MINUTES OF A REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON
HELD MAY 15, 1962 AT TWO O'CLOCK
P.M. IN THE COUNCIL CHAMBER OF THE
CITY HALL LOCATED AT 4305 SANTA FE
AVENUE, VERNON, CALIFORNIA.
COUNCIL PRESENT: Anderson, Furlong, Mailliard, Malburg, poxon
COUNCIL ABSENT: None
The meeting was called to order by Mayor R. J. Furlong.
It was moved by Poxon, seconded by Mailliard, that minutes
of the meeting of May 1, 1962 be approved as written and submitted.
Motion carried.
Communication from D. D. Grayson, Traffic Engineer, dated
May 8, 1962, submitting Contract No. 274. for the installation of
traffic signals and street improvements at the intersection of
Atlantic and District Boulevards, and recommending that said contract
be approved and that authority be granted to advertise for bids, was
read.
Resolution No. 2554 - A Resolution of the City Council of
the City of Vernon approving Contract No. 274 and Plans numbered
T-1647 and P-1670 for the installation of traffic signals and street
improvements at the intersection of Atlantic Boulevard and District
Boulevard, and determining the general prevailing rate of per diem
wages, was read.
It was moved by Anderson, seconded by Poxon, that
Resolution No. 2554 be approved and adopted. MOtion carried.

Resolution No. 2555 - A Resolution of the City Council of
the City of Vernon directing the giving of notice inviting sealed
proposals or bids for traffic signals and street improvements,
Atlantic Boulevard at District Boulevard, in accordance with Contract
No. 274 of the City of Vernon, was read.
It was moved by Anderson, seconded by Malburg, that
Resolution No. 2555 be approved and adopted. Motion carried.

Communication from R. H. King, Superintendent, Water &
Sewer Systems, dated May 8, 1962, submitting Contract No. 275 for
Booster Plant No. 3 Addition, and recommending that said contract
be approved and that authority be granted to advertise for bids,
was read.
Resolution No, 2552 - A Resolution of the City Council of
the City of Vernon approving Contract No. 275 and Plan No. WS 1629
for the Booster Plant No. 3 Addition, and determining the general
prevailing rate of per diem wages, was read.

Resolution No. 2553 - A Resolution of the City Council of
the City of Vernon directing the giving of notice inviting sealed
proposals or bids for the Booster Plant No. 3 Addition in accordance
with Contract No. 275 of the City of Vernon, was read.
It was moved by Malburg, seconded by Mai11iard, that
Resolution No. 2553 be approved and adopted. Motion carried.

Communication from Arthur E. Nelson Jr., City Engineer,
dated May 9, 1962, advising that George Miller Construction Company
has completed the work of constructing Santa Fe Avenue Sewer (57th
Street to Slauson Avenue) in accordance with Contract No. 272, and
recommending that the work be accepted and that authority be granted
to pay for same in accordance with the terms of the agreement, was
read.
Resolution No. 2558 - A Resolution of the City Council of
the City of Vernon accepting the construction of Sanitary Sewer in
Santa Fe Avenue from 57th Street to Slauson Avenue, in accordance
with Contract No. 272 of said City, was read.
It was moved by Mai11iard, seconded by Malburg, that
Resolution No. 2558 be approved and adopted. Motion carried.

Communication from Elcen Metal Products requesting a
license to conduct a business of warehousing and distribution of
metal products at 2906 Leonis Blvd., was read.
It was moved by Anderson, seconded by 11alburg, that the
request of Elcen Metal Products be approved and license granted.

Communication from Shu-Mak-Up, Inc. requesting a license
to conduct a business of manufacturing and bottling shoe color
coating at 3317 E. 50th Street, was read.
It was moved by poxon, seconded by Malburg, that the
request of Shu-Mak-Up, Inc. be approved and license granted. Motion
carried.
Communication from Lyles Trucking Company requesting a
license to conduct a trucking business at 4615 E. 48th Street, was
read.
It was moved by Anderson, seconded by Malburg, that the
request of Lyles Trucking Company be approved and license granted.

