IN THE COUNCIL CHAMBERS OF THE CITY HALL LOCATED AT 4305 SANTA FE AVENUE t VERNON t CALIFORNIA. COUNCIL PRESENT: Anderson, Furlong, Mailliard, Malburg, Poxon COUNCIL ABSENT: None The meeting was called to order by Mayor R. J. Furlong. It was moved by Poxon, seconded by Anderson, that minutes of the meeting of January 23, 1962 be approved as written and submitted. Motion carried. The Clerk announced that this was the time and place for opening of bids received for Well No. 14 - Equipment and Site Improvement, in accordance with Contract No. 264. It was moved by Anderson, seconded by Mail1iard, that the Clerk be instructed to open and read the bids submitted. Motion carried. Grayson, Traffic Engineer, dated January 24, 1962, submitting Contract No. 277 for installation of vehicle detectors at the intersection of Fruitland Avenue and Soto Street, and recommending that said contract be approved and that authority be granted to advertise for bids, was read. Resolution No. 2525 - A Resolution of the City Council of the City of Vernon approving Contract No. 277 and Plan No. T 1616 for installation of vehicle detectors at the intersection of Fruitland Avenue and Soto Street, and determining the general prevailing rate of per diem wages, was read. It was moved by Anderson, seconded by Mailliard, that Resolution No. 2525 be approved and adopted. Motion carried. Ayes: Anderson, Furlong, Mailliard, Malburg, Paxon Noes: None Absent: None Resolution No. 2526 - A Resolution of the City Council of the City of Vernon directing the giving of notice inviting sealed proposals or bids for installation of vehicle detectors at the intersection of Fruitland Avenue and Soto Street, in accordance with Contract No. 277 of the City of Vernon, was read. It was moved by Paxon, seconded by Mailliard, that Resolution No. 2526 be approved and adopted. Motion carried. Ayes: Anderson, Furlong, Mailliard, Malburg, Poxon Noes: None Absent: None Communication from Chef-On-Wheels requesting a license to operate an industrial catering service in the City of Vernon, was read. Mr. Jack Bowell, representing Chef-On-Wheels, a division of Taurus Industries Inc., appeared before the City Council with reference to the request for a license to operate in the City of Vernon. It was moved by Anderson, seconded by Poxon, that Chef-On- Wheels be granted a license to operate an industrial catering service in the City of Vernon provided that no food is prepared on the vehicle and subject to approval of said vehicle by the Health Department; and further, that the Health Department and the City Attorney be instructed to review the regulations pertaining to catering vehicles adopted pursuant to Ordinance No. 708, and to report to the City Council as to the advisability of revising said regulations. Motion carried. Communication from D. D. Grayson, Traffic Engineer, dated January 26, 1962, submitting Contract No. 278 for furnishing a dump truck, and recommending that said contract be approved and that authority be granted to advertise for bids, was read. 430 I -3- 2/6/62 It was moved by Anderson, seconded by Poxon, that Contract No. 278 for furnishing a dump truck be tabled for consideration by the Finance Committee during the budget sessions for the fiscal year 1962-63. Motion carried. Communication from D. D. Grayson, Traffic Engineer, dated January 30, 1962, advising that Irving G. King and Company has delivered one fork-lift truck in accordance with Contract No. 271, Schedule VII, and recommending that said equipment be accepted and that authority be granted to pay for same in accordance with the terms of the contract, was read. Resolution No. 2524 - A Resolution of the City Council of the City of Vernon accepting fork-lift truck in accordance with Schedule VII of Contract No. 271 heretofore approved by the City of Vernon, was read. It was moved by Poxon, seconded by Mail1iard, that Resolution No. 2524 be approved and adopted. Motion carried. Resolution No. 2527 - A Resolution of the City Council of the City of Vernon accepting furniture in accordance with Schedule I of Contract No. 271 heretofore approved by the City of Vernon, was read. Grayson, Traffic Engineer, dated February 2, 1962, advising that Griffith Company has completed the work of reconstructing Fruitland Avenue from Soto Street to Downey Road in accordance with Contract No. 246, and recommending that the work be accepted and that authority be granted to pay for