MINUTES OF A REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON
HELD APRIL 3, 1962 AT TWO O'CLOCK
P.M. IN THE COUNCIL CHAMBER OF THE
CITY HALL LOCATED AT 4305 SANTA FE
AVENUE! VERNON! CALIFORNIA.
COUNCIL PRESENT: Anderson, Furlong, Mai11iard, Malburg, Poxon
COUNCIL ABSENT: None
The meeting was called to order by Mayor R. J. Furlong
It was moved by Poxon, seconded by Anderson, that minutes
of the meeting of March 30, 1962 be approved as written and submitted.
Motion carried.
In accordance with the recommendation of the Planning
Commission and the City Council at the hearing held at 1:50 p.m. on
April 3, 1962, it was moved by Anderson, seconded by Poxon, that
Ordinance No. 736, the temporary interim zoning ordinance of the
City of Vernon, be extended for one year. MOtion carried.

Communication from D. D. Grayson, Traffic Engineer, dated
March 3, 1962, with reference to bids received for the construction
of traffic signals and street improvements at the intersection of
Vernon Avenue-Pacific Boulevard and Santa Fe Avenue in accordance
with Contract No. 273, recommending that the contract be awarded to
Oswald Brothers Company on the basis of their bid of $44,652.06,
was read.
Resolution No. 2549 - A Resolution of the City Council of
the City of Vernon accepting the bid of Oswald Brothers Company for
the construction of traffic signals and street improvements at the
intersection of Vernon Avenue-Pacific Boulevard and Santa Fe
Avenue, in accordance with Contract No. 273 of said City, was read.
It was moved by Anderson, seconded by Poxon, that
Resolution No. 2549 be approved and adopted. Motion carried.

Communication from D. D. Grayson, Traffic Engineer, dated
March 23, 1962, submitting Contract No. 276 for the installation of
traffic signals at the intersection of Leonis Boulevard and Pacific
Boulevard, and recommending that said contract be approved and that
authority be granted to advertise for bids, was read.
Resolution No. 2539 - A Resolution of the City Council of
the City of Vernon approving Contract No. 276 and Plan No. T 1646
for traffic signal installation at the intersection of Pacific
Boulevard and Leonis Boulevard, and determining the general
prevailing rate of per diem wages, was read.
It was moved by Poxon, seconded by Malburg, that Resolution
No. 2539 be approved and adopted. Motion carried.

Resolution No. 2540 - A Resolution of the City Council of
the City of Vernon directing the giving of notice inviting sealed
proposals or bids for traffic signal installation at the intersection
of Pacific Boulevard and Leonis Boulevard, in accordance with Contract
No. 276 of the City of Vernon, was read.
It was moved by Poxon, seconded by Anderson, that
Resolution No. 2540 be approved and adopted. Motion carried.

Communication from the Engineering Departments, dated
March 29, 1962, advising that J. H. Lipow Construction Company has
completed the City of Vernon Public Works Facility in accordance
with Contract No. 248, and recommending that the work be accepted
and that authority be granted to pay the contractor in accordance
with the terms of the agreement, was read.
Resolution No. 2548 - A Resolution of the City Council of
the City of Vernon accepting the construction .of the Public Works
Facility, in accordance with Contract No. 248 of said City, was read.
It was moved by Mailliard, seconded by Poxon, that
Resolution No. 2548 be approved and adopted. Motion carried.

Activity Log of the Police Department for the period
March 16 - 31, 1962 inclusive, was presented.
It was moved by Anderson, seconded by Malburg, that
Activity Log of the Police Department be received and filed. Motion
carried.
Communication from Ed Jamison dba Okeh Caterers requesting
a license to operate an in-plant feeding facility at 1925 E. Vernon
Avenue, was read.
It was moved by Malburg, seconded by Mailliard, that the
request of Ed Jamison dba Okeh Caterers be referred to the Health
Department with power to act. Motion carried.
Communication from Con~ercial Cooperage Company requesting
a license to conduct a business of cleaning and reconditioning five
gallon paint pails at 3326 Bandini Blvd., was read.
It was moved by Poxon, seconded by Anderson, that the
request of Commercial Cooperage Company be referred to the Fire
Department with power to act. Motion carried.
Communication from D. D. Grayson, Traffic Engineer, dated
March 30, 1962, transmitting a maintenance agreement from Motorola
Communications & Electronics, Inc., covering the maintenance of
radio equipment for the Engineering Departments, and recommending
that authority be granted to enter into this agreement~ was read.