license to conduct a business of warehousing and distribution of
screws, nuts, bolts and automotive parts at 5014. Hampton St., was
read.
It was moved by Malburg, seconded by Mai11iard, that the
request of Lawson Products, Inc. be approved and license granted.
Motion carried.
Communication from Conroy-McKibben Chemical Co. requesting
a license to conduct a business as sales agents on a commission
basis for chemical manufacturers at 4210 Charter St., was read.
It was moved by Anderson, seconded by Malburg, that the
request of Conroy-McKibben Chemical Co. be approved and license
granted. Motion carried.
Communication from Washington Processing Co. Inc. requestint
a license to conduct a business of refining vegetable and animal
grease at 4144 Bandini Blvd., was read.
It was moved by Mai1liard, seconded by Poxon, that the
request of Washington Processing Co. Inc. be referred to the Fire
Chief, the Superintendent, Water & Sewer Systems, the Health Depart-
ment and the Building Department for investigation and report.
Motion carried.
Communication from Solo Products Corp. requesting a license
to conduct a business of warehousing and distribution of hair
grooming accessories at 5403 Santa Fe Avenue, was read.
It was moved by Anderson, seconded by Malburg, that the
request of Solo Products Corp. be approved and license granted.
Motion carried.
Communication from Torpey Cattle Company requesting a
license to conduct a business of livestock dealer and broker at
3395 E. Vernon Avenue, was read.
It was moved by Anderson, seconded by Poxon, that the
request of Torpey Cattle Company be approved and license granted.
Motion carried.
Communication from Budco Trucking Co. Inc. requesting a
license to conduct a trucking business at 4599 Pacific Blvd., was
read.
It was moved by Poxon, seconded by Anderson, that the
request of Budco Trucking Co. Inc. be approved and license granted.
Motion carried.
Communication from Rome Cable Corporation requesting a
license to conduct a business of warehousing and distribution of
cable, support systems and underf100r duct, at 4879 Fruitland Ave.,
was read.
It was moved by Poxon, seconded by Malburg, that the
request of Rome Cable Corporation be approved and license granted.

Communication from Marshall and Stevens Incorporated, dated
April 19, 1962, addressed to the City's insurance agent, proposing
to appraise for insurance purposes the various buildings at the City
of Vernon power plant locations for an estimated fee of $450.00, but
not to exceed $500.00, was read. (Copy to each member of the City
Council)
It was moved by Anderson, seconded by Ya1burg, that the
proposal of Marshall and Stevens Incorporated, dated April 19, 1962,
be approved, and that the Mayor and the City Clerk be authorized to
sign letter of acceptance by the City of said proposal. Motion
carried.
Communication from Congressman Clyde Doyle, dated May 3,
1962, with reference to City of Vernon Resolution No. 2545 opposing
Federal taxation of interest derived from public bonds, transmitting
a copy of a written statement, dated April 18, 1962, which he
received from the Chairman of the Ways and Means Committee on this
subject, was read. (Copy to each member of the City Council)
It was moved by Anderson, seconded by Poxon, that communi-
cation from Congressman Clyde Doyle, dated May 3, 1962, together
with transmittal, be received and filed. Motion carried.
Communication from Congressman Clyde Doyle, dated May 2,
1962, transmitting a copy of a letter, dated April 27, 1962, which
he received from Assistant Postmaster General Belen stating that,
"After carefully reviewing all information, we do not feel we can
justify the additional expense of maintaining an independent post
office in Vernon.", was read. (Copy to each member of the City
Council)
It was moved by Anderson, seconded by Poxon, that communi-
cation from Congressman Clyde Doyle, dated May 2, 1962, together
with transmittal, be received and filed. Motion carried.
Communication from the Los Angeles County Boundary
Commission, dated May 4, 1962, advising that a proposal has been
filed with the Secretary of the County Boundary Commission for the
annexation of territory described as "Southwesterly Annexation No.
3 to the City of Monterey Parkll, was read.
It was moved by Anderson, seconded by Poxon, that communi-
cation from the Los Angeles County Boundary Commission, dated May 4,
1962, be received and filed. Motion carried.
Report of Carl A. Heinze, Consulting Electrical Engineer,
on operation of electrical system by Southern California Edison
Company for the month of March, 1962, was read.
It was moved by Anderson, seconded by Malburg, that the
report of the Consulting Electrical Engineer be received and filed.
Motion carried.
Communication from the City of Cudahy transmitting a copy
of its Resolution No. 62-16 urging the Board of Supervisors to place
on the November, 1962 ballot a proposition to prohibit commercialized
poker, and urging the City Council of the City of Vernon to take
similar action, was read.
It was moved by Anderson, seconded by Poxon, that communi-
cation from the City of Cudahy, together with its Resolution No. 62-
16, be received and filed. Motion carried.