same in accordance with the terms of the contract, was read. Resolution No. 2531 - A Resolution of the City Council of the City of Vernon accepting the reconstruction of Fruitland Avenue from Soto Street to Downey Road, in accordance with Contract No. 246 of said City, was read. It was moved by Malburg, seconded by Mailliard, that Resolution No. 2531 be approved and adopted. Motion carried. (Copy to each member of the City Council) It was moved by Anderson, seconded by Malburg, that authority be granted to install advance intersecting street signs on Soto Street in accordance with the recommendation of the Traffic Engineer, dated January 31, 1962. Motion carried. Communication from D. D. Grayson, Traffic Engineer, dated January 31, 1962, requesting that he be reimbursed the sum of $18.25 for expenses incurred in attending the Annual Streets and Highways Conference conducted by the University of California Institute of Traffic and Transportation Engineering at the Los Angeles Campus on January 25 and 26, 1962, was read. It was moved by Anderson, seconded by Poxon, that the request of the Traffic Engineer, dated January 31, 1962~ be approved and authority granted to issue warrant in the amount of $18.25 to D. D. Grayson. Motion carried. Communication from Commerce Electric Company requesting a license to conduct an electrical contracting business at 4236 Produce Plaza South, was read. It was moved by Poxon, seconded by Anderson, that the request of Angelus Machinery Co., Inc. be referred to the Police Department with power to act. Motion carried. Communication from Armstrong Catering requesting a license to operate a lunch truck in the City of Vernon, was read. It was moved by poxon, seconded by Malburg, that the request of Armstrong Catering be approved and license granted. Motion carried. Communication from Shippers Supply Company requesting a license to conduct a business of wholesale distribution of shipping room supplies, stapling equipment and materials handling equipment, at 4814 Lorna Vista Avenue, was read. It was moved by Poxon, seconded by Malburg, that the request of Shippers Supply Company be approved and license granted. Motion carried. Communication from Mission Leasing, Inc. requesting a license to conduct a business of truck leasing and maintenance a.t 2755 E. 26th Street, was read. It was moved by Poxon, seconded by Anderson, that the request of Mission Leasing, Inc. be approved and license granted. Motion carried. Communication from the City of San Fernando, dated January 22, 1962, transmitting a copy of its Resolution No. 3576 extending support for Federal leadership in Civil Defense to the President of the United States, was read. It was moved by Anderson, seconded by Poxon, that communi- cation from the City of San Fernando, dated January 22, 1962, together with copy of Resolution No. 3576, be received and filed. Motion carried. Communication from the Health Department, dated January 24, 1962, transmitting a copy of a letter that was sent to Mr. Ralph Camping in answer to his application for a license to conduct a business of skinning fresh dead calves and cows daily at a location on Bandini Boulevard, was read. (Copy to each member of the City Council) It was moved by Anderson~ seconded by Mailliard, that the requirements of the Health Department as outlined in letter to Mr. Ralph Camping be approved. Motion carried. Report of Carl A. Heinze, Consulting Electrical Engineer, on operation of electrical system by Southern California Edison Company for month of November, 1961, was read. 433 I I -6- 2/6/62 It was moved by Poxon, seconded by Anderson, that the report of the Consulting Electrical Engineer be received and filed. Motion carried. Communication from Policeman E. W. Roady, dated January 26, 1962, tendering his resignation effective as of the close of his tour of duty on February 6, 1962, together with recommendation of approval by the Police Chief, was read. It was moved by poxon, seconded by Malburg, that the resignation of Policeman E. W. Roady be accepted effective as of the close of his tour of duty on February 6, 1962. Motion carri.ed. Communication from R. H. Bockhacker, Police Chief, dated January 26, 1962, requesting authority to employ Mr. Tommy Louis Lamarr as Policeman Grade 4" effective as of February 1, 1962, was read. It was moved by Anderson, seconded by Malburg, that the request of the Police Chief, dated January 26, 1962, be