MINUTES OF A REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON
HELD MARCH 20, 1962 AT TWO O'CLOCK
P.M. IN THE COUNCIL CHAMBER OF THE
CITY HALL LOCATED AT 4305 SANTA FE
AVENUE 5 VERNON, CALIFORNIA.
COUNCIL PRESENT: Anderson, Furlong, Mailliard, Malburg, Poxon
COUNCIL ABSENT: None
The meeting was, called to order by Mayor R. J. Furlong.
It was moved by Poxon, seconded by Anderson, that minutes
of the meetings of March 6 and March 8, 1962 be approved as written
and submitted. Motion carried.
The Clerk announced that this was the time and place for
openings of bids received for the Traffic Signals and Street
Improvements, Santa Fe Avenue at Vernon Avenue-Pacific Boulevard,
in accordance with Contract No. 273.
It was moved by Mailliard, seconded by Poxon, that the
Clerk be instrueted to open and read the bids submitted. MOtion
carried.
The Clerk opened and read the following bids:

It was moved by Malburg, seconded by Mailliard, that bids
received for the Traffic Signals and Street Improvements, Santa Fe
Avenue at Vernon Avenue-Pacific Boulevard, in accordance with
Contract No. 273, be referred to the Engineering Departments and
the City Attorney for checking and report. Motion carried.
Discussion was held with reference to extending Ordinance
No. 736, the temporary zoning ordinance, for one year.
It was moved by Poxon, seconded by Anderson, that a public
hearing be held at 1:50 P.M. on Tuesday, April 3, 1962, in the
Council Chamber located in the City Hall, 4305 Santa Fe Avenue, in
the City of Vernon, California, for the purpose of determining
whether or not Ordinance No. 736, the temporary interim zoning
ordinance of the City of Vernon, shall be extended for one year;
and that the City Clerk be authorized and directed to publish
notice of said hearing pursuant to Section 65806 of the Government
Code of the State of California. Motion carried.
Communication from D. D. Grayson, Traffic Engineer, dated
March 12, 1962, advising that Petley, Inc. has delivered the pallet
racks in accordance with Contract No. 271, and recommending that
said equipment be accepted and that authority be granted to pay
for same in accordance with the agreement, was read.

Resolution No. 2541 - A Resolution of the City Council of
the City of Vernon accepting pallet racks for Public Works Facility
in accordance with Schedule IV of Contract No. 211 heretofore
approved by the City of Vernon, was read.

It was moved by Anderson, seconded by Poxon, that
Resolution No. 2541 be approved and adopted. Motion carried.

Communication from Quad Chemical Corporation requesting a
license to conduct a wholesale chemical business at 2201 East 38th
Street, was read.
It was moved by Malburg, seconded by Mailliard, that the
request of Quad Chemical Corporation be referred to the Fire
Department with power to act. Motion carried.
Communication from Dennis J. Alba & Co. requesting a
license to conduct a meat brokerage business at 2851 E. 44.th Street:,
was read.
It was moved by Poxon, seconded by Malburg, that the
request of Dennis J. Alba & Co. be approved and license granted.
Motion carried.
Communication from Roslyn Maple, Inc. requesting a license
to conduct a business of manufacturing occasional maple furniture
at 2042 East 45th Street, was read.
It was moved by Poxon, seconded by Malburg, that the
request of Roslyn Maple, Inc. be approved and license granted.
Motion carried.
Communication from the City of San Gabriel, dated March
7, 1962, with reference to the proposed schedule of fees for the
Safety and Special Radio Services as outlined in Docket No. 14507,
suggesting that the City of Vernon dispatch a protest to the
Federal Communications Commission along the lines suggested in the
accompanying rough draft, was read. (Copy to each member of the
City Council)

It was moved by Malburg, seconded by Mailliard, that the
City Attorney be instructed to draft a protest to the Federal
Communications Commission along the lines suggested in the rough
draft transmitted by the City of San Gabriel with its communication
dated March 7, 1962; and that said draft be presented to the City
Council at its next regular meeting for necessary action. Motion
carried.
Communication from the State of California, Office of the
Treasurer, dated February 26, 1962, transmitting a copy of Senate
Joint Resolution No. 42 relative to federal income taxation of the
interest derived from public bonds, recommending that the City of
Vernon adopt a resolution opposing a federal tax on interest on
state and local bonds, was read. (Copy to each member of the City
Council)

It was moved by Anderson, seconded by Malburg, that the
City Attorney be instructed to draft a resolution opposing a federal
tax on interest on state and local bonds; and that said resolution
be presented to the City Council at its next regular meeting for
consideration. Motion carried.
Communication from the Rotary Club of Vernon, dated March
14, 1962, requesting that Agreement, dated June 25, 1956, between
the City of Vernon and the Rotary Club of Vernon, with reference to
the Boy Scout Hut, be terminated, was read. (Copy to each member
of the City Council)
It was moved by Anderson, seconded by Poxon, that the
Agreement, dated June 25, 1956, between the City of Vernon and the
Rotary Club of Vernon, with reference to the Boy Scout Hut, be
terminated; and that the City Clerk be authorized and directed to
give the Rotary Club written notification on behalf of the City
Council that it consents to the termination of said Agreement.
Motion carried.
Copy of Resolution No. 394 of the Fire Commissioners,
City of Los Angeles, expressing its gratitude and thanks to the
City of Vernon and every member of its Fire Department for their
assistance in containing and controlling the fires which occurred
on November 6, 1961, was read.
It was moved by Anderson, seconded by Poxon, that copy of
Resolution No. 394 of the Fire Commissioners, City of Los Angeles,
be received and filed. Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
March 12, 1962, requesting authority for Sgt. M. A. deRuyter to
attend the Ninth Annual Check Investigators' Training Institute at
Sacramento, California, from April 18 - 20, 1962, with an expense
allowance of $134.30, was read.
It was moved by Poxon, seconded by Anderson, that the
request of the Police Chief, dated March 12, 1962, be approved and
authority granted to issue warrant in the amount of $134.30 to
Sgt. M. A. deRuyter. MOtion carried.
Communication from R. H. Bockhacker, Police Chief, dated
March 12, 1962, requesting authority to purchase an additional
police vehicle at a cost of approximately $2,500.00, and to equip
it with a police radio at a cost of approximately $1,000.00, was
read. (Copy to each member of the City Council)
It was moved by Malburg, seconded by Anderson, that the
request of the Police Chief, dated March 12, 1962, be approved.
Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
March 14, 1962, recommending that Ernest T. Brazil be advanced from
Policeman Grade 4 to Grade 3, effective April 1, 1962, as he will
have satisfactorily completed his probationary period, was read.
It was moved by Anderson, seconded by Poxon, that the
recommendation of the Police Chief, dated March 14, 1962, be approved.
Motion carried.

