MINUTES OF A REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON
HELD JANUARY 2, 1962 AT TWO O'CLOCK
P.M. IN THE COUNCIL CHAMBERS OF THE
CITY HALL LOCATED AT 4305 SANTA FE
AVENUE, VERNON, CALIFORNIA.
COUNCIL PRESENT: Anderson, Furlong, Mai11iard, Malburg, Poxon
COUNCIL ABSENT: None
The meeting was called to order by Mayor R. J. Furlong.
It was moved by Poxon, seconded by Anderson, that minutes
of the meeting of December 27, 1961 be approved as written and
submitted. Motion carried.
Copy of a communication from Owens-Illinois Glass Company,
dated December 11, 1961, addressed to the attention of D. D. Grayson,
Traffic Engineer, with reference to the proposed plan to restrict
on-street parking on Fruitland Avenue, was read. (Copy to each
member of the City Council) (Laid over at meeting of l2/19/61)
Communication from D. D. Grayson, Traffic Engineer, dated
December 29, 1961, transmitting a report on a traffic study of the
newly reconstructed portion of Fruitland Avenue, was read. (Copy
to each member of the City Council)
It was moved by Malburg, seconded by Poxon, that parking
be permitted on Fruitland Avenue between Soto Street and Downey Road,
except that parking be prohibited on the north side of Fruitland
Avenue from 6:00 a.m. to 9:00 a.m.; that parking be prohibited on
the south side of Fruitland Avenue from 4:00 p.m. to 6:00 p.m.; and
that parking be prohibited near the intersections. Motion carried.
Communication from R. H. King, Superintendent, Water &
Sewer Systems, dated December 27, 1961, submitting Contract No. 264
for Well No. 14. - Equipment and Site Improvement, and recommending
that said contract be approved and that authority be granted to
advertise for bids, was read.
Resolution No. 2515 - A Resolution of the City Council of
the City of Vernon approving Contract No. 264 for Well No. 14. -
Equipment and Site Improvement, and determining the general
prevailing rate of per diem wages, was read.
It was moved by Poxon, seconded by Malburg, that
Resolution No. 2515 be approved and adopted. Motion carried.

Resolution No. 2516 - A Resolution of the City Council of
the City of Vernon directing the giving of notice inviting sealed
proposals or bids for Well No. 14 - Equipment and Site Improvement,
in accordance with Contract No. 264 of the City of Vernon, was read.
It was moved by Anderson, seconded by Poxon, that
Resolution No. 2516 be approved and adopted. Motion carried.

Communication from the League of California Cities, dated
December 18, 1961, advising that there will be a special meeting of
the League in Sacramento on February 1-2, 1962 for the purpose of
discussing and formulating League policy on metropolitan government;
and urging as many cities as possible to send at least one Mayor or
Councilman who can express the views of his city on this important
subject, was read. (Copy to each member of the City Council)
It was moved by Anderson, seconded by ~m1burg, that
communication from the League of California Cities, dated December
18, 1961, be received and filed. Motion carried.
Communication from the City of Duarte, dated December 26,
1961, transmitting a copy of its Resolution No. 6l-113 relative to
State legislative problems of ~~nicipal concern, was read.
It was moved by Anderson, seconded by Mai11iard, that
communication from the City of Duarte, dated December 26, 1961,
together with copy of its Resolution No. 61-113, be received and
filed. Motion carried.
Communication from the Law Office of Coyle and Cooper,
dated December 28, 1961, requesting the zoning on certain real
property in the City of Vernon which is owned by their client,
Republic Corporation, was read.
It was moved by Anderson, seconded by Malburg, that the
City Clerk be authorized to answer letter from the Law Office of
Coyle and Cooper, dated December 28, 1961. Motion carried.
Copy of Decision No. 62985 of the Public Utilities
Commission of the State of California in the Matter of the
Application of Westland Warehouses, Inc., for authority to discon-
tinue its business and operations as a warehouseman, and Application
of Pacific Coast Terminal Warehouse Co. for a certificate of public
convenience and necessity authorizing enlargement of warehouse
space, was read.
It was moved by Anderson, seconded by Poxon, that copy of
Decision No. 62985 of the Public Utilities Commission of the State
of California be received and filed. Motion carried.
Copy of Decision No. 62990 of the Public Utilities
Commission of the State of California on Case No. 7173 - Investi-
gation for the purpose of establishing a list for the year 1962 of
railroad grade crossings of city streets or county roads most
urgently in need of separation, or existing separations in need of
alteration or reconstruction as contemplated by Section 189 of the
Streets and Highways Code, was read. (Copy to each member of the
City Council)
It was moved by Anderson, seconded by Mail1iard, that copy
of Decision No. 62990 of the Public Utilities Commission of the
State of California be received and filed. Motion carried.
Report of Police Department activities for the period
December 16 - 31, 1961, inclusive, was presented.
It was moved by Malburg, seconded by Poxon, that the
report of Police Department activities be received and filed.
Motion carried.

