IN THE COUNCIL CHA~mERS OF THE CITY HALL LOCATED AT 4305 SANTA FE AVENUE ~ VERNON, CALIFORNIA. COUNCIL PRESENT: Anderson, Furlong, Mailliard, Malburg, poxon COUNCIL ABSENT: None The meeting was called to order by Mayor R. J. Furlong. It was moved by Poxon, seconded by Anderson, that minutes of the meeting of January 2, 1962 be approved as written and submitted. Motion carried. Communication from Quick Service Transfer Co. requesting a license to conduct a trucking business at 4001 E. Washington lllvd., was read. It was moved by Anderson, seconded by poxon, that the request of Quick Service Transfer Co. be approved and license granted. Motion carried. Communication from Darrel L. Atkins requesting a license to conduct a business of maintaining and repairing trucks for Goldring Packing Co., Inc. at 3258 Bandini Blvd., was read. It was moved by Poxon, seconded by Malburg, that the request of Darrel L. Atkins be approved and license granted. Motion carried. Communication from the Public Utilities Commission, State of California, dated January 2, 1962, transmitting certain additions and changes to the Commission's General Order No. 95, "Rules for Overhead Electric Line Construction", effective January 2, 1962, was read. It was moved by Poxon, seconded by Anderson, that communi- cation from the Public Utilities Commission, State of California, dated January 2, 1962, together with certain additions and changes to the Commission's General Order No. 95, "Rules for Overhead El.ectric Line Constructionll, be referred to the Consulting Electrical Engineer for study. Motion carried. Communications, were read, with reference to the Vernon- Edison matter from the following: Bechtel Corporation California Cotton Oil Corporation Quality Foundry Inc. (Copy of each to each member of the City Council) It was moved by Poxon, seconded by Mailliard, that communi- cations with reference to the Vernon-Edison matter from various firms be received and filed. Motion carried. Communication from Central Basin Water Association, dated January 10, 1962, extending an invitation to attend the next regular meeting of the Board of Directors of said Association to be held at the Huntington Park Elks Club at 6:30 o'clock p.m. on Thursday, February 1, 1962, was read. 4ts I I -2- 1/16/62 It was moved by Anderson, seconded by Malburg, that communi-. cation from Central Basin Water Association, dated January 10, 1962, be referred to Mayor Furlong. Motion carried. Petition received by the City Clerk on January 9, 1962 for annexation to the City of Vernon purportedly bearing signatures of twenty-five percent of the landowners by area and assessed valuation in the territory proposed to be annexed to the City of Vernon, was read. It was moved by Anderson, seconded by Malbur& that petitio4 received by the City Clerk on January 9, 1962 be referred to the City Attorney and the City Engineer for study and report. Motion carried. Communication, was read, from F. A. Ziemer, City Clerk, dated January 12, 1962, recommending that the following personnel be advanced in grade, effective January 16, 1962: Rita M. Luich from Stenographer-Switchboard Operator, Grade 5 to Grade 4 Mary R. Cannon from Clerk-Purchasing Department, Grade 3 to Grade 2 It was moved by Mai1liard, seconded by Poxon, that the recommendation of the City Clerk, dated January 12, 1962, be approved. Motion carried. Communication from C. E. Nemethi, M.D., Health Officer, dated January 3, 1962, requesting authority for Rachel Richter to attend the California Nurses Association Intersectional Workshop at Asilomar from March 1 to 3, 1962, with an expense allowance of $100.47, was read. It was moved by Poxon, seconded by Mailliard, that the request of the Health Officer, dated January 3, 1962, be approved and authority granted to issue warrant to Rachel Richter in the amount of $100.47. Motion carried. Communication from J. S. Colton, Building Engineer, dated January 9, 1962, requesting authority to advance Riter C. Taylor from Building Inspector, Grade 2 to Grade 1, effective February 1, 1962, as he will have satisfactorily completed his probationary period, was read. It was moved by Anderson, seconded by Poxon, that the request of the Building Engineer, dated January 9, 1962, be approved. Motion carried. Communication from the