MINUTES OF A REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON
HELD JUNE 19, 1962 AT TWO O'CLOCK
P.M. IN THE COUNCIL CHAMBER OF THE
CITY HALL LOCATED AT 4305 SANTA FE
AVENUE, VERNON, CALIFORNIA.
COUNCIL PRESENT: Anderson, Furlong, Mailliard, Poxon
COUNCIL ABSENT: Malburg
The meeting was called to order by Mayor R. J. Furlong.
It was moved by Poxon, seconded by Mailliard, that minutes
of the meeting of June 6, 1962 be approved as written and submitted.
Motion carried.
Communication from D. D. Grayson, Traffic Engineer, dated
June 7, 1962, with reference to bids received for the installation
of traffic signals at the intersection of Santa Fe Avenue and Fruit-
land Avenue in accordance with Contract No. 280, recommending that
the contract be awarded to Ed Seymour on the basis of his bid of
$8,190.00, was read.
Resolution No. 2567 - A Resolution of the City Council of
the City of Vernon accepting the bid of Ed Seymour for traffic signal
installation at the intersection of Santa Fe Avenue and Fruitland
Avenue, in accordance with Contract No. 280 of said City, was read.
It was moved by Anderson, seconded by poxon, that
Resolution No. 2567 be approved and adopted. Motion carried.

Communication from D. D. Grayson, Traffic Engineer, dated
June 15, 1962, with reference to bids received for traffic signals
and street improvements, Atlantic Boulevard at District Boulevard
in accordance with Contract No. 274, recommending that Schedule I
of this contract be awarded to Sherwin Electric Service on the
basis of their bid of $13,390.00, and Schedule II to Vernon Paving
Company on the basis of their bid of $52,941.58, was read.
Resolution No. 2566 - A Resolution of the City Council of
the City of Vernon accepting bids on Contract No. 274 covering
Schedules I and II for traffic signals and street improvements,
Atlantic Boulevard at District Boulevard, was read.
It was moved by Mailliard, seconded by Poxon, that
Resolution No. 2566 be approved and adopted. Motion carried.

Communication from R. H. King, Superintendent, Water &
Sewer Systems, dated June 15, 1962, with reference to bids received
for the Booster Plant No. 3 Addition in accordance with Contract

to U.S. Pumps Inc. on the basis of their bid of $4,994.20, and
Schedule II of this contract be awarded to Pylon Inc. on the basis
of their bid of $32,292.00, was read. (Copy to each member of the

Resolution No. 2565 - A Resolution of the City Council of
the City of Vernon a~eptIng-bids on Contract No. 275 covering
Schedules I and II for the Booster Plant No. 3 Addition, was read.
It was moved by Anderson, seconded by Poxon, that
Resolution No. 2565 be approved and adopted. Motion carried.

Communication from the Finance Committee, dated June 8,
1962, making certain enumerated recommendations relative to
employees' salaries and related matters for the fiscal year 1962-63,

It was moved by Anderson, seconded by Poxon, that the
recommendations of the Finance Committee, as enumerated in communi-
cation dated June 8, 1962, be approved. Motion carried.
Resolution No. 2563 - A Resolution of the City Council of
the City of Vernon fixing the compensation for certain employees of
said City as of July 1, 1962, authorizing certain expense allowances,
and repealing all resolutions in conflict herewith, was read.
It was moved by Anderson, seconded by Poxon, that
Resolution No. 2563 be approved and adopted. Motion carried.

Resolution No. 2564 - A Resolution of the City Council of
the City of Vernon approving budget for the fiscal year 1962-63,
was read.
It was moved by Poxon, seconded by Mailliard, that
Resolution No. 2564 be approved and adopted. Motion carried.

