19620123 Regular City Council Meeting - Minutes I I MINUTES OF AN ADJOURNED REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF VERNON HELD JANUARY 23, 1962 AT 9: 00 O'CLOCK A. M. IN THE COUNCIL CHAMBERS OF THE CITY HALL LOCATED AT 4305 SANTA FE AVENUE, VERNON, CALIFORNIA. COUNCIL PRESENT: Anderson, Furlong, Mailliard, Malburg, Poxon COUNCIL ABSENT: None The meeting was called to order by Mayor R. J. Furlong. It was moved by Poxon, seconded by Anderson, that minutes of the meeting of January 16, 1962 be approved as written and submitted. Motion carried. Communication from Southern California Edison Company, dated January 15, 1962, addressed to Mr. John B. Moore, Administrative Officer, with reference to the operation of the Vernon electrical distribution system after January 31, 1962, was presented. (Copy to each member of the City Council) (Laid over at meeting of 1/16/62) Communication from John B. Moore, Administrative Officer, dated January 22, 1962, with reference to proposed extension of existing Edison Agreement, was read. (Copy to each member of the City Council) It was moved by Poxon, seconded by Anderson, that the Mayor and the City Clerk be authorized and directed to execute an agreement extending the existing agreement with Edison, which expires on the last day of January, 1962, to and including April 2, 1962; and that the representatives of the City of Vernon in the Vernon-Edison matter be instructed to inform Edison that upon execution of the extension agreement it is the intention of the City Council to pay to Edison the sum of $3,480,000.00 on April 2, 1962, and assert its right of possession to the Vernon ,distribution system on April 2, 1962. Motion carried. Communication from L. C. Husted, Fire Chief, dated January 19, 1962, requesting .uthority to purchase one new International C-112 Trave1a1l, SB 156085 E-2, to replace Rescue Unit 17 which was damaged beyond repair in accident which occurred December 14, 1961, was read. It was moved by Poxon, seconded by Mail1iard, that the request of the Fire Chief, dated January 19, 1962, be approved. Motion carried. Communication from R. H. Bockhacker, Police Chief, dated January 19, 1962, with reference to a new Section of the Vehicle Code which authorizes a city to pass a Resolution or Ordinance making the provisions of the Vehicle Code applicable on privately owned streets, requesting that the City Attorney and the Police Chief be granted permission to formally present certain questions, as outlined, to Assembly- man Willson in connection with this matter, in order to obtain an opinion from the Attorney General, was read. (Copy to each member of the City Council. It was moved by Anderson, seconded by Poxon, that the request of the Police Chief, dated January 19, 1962, be approved. Motion carried. A. ...~>t. A Resolution of the City Council of the City of Vernon requesting the Board of Supervisors of the County of Los Angeles to permit the Registrar of Voters of said County to render specified services to the City of Vernon, relating to the conduct of a General Municipal Election to be held in said City on April 10, 1962, was read. I It was moved by Poxon, seconded by Anderson, that Resolution No. 2523 be approved and adopted. Motion carried. Ayes: Anderson, Furlong, Mailliard, Malburg, Poxon Noes: None Absent: None Communication from Peirce and Company requesting a license to conduct a business of manufacturing carpets at 4613 Bandini Blvd., was read. It was moved by Poxon, seconded by Mailliard, that the request of Peirce and Company be referred to the Fire Depart- ment with power to act. Motion carried. Communication from Materials Handling Equipment Rental requesting that the City of Vernon accept one-quarter of the annual license fee as they are moving out of the City, was read. It was moved by Anderson, seconded by Poxon, that in accordance with Section 23 of Ordinance No. 710, the City Clerk be authorized to compromise claim for license fees levied against Materials Handling Equipment Rental. Motion carried. Communication from the Engineering Departments, dated January 18, 1962, requesting authority to advance Richard G. Munsell to Engineering Aide I, Step 4, effective February 16, 1962, as he will have satisfactorily completed his probationary period, was read. It was moved by Poxon, seconded by Mailliard, that the request of the Engineering Departments, dated January 18, 1962, be approved. Motion carried. I Communication from The Metropolitan Water District of Southern California, dated January 19, 1962, transmitting a copy of Resolution 6046 of its Board of Directors expressing its opposition to such a Multipurpose District Act as was proposed by Assembly Bill 2727 in the 1961 Session of the Legislature, was read. It was moved by Poxon, seconded by Malburg, that communication from The Metropolitan Water District of Southern California, dated January 19, 1962, together with copy of Resolution 604.6, be received and filed. Motion carried. Communication from L. C. Husted, Fire Chief, dated January 19, 1962, requesting that authority be granted to compensate Fireman T. V. Mitchell, who resigned on January 9, 1962, for his vacation time earned, was read. It was moved by Anderson, seconded by Poxon, that the request of the Fire Chief, dated January 19, 1962, be approved. Motion carried. A.~?6'" '::I,.. It was moved by Anderson, seconded by Poxon, that the request of Coutinho Caro & Company, Inc. be approved and license granted. Motion carried. I Copy of an Application of the County of Los Angeles for the construction of a grade separation on Downey Road under The Atchison, Topeka and Santa Fe Railway tracks, Crossing No. 2-144.5, in the City of Vernon, California, before the Public Utilities Commission of the State of California, was presented. It was moved by Anderson, seconded by Poxon, that the Public Utilities Commission, State of California, be notified that the City of Vernon will appear in the matter concerning the Application of the County of Los Angeles for the construction of a grade separation on Downey Road under The Atchison, Topeka and Santa Fe Railway tracks, Crossing No. 2-144.5, in the City of Vernon, and that the City of Vernon requests that it be notified of further proceedings in the matter. Motion carried. Communication from J. S. Colton, Building Engineer, dated January 22, 1962, requesting that Riter C. Taylor be allowed the sum of $64.00 from the Education and Training Budget appropriation to attend a special course in Building Department Administration at the University of Southern California, was read. request granted $64.00. It was moved by Poxon, seconded by Anderson, that the of the Building Engineer be approved and authority to issue warrant to Riter C. Taylor in the amount of Motion carried. Communication from the Crippled Children's Society of Los Angeles County, Inc., dated January 15, 1962, requesting permission to place coin containers in the City of Vernon during the forthcoming Easter Seal Campaign, was read. I It was moved by Anderson, seconded by Malburg, that the request of the Crippled Children's Society of Los Angeles County, Inc., dated January 15, 1962, be approved. Hotion carried. Resolution No. 2520 - A Resolution of the City Council of the City of Vernon withdrawing certain territory from the Consolidated Sewer Maintenance District, was read. It was moved by Anderson, seconded by Malburg, that Resolution No. 2520 be approved and adopted. Motion carried.
