MINUTES OF A REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON
HELD DECEMBER 19, 1961 AT TWO O'CLOCK
P.M. IN THE COUNCIL CHAMBERS OF THE
CITY HALL LOCATED AT 4305 SANTA FE
AVENUE t VERNON t CALIFORNIA.

The meeting was called to order by Mayor pro tempore
L. C. Malburg.
It was moved by Poxon, seconded by Anderson, that minutes
of the meeting of December 5, 1961 be approved as written and
submitted. Motion carried.
Communication from D. D. Grayson, Traffic Engineer, dated
December 1, 1961, with reference to parking in front of property
located at 5516 Santa Fe Avenue, recommending that the limited-time
parking zone be eliminated, was read. (Copy to each member of the
City Council) (Laid over at meeting of 12/5/61)
Mr. George Amberg, Sales Manager, Baillie Machinery Corp.,
appeared before the City Council with reference to limited-time
parking in front of the property located at 5516 Santa Fe Avenue.
It was moved by Anderson, seconded by Mail1iard, that
parking in front of the property at 5516 Santa Fe Avenue be
prohibited from 6:00 a.m. to 9:30 a.m. and from 3:00 p.m. to 6:00
p.m.; and that limited-time parking be permitted from 9:30 a.m.
to 3:00 p.m. Motion carried.
Communication from C. E. Nemethi, M.D., Health Officer,
dated December 12, 1961, requesting authority to employ Mr. Louis S.
Hauger, R.S., as Deputy Director of Sanitation, Grade 2, effective
January 1, 1962; and requesting authority to pay Mr. Hauger the
sum of $75.00 per month for the use of his private automobile in
the service of the City, was read.
It was moved by Anderson, seconded by Mailliard, that the
requests of the Health Officer, dated December 12, 1961, be approved.
Motion carried.
Mr. Chas. M. King appeared before the City Council on
behalf of his request, dated November 15, 1961, for an easement
for road purposes to the southerly twenty feet of Lot 7 for a
distance of 200 feet.
No action was taken by the City Council.
Communication from D. D. Grayson, Traffic Engineer, dated
December 1, 1961, with reference to communication from Greenbaum,
Baker and Ancel, Attorneys at Law, dated November 21, 1961, with
which they transmitted two copies of a proposed plot plan for the
new D. N. & E. Walter warehouse and office building to be located
on the former Pacific Nut Oil property, transmitting frontage
improvement plans, and recommending that said plans be approved and
that frontage improvements shown on these plans be required, was

Communication from R. H. Bockhacker, Police Chief, dated
December 4, 1961, with reference to request for the installation of
a traffic signal for the primary purpose of serving the new D. N. &
E. Walter warehouse and office building, recommending that this
request be denied, was read. (Copy to each member of the City
Council) (Laid over at meeting of 12/5/61)
Communication from J. S. Colton, Building Engineer, dated
December 15, 1961, with reference to the proposed D. N. & E. Walter
warehouse at Bandini Blvd. and Ayers Ave., was read. (Copy to each
member of the City Council)
Communication from L. C. Husted, Fire Chief, dated
December 20, 1961, with reference to preliminary plot plans for
the D. N. & E. Walter warehouse and office building, was read.
It was moved by Anderson, seconded by Poxon, that the
proposed plot plan for the new D. N. & E. Walter warehouse and
office building be approved subject to compliance with requirements
of the various City departments. Motion carried.
It was moved by Anderson, seconded by Poxon, that
Ordinance No. 739 receive a second reading in full. Motion carried.
Ordinance No. 739 - An Ordinance to amend the Uniform Local
Sales and Use Tax Ordinance, was read in full for a second reading.
It was moved by Anderson, seconded by Poxon, that
Ordinance No. 739 receive and pass a second reading. Motion carried.

It was moved by Anderson, seconded by Poxon, that
Ordinance No. 739 receive a third and final reading by title.
Motion carried.
Ordinance No. 739 - An Ordinance to amend the Uniform
Local Sales and Use Tax Ordinance, was read for a third and final
reading by title.
It was moved by Anderson, seconded by Poxon, that
Ordinance No. 739 receive and pass a third reading and be adopted.
Motion carried.