approved. Motion carried. Demand on City of Vernon from the City of Los Angeles, Department of Public Works, Bureau of Accounting, dated January 18, 1962, for total sewage disposal charges due for the period February 1, 1946 to June 30, 1961, inclusive, in the amount of $858,581.71, was presented. It was moved by Anderson, seconded by Paxon, that Demand on City of Vernon from the City of Los Angeles, Department of Public Works, Bureau of Accounting, dated January 18, 1962, be received and filed. Motion carried. Summons to appear in Action No. 787156 brought against the City of Vernon, John Gavin, Doe I and Doe II by Reuben Carrillo, Dolores Carrillo, in the Superior Court of the State of California, in and for the County of Los Angeles, for damages for personal injuries, was read. It was moved by Anderson, seconded by Paxon, that Summons to appear in Action No. 787156 brought against the City of Vernon~ ..John Ga.vin, Doe I and Doe II by Reuben Carrillo, Dolores Carrillo, in the Superior Court of the State of California, in and for the County of Los Angeles, be referred to the City Attorney and the City's insurance carrier. Communication from Food Giant Markets, dated February 1, 1.962, requesting that the City of Vernon accept a prorated fee of the annual license fee as they are moving out of the City, was read. It was moved by Anderson, seconded by poxon,that, in accordance with Section 23 of Ordinance No. 710, the City Clerk be authorized to compromise claim for license fees levied against Food Giant Markets. Motion carried. Communication from Assemblyman Don A. Allen, Sr., Chairman of the Subcommittee of a Joint Committee of the Assembly and the Senate set up under Concurrent Resolution No. 99 for the purpose of studying the investments of the Public Employees' Retirement Fund, transmitting a transcript of the hearing held on December 11, 1961, 434 I I -7- 2/6/62 and advising that the next hearing will be held Thursday, February 8, 1962, in San Francisco, was read. Communication from Jack's Industrial Catering requesting a license to operate a lunch truck in the City of Vernon, was read. It was moved by Poxon, seconded by Mailliard, that the request of Jack's Industrial Catering be approved and license granted. Motion carried. Adams, Engineering Aide, dated February 6, 1962, requesting that he be allowed the sum of $96.00 from the Education and Training Budget appropriation for tuition at the University of Southern California for a course entitled "Engineering Mechanics II", together with recommendation for approval from the Engineering Departments, was read. It was moved by Poxon, seconded by Anderson, that the recommendation of the Engineering Departments be approved and authority granted to issue warrant in the amount of $96.00 to Lewis R. Adams. Munsell, Engineering Department employee, dated February 5, 1962, requesting that he be allowed the ~am of $128.00 from the Education and Training Budget appropriation for tuition at the University of Southern California for two courses entitled "Seminar in Planning" and IIPlanning & Zoning Law", together with recommendation for approval from the Engineering Departments, was read. It was moved by Anderson, seconded by Poxon, that the recommendation of the Engineering Departments be approved and authority granted to issue warrant in the amount of $128.00 to R. G. Munsell. Motion carried. 435 I I -8- 2/6/62 Communication from Smart & Final Iris Co. expressing appreciation for the exceptional cooperation given to them by Chief Bockhacker, Captain Hogan, Sgt. Morrison and Sgt. Post in the successful apprehension of three suspects charged with grand theft and who stole approximately $10,000 in cigarettes from their ware- house on two occasions, was read. It was moved by Anderson, seconded by Malburg, that communication from Smart & Final Iris Co. be received and filed. Motion carried. Communication from John B. Moore, Administrative Officer, dated February 5, 1962, transmitting a memorandum from the Traffic Engineer which outlines the problem created by the encroachment of an awning on the building at the northeast corner of Boyle and Leonis, onto the public right of way, was read. (Copy to each member of the City Council) It was moved by Anderson, seconded by Poxon, that the Administrative Officer advise Halliburton Enterprises by letter that it is impossible for the City of Vernon to justify the erection of a physical barrier to protect