Report of Health Department activities for the month of
April, 1962, was presented. (Copy to each member of the City
Council)
It was moved by Malburg, seconded by Mailliard, that report
of Health Department activities be received and filed. Motion
carried.
Communication from Policeman B. M. Clark, dated May 8,
1962, requesting that he be considered as a tenant for one of the
City of Vernon's two-bedroom apartments, was read.
It was moved by Anderson, seconded by Poxon, that the
request of Policeman B. M. Clark, dated May 8, 1962, be received
and filed for future consideration. Motion carried.
Communication from the Engineering Departments, dated May
7, 1962, requesting authority to employ David W. Walter for a
temporary period during summer vacation as Utility Man IV, Step 5,
effective approximately June 18 to September 7, 1962, was read.
It was moved by Poxon, seconded by Anderson, that the
request of the Engineering Departments, dated May 7, 1962, be
approved. Motion carried.

Chapter, American Public Works Association, 15 Western States ..
Regional Conference and Equipment Show, at Long Beach from May 30
to June 1, 1962, with an expense allowance of $39.00, was read.
It was moved by Poxon, seconded by Anderson, that the
request of the Traffic Engineer, dated May 9, 1962, be approved and
authority granted to issue warrant in the amount of $39.00 to D. D.
Grayson. Motion carried.
Communications from A. E. Nelson Jr., City Engineer, both
dated May 9, 1962, requesting authority for William H. Keltner and
himself to attend the Southern California Chapter, American Public
Works Association, 15 Western States .. Regional Conference and
Equipment Show, at Long Beach from May 30 to June 1, 1962, with an
expense allowance of $39.00 each, were read.
It was moved by Poxon, seconded by Anderson, that the
requests of the City Engineer, dated May 9, 1962, be approved and
authority granted to issue warrants in the amount of $39.00 each to
William H. Keltner and A. E. Nelson Jr. Motion carried.
Communication from J. S. Colton, Building Engineer, dated
May 10, 1962, requesting authority for E. H. Malkemus to attend the
Business Meeting of the Southern California Regional Unit, Western
Plumbing Officials Association, at San Diego, on May 18, 1962, with
an expense allowance of $28.74, was read.
It was moved by Poxon, seconded by Anderson, that the
request of the Building Engineer, dated May 10, 1962, be approved
and authority granted to issue warrant in the amount of $28.74 to
E. H. Malkemus. Motion carried.

Communication from L. C. Husted, Fire Chief, dated May 10,
1962, requesting authority to attend the Conference of California
Fire Chiefs to be held in Anaheim from May 24 to 26, 1962, with an
expense allowance of $48.00, was read.
It was moved by Poxon, seconded by Mailliard, that the
request of the Fire Chief, dated May 10, 1962, be approved and
authority granted to issue warrant in the amount of $48.00 to L. C.
Husted. Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
May 10, 1962, recommending that James R. Tucker be advanced from
Sergeant Grade 3 to Grade 2, effective May 16, 1962, was read.
It was moved by Mailliard, seconded by Malburg, that the
recommendation of the Police Chief, dated May 10, 1962, be approved.
Motion carried.
Communication from E. T. Horn Company requesting a license
to conduct a business of manufacturers' representatives for chemical
raw materials at 4702 East 50th Street, was read.
It was moved by Mailliard, seconded by Malburg, that the
request of E. T. Horn Company be referred to the Fire Department with
power to act. Motion carried.
Activity Log of the Police Department for the period May 1
to 14, 1962 inclusive, was presented.
It was moved by Malburg, seconded by Mailliard, that
Activity Log of the Police Department be received and filed. Motion
carried.
Communication from D. D. Grayson, Traffic Engineer, dated
May 11, 1962, with reference to bids received for the traffic
installation at the intersection of Santa Fe Avenue and Fruitland
Avenue in accordance with Contract No. 280, transmitting letters,
dated May 3 & 10, 1962, from Mr. William R. Hahn, low bidder, calling
attention to an error and requesting that his bid be withdrawn; and
recommending that the request of Mr. William R. Hahn be approved,
that all bids be rejected and that authority be granted to re-adver-
tise for bids, was read.
Resolution No. 2556 .. A Resolution of the City Council of
the City of Vernon rejecting all bids for traffic signal instal-
lation at the intersection of Santa Fe Avenue and Fruitland Avenue,
v7as read.
It was moved by Malburg, seconded by Anderson, that
Resolution No. 2556 be approved and adopted. Motion carried.

