance with Contract No. 260 heretofore approved by the City of Vernon, was read. It was moved by Anderson, seconded by Mailliard, that Resolution No. 2508 be approved and adopted. Motion carried. Ayes: Anderson, Furlong, Mailliard, Malburg Noes: None Absent: Poxon Communication from The Metropolitan Water District of Southern California, dated November 15, 1961, advising that the City Council, on or before the tenth day of December, 1961, may declare its intention to payout of its municipal funds the whole or a stated percentage of the amount of taxes for the fiscal year 1962-63 to be 377'1 I -3- 11/21/61 derived f~om the area of The Metropolitan Water District of Southern California lying within the City of Vernon, was read. It was moved by Anderson, seconded by Malburg, that communication from The Metropolitan Water District of Southern California, dated November 15, 1961, be received and filed. Motion carried. Communication from Chas. M. King, dated November 15, 1961, requesting an easement for road purposes to the southerly twenty feet of Lot 7 for a distance of 200 feet, subject to the conditions as outlined, was read. (Copy to each member of the City Council) It was moved by Anderson, seconded by Mailliard, that the Engineering Departments be instructed to contact Mr. King with reference to his request for an easement for road purposes, as outlined in his communication dated November 15, 1961, and that the Engineering Departments make a report to the City Council after investigating this matter. Motion carried. Communication from the Los Angeles County Regional Planning Commission, dated November 15, 1961, with reference to the "East Central Area Study", announcing that the East Central Planning Committee will initially meet on Friday, December 8, 1961, and suggesting that the City Council appoint two members, preferably a councilman and a planning commissioner, to the East Central Area Planning Committee, was read. (Copy to each member of the City Council) It was moved by Anderson, seconded by Malburg, that Mayor Furlong and City Engineer Nelson be appointed to the East Central Area Planning Committee, and that Councilman Mailliard be appointed as an alternate member. MOtion carried. Communication and report from D. D. Grayson, Traffic Engineer, dated November 17, 1961, with reference to request from Olympic Machinery Company, Inc. to make as great a portion of the East curb of Santa Fe Avenue south of 26th Street as possible a neutral concrete color or limited time parking, recommending that the request be denied in view of the facts as outlined, was read. (Copy to each member of the City Council) It was moved by Anderson, seconded by Mailliard, that the recommendation of the Traffic Engineer, as outlined in communication dated November 17, 1961, be approved, and that a copy of said communication be sent to Olympic Machinery Company, Inc. Motion carried. Discussion was held with reference to traffic problems created by allowing limited parking in front of the property occupied by Baillie Machinery Corporation, 5516 Santa Fe Avenue. It was moved by Anderson, seconded by Mailliard, that the Traffic Engineer be instructed to contact Baillie Machinery Company for the purpose of determining if suitable arrangements can be made for customer parking in the rear of the property located at 5516 Santa Fe Avenue in order that the limited parking in front of this property might be eliminated, and that the Traffic Engineer make a report to the City Council relative to this matter after contacting Baillie Machinery Company. MOtion carried. 378 I I -4- 11/21/61 Communication from K's Catering requesting a license to operate a lunch truck in the City of Vernon, was read. It was moved by Anderson, seconded by Malburg, that the request of K's Catering be approved and license granted. Motion carried. Communication from R. H. Bockhacker, Police Chief, dated November 9, 1961, advising that Officer E. G. Smith violated Section 800.14 of the Police Department's Manual of Policy and Ethics on November 1, 1961, and recommending that Officer Smith be suspended for one day (November 23, 1961) without pay, was read. It was moved by Malburg, seconded by Mai11iard, that the recommendation of the Police Chief, dated November 9, 1961, be approved. Motion carried. Communication from R. H. Bockhacker, Police Chief, dated November 10, 1961, advising that Officer W. J. Tussey was terminated from the Vernon Police Department at the close of business on November 9, 1961, as he was dropped from the Police Academy, was read. It was moved by Anderson, seconded by Malburg, that communication from the Police Chief, dated November 10, 1961, be received and filed. Motion carried. Report of Police Department activities for the period November 1 - 15, 1961, inclusive, was presented. It was moved by Malburg, seconded by Mai1liard, that the report of Police Department activities be received and filed. Motion carried. Communication from the Engineering Departments, dated November 15, 1961, advising that Miss Bernadine Bronson has submitted her resignation, and recommending that said resignation be accepted effective at the close of business on November 24, 1961, was read. It was moved by Mai11iard, seconded by Malburg, that resignation of Miss Bernadine Bronson be accepted effective at the close of business on November 24, 1961. MOtion carried. Report of Carl A. Heinze, Consulting Electrical Engineer, on operation of electrical system by Southern California Edison Company for month of September, 1961, was read. It was moved by Anderson, seconded by Malburg, that the report of the Consulting Electrical Engineer be received and filed. Motion carried. Communication from L. C. Husted, Fire Chief, dated November 15, 1961, requesting authority to advance eleven firemen, as listed, from Grade 2 to Grade 1, effective December 1, 1961, was read. It was moved by Anderson, seconded by Mail1iard, that the request of the Fire Chief, dated November 15, 1961, be approved. Motion carried. 379 -5- 11/21/61 Communication from L. C. Husted, Fire Chief, dated November 17, 1961, reporting on the coverage provided by Area "E" Mutual Aid Cities to the City of Los Angeles during their recent disaster in Bel Air, was read. (Copy to each member of the City Council) It was moved by Anderson, seconded by Mailliard, that communication from the Fire Chief, dated November 17, 1961, be received and filed. Motion carried. Official communication from the Los Angeles City Council, on behalf of its citizens and governmental agencies, extending sincere appreciation to the Vernon Fire Department for the generous aid and assistance rendered by them during the fire in the Mandeville Canyon area in November, 1961, was presented. It was moved by Malburg, seconded by Mailliard, that official communication from City of Los Angeles be framed and hung in the Council Chambers. Motion carried. Communication from the City of Maywood, dated November 17, 1961, transmitting a copy of its Resolution 1836 opposing commercialized gambling and requesting legislation to outlaw draw poker, was read. It was moved by Anderson, seconded by Mailliard, that communication from the City of Maywood, dated November 17, 1961, be received and filed. Motion carried. Communication from the Cudahy Improvement Association, Inc., Committee Against Commercialized Poker Parlors, soliciting the City of Vernon's support and efforts in behalf of requesting Governor Brown to include as part of an extraordinary session, to run concurrently with the 1962 budget session starting in February, the subject matter of outlawing draw poker and low ball draw poker in California, was read. It was moved by Anderson, seconded by Mailliard, that communication from the Cudahy Improvement Association, Inc., Committee Against Commercialized Poker Parlors, be received and filed. MOtion carried. Communication from Greenbaum, Baker and Ancel, Attorneys at Law, representing D. N. & E. Walter Company, dated November 21, 1961, addressed to John B. Moore, transmitting two copies of a proposed plot plan for the new D. N. & E. Walter warehouse and office building to be located on the former Pacific Nut Oil property, and making certain requests to the City in connection with the proposed improvement, was read. (Copy to each member of the City Council) It was moved by Anderson, seconded by Malburg, that communication from Greenbaum, Baker and Ancel, Attorneys at Law, dated November 21, 1961, together v'ith proposed plot plan for the new D. N. & E. Walter warehouse and office building, be referred to all City departments concerned for investigatLon and report. It was moved by Anderson, seconded by Mail1iard, that ilHarrant Register No. 105" be approved and payment authorized for Demands Nos. 6982 to 7077 (both inclusive), with no exceptions.