Communication from Joe Bell Catering requesting a license
to sell food and drinks at 4890 So. Alameda Street, was read.
It was moved by Poxon, seconded by Mailliard, that the
request of Joe Bell Catering be referred to the Health Department
with power to act. Motion carried.
Communication from Vernon Coffee Equipment requesting a
license to manufacture new and recondition used coffee brewing
equipment at 4560 Pacific Blvd., was read.

It was moved by Poxon, seconded by Mailliard, that the
request of Vernon Coffee Equipment be approved and license granted.
Motion carried.
Copy of a communication from Owens-Illinois Glass Company,
dated December 11, 1961, addressed to the attention of D. D. Grayson,
Traffic Engineer, with reference to the proposed plan to restrict
on-street parking on Fruitland Avenue, was read. (Copy to each
member of the City Council)
It was moved by Anderson, seconded by poxon, that copy of
a communication from Owens-Illinois Glass Company, dated December
11, 1961, addressed to the attention of D. D. Grayson, Traffic
Engineer, be laid over until the next regular meeting. Motion
carried.
Communication from Shoreline Planning Association of
California, Incorporated, dated December 11, 1961, extending an
invitation to attend the Annual Conference of the Shoreline Planning
Association of California, Inc., to be held at the Golden Tee Motel
in Morro Bay, California, January 19, 1961, was read.
It was moved by Anderson, seconded by Poxon, that communi-
cation from Shoreline Planning Association of California,
Incorporated, dated December 11, 1961, be received and filed.
Motion carried.
Claim for damages, dated November 21, 1961, against City
of Vernon by Dolores Carrillo, was presented.
It was moved by Anderson, seconded by Poxon, that claim
for damages, dated November 21, 1961, against the City of Vernon
by Dolores Carrillo, be denied. Motion carried.
Copy of Application of Pacific Coast Terminal Warehouse
Co. before the Public Utilities Commission of the State of
California for a certificate of public convenience and necessity
authorizing enlargement of warehouse space, was read.
It was moved by Anderson, seconded by Mai1liard, that copy
of Application of Pacific Coast Terminal Warehouse Co. before the
Public Utilities Commission of the State of California be received
and filed. Motion carried.
Communication from L. Pete Jensen, Mayor pro tempore of
Gardena, dated December 8, 1961, with reference to a resolution he
presented to the League of California Cities, Los Angeles County
Division, on December 7, 1961, requesting the League to be morally
consistent in its stand on commercialized gambling, was read. (Copy
to each member of the City Council)
It was moved by Anderson, seconded by Poxon, that communi-
cation from L. Pete Jensen, Mayor pro tempore of Gardena, dated
December 8, 1961, be received and filed. Motion carried.
Communication from the City of Bell Gardens, dated
December 14, 1961, transmitting a copy of its Resolution No. 61-51
requesting the General Services Administration to convey land from
the Cheli Air Force Depot for Junior College purposes, was read.

It was moved by Anderson, seconded by Poxon, that communi-
cation from the City of Bell Gardens, dated December 14, 1961,
together with copy of Resolution No. 61-51, be received and filed.
Motion carried.
Communication from George C. Winkler, Engineering Depart-
ments employee, dated December 7, 1961, submitting his application
to lease a city-owned two-bedroom apartment, was read.
It was moved by Poxon, seconded by Mailliard, that
communication from George C. Winkler be received and filed for
future consideration. Motion carried.
Report of Health Department activities for the month of
November, 1961, was presented.
It was moved by Anderson, seconded by Poxon, that the
report of Health Department activities be received and filed.
Motion carried.
Communication from R. H. Bockhacker, Chief of Police,
dated December 8, 1961, advising that he has no objection to
locating the Superior Courts in the City of Downey, was read.
Communication from John B. Moore, Administrative Officer,
dated December 15, 1961, with reference to the location of Southeast
District Court facilities, was read.
It was moved by Anderson, seconded by Poxon, that communi-
cation from the Police Chief, dated December 8, 1961, and communi-
cation from the Administrative Officer, dated December 15, 1961,
be received and filed. Motion carried.
Communication from J. S. Colton, Building Engineer, dated
December 12, 1961, requesting permission to advance Anna Marie Dorsey
from Stenographer-File Clerk Grade 2 to Grade 1, effective January
1, 1962, was read.
It was moved by Anderson, seconded by Mail1iard, that the
request of the Building Engineer, dated December 12, 1961, be
approved. Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
December 8, 1961, requesting authority to purchase an addition to the
Inter-communication System for the Police Department at an approxi-
mate cost of $308.52, was read. (Copy to each member of the City
Council)
It was moved by poxon, seconded by Anderson, that the
request of the Police Chief, dated December 8, 1961, be approved.
Motion carried.
Communication, was read, from R. H. Bockhacker, Police
Chief, dated December 13, 1961, recommending that the following
personnel be advanced in grade, effective January 1, 1962:

