19611205 Regular City Council Meeting - Minutes I I MINUTES OF A REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF VERNON HELD DECEMBER 5, 1961 AT TWO O'CLOCK P.M. IN THE COUNCIL CHAMBERS OF THE CITY HALL LOCATED AT 4305 SANTA FE AVENUE. VERNON. CALIFORNIA. COUNCIL PRESENT: Anderson, Furlong, Mailliard, Malburg, Poxon COUNCIL ABSENT: None The meeting was called to order by Mayor R. J. Furlong. It was moved by Poxon, seconded by Anderson, that minutes of the meeting of November 21, 1961 be approved as written and submitted. Motion carried. Communication from the City of Downey, dated November 30, 1961, requesting the assistance of the City Council of Vernon in supporting the City of Downey in the location of the Superior Courts in their City, and transmitting a suggested resolution for consideration by the City of Vernon, was read. (Copy to each member of the City Council) Councilman Hollis M. Peavey from the City of Downey, appeared before the City Council with reference to locating the Superior Courts in the City of Downey. It was moved by Poxon, seconded by Anderson, that communi- cation from the City of Downey, dated November 30, 1961, be referred to the City Attorney, the Administrative Officer and the Chief of Police for a report at the next regular meeting. Motion carried. Communication from the State of California, Department of Public Health, dated November 20, 1961, advising that in accordance with Sections 1901.2 and 1920 of the California Health and Safety Code, the existence of rabies in Los Angeles County has been determined to still constitute a public health hazard; redeclaring Los Angeles County to be a rabies area within the meaning of Section 1901.2 of the above Code, effective December 2, 1961; and requesting that the City of Vernon inform the State Health Department Office, through the local health officer, on or before January 2, 1962: (1) dog licensing, vaccination, dog pound and enforcement provisions currently existing, and (2) the action the City is planning to take to implement those provisions not currently being enforced that are required under Section 1920 of the Health and Safety Code and Section 2606.4 of Title 17, California Administrative Code, was read. It was moved by Anderson, seconded by Poxon, that communi- cation from the State of California, Department of Public Health, dated November 20, 1961, be referred to the Health Officer for furnishing the State Health Department with the information requested. Motion carried. Communication from R. H. King, Superintendent, Water & Sewer Systems, dated November 30, 1961, with reference to bids received for the construction of Elevated Tank Connections in accordance with Contract No. 261, recommending that the contract be awarded to Hydro Construction Company on the basis of their bid of $30,432.00, was read. 3~5 J -2- 12/5/61 Resolution No. 2511 - A Resolution of the City Council of the City of Vernon accepting the bid of Hydro Construction Company for the construction of Elevated Tank Connections, in accordance with Contract No. 261 of said City, was read. It was moved by Malburg, seconded by 11ail1iard, that Resolution No. 2511 be approved and adopted. Motion carried. King, Superintendent, Water & Sewer Systems, dated November 30, 1961, advising that Roscoe Moss Company has completed the construction of Well No. 14 in accordance with Contract No. 259, and recommending that the work be accepted and that authority be granted to pay for same in accordance with the contract, was read. Resolution No. 2513 - A Resolution of the City Council of the City of Vernon accepting the construction of Well No. 14, in accordance with Contract No. 259 heretofore approved by the City of Vernon, was read. It was moved by Anderson, seconded by Malburg, that Resolution No. 2513 be approved and adopted. Motion carried. Nelson, Jr., City Engineer, dated December 1, 1961, advising that Scandia Construction Company has completed the construction of Vernon Avenue Relief Sewer in accordance with Contract No. 269, and recommending that the work be accepted and that authority be granted to pay for same in accordance with the contract, was read. Resolution No. 2512 - A Resolution of the City Council of the City of Vernon accepting the construction of Vernon Avenue Relief Sewer, in Vernon Avenue from Alcoa Avenue to two hundred and fifty feet (250') east of Alcoa Avenue, in accordance with Contract No. 269 heretofore approved by the City of Vernon, was read. It was moved by Malburg, seconded by Mai11iard, that Resolution No. 2512 be approved and adopted. Motion carried. Nelson, Jr., City Zngineer, dated December 1, 1961, transmitting a map of Tract No. 26751, together with letter of transmittal from the representative of the owners, and recommending that this map be approved and the streets offered therein for dedication be accepted, was read. It was moved by