Activity Log of the Police Department for the period
March 1 - 15, 1962 inclusive, was presented.
It was moved by Malburg, seconded by Poxon, that Activity
Log of the Police Department be received and filed. Motion carried.
Communication from R. A. Petraitis, Civil Engineering
Associate, dated ~~rch 9, 1962, expressing his thanks for the
assistance he received from the Education and Training Fund in
obtaining his Master of Science degree in Civil Engineering from
the University of Southern California, was read. (Copy to each
member of the City Council)
It was moved by Anderson, seconded by Poxon, that communi-
cation from R. A. Petraitis, Civil Engineering Associate, dated
March 9, 1962, be received and filed. Motion carried.
Communication from G. G. Skalsky, Assistant Director of
Civil Defense, dated March 14" 1962, requesting authority to purchase
film entitled "Rescue Breathing" at an approximate cost of $200.00,
was read. (Copy to each member of the City Council)
It was moved by Poxon, seconded by Anderson, that the
request of the Assistant Director of Civil Defense, dated March 14,
1962, be approved. Motion carried.
Communication from C. E. Nemethi, M.D., Health Officer,
dated March 14, 1962, requesting authority to purchase one bookcase
at an approximate cost of $75.00, was read.
It was moved by Poxon, seconded by Malburg, that the
request of the Health Officer, dated March 14" 1962, be approved.
Motion carried.
Report of Health Department activities for the month of
February, 1962, was presented. (Copy to each member of the City
Council)
It was moved by Anderson, seconded by Malburg, that the
report of Health Department activities be received and filed.

Communication from J. S. Colton, Building Engineer, dated
March 16, 1962, requesting permission to advance Edwin H. Malkemus
from Building Inspector - Mechanical, Grade 1, to Senior Building
Inspector - Mechanical, Grade 5, effective April 1, 1962, was read.
It was moved by Anderson, seconded by Poxon, that the
request of the Building Engineer, dated March 16, 1962, be approved.
Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
March 16, 1962, requesting authority to employ Mr. John Richard
Smith as Policeman Grade 4, effective as of April 1, 1962, was read.
It was moved by Malburg, seconded by Mailliard, that the
request of the Police Chief, dated March 16, 1962, be approved.

Communication from Kasco Abrasives, Inc. requesting a
license to conduct a business of manufacturing abrasive wheels and
discs at 3461 E. 26th Street, was read.
It was moved by Anderson, seconded by Poxon, that the
request of Rasco Abrasives, Inc. be approved and license granted.
Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
March 16, 1962, recommending that Officer John H. Gavin be suspended
for three days, (March 29, 30 & 31, 1962), without pay, for
violation of Section 400.19 of the Police Department's Manual of
Policy and Ethics, was read.
It was moved by Poxon, seconded by Mailliard, that the
recommendation of the Police Chief, dated March 16, 1962, be approved.
Motion carried.
Communication from the Southern California Chapter of the
National Multiple Sclerosis Society, dated March 19, 1962, requesting
permission to solicit funds in the City of Vernon during the 1962
Hope Chest Campaign, which will be held in Southern California from
August 1st through 31st, 1962, was read.
It was moved by Anderson, seconded by Poxon, that the
request of the Southern California Chapter of the National Multiple
Sclerosis Society, dated March 19, 1962, be approved. Motion
carried.
Report of Carl A. Heinze, Consulting Electrical Engineer,
on operation of electrical distribution system by Southern California
Edison Company for the month of January, 1962, was read.
It was moved by Malburg, seconded by Mailliard, that the
report of the Consulting Electrical Engineer be received and filed.
Motion carried.
Resolution No. 2542 - A Resolution of the City Council of
the City of Vernon authorizing the Mayor of the City of Vernon to
make application for an amended permit to use additions to existing
water works of the City of Vernon for the furnishing of domestic
water supply to the inhabitants of the City, was read.
It was moved by Anderson, seconded by Poxon, that Resolution
No. 2542 be approved and adopted. Motion carried.

Communication from Mayflower Music Company requesting a
license to operate a juke box and an amusement game at 4401
Downey Road, was read.
It was moved by Anderson, seconded by Poxon, that the
request of Mayflower Music Company be referred to the Police Chief
for investigation and report. MOtion carried.

A general discussion was held with reference to regtllating
traffic on private streets in the City of Vernon.
It was moved by Anderson, seconded by Malburg, that the
City Attorney be instructed to draft a resolution regulating traffic
on private streets in the City of Vernon. Motion carried.
The following excavation applications, all having approval
of the Engineering Departments, were presented:

and audited.
