MINUTES OF A REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON
HELD APRIL 17) 1962 AT TWO O'CLOCK
P.M. IN THE COUNCIL CHAMBER OF THE
CITY HALL LOCATED AT 4305 SANTA FE

COUNCIL ABSENT: None
The meeting was called to order by Mayor R. J. Furlong.
It was moved by Poxon) seconded by Anderson) that minutes
of the meeting of April 3, 1962 be approved as written and submitted.
Motion carried.
The Clerk announced that this was the time and place set
by law for the canvassing of returns of the General Municpal
Election held on April 10, 1962.
The City Council canvassed the returns of said General
Municipal Election.
Upon completion of the canvass, Resolution No. 2550 - A
Resolution of the City Council of the City of Vernon, California,
reciting the fact of the General Municipal Election held in said
City of Vernon on the 10th day of April, 1962, declaring the result
thereof and such other matters as are provided by law, was read.
It was moved by Mailliard, seconded by Poxon, that
Resolution No. 2550 be approved and adopted. Motion carried.
Ayes: Anderson, Furlong, Mailliard, Malburg, Poxon

Absent: None
The total number of votes cast was 56. The number of
precincts used in said election was one (1). The names of the
persons voted for the office of City Council were Genevieve Anderson,
Leonis C. Malburg and Judith M. Poxon. The votes cast for the three
offices of City Council) for the full term of four (4) years, were
as follows:
Genevieve Anderson - 54
Leonis C. Malburg - 53
Judith M. Poxon - 51
The Clerk administered the constitutional oath of office
to the duly elected members of the City Council and issued certifi-
cates of election.
The Clerk announced that this was the time for the
selection of the new Mayor.
Upon motion of Malburg, seconded by Mailliard, Robert J.
Furlong was elected as Mayor. Motion carried.

Mayor Furlong announced that this was the time for the
selection of a Mayor Pro Tempore.
Upon motion of Anderson, seconded by Furlong, Leonis C.
Malburg was elected as Mayor Pro Tempore. Motion carried.

Absent: None
Mayor Furlong then reappointed the various committee
members until further order of the Chair.
The Clerk announced that this was the time and place for
opening of bids received for the installation of traffic signals at
the intersection of Leonis Boulevard and Pacific Boulevard, in
accordance with Contract No. 276.
It was moved by Poxon, seconded by Malburg, that the Clerk
be instructed to open and read the bids submitted. Motion carried.
The Clerk opened and read the following bids:

It was moved by Anderson, seconded by Poxon, that bids
received for the installation of traffic signals at the intersection
of Leonis Boulevard and Pacific Boulevard, in accordance with
Contract No. 276, be referred to the Traffic Engineer and the City
Attorney for checking and report. MOtion carried.
Communication from D. D. Grayson, Traffic Engineer, dated
April 12, 1962, submitting Contract No. 280 for the installation of
traffic signals at the intersection of Santa Fe Avenue and Fruitland
Avenue, and recommending that said contract be approved and that
authority be granted to advertise for bids, was read.
Resolution No. 2546 - A Resolution of the City Council of
the City of Vernon approving Contract No. 280 and Plan No. T 1655
for traffic signal installation at the intersection of Santa Fe
Avenue and Fruitland Avenue, and determining the general prevailing
rate of per diem wages, was read.
It was moved by Malburg, seconded by Mailliard) that
Resolution No. 2546 be approved and adopted. Motion carried.

Resolution No. 2547 - A Resolution of the City Council of
the City of Vernon directing the giving of notice inviting sealed
proposals or bids for traffic signal installation at the inter-
section of Santa Fe Avenue and Fruitland Avenue, in accordance with
Contract No. 280 of the City of Vernon~ was read.

It was moved by Poxon, seconded by Anderson, that
Resolution No. 2547 be approved and adopted. Motion carried.