Anderson, seconded by Poxon, that map of Tract No. 26751, as transmitted by the City Engineer under date of December 1, 1961, be approved and the streets offered therein for dedication be accepted. Nelson, Jr., City Engineer, dated December 1, 1961, transmitting a letter from LeRoy Crandall and Associates, dated November 16, 1961, indicating their willingness to provide engineering services to the City for soils investigation and report as needed in conjunction with Los Angeles County Flood Control District 1958 Bond Issue Project No. 588, and recommending that the City enter into a contract with LeRoy Crandall and Associates in accordance with their proposal as outlined in letter dated November 16, 1961, was read. (Copy to each member of the City Council) It was moved by Anderson, seconded by Poxon, that authority be granted for the City to enter into a contract with LeRoy Crandall and Associates in accordance with the terms of their proposal as outlined in letter dated November 16, 1961. Motion carried. Communication from the City of South El Monte, dated November 27, 1961, transmitting a copy of its Resolution No. 61-311 extending support for federal leadership in Civil Defense to the President of the United States, was read. It was moved by Anderson, seconded by Malburg, that communication from the City of South El Monte, dated November 27, 1961, together with copy of Resolution No. 61-311, be received &nd filed. Motion carried. Communication from the Los Angeles County Regional Planning Commission, dated November 27, 1961, advising that a Public Hearing in the matter of the request of Kal Kan Foods, Inc. for a Special Permit to establish, operate and maintain additions to an existing food processing and canning plant in the M-2 (Heavy Manufacturing) Zone, at 3363 East 45th Street, in the Bandini Zoned District, Los Angeles County, will be held before the Zoning Board, in the Regional Planning Commission Hearing Room, Room 501, Hall of Records, 220 North Broadway, Los Angeles 12, California, on December 7, 1961, at 10:00 a.m., was read. It was moved by Anderson, seconded by V~illiard, that communication from the Los Angeles County Regional Planning Commission, dated November 27, 1961, be received and filed. Motion carried. Communication from Oscar Mayer Packing Co., dated November 29, 1961, commending the Vernon Fire Department for an outstanding example of fine public spirit which was recently demonstrated by said department, was read. (Copy to each member of the City Councll) It was moved by Mailliard, seconded by Anderson, that communication from Oscar Mayer Packing Co., dated November 29, 1961, be received and filed. Motion carried. Claim for damages, dated November 21, 1961, against City of Vernon by Reuben Carrillo, was presented. (Copy to each member of the City Council) It was moved by Anderson, seconded by poxon, that claim for damages, dated November 21, 1961, against City of Vernon by Reuben Carrillo, be denied. It was moved by Anderson, seconded by Poxon, that the request of George's Service be approved and license granted. Motion carried. Communication from Smith Transportation requesting a license to conduct a trucking business at 3575 Ross Street, was read. It was moved by Anderson, seconded by Poxon, that the request of Smith Transportation be approved and license granted. Motion carried. Communication from Lempco Automotive Inc. requesting a license to conduct a business of warehousing and wholesaling automotive and tractor parts at 2928 Leonis Blvd., was read. It was moved by Poxon, seconded by Anderson, that the request of Lempco Automotive Inc. be approved and license granted. Motion carried. Communication from F. A. Ziemer, City Clerk, dated December 1, 1961, recommending that Brooks Carden, Purchasing Agent, be reimbursed the sum of $15.00 expended for six sessions during the months of October and November, 1961, on "Contract Law, rts Part In More Effective Buying", held at Union Oil Center Auditorium under the auspices of Purchasing Agents' Association of Los Angeles, was read. It was moved by Poxon, seconded by Anderson, that the recommendation of the City Clerk, dated December 1, 1961, be approved and authority granted to issue warrant in the amount of $15.00 to Brooks Carden. Motion carried. Communication from D. D. Grayson, Traffic Engineer, dated December 1, 1961, with reference to communication from Greenbaum, Baker and Ancel, Attorneys at Law, dated November 21, 1961, with which they transmitted two copies of a proposed plot plan for the new D. N. & E. Walter warehouse and office building to be located on the former Pacific Nut Oil property, transmitting frontage improvement plans, and recommending that said plans be approved and that frontage improvements shown on these plans be required, was read. (Copy to each member of the City Council) Communication from R. H. Bockhacker, Police