Engineering Departments, dated January 3, 1962, requesting authority to purchase one welder, Lincoln Idealarc 250 AC/nc Type K-l053 or equal, complete with accessories as sp-ecified in Contract #271, Schedule V, at an approximate cost of $500.00, was read. It was moved by Poxon, seconded by Anderson, that the request of the Engineering Departments, dated January 3, 1962, be approved. Motion carried. fi6 1 I -3- 1/16/62 Communication from L. C. Husted, Fire Chief, dated January 9, 1962, requesting authority to purchase one B1aco hose washer at a price of $130 plus tax, was read. It was moved by Poxon, seconded by Anderson, that the request of the Fire Chief, dated January 9, 1962, be approved. Motion carried. Communication from L. C. Husted, Fire Chief, dated January 9, 1962, requesting authority to purchase one twenty-ton hydraulic jack for use in the Fire Department garage, was read. It was moved by Anderson, seconded by Malburg, that the request of the Fire Chief, dated January 9, 1962, be approved. Motion carried. Communication from R. H. King, Superintendent, Water & Sewer Systems, dated January 11, 1962, requesting authority to purchase a Reed H-12 pipe cutter at a cost of approximately $125.00, was read. It was moved by Mail1iard, seconded by Malburg, that the request of the Superintendent, Water & Sewer Systems, dated January 11, 1962, be approved. Motion carried. Communication from R. H. Bockhacker, Police Chief, dated January 4, 1962, advising that all members of the Police Department, who were eligible, have taken their 1961 vacations, and listing the inclusive dates of the vacations taken by each member, was read. It was moved by Malburg, seconded by Mailliard, that communication from the Police Chief, dated January 4, 1962, be received and filed. Motion carried. Communication, was read, from R. H. Bockhacker, Police Chief, dated January 10, 1962, requesting that the following personnel be advanced in grade, effective January 16, 1962: John H. Gavin from Policeman Grade 3 to Grade 2 Gilbert E. Veine from Policeman Grade 4 to Grade 3 It was moved by Anderson, seconded by Poxon, that the request of the Police Chief, dated January 10, 1962, be approved. Motion carried. Communication from R. H. Bockhacker, Police Chief, dated January 10, 1962, recommending that Sergeant Sweeney be suspended one day, without pay, effective January 15, 1962, was read. (Copy to each member of the City Council) It was moved by Poxon, seconded by Malburg, that the recommendation of the Police Chief, dated January 10, 1962, be approved. Motion carried. Communication from R. H. Bockhacker, Police Chief, dated January 10, 1962, advising that Sergeant R. D. Harrison has been absent from duty due to illness since December 22, 1961, and recom- mending that he be placed on Leave of Absence, with pay, was read. Harrison be placed on Leave of Absence, with pay, pending further report from the Police Chief. Motion carried. Report of Health Department activities for the month of December, 1961, was presented. (Copy to each member of the City Council) It was moved by Poxon, seconded by Anderson, that the report of Health Department activities be received and filed. Motion carried. Communication from R. H. Bockhacker, Police Chief, dated January 10, 1962, requesting authority to attend the Attorney General meeting in Palo Alto, California, from February 7 to 10, 1962, with an expense allowance of $133.29, was read. It was moved by Anderson, seconded by Malburg, that the request of the Police Chief, dated January 10, 1962, be approved and authority granted to issue warrant to R. H. Bockhacker in the amount of $133.29. Motion carried. Communication from R. H. Bockhacker, Police Chief, dated January 12, 1962, requesting authority to employ Patrick Anthony Taylor and Jack L. Reinholtz as Policemen, Grade 4, effective January 16, 1962, was read. It was moved by Poxon, seconded by Anderson, that the request of the Police Chief, dated January 12, 1962, be approved. Motion carried. Activity Log of the Police Department for the period January 1 - 14, 1962 inclusive, was presented. It was moved by Malburg, seconded by Poxon, that Activity Log of the Police Department be received and filed. Motion carried. Communication from Chas. M. King, dated January 12, 1962, with reference to his request to use 20 feet of the south portion of Lot 7, known as 3550 E. Vernon Avenue, for road purposes, was read. (Copy to each member of the City Council) It was moved by Poxon, seconded by Mailliard, that Chas. M. King be granted a license to use the southerly 20 feet of Lot 7, known as 3550 E. Vernon Avenue, for a distance of 200 feet for road purposes; and that the City Attorney be instructed to draft a license agreement to be presented to the City Council for formal approval. It was moved by Anderson, seconded by Poxon, that the request of the Traffic Engineer, dated January 12, 1962, be approved. Motion carried. 