Communication from Frank Doyle Catering requesting a
license to operate a lunch truck in the City of Vernon, was read.
It was moved by Poxon, seconded by Anderson, that the
request of Frank Doyle Catering be approved and license granted.
Motion carried.
Communication from the Employees Insurance Committee,
dated April 12, 1962, signed by R. H. King, Chairman, recommending
that the existing policy be changed as outlined; that the rates
proposed by The Prudential Insurance Company of America for this
type of policy be accepted to be effective May 1, 1962; and that
Prudential be so notified, was read. (Copy to each member of the
City Council)
It was moved by Anderson, seconded by Mail1iard, that the
recommendations of the Employees Insurance Committee be approved
as outlined in communication dated April 12, 1962. Motion carried.
Communication from D. D. Grayson, Traffic Engineer, dated
April 12, 1962, transmitting a proposed license agreement between
Los Angeles Metropolitan Transit Authority and the City of Vernon
covering installation of traffic signals on certain M.T.A. right-of-
way at Leonis and Pacific Boulevards, and recommending that this
agreement be accepted, was read.
It was moved by Anderson, seconded by Malburg, that the
Mayor and the City Clerk be authorized to execute license agreement
between Los Angeles Metropolitan Transit Authority and the City of
Vernon covering installation of traffic signals on certain M.T.A.
right-of-way at Leonis and Pacific Boulevards. Motion carried.
Communication from Congressman Clyde Doyle, dated April 2,
1962, transmitting a copy of a letter he received from the Assistant
Postmaster General, Bureau of Operations, with reference to the
matter of establishing an independent post office in the City of
Vernon, was read. (Copy to each member of the City Council)
It was moved by Anderson, seconded by Poxon, that communi-
cation from Congressman Clyde Doyle, dated April 2, 1962, be received
and filed. Motion carried.
Communication from Mr. Paul P. Hendricks, dated April 3,
1962, with reference to his services as Assistant to Consulting
Electrical Engineer Heinze in connection with the Vernon electrical
system and related matters, was read. (Copy to each member of the
City Council)
It was moved by Malburg, seconded by Mailliard, that
communication from Mr. Paul P. Hendricks, dated April 3, 1962, be
received and filed. Motion carried.

Report of the Administrative Officer, dated April 12, 1962,
on hourly allowance for services on power matters, was read. (Copy
to each member of the City Council)
It was moved by Anderson, seconded by Mailliard, that the
Administrative Officer continue to receive compensation for services
related to the electric power distribution system of the City of
Vernon at the rate of $25.00 per hour in addition to the compensation
which has previously been established for his regular and usual
services, said additional compensation to continue until work
connected with this matter is completed. Motion carried.

Communication from John B. Moore, Administrative Officer,
dated April 11, 1962, with reference to theeKpiration of tr.ial
period on appointment of Acting Director of Sanitation, was read.

It was moved by ~alburg, seconded by Mail1iard, that
Vincent P. Kelley be appointed Director of Sanitation, Grade 4,
effective April 1, 1962. Motion carried.
Communication from the Engineering Departments, dated
April 5, 1962, requesting authority to pay Gay10n R. Claiborne,
Civil Engineering Assistant, the sum of $30.00 per month for the
use of his own motor vehicle in the service of the City, effective
May 1, 1962, was read.
It was moved by Anderson, seconded by Poxon, that authority
be granted to pay Gaylon R. Claiborne the sum of $30.00 per month
for the use of his own automobile in the service of the City until
the budget for the fiscal year 1962-63 is adopted, at which time a
determination should be made as to whether or not such allowance
shall be continued. Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
April 10, 1962, with reference to the request of Mayflower Music
Company for a license to install a juke box and an amusement game
at 4,401 Downey Road, was read. (Copy to each member of the City
Council)
It was moved by Anderson, seconded by Mai1liard, that
Mayflower Music Company be granted a license to install a juke box
and an amusement game at 44,01 Downey Road. Motion carried.
Communication, was read, from R. H. Bockhacker, Police
Chief, dated April 5, 1962, requesting authority to advance the
following personnel in grade, effective May 1, 1962:
R. L. Anderson to Sergeant Grade 1
M. A. deRuyter to Sergeant Grade 1
J. L. Morrison to Sergeant Grade 1
F. E. Sweeney to Sergeant Grade 1
R. L. McBean to Policeman Grade 2
It was moved by Anderson, seconded by Malburg, that the
request of the Police Chief, dated April 5, 1962, be approved.

