MINUTES OF A REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON
HELD JUNE 6~ 1962 AT TWO O'CLOCK
P.M. IN THE COUNCIL CHAMBER OF THE
CITY HALL LOCATED AT 4305 SANTA FE
AVENUE ~ VERNON ~ CALIFORNIA.

The meeting was called to order by Mayor R. J. Furlong
It was moved by Poxon, seconded by Mail1iard, that minutes
of the meeting of May l5, 1962 be approved as written and submitted.
Motion carried.
The Clerk announced that this was the time and place for
opening of bids received for the installation of traffic signals
and street improvements at the intersection of Atlantic and District
Boulevards, in accordance with Contract No. 274.
It was moved by Anderson, seconded by Poxon, that the
Clerk be instructed to open and read the bids submitted. Motion
carried.

It was moved by Malburg, seconded by Mailliard, that bids
received for the installation of traffic signals and street improve-
ments at the intersection of Atlantic and District Boulevards, in
accordance with Contract No. 274, be referred to the Traffic Engineer
and the City Attorney for checking and report. Motion carried.
The Clerk announced that this was the time and place for
opening of bids received for Booster Plant No. 3 Addition, in
accordance with Contract No. 275.
It was moved by Anderson, seconded by poxon, that the
Clerk be instructed to open and read the bids submitted. Motion
carried.

received for the installation of traffic signals at the intersection
of Santa Fe Avenue and Fruitland Avenue, in accordance with Contract
No. 280, be referred to the Traffic Engineer and the City Attorney
for checking and report. Motion carried.
Communication from D. D. Grayson, Traffic Engineer, dated
May 16, 1962, advising that Motorola Communications and Electronics,
Inc. have completed the installation of the radio communication
system in accordance with Contract No. 252, and recommending that the
work be accepted and that authority be granted to pay for same in
accordance with the terms of the agreement, was read.
Resolution No. 2560 - A Resolution of the City Council of
the City of Vernon accepting the furnishing and installing of a
Radio Communication System in accordance with Contract No. 252 of
said City, was read.
It was moved by Poxon, seconded by Anderson, that
aesolution No. 2560 be approved and adopted. Motion carried.

May 28, 1962, advising that Sherwin Electric has installed vehicle
detectors at the intersection of Soto Street and Fruitland Avenue in
accordance with Contract No. 277, and recommending that the work be
accepted and that authority be granted to pay the contractor in
accordance with the terms of the agreement, was read.

Resolution No. 2561 - A Resolution of the City Council of
the City of Vernon accepting the installation of vehicle detectors
at Fruitland Avenue and Soto Street, in accordance with Contract
No. 277 of said City, was read.
It was moved by Poxon, seconded by Mai1liard, that
Resolution No. 2561 be approved and adopted. Motion carried.

Communication from Roy Franey dba Okeh Catering requesting
a license to operate a lunch truck in the City of Vernon, was read.
It was moved by Poxon, seconded by Mailliard, that the
request of Roy Franey dba Okeh Catering be approved and license
granted. Motion carried.
Communication from Lavar Corporation requesting a license
to conduct a business of selling detergents and cleaning compounds
at 4280 Bandini Blvd., was read.
It was moved by Malburg, seconded by Mailliard, that the
request of Lavar Corporation be referred to the Fire Department with
power to act. Motion carried.
Communication from Market Confections, Inc. requesting a
license to conduct a business of manufacturing and distribution of
candy at 4375 Bandini Blvd., was read.
It was moved by Poxon, seconded by Anderson, that the
request of Market Confections, Inc. be approved and license granted.
Motion carried.
Communication from C. E. Nemethi, M.D., Health Officer,
dated May 24, 1962, with reference to the request of Washington
Processing Company for a license to conduct a business at 4144
Bandini Blvd., transmitting a report of the conditions existing
at this location, and recommending that the license be denied until
such time as all existing insanitary conditions have been corrected,
was read. (Copy to each member of the City Council)
Communication from R. H. King, Superintendent, Water &
Sewer Systems, dated May 3l, 1962, with reference to the request of
Washington Processing Company for a license to conduct a business
at 4144 Bandini Blvd., advising that this company is complying with
the rules and regulations of the County Sanitation District as to
industrial waste disposal, and recommending that a license be
granted, was read. (Copy to each member of the City Council)
Communication from J. S. Colton, Building Engineer, dated
June 1, 1962, with reference to the request of Washington Processing
Co. for a license to conduct a business at 4.144 Bandini Blvd.,
recommending that issuance of a new license at this address should
be contingent upon the demolition and removal of all unsafe
structures, was read. (Copy to each member of the City Council)