Chief, dated December 4, 1961, with reference to request for the installation of a traffic signal for the primary purpose of serving the new D. N. & E. v~lter warehouse and office building, recommending that this request be denied, was read. (Copy to each member of the City Council) It was moved by Anderson, seconded by Poxon, that communi- cations from the Traffic Engineer, dated December 1, 1961, and from the Police Chief, dated December 4, 1961, with reference to the proposed plot plan for the new D. N. & E. Walter warehouse and office building, be laid over until the next regular meeting pending reports from the Fire Department and the Building Department relative to this matter. Grayson, Traffic Engineer, dated December 1, 1961, with reference to parking in front of property located at 5516 Santa Fe Avenue, recommending that the limited-time parking zone be eliminated, was read. (Copy to each member of the City Council) It was moved by Anderson, seconded by Poxon, that communi- cation from the Traffic Engineer, dated December 1, 1961, with reference to the limited-time parking zone in front of the property located at 5516 Santa Fe Avenue, be laid over until the next regular meeting. Motion carried. Communication from Robert H. King, Superintendent, Water & Sewer Systems, and A. E. Nelson, Jr., City Engineer, dated December 1, 1961, with reference to request from Charles M. King for an easement for road purposes to the southerly 20 feet of Lot 7 for a distance of 200 feet, was read. (Copy to each member of the City Council) It was moved by Malburg, seconded by Anderson, that the request of Charles M. Communication from the County of Los Angeles, Registrar of Voters Department, dated December 1, 1961, requesting permission to use the Boy Scout Hut, 2265 E. 38th Street, as a polling place, for the Direct Primary Election, on June 5, 1962, and the General Election on November 6, 1962, was read. It was moved by Anderson, seconded by Poxon, that the request of the County of Los Angeles, Registrar of Voters Department, dated December 1, 1961, be approved. Motion carried. Communication from R. H. Bockhacker, Police Chief, dated December 4, 1961, advising that he sent Sgt. Sweeney to Fresno, California, on November 29, 1961, to attend a two-day Conference on Narcotics, and requesting that a $50.00 expenditure from the Department's Petty Cash Fund covering Sgt. Sweeney's expenses, be approved, was read. It was moved by Anderson, seconded by Poxon, that the request of the Police Chief, dated December 4, 1961, be approved. Motion carried. . Report of Police Department activities for the period November 16 - 30, 1961, inclusive, was presented. It was moved by Malburg, seconded by Poxon, that the report of Police Department activities be received and filed. Motion carried. Communication from Arthur E. Nelson, Jr., City Engineer, dated December 5, 1961, with reference to bids received for the construction of Santa Fe Avenue sewer in accordance with Contract No. 272, recommending that the contract be awarded to George Miller Construction Company on the basis of their bid of $15,781.25, was read. 389 I I -6- 12/5/61 Resolution No. 2514 - A Resolution of the City Council of the City of Vernon accepting the bid of George Miller Construction Company for the construction of a sanitary sewer in Santa Fe Avenue from 57th Street to Slauson Avenue, in accordance with Contract No. 272 of said City, was read. It was moved by Anderson, seconded by Malburg, that Resolution No. 2514 be approved and adopted. Motion carried. Van Pelt, Inc. has delivered one Eigh~~oot Fire Tower and Ladder Truck Motor Fire Apparatus in accordance with Specifications No. 254, and recommending that this equipment be accepted and that authority be granted to pay for same in accordance with the contract, was read. It was moved by Poxon, seconded by Anderson, that the City Attorney be instructed to draft a resolution accepting one Eighty- Foot Fire Tower and Ladder Truck Motor Fire Apparatus delivered by P. E. Van Pelt, Inc. in accordance with Specifications No. 254,. Motion carried. Discussion was held with reference to proposed ordinance, which was transmitted by the League of California Cities under date of October 16, 1961, amending local sales and use tax ordinances administered by the State Board of Equalization pursuant to the Bradley-Burns Uniform Local Sales and Use Tax Law, said amendment necessary due to changes made by the 1961 Legislature in the Bradley- Burns Law. It was moved by Anderson, seconded by Poxon, that an ordinance to amend the Uniform Local Sales and Use Tax Ordinance, be read by title for a first reading. Ordinance No. 739 - An Ordinance to amend the Uniform Local Sales and Use Tax Ordinance, was read for a first reading by title. It was moved by Anderson, seconded by Poxon, that Ordinance No. 739 receive and pass a first reading. Motion carried.