a structure which is encroaching on a public right of way, and that from the standpoint of all concerned the only solution is for Halliburton Enterprises to modify the awning in question so that it does not encroach onto the public right of way. Moore, Administrative Officer, dated February 5, 1962, with reference to the position of Pacific Telephone and Telegraph Company with respect to franchise payments, franchise telephones and related matters, transmitting a letter from Mr. C. H. Muller, District Manager of Pacific Telephone and Telegraph Company, dated February 1, 1962, was read. It was moved by Anderson, seconded by Poxon, that communi- cation from the Administrative Officer, dated February 5, 1962, together with letter from Mr. C. H. Muller, District Manager of Pacific Telephone and Telegraph Company, dated February 1, 1962, be received and filed. Motion carried. Communication from the Vernon Chamber of Commerce, dated February 2, 1962, addressed to Mayor Robert J. Furlong, proposing that the City of Vernon take the initiative in the formation of an Industrial Freeway Association for the purpose of petitioning the State of California to reconsider its timetable for the Industrial Freeway, and further proposing that the City of Vernon consider the employment of an industrial relations man for approximately two months to explore the feasibility of the plan before any action is taken towards the formation of said Association, was read. (Copy to each member of the City Council) It was moved by Anderson, seconded by Malburg, that communi- cation from the Vernon Chamber of Commerce, dated February 2, 1962, addressed to Mayor Robert J. Furlong, be laid over until the next regular meeting for study. Motion carried. Communication from the Engineering Departments, dated February 5, 1962, with reference to authorization granted by the City Council on August 15, 1961 to pay William H. Keltner, James W. Williams and Victor H. Vaits the sum of $30.00 per month for the use 436 I I -9- 2/6/62 of their own automobiles in the service of the City, recommending that the authorization be continued, was read. (Copy to each member of the City Council) It was moved by Anderson, seconded by Poxon, that authority be granted to continue paying William H. Keltner, James W. Williams and Victor H. Vaits the sum of $30.00 per month for the use of their own automobiles in the service of the City until the budget for the fiscal year 1962-63 is adopted, at which time a determination should be made as to whether or not such allowances shall be continued. Motion carried. Communication from L. C. Husted, Fire Chief, dated February 2, 1962, requesting authority to purchase four pair (eight individual lamps) of Per-Lux Weather Lights for installation on Engine 10, Rescue 17, Car 23 and Car 24, was read. It was moved by Mai1liard, seconded by Anderson, that the request of the Fire Chief, dated February 2, 1962, be approved. Motion carried. Communication from L. C. Husted, Fire Chief, dated February 2, 1962, requesting authority to purchase one Federal l2-vo1t Q2B siren for installation on the new Rescue Truck, was read. It was moved by Mai11iard, seconded by Poxon, that the request of the Fire Chief, dated February 2, 1962, be approved. Motion carried. Communication from R. H. Bockhacker, Police Chief, dated February 6, 1962, recommending that Officer W. R. Gilcrease be suspended one day (February 13, 1962) without pay for violation of Section 400.19 of the Police Department's Manual of Policy and Ethics, was read. It was moved by Malburg, seconded by Mai11iard, that the recommendation of the Police Chief, dated February 6, 1962, be approved. Motion carried. Resolution No. 2530 - A Resolution of the City Council of the City of Vernon, California, calling and giving notice of the holding of a Regular General Municipal Election to be held in said City on Tuesday, the 10th day of April, 1962, for the election of certain officers of said City as required by the provisions of the laws of the State of California relating to General Law Cities, was read. It was moved by Poxon, seconded by Anderson, that Resolution No. 2530 be approved and adopted. Motion carried. Motion carried. Mr. Carl A. Heinze, Consulting Electrical Engineer, reported verbally that Mr. C. B. Bennett will not be able to serve the City of Vernon on a temporary consulting basis in the Light & Power Department~s he has accepted another position.