It was moved by Malburg, seconded by Anderson, that
Washington Processing Company be granted the requested license,
if within sixty (60) days said applicant complies with the require-
ments and conditions of the Health Department, the Building
Department and the Fire Department. Motion carried.
A discussion was held with reference to the "Industrial
City Tuberculosis and Health Survey - Vernon Project", which was
carried out in the City of Vernon by the Los Angeles County
Tuberculosis and Health Association.
It was moved by Anderson, seconded by Malburg, that a
letter from the City Council, signed by Mayor Furlong, be sent to
the Los Angeles County Tuberculosis and Health Association
commending said association for the fine work in carrying out the
aforementioned project. Motion carried.
Communication from MacKay Distributing Company requesting
a license to conduct a vending machine operation at 2100 E. Vernon
Avenue, was read.
It was moved by Anderson, seconded by Mai1liard, that the
request of MacKay Distributing Company be referred to the Police
Department with power to act. Motion carried.
Communication from Maxon Industries, Inc. requesting a
license to conduct a business of steel fabrication at 2335 E. 52nd
Street, was read.
It was moved by Poxon, seconded by Malburg, that the
request of Maxon Industries, Inc. be approved and license granted.
Motion carried.
Communication from the City of Bell Gardens, dated May 18~
1962, transmitting a copy of its Resolution No. 62:017 urging the
County Board of Supervisors to place on the November, 1962 ballot
a proposition to prohibit the playing of draw poker or low ball
poker in the County of Los Angeles, was read.
It was moved by Anderson, seconded by Poxon, that communi-
cation from the City of Bell Gardens, dated May 18, 1962, together
with copy of its Resolution No. 62:017, be received and filed.
Motion carried.
Communication from Keenan Pipe & Supply Company, dated May
16, 1962, requesting that traffic signals be installed at the inter-
section of 27th Street and Santa Fe Avenue and operated at least
during rush hours, was read.
It was moved by Anderson, seconded by Poxon, that the
request of Keenan Pipe & Supply Company, dated May 16, 1962, be
referred to the Traffic Engineer for investigation and report.
Motion carried.
Communication from The Pacific Telephone and Telegraph
Company, dated May 21, 1962, transmitting check in the amount of
$81,466.69 as required under Ordinance No. 108, was read.
It was moved by Anderson, seconded by Poxon, that check in
the amount of $81,466.69, from The Pacific Telephone and Telegraph
Company, be accepted. Motion carried.

Communication from Policeman John H. Gavin, dated May 22,
1962, submitting his resignation as an employee of the City of
Vernon, effective as of the close of his tour of duty on May 3l, 1962,
was read. (Approval recommended by Police Chief)
It was moved by Anderson, seconded by Malburg, that the
resignation of Policeman John H. Gavin be accepted, effective as
of the close of his tour of duty on May 31, 1962. Motion carried.
Communication from D. D. Grayson, Traffic Engineer, dated
May 28, 1962, advising that Seaside Oil Company has indicated a
willingness to grant an easement for a small parcel of right-of-way
in connection with the improvement of the intersection of Atlantic
Boulevard and District Boulevard in consideration of the sum of
$1,900.00, and recommending that authority be granted to pay Seaside
the sum of $1,900 as requested, provided that said payment and
acceptance of said easement shall be conditioned upon the prior
removal of such Seaside facilities as may in the judgment of the
Traffic Engineer interfere with the City's use and enjoyment thereof,
was read.
It was moved by Anderson, seconded by Poxon, that the
City Attorney and the Traffic Engineer be instructed to draft an
easement covering the aforementioned parcel, and that authority be
granted to pay the sum of $1,900.00 to Seaside Oil Company upon
compliance with the above conditions and acceptance of said easement
by the City. Motion carried.
Communication from the Engineering Departments, dated 11ay
28, 1962, requesting authority to advance certain personnel on the
basis of merit, as listed, effective July 1, 1962, was read. (Copy
to each member of the City Council)
It was moved by Anderson, seconded by Poxon, that the
request of the Engineering Departments, dated May 28, 1962, be
approved. Motion carried.
Communication from the Engineering Departments, dated
May 29, 1962, advising that Engineering Aide Richard G. Munsell has
requested two weeks' leave of absence to participate in NRCB Recruit
Training at San Diego, California, beginning June 11, 1962, and
recommending that Mr. Munsell be granted a leave of absence with pay
for this period, was read.
It was moved by Mai11iard, seconded by Anderson, that the
recommendation of the Engineering Departments, dated May 29, 1962,
be approved. Motion carried.
Communication from F. A. Ziemer, City Clerk, dated May 31,
1962, recommending that certain personnel, as listed, be advanced
in grade, effective July 1, 1962, was read. (Copy to each member
of the City Council)
It was moved by Poxon, seconded by Anderson, that the
recommendation of the City Clerk, dated May 31, 1962, be approved.

