The meeting was called to order by Mayor R. J. Furlong.
It was moved by Anderson, seconded by Poxon, that minutes
of the meeting of April 17, 1962 be approved as written and submitted.
Motion carried.
The Clerk announced that this was the time and place for
opening of bids received for the installation of traffic signals
at the intersection of Santa Fe Avenue and Fruitland Avenue, in
accordance with Contract No. 280.
It was moved by Mailliard, seconded by Malburg, that the
Clerk be instructed to open and read the bids submitted. Motion
carried.
The Clerk opened and read the following bids:

It was moved by Anderson, seconded by Poxon, that bids
received for the installation of traffic signals at the intersection
of Santa Fe Avenue and Fruitland Avenue, in accordance with Contract
No. 280, be referred to the Traffic Engineer and the City Attorney
for checking and report. Motion carried.

Communication from D. D. Grayson, Traffic Engineer, dated
April 25, 1962, with reference to the bids received for the instal-
lation of traffic signals at the intersection of Pacific Boulevard
and Leonis Boulevard in accordance with Contract No. 276, recommendinf
that the contract be awarded to Electro Construction Corp. on the
basis of their bid of $16,969.00, was read.
Resolution No. 2551 - A Resolution of the City Council of
the City of Vernon accepting the bid of Electro Construction
Company for the installation of traffic signals at the intersection
of Pacific Boulevard and Leonis Boulevard, in accordance with
Contract No. 276 of said City, was read.
It was moved by Anderson, seconded by Poxon, that Resolutio!
No. 2551 be approved and adopted. Motion carried.

Communication from V.I.P. Packaging Company requesting a
license to conduct a business of packaging furniture at 1926 E.
51st Street, was read.

It was moved by Poxon, seconded by Malburg, that the
request of V.I.P. Packaging Company be referred to the Fire Department
with power to act. Motion carried.
Communication from Osterbauer Compressor Service requesting
a license to conduct a business of selling and repairing new and used
compressors at 5041 Santa Fe Avenue, was read.
It was moved by Anderson, seconded by Malburg, that the
request of Osterbauer Compressor Service be referred to the Fire
Department with power to act. Motion carried.
Communication from Albright Express Company requesting a
license to conduct a business of transporting refrigerated merchandise
at 4230 District Blvd., was read.
It was moved by Malburg, seconded by Mail1iard, that the
request of Albright Express Company be approved and license granted.
Motion carried.
Communication from B. F. Goodrich Footwear and Flooring
Division requesting a license to conduct a business of wholesale
sales, warehouse and distribution of footwear and flooring products
at 2900 E. 44th Street, was read.
It was moved by Anderson, seconded by Poxon, that the
request of B. F. Goodrich Footwear and Flooring Division be approved
and license granted. Motion carried.
Communication from Delta Lines, Inc., dated April 26, 1962,
requesting that a portion of their 1962 license fee be refunded as
their company moved from Vernon on March 5, 1962, was read.
It was moved by Anderson, seconded by Poxon, that Delta
Lines, Inc. be granted a refund for three. quarters of the 1962 license
fees, and that authority be granted to issue warrant in the amount of
$150.00 to Delta Lines, Inc. Motion carried.
Communication from Mr. Solomon Blackman, dated April 20,
1962, addressed to Mayor Furlong, with reference to possible
citizen's award, was read. (Copy to each member of the City Council)
It was moved by Anderson, seconded by Poxon, that the City
Attorney be instructed to draft a resolution commending Mr. Solomon
Blackman for his actions. Motion carried.
Communication from Ducommun Metals & Supply Company, dated
April 24, 1962, requesting that the City of Vernon construct and
maintain a public crossing over the Southern Pacific railroad tracks
on South Alameda Street at 48th Street, and transmitting letters from
several of the neighboring companies with reference to this matter,
was read. (Copies of all letters to each member of the City Council)
It was moved by Anderson, seconded by Poxon, that the
Traffic Engineer be instructed to contact the companies that are
interested in locating a public crossing over the Southern Pacific
railroad tracks in the vicinity of 48th Street for the purpose of
(1) determining a location agreeable to all parties involved and (2)
determining how much, if any, said companies are willing to
contribute to financing said crossing; and that the Traffic Engineer
make a report to the City Council after these determinations haven