It was moved by Paxon, seconded by Malburg, that the
Mayor and the City Clerk be authorized to execute maintenance
agreement from Motorola Communications & Electronics, Inc. covering
the maintenance of radio equipment for the Engineering Departments.
Motion carried.
Communication from Carl A. Heinze, Consulting Electrical
Engineer, dated April 2, 1962, with reference to payments tendered
by Southern California Edison Company in connection with Franchise
Ordinances Nos. 503, 504 and 611, and Los Angeles County Franchise
Ordinance No. 7062 for territory covered in recent annexations,
advising that the amounts tendered have been verified as correct,
was read.
It was moved by Malburg, seconded by Poxon, that payments
tendered by Southern California Edison Company in connection with
Franchise Ordinances Nos. 503, 504 and 611, and Los Angeles County
Franchise Ordinance No. 7062, be accepted. Motion carried.
Carl A. Heinze, Consulting Electrical Engineer, reported
that, in accordance with authority previously granted to him by
the City Council, he has been able to engage the services of
Mr. Paul P. Hendricks, effective April 9, 1962, for the City of
Vernon at a retainer fee of $14,000.00 per year, payable monthly,
to assist the Consulting Electrical Engineer in performing any and
all reasonably necessary services in connection with the Vernon
Electrical System and related matters.
The City Council authorized the Consulting Electrical
Engineer to also approve necessary and reasonable expenses for
said Mr. Hendricks in the performance of his services for the City.

"Warrant Register No. 114" covering claims and demands
presented during the period March 16 to 31, which includes Demands
Nos. 8126 to 8292 (both inclusive), drawn on the California Bank,
totaling $62,806.30 (accounting period April, 1962), was examined
and audited.
It was moved by Mailliard, seconded by Anderson, that
ItWarrant Register No. 11411 be approved and payment authorized for
Demands Nos. 8126 to 8292 (both inclusive), with no exceptions.

FOR THE PURPOSE OF DETERMINING WHETHER OR
NOT ORDINANCE NO. 136, THE TEMPORARY
INTERIM ZONING ORDINANCE OF THE CITY, OF
VERNON SHALL BE EXTENDED FOR ONE YEAR,

THE COUNCIL CHAMBER OF THE CITY HALL
LOCATED AT 4305 SANTA FE AVENUE) VERNON,
CALIFORNIA.
COUNCIL AND PLANNING COMMISSION PRESENT: Anderson, Furlong,
Mailliard, Malburg, Poxon
COUNCIL AND PLANNING COMl11SSION ABSENT: None
The hearing was called to order by Mayor R. J. Furlong.
Mayor Furlong stated that this was the time and place for
the hearing of the City Council and the Planning Commission of the
City of Vernon to determine whether or not Ordinance No. 136 shall
be extended for one year.
The City Clerk reported that Notice of Hearing pursuant to
Section 65806 was published in accordance with the applicable
section of the Government Code of the State of California, and
presented proofs of publication from The Los Angeles Daily Journal
and the Huntington Park Daily Signal that Notice of Hearing was
published in each of said newspapers on March 22, 1962.
Mayor Furlong asked if any written communications had been
received in connection with this matter.
The City Clerk reported that no written communications had
been received.
Mayor Furlong asked if anyone wished to make a verbal
statement with reference to the proposed extension of Ordinance No.
736 for one year.
No one commented.
It was moved by Poxon, seconded by Anderson, that it be
recommended to the City COl,1ncil that Ordinance No. 736 be extended
for one year. Motion carried.