Communication from the Finance Committee, dated May 29,
1962, transmitting copies of the individual budget requests for the
operation of the various departments of the City for the fiscal
year 1962-63, together with the amounts approved by the Finance
Committee, and making certain recommendations in connection there-
with, was read. (Copy to each member of the City Council)
It was moved by Anderson, seconded by Poxon, that the
recommendations of the Finance Committee be approved as outlined in
communication dated May 29, 1962, and that as soon as salary
schedules have been established, the City Attorney be instructed
to draft a resolution approving the budget for the fiscal year 1962-
63. Motion carried.
Communication from the Finance Committee, dated May 29,
1962, making certain recommendations relative to employees' salaries
and related matters for the fiscal year 1962-63, was read. (Copy
to each member of the City Council)
It was moved by Anderson, seconded by Poxon, that communi-
cation from the Finance Committee, dated May 29, 1962, be referred
back to the Finance Committee for further study and recommendations
relative to employees' salaries and related matters for the fiscal
year 1962-63. Motion carried.
Communication from L. C. Husted, Fire Chief, dated May 25,
1962, requesting authority to purchase one metal cabinet at an
approximate cost of $80.00, to be used as a paint storage locker at
Fire Station No.1, was read.
It was moved by Poxon, seconded by Anderson, that the
request of the Fire Chief, dated May 25, 1962, be approved. Motion
carried.
Activity Log of the Police Department for the period May
15 - 31, 1962 inclusive, was presented.
It was moved by Malburg, seconded by Mailliard, that
Activity Log of the Police Department be received and filed. Motion
carried.
Copy of a Resolution adopted by the Los Angeles County
Board of Supervisors on May 29, 1962 reaffirming its approval and
support of the portions of H.R. 11199 which relate to the extension
of the Federal-aid Secondary System in the urban areas and urging
the City Councils of the area, the County Supervisors Association of
California, the League of California Cities, the California State
Highway Commission, and each Member of Congress of the United State3,
to support this important legislation which will remove the present
limitation on Federal-aid Secondary financing for urban areas, was
read.
It was moved by Anderson, seconded by Poxon, that copy of
a Resolution adopted by the Los Angeles County Board of Supervisors
on May 29, 1962, be referred to the Traffic Engineer for study and
report. Motion carried.

license to conduct a business of warehousing for various food
service specialty manufacturers selling solely to wholesale jobbers,
at 2100 E. 25th Street, was read.
It was moved by Mailliard, seconded by Poxon, that the
request of Papercraft Specialty Co. be referred to the Fire Depart-
ment with power to act. Motion carried.
Communication from D. D. Grayson, Traffic Engineer, dated
June 4, 1962, making a progress report on the request from Ducommun
Metals and Supply Company to construct a public crossing over the
Southern Pacific Railroad Company tracks in Alameda Street, was read.
It was moved by Anderson, seconded by Poxon, that communi-
cation from the Traffic Engineer, dated June 4, 1962, be received
and filed. Motion carried.
Resolution No. 2562 - A Resolution of the City Council of
the City of Vernon requesting Metropolitan Transit Authority to
make certain improvements, was read.
It was moved by Malburg, seconded by Mailliard, that
Resolution No. 2562 be approved and adopted. Motion carried.

presented during the period May 16 to 31, which includes Demands
Nos. 8721 to 8927 (both inclusive), drawn on the California Bank,
totaling $737,241.54, and Demands Nos. 1 to 4 (both inclusive),
drawn on the California Bank, Light and Power Fund, totaling
$3,692.71 (accounting periOd June, 1962), was examined and audited.
It was moved by Mailliard, seconded by Paxon, that "Warrant
Register No. 118" be approved and payment authorized for Demands
Nos. 8721 to 8927 (both inclusive) and Demands Nos. 1 to 4 (both
inclusive), with no exceptions. Motion carried.