Communication from D. D. Grayson, Traffic Engineer, dated
December 15, 1961, advising that Ben Barclay Motors has delivered
two C-600 dump trucks in accordance with Contract No. 268, and
recommending that the two dump trucks be accepted and that authority
be granted to pay for same in accordance with the terms of the
contract, was read.
Resolution No. 2517 - A Resolution of the City Council of
the City of Vernon accepting two dump trucks in accordance with
Contract No. 268 heretofore approved by the City of Vernon, was read.
It was moved by Poxon, seconded by Mail1iard, that
Resolution No. 2517 be approved and adopted. Motion carried.

Report of Police Department activities for the period
December 1 - 15, 1961, inclusive, was presented.
It was moved by Anderson, seconded by Mai1liard, that

December 15, 1961, requesting authority to advance James R. Persons
to Engineering Aide II, Step 4, effective January 1, 1962, as he
has satisfactorily completed his probationary period, was read.
It was moved by Mai11iard, seconded by Poxon, that the
request of the Engineering Departments, dated December 15, 1961,
be approved. Motion carried.

has satisfactorily completed his probationary period, was read.

December 15, 1961, transmitting a Resolution approving the planned
control and reduction of ground water pumping in Central Basin,
which was adopted by its Board of Directors on December 12, 1961,
was read.
It was moved by Anderson, seconded by Poxon, that communi-
cation from the Vernon Chamber of Commerce, dated December 15, 1961,
together with Resolution, be received and filed. Motion carried.
Communication from the City of Lakewood, dated December
13, 1961, transmitting a copy of its Resolution No. 1202 urging
support for Federal leadership in a Civil Defense Program, was read.
It was moved by Anderson, seconded by Poxon, that communi-
cation from the City of Lakewood, dated December 13, 1961, together
with copy of Resolution No. 1202, be received and filed. Motion
carried.

Communication from D. D. Grayson, Traffic Engineer, dated
December 11, 1961, transmitting an easement for street purposes from
Equitable Life Assurance Society of the United States covering the
Northwest corner of Boyle Avenue and 46th Street, and recommending
that this easement be accepted and the grantor be notified of
official recordation, was read.
It was moved by poxon, seconded by Mailliard, that easement
for street purposes from Equitable Life Assurance Society of the
United States be accepted, and that the Mayor and the City Clerk
be authorized to execute Certificate of Acceptance. Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
December 18, 1961, recommending that flashing yellow lights and/or
a reflector sign be installed on the west side of Santa Fe Avenue,
indicating to drivers that Vernon Avenue dead-ends at this location,
was read.
It was moved by Anderson, seconded by Poxon, that the
recommendation of the Police Chief, dated December 18, 1961, be
approved. Motion carried.
Resolution No. 2518 - A Resolution of the City Council of
the City of Vernon accepting one Eighty-Foot Fire Tower and Ladder
Truck Motor Fire Apparatus, in accordance with Specifications No.
254. heretofore approved by the City of Vernon, was read.
It was moved by Anderson, seconded by Mailliard, that
Resolution No. 2518 be approved and adopted. Motion carried.

1961), was examined and audited.
It was moved by Mailliard, seconded by Poxon, that IIpayroll
Warrant Register No. 53" be approved and payment authorized for
Demands Nos. 530 to 543 (both inclusive), with no exceptions.