Communication from R. H. Bockhacker, Police Chief, dated
April 4, 1962, recommending that Officer W. R. Gilcrease be allowed
the sum of $30.44 from the Education and Training Budget appropri-
ation for tuition and books at the East Los Angeles College for
courses in Police Science, was read.
It was moved by Anderson, seconded by Mailliard, that the
recommendation of the Police Chief, dated April 4, 1962, be
approved and authority granted to issue warrant in the amount of
$30.44 to W. R. Gilcrease. Motion carried.
Communication from L. C. Husted, Fire Chief, dated April
12, 1962, requesting authority to send Battalion Chief W. R. Hoeft
and Fireman L. M. Jackson to Fresno, California, from May 14 to
May 18, 1962 to attend the 1962 Fire Training Officers Workshop,
sponsored by the California State Department of Education, Bureau
of Industrial Education, with an expense allowance of $131.93 each,
was read.
It was moved by Anderson, seconded by Poxon, that the
request of the Fire Chief, dated April 12, 1962, be approved and
authority granted to issue warrants in the amount of $131.93 each
to W. R. Hoeft and L. M. Jackson. Motion carried.
Report of Health Department activities for the month of
March, 1962, was presented. (Copy to each member of the City
Council)
It was moved by Malburg, seconded by Mailliard, that the
report of Health Department activities be received and filed.
Motion carried.
Activity Log of the Police Department for the period
April 1 - 15, 1962 inclusive, was presented.
It was moved by Poxon, seconded by Anderson, that Activity
Log of the Police Department be received and filed. Motion carried.
Communication from Central Basin Water Association, dated
April 16, 1962, extending an invitation to attend the next annual
meeting of the Board of Directors of the Association to be held at
the Huntington Park Elks Club at 6:30 p.m., on Thursday, May 3,
1962, was read.
It was moved by Anderson, seconded by Poxon, that communi-
cation from Central Basin Water Association, dated April 16, 1962,
be received and filed. Motion carried.
Communication from Robert E. Blackmore requesting a
license to operate a lunch truck in the City of Vernon, was read.
It was moved by Poxon, seconded by Malburg, that the
request of Robert E. Blackmore be referred to the Health Department
with power to act. Motion carried.
Communication from Arthur E. Nelson, City Engineer, dated
April 16, 1962, requesting authority to purchase one K & E Lo Var
Tape at an approximate cost of $70.00, was read.

It was moved by Anderson, seconded by Poxon, that the
request of the City Engineer, dated April 16, 1962, be approved.
Motion carried.
Communication from Fee & Mason, Inc., dated April 16, 1962,
requesting a license to conduct a business of warehousing pipe
hangers and accessories at 5005 Hampton Street, was read.
It was moved by Poxon, seconded by Mailliard, that the
request of Fee & Mason, Inc. be approved and license granted.
Notion carried.
Communication from Mueller Truck Company, dated April 16,
1962, requesting that they be granted a prorata refund of their
1962 business license fees as they moved their terminal operation
from the City of Vernon on March 1, 1962, was read.
It was moved by Anderson, seconded by Poxon, that Mueller
Truck Company be granted a refund for three-quarters of the 1962
license fees, and that authority be granted to issue warrant in the
amount of $37.50 to Mueller Truck Company. Motion carried.
Communication from D. D. Grayson, Traffic Engineer, dated
April 17, 1962, transmitting letter dated April 10, 1962 from Oswald
Brothers Company, contractors for Traffic Signal Installation and
Street Improvements at Vernon~Pacific and Santa Fe Avenue, and
recommending that the contractor's request for approval of certain
sub-contractors, as outlined in the letter, be approved, was read.
It was moved by Anderson, seconded by Poxon, that the
request of Oswald Brothers Company for approval of certain sub-
contractors in connection with Traffic Signal Installation and Street
Improvements at Vernon-Pacific and Santa Fe, as outlined in their
letter dated April 10, 1962, be approved. Motion carried.
Communication from Mr. Leonis C. Malburg, dated April 16,
1962, advising that he is contemplating the building of a six-story
office building on vacant land just east of his restaurant building
located on the northeast corner of Leonis Boulevard and Soto Street,
the building to be of Class A construction with accessory living
quarters on roof area, was read.
It was moved by Anderson, seconded by Poxon, that communi-
cation from Mr. Leonis C. ~~lburg, dated April 16, 1962, be received
and filed. Motion carried.

1962), was examined and audited.
It was moved by Mailliard, seconded by Poxon, that "Warrant
Register No. 115" be approved and payment authorized for Demands No.
1 and Nos. 8293 to 8424 (both. inclusive), with no exceptions. Motion
carried.

It was moved by Mailliard, seconded by Poxon, that "Payroll
Warrant Regi,ster No. 57" be approved and payment authorized for
Demands Nos. 581 to 591 (both inclusive), with no exceptions. Motion
carried.