Communication from League of California Cities) Los Angeles
County Division, dated December 26, 1961) advising that it has
proposed that the County of Los Angeles adopt a new distribution
formula for gasoline tax funds which are subvented to the County by
the State, and requesting that the City of Vernon adopt a resolution
reconfirming its position and send a copy to its Supervisor, was
read.
It was moved by Anderson, seconded by Mail1iard, that
communication from the League of California Cities, Los Angeles
County Division, dated December 26, 1961, be received and filed.
Motion carried.
Communication from Mr. Chester Schaffer, dated December
23, 1961, stating that it is his thought that the City of Vernon
repossess its electric system and operate it, was read.
It was moved by Anderson, seconded by Paxon, that communi-
cation from Mr. Chester Schaffer, dated December 23, 1961, be
received and filed. Motion carried.
Claim for Damages, dated December 29, 1961, against the
City of Vernon by Mrs. Helen M. Towns for personal injuries and
medical treatment resulting from a pedestrian accident which occurred
on October 2, 1961, in front of National Lead Company, was read.
It was moved by Paxon, seconded by Anderson, that Claim
for Damages, dated December 29, 1961, against the City of Vernon
by Mrs. Helen M. Towns, be referred to the City Attorney and to the
City's insurance carrier for necessary action. Motion carried.
Communication from Southern California Edison Company,
dated January 2, 1962, addressed to Mayor R. J. Furlong, acknowl-
edging receipt of letter, dated December 27, 1961, relative to
Edison's service in the City of Vernon, was read.
It was moved by Anderson, seconded by Malburg, that Darling,
Shattuck & Edmonds, Special Counsel, and Haskins & Sells, Certified
Public Accountants, be engaged to provide any and all reasonably
necessary or convenient professional services in connection with the
City of Vernon's exercise of its right of possession of its
electric distribution system and the ultimate operation of same
and related matters. Motion carried.
It was moved by Malburg, seconded by Poxon, that the
Consulting Electrical Engineer, the City Attorney, Special Counsel,
the Administrative Officer and Haskins & Sells be authorized to
meet with representatives of the Southern California Edison Company
for the purpose of making definite arrangements for transfer of
possession of the system to the City of Vernon as of February 1,
1962; to settle the terms and conditions of Edison's operation of
the system for Vernon for a limited period from and after February
1, 1962; and to take any other steps necessary in connection with
the repossession of the City of Vernon's electrical distribution
system and its operation. Motion carried.
Report of Carl A. Heinze, Consulting Electrical Engineer,
on operation of electrical system by Southern California Edison
Company for the month of October 1961, was read.

It was moved by Anderson, seconded by Poxon, that the
report of the Consulting Electrical Engineer be received and filed.
Motion carried.

It was moved by Poxon, seconded by Anderson, that

and permits granted. Motion carried.

"Warrant Register No. 108H covering claims and demands
presented during the period December 16 to 31, 1961, which includes
Demands Nos. 7338 to 7467 (both inclusive), drawn on the California
Bank, totaling $133,266.62 (accounting period January, 1962), was
examined and audited.
It was moved by Poxon, seconded by Anderson, that
'~arrant Register No. 108" be approved and payment authorized for
Demands Nos. 7338 to 7467 (both inclusive), with no exceptions.
Motion carried.