4.:18 I I -5- 1/16/62 Communication from D. D. Grayson, Traffic Engineer, dated January 11, 1962, transmitting a proposed ordinance establishing building setback lines on Bandini Boulevard, and recommending that this ordinance be adopted, was read. It was moved by Malburg, seconded by Poxon, that the City Attorney be instructed to draft an ordinance establishing building setback lines on Bandini Boulevard. Motion carried. Communication from John B. Moore, Administrative Officer, dated January 12, 1962, with reference to compensation of Adminis- trative Officer with relation to problems affecting electrical distribution system, was read. (Copy to each member of the City Council:: It was moved by Anderson, seconded by Mailliard, that the Administrative Officer receive compensation for services related to the electric power distribution system of the City of Vernon at the rate of $25.00 per hour in addition to the compensation which has previously been established for his regular and usual services, said additional compensation to be for a period of three months, and at the end of the three month period, the Administrative Officer make a report to the City Council to determine if it is necessary to continue this arrangement. Motion carried. Ayes: Anderson, Furlong, Mailliard, Poxon Noes: Malburg Absent: None Communication from the Engineering Departments, dated January 12, 1962, transmitting a report on the Public Works Facility Warehouse Operations and Stock Control System, and recom- mending that authority be granted to negotiate a short term contract for the tabulation of warehouse transactions, as outlined, was read. (Copy to each member of the City Council) It was moved by Anderson, seconded by Poxon, that the Engineering Departments be authorized to negotiate a short term contract for the tabulation of warehouse transactions, said tabulation to exclude items of the Fire Department, Police Department and Civil Defense. Motion carried. Communication from R. H. King, Superintendent, Water & Sewer Systems, dated January 12, 1962, with reference to sewer maintenance in the Bandini and Riverside annexed areas, recommending that the City of Vernon withdraw the Bandini and Riverside annexations from the Consolidated Sewer Maintenance District and accept the proposal of Rodding-Cleaning Machines, Inc. to add the maintenance of these sewers to the present contract, was read. (Copy to each member of the City Council) It was moved by Anderson, seconded by Poxon, that the City Attorney be instructed to draft a resolution withdrawing the Bandini and Riverside annexations from the Consolidated Sewer Maintenance District, and that, in accordance with the proposal of Rodding-Cleaning Machines, Inc., the maintenance of these sewers be added to the present contract at an increased cost of $968.04 per year, when said annexations have been withdrawn from the Consolidated Sewer Maintenance District. Motion carried. 419 I I -6- 1/16/62 Communication from Great Western Chemical Company of Los Angeles requesting a license to conduct a business of ware- housing industrial and agricultural chemicals at 4615 Bandini Blvd., was read. It was moved by Malburg, seconded by Mailliard, that the request of Great Western Chemical Company of Los Angeles be referred to the Fire Department with power to act. Motion carried. Communication from F. A. Ziemer, City Clerk, dated January 15, 1962, requesting authority for Brooks Carden, Purchasing Agent, to attend the California State, County & Municipal Purchasing Agents' Association Conference to be held in Long Beach, California, from J~~uary 31 to February 2, 1962, with an expense allowance of $45.75, was