Communication from D. D. Grayson, Traffic Engineer, dated
April 23, 1962, transmitting a proposed Agreement for the instal-
lation of two No. 8 flashing light signals and time-out circuits
at Crossing No. 3A-3.9, Union Pacific Railroad Company, across
District Boulevard, and recommending that the City enter into said
Agreement with the Railroad and make application to the Public
Utiliti(~[; Commission for an allocation of funds to assist in
financing this work, was read. (Copy to each member of the City
Council)
It was moved by Anderson, seconded by Poxon, that the
Mayor and the City Clerk be authorized to execute, on behalf of the
City of Vernon, Agreement between the Union Pacific Railroad Company
and the City of Vernon, for the installation of two No. 8 flashing
light signals and time-out circuits at Crossing No. 3A-3.9; and
that the City Attorney be instructed to draft a resolution author-
izing the Mayor and City Clerk to sign an application to the Public
Utilities Commission of the State of California for allocation from
Crossing Protection Fund. Motion carried.
Communication from the Engineering Departments, dated
April 24, 1962, recommending that Harold W. Faber be advanced to
Engineering Aide II, Step 3, effective May 1, 1962, as he has
satisfactorily completed his probationary period, was read.
It was moved by Poxon, seconded by Anderson, that the
recommendation of the Engineering Departments, dated April 24, 1962,
be approved. Motion carried.
Communication from D. D. Grayson, Traffic Engineer, dated
April 25, 1962, transmitting an easement from the Central Manufac-
turing District, Inc., covering portions of District Boulevard and
Atlantic Boulevard, and recommending that said easement be accepted
and that the Central Manufacturing District, Inc. be advised of the
official recordation, was read.
It was moved by Mai11iard, seconded by Anderson, that
easement be accepted from Central Manufacturing District, Inc. and
that the Mayor and the City Clerk be authorized to execute Certificate
of Acceptance. Motion carried.
Communication from D. D. Grayson, Traffic Engineer, dated
April 25, 1962, requesting authority to purchaae nine fire
extinguishers at a cost of approximately $425.00 for installation
in the new Public Works Facility as recommended by the Vernon Fire
Department, was read.
It was moved by Poxon, seconded by Mail1iard, that the
request of the Traffic Engineer, dated April 25, 1962, be approved.
Motion carried.
Communication from L. C. Husted, Fire Chief, dated
April 24, 1962, transmitting a letter, dated March 27, 1962, from
the Greater Los Angeles Chapter of the National Safety Council,
which is self-explanatory, was read. (Copy to each member of the
City Council)
It was moved by Malburg, seconded by Mail1iard, that
communication from the Fire Chief, dated April 24, 1962, together
with letter, dated March 27, 1962, from the Greater Los Angeles
Chapter of the National Safety Counci12 be received and filed.

Communication from L. C. Husted, Fire Chief, dated April
24, 1962, submitting a report of the work and activities of the
Vernon Fire Department for the fiscal year ended June 30, 1961, was
read. (Copy to each member of the City Council)
It was moved by Poxon, seconded by Anderson, that report
of the work and activities of the Vernon Fire Department for the
fiscal year ended June 30, 1961, be received and filed. Motion
carried.

Communication from J. S. Colton, Building Engineer, dated
April 25, 1962, requesting authority for E. H. Ma1kemus to attend
the Regional Conference of the National Warm Air and Heating
Association at Anaheim, California, on May 11 & 12, 1962, with an
expense allowance of $25.00, was read.
It was moved by Poxon, seconded by Mai11iard, that the
request of the Building Engineer, dated April 25, 1962, be approved
and authority granted to issue warrant to E. H. Malkemus in the
amount of $25.00. Motion carried.
Activity Log of the Police Department for the period April
16 - 30, 1962, inclusive, was presented.
It was moved by Malburg, seconded by Mailliard, that
Activity Log of the Police Department be received and filed. Motion
carried.
Report of Carl A. Heinze, Consulting Electrical Engineer,
on operation of electrical system by Southern California Edison
Company for the month of February, 1962, was read.
It was moved by Malburg, seconded by Mai1liard, that the
report of the Consulting Electrical Engineer be received and filed.
Motion carried.
Communication from the City of Long Beach, dated April 26,
1962, advising that the May meeting of the Southeast District Mayors'
and Councilmen's Group will take place at The Captains' Inn on
Wednesday, May 9, 1962, at 6:30 p.m., was read.

communication from the City of Long Beach, dated April 26, 1962, be
received and filed. Motion carried.
Communication from "Bahan Catering" dba Hi-Grade Food
Distributors requesting licenses to operate three lunch trucks in
the City of Vernon, was read.
It was moved by Poxon, seconded by Mailliard, that the
request of "Bahan Catering" dba Hi-Grade Food Distributors be referred
to the Health Department with power to act. Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
April 27, 1962, recommending that lease agreement between the City
of Vernon and Motor Officer C. A. Shepard for one 1960 Harley
Davidson Motorcycle, Engine #60XLH4446, be terminated as of April 27,
1962, and recommending that new lease agreement, as submitted,
between the City of Vernon and Motor Officer C. A. Shepard for one
1962 Harley Davidson Motorcycle, Engine *62FLI0136, be approved,
effective April 27, 1962, was read.