Communication from Seymour Nesbit Co. requesting a license
to conduct a business of salting and curing sheepskins at 3399 E.
Vernon Avenue, was read.
It was moved by Anderson, seconded by Mailliard, that the
request of Seymour Nesbit Co. be referred to the Health Department
with power to act. Motion carried.
Communication from Columbia Paper Company, dated June 7,
1962, requesting that they not be assessed a penalty for late payment
of 1962 license fee, was read.
It was moved by Poxon, seconded by Anderson, that in
accordance with Section 23 of Ordinance No. 710, the City Clerk be
authorized to compromise claim for penalty levied against Columbia
Paper Company. Motion carried.
Communication from Bil-Wel Co., Inc. requesting a license
to conduct a truck and trailer repair business at 1771 Downey Road,
was read.

request of Bi1-We1 Co., Inc. be approved and license granted.
Motion carried.
Communication from Associated Pool Equipment Manufacturing
Inc. requesting a license to conduct a manufacturers' representative
business at 4433 E. 49th Street, was read.
It was moved by Anderson, seconded by Poxon, that the
request of Associated Pool Equipment Manufacturing Inc. be approved
and license granted. Motion carried.
Communication from Trucks Incorporated requesting a
license to conduct a business of truck renting and leasing at 2860
So. Alameda Street, was read.
It was moved by Poxon, seconded by Anderson, that the
request of Trucks Incorporated be approved and license granted.
Motion carried.
Communication from Dell Smith Company, dated June 6, 1962,
requesting consideration of permission to install their base station
antenna for their two-way radio system atop the City's new water
tank, and remote control the equipment from their new Vernon plant
location, was read. (Copy to each member of the City Council)
It was moved by Anderson, seconded by Poxon, that communi-
cation from Dell Smith Company, dated June 6, 1962, be referred to
the Superintendent, Water & Sewer Systems,for investigation and
report. Motion carried.
Communication from A. E. Nelson, Jr., City Engineer, dated
June 11, 1962, with reference to request of Union Oil Company of
California that their License Agreement with the City, dated April
25, 1957, be terminated, recommending that said License Agreement
be terminated and that Union Oil Company of California be so advised~
was read. (Copy to each member of the City Council)
It was moved by Anderson, seconded by Mailliard, that
License Agreement between the City of Vernon and Union Oil Company
of California, dated April 25, 1957, be terminated, and that Union
Oil Company of California be so advised. Motion carried.
Communication from D. D. Grayson, Traffic Engineer, dated
June 7, 1962, advising that R. A. Petraitis has requested leave of
absence to participate in annual active duty training at Camp
Roberts, California, with the 63rd Division, U.S. Army Reserve, and
recommending that he be granted a military leave of absence with
pay for the period July 9 to July 20, 1962, was read.
It was moved by Anderson, seconded by Poxon, that the
recommendation of the Traffic Engineer, dated June 7, 1962, be
approved. Motion carried.
Communication from the Engineering Departments, dated June
11, 1962, advising that F. W. Sumner has requested two weeks' leave
of absence to participate in U.S. Marine Corps Reserve Annual Field
Training at 29 Palms, California, beginning July 9, 1962, and recom-
mending that Mr. Sumner be granted a leave of absence with pay for
this period, was read.

It was moved by Poxon, seconded by Mailliard, that the
recommendation of the Engineering Departments, dated June 11, 1962,
be approved. Motion carried.
Communication from D. D. Grayson, Traffic Engineer, dated
June 11, 1962, with reference to resolution adopted by the Los
Angeles County Board of Supervisors relative to federal aid for
secondary highways, recommending no specific action on this matter,
was read. (Copy to each member of the City Council)
It was moved by Poxon, seconded by Anderson, that communi-
cation from the Traffic Engineer, dated June 11, 1962, be received
and filed. Motion carried.
Communication from the City of Bell Gardens, dated June 12,
1962, transmitting a copy of its Resolution No. 62:022, affirming
its approval and support of portions of H.R. 11199 relating to
extension of Federal-aid Secondary System urban areas, was read.
It was moved by Anderson, seconded by