Communication from Harold G. Simon & Associates requesting
a license to conduct a business of manufacturers' agent at 4900 Loma
Vista Avenue, was read.
It was moved by Malburg, seconded by Poxon, that the

granted. Motion carried.
Communication from Walter's 400 Custom Carpets, Inc.
requesting a license to conduct a business of carpet manufacturing
at 4601 Bandini Blvd., was read.
It was moved by Poxon, seconded by Malburg, that the
request of Walter's 400 Custom Carpets, Inc. be approved and license
granted. Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
May 14, 1962, requesting authority for L. Dufau to attend the
Southern California Juvenile Officers Association meeting in Palm
Springs on May 17 & 18, 1962, with an expense allowance of $49.65,
was read.
It was moved by Anderson, seconded by poxon, that the
request of the Police Chief, dated May 14, 1962, be approved and
authority granted to issue warrant in the amount of $49.65 to
L. Dufau. Motion carried.
Claim for penalty levied against Chuck Turner's Shell
Service for late payment of 1962 business license fees, was discussed~
It was moved by Anderson, seconded by Poxon, that, in
accordance with Section 23 of Ordinance No. 710, the City Clerk be
authorized to compromise claim for penalty levied against Chuck
Turner's Shell Service. Motion carried.
Communication from Rams Express requesting a license to
conduct a local transportation business at 3336 Fruitland Avenue,
was read.
It was moved by Anderson, seconded by Poxon, that the
request of Rams Express be approved and license granted. Motion
carried.

Communication from l1heatland Electrical Products requesting
a license to conduct a business of selling electrical products at
4433 E. 49th Street, was read.
It was moved by Anderson, seconded by Malburg, that the
request of Wheatland Electrical Products be approved and license
granted. Motion carried.
The City Clerk recommended that authority be granted to
increase the amount of the Water Department's petty cash fund by
$50.00.
It was moved by Anderson, seconded by Poxon, that the
recommendation of the City Clerk be approved. Motion carried.
Easement, dated May 7, 1962, from Abbe Investment Company
for one water meter service installation on the south side of East
25th Street, was presented.
It was moved by Malburg, seconded by Anderson, that
Easement be accepted from Abbe Investment Company, and that the
Mayor and the City Clerk be authorized to sign Certificate of
Acceptance. Motion carried.
Communication and report from Carl A. Heinze, Consulting
Electrical Engineer, and Vincent R. Poxon, City Attorney, dated May
14, 1962, transmitting original Partial Release and original
Conveyance, both dated November 30, 1961, covering the electric
generating and distribution system leased by the Southern California
Edison Company from the City of Vernon, was read. (Approved as to
form by the City Attorney and Darling, Shattuck, Hall & Call, as
Special Counsel, and approved by the Consulting Electrical Engineer
as to the identity of the property to be conveyed and released.)
It was moved by Malburg, seconded by Mail1iard, that
communication and report from Carl A. Heinze, Consulting Electrical
Engineer, and Vincent R. Poxon, City Attorney, dated May 14, 1962,
together with original Partial Release and original Conveyance, both
dated November 30, 1961, covering the electric generating and
distributing system leased by the Southern California Edison Company
from the City of Vernon, be received and filed. Motion carried.
Resolution No. 2559 - A Resolution of the City Council of
the City of Vernon commending Solomon Blackman, was read.
THE CITY COUNCIL OF THE CITY OF VERNON RESOLVES AS FOLLOWS:
WHEREAS, Solomon Blackman was instrumental in corraling
a run-away steer in the streets of the City of Vernon; and
WHEREAS, on the date of this occasion children were playing
in the streets; and
WHEREAS, said run-away steer could have done great bodily
injury to said children; and
WHEREAS, through the efforts of Solomon Blackman said steer
was contained where he could do no harm to persons or property; and

WHEI{EAS, the City Council of the City of Vernon wishes to
express its appreciation.
NOW, THEREFORE, BE IT RESOLVED:
~ECTION 1: That Solomon Blackman is hereby commended
for his actions in preventing this animal from inflicting damage to
persons or property in the City of Vernon and that this resolution
shall be spread upon the minutes of the City Council of the City of
Vernon.
SECTION 2: That the City Clerk of the City of Vernon
shall forward to Solomon Blackman a certified copy of this resolution.
SECTION 3: The City Clerk of the City of Vernon shall
certify to the passage of this Resolution, and thereupon and there-
after the same shall be in full force and effect.

Resolution No. 2559 be approved and adopted. Motion carried.