It was moved by Anderson, sec~nded by Poxon, that the
recommendation of the Police Chief, dated April 27, 1962, be
approved and that new lease agreement be executed by the City of
Vernon. Motion carried.
Communication from Western Model Distributors of Los
Angeles requesting a license to conduct a business of wholesale
distribution of hobby model kits, toys, notions and related items,
at 2080 E. 25th Street, was read.
It was moved by Poxon, seconded by Anderson, that the
request of Western Model Distributors of Los Angeles be approved
and license granted. Motion carried.
Communication from Budget Trucking Company requesting a
license to conduct a trucking business at 4599 Pacific Blvd., was
read.
It was moved by Anderson, seconded by Poxon, that the
request of Budget Trucking Company be approved and license granted.
Motion carried.
Communication from Glenn Food Sales, Inc. requesting a
license to conduct a food brokerage business at 4224 District Blvd.,
was read.
It was moved by Paxon, seconded by Malburg, that the
request of Glenn Food Sales, Inc. be approved and license granted.
Motion carried.
Communication from Lombino and Paschke reques~ing a license
to conduct a truck wash and steam cleaning business at 3336 Fruitlanc
Avenue, was read.
It was moved by Anderson, seconded by Mailliard, that the
request of Lambino and Paschke be referred to the Superintendent,
Water and Sewer Systems, with power to act. Motion carried.
Communication from Chanslor & Lyon Co., Inc. requesting a
license to conduct a business of auto parts and equipment distri-
bution at 4321 Exchange Avenue, was read.
It was moved by Poxon, seconded by Anderson, that the
request of Chanslor & Lyon Co., Inc. be approved and license granted.
Motion carried.
Communication from Alpert & Alpert Iron & Metal, Inc.
requesting a license to operate a company maintenance shop and
employee parking lot at 2865 E. 26th Streett was read.
It was moved by Poxon, seconded by Mailliard, that the
request of Alpert & Alpert Iron & Metal, Inc. be referred to the
Fire Chief, the Police Chief and the City Attorney with power to act.
Motion carried.
Communication from the Western Plumbing Officials Associ-
ation, dated April 26, 1962, urging the City Council to authorize
E. H. Malkemus to attend and represent the City of Vernon at its
annual meetings, was read.

It was moved by Malburg, seconded by Mailliard, that
communication from the Western Plumbing Officials Association, dated
April 26, 1962, be received and filed. Motion carried.
Communication from the Los Angeles County Board of
Supervisors, dated April 26, 1962, advising that there will be a
Special Mass Meeting on Senate Reapportionment at 9:30 a.m.,
Friday, May 11, 1962, in the Board of Supervisors' Hearing Room,
Room 381, Hall of Administration, 500 West Temple Street, Los
Angeles, was read.
It was moved by Pox on , seconded by Malburg, that communi-
cation from the Los Angeles County Board of Supervisors, dated
April 26, 1962, be received and filed. MOtion carried.
Communication from R. H. Bockhacker, Police Chief, dated
April 30, 1962, requesting authority to attend the Forty-Second
Annual Conference of State Peace Officers Association at Anaheim,
California, from May 23 to 25, 1962, inclusive, with an expense
allowance of $53.25, was read.
It was moved by Anderson, seconded by Poxon, that the
request of the Police Chief, dated April 30, 1962, be approved ~nd
authority granted to issue warrant to R. H. Bockhacker in the amount
of $53.25. Motion carried.
Communication, was read, from R. H. Bockhacker, Police
Chief, dated April 27, 1962, recommending that the following
personnel be advanced to the next highest grade as listed:
Tommy D. Rowley to Policeman Grade 3, effective 5/1/62
A. E. Chrisman to Lieutenant Grade 1, effective 5/16/62
It was moved by Malburg, seconded by Mailliard, that the
recommendation of the Police Chief, dated April 27, 1962, be
approved. Motion carried.
Communication from D. D. Grayson, Traffic Engineer, dated
April 30, 1962, transmitting an easement from the Los Angeles City
School Districts covering a portion of Vernon Avenue at Santa Fe
Avenue, and recommending that said easement be accepted and that
the Los Angeles City School Districts be advised of the official