read. It was moved by Anderson, seconded by Poxon, that the request of the City Clerk, dated January 15, 1962, be approved and authori.ty granted to issue warrant to Brooks Carden in the amount of $45.75. Motion carried. Communication from L. C. Husted, Fire Chief, dated January 10, 1962, requesting authority to purchase one new Christie 6/12 volt Battery Charger, Model QL BD, for use in the Fire Depart- ment garage, was read. It was moved by Poxon, seconded by Anderson, that the request of the Fire Chief, dated January 10, 1962, be approved. Motion carried. Communication from L. C. Husted, Fire Chief, dated January 11, 1962, requesting authority to purchase one Athol Machinists' Vise, No. 625 (swivel base), jaw width five inches, for use in the Fire Department garage, was read. It was moved by Poxon, seconded by Anderson, that the request of the Fire Chief, dated January 11, 1962, be approved. Motion carried. It was moved by Anderson, seconded by Poxon, that Ordinance No. 741 be read in full. Motion carried. Ordinance No. 741 - An Ordinance of the City of Vernon amending Ordinance No. 740'fixing the rates to be charged for electrical energy distributed and supplied by the said City of Vernon within its boundaries, was read in full. It was moved by Anderson, seconded by Paxon, that Ordinance No. 741 be passed and adopted. Motion carried. Ayes: Anderson, Furlong, Mailliard, Malburg, poxon Noes: None Absent: None Communication from Ralph Camping requesting a license to conduct a business of skinning fresh dead calves and fresh dead cows daily at a location on Bandini Boulevard, was read. It was moved by Anderson, seconded by Poxon, that the request of Ralph Camping be referred to the Health Department and the City Attorney for investigation and report. Motion carried. 420 I II -7- 1/16/62 Communication from Norman Pitt, Inc. requesting a license to conduct a business of Consulting Engineers at 3009 E. 44th Street, was read. It was moved by Anderson, seconded by Poxon, that the request of Norman Pitt, Inc. be approved and license granted. Motion carried. Communication from Southern California Edison Company, dated January 15, 1962, addressed to Mr. John B. Moore, Adminis- trative Officer, with reference to the operation of the Vernon electrical distribution system after January 31, 1962, was read. (Copy to each member of the City Council) It was moved by Anderson, seconded by Poxon, that communi- cation from the Southern California Edison Company, dated January 15, 1962, addressed to the Administrative Officer, be laid over, and that representatives of the City of Vernon be authorized to continue to negotiate with representatives of Edison for the operation of the Vernon electrical distribution system after January 31, 1962. Motion carried. Communication from L. C. Husted, Fire Chief, dated January 15, 1962, advising that Fireman T. V. Mitchell has resigned effective January 9, 1962 and recommending that said resignation be accepted, was read. It was moved by Poxon, seconded by Anderson, that the request of Fireman T. V. Mitchell be accepted effective January 9, 1962. Motion carried. Resolution No. 2519 - A Resolution of the City Council of the City of Vernon authorizing and directing the City Treasurer to transfer monies from the Vernon City General Fund to the Vernon Light and Power Acquisition and Improvement Fund, was read. It was moved by Anderson, seconded by Malburg, that Resolution No. 2519 be approved and adopted. Motion carried. Ayes: Anderson, Furlong, Mailliard, Malburg, Poxon Noes: None Absent: None Carl A. Heinze, Consulting Electrical Engineer, reported that, in accordance with authority previously granted to him by the City Council, he has been able to engage the services of Mr. C. B. Bennett for the City of Vernon, on a temporary consulting basis, for a retainer fee of $1,250.00 per month, to assist the Consulting Electrical Engineer in performing any and all reasonably necessary services in connection with the repossession, organization and operation of the Vernon Electrical System and related matters. It was moved by Poxon, seconded by Anderson, that Consulting Electrical Engineer Heinze be authorized to also approve necessary and reasonable expenses for said Mr. Bennett in the performance of his services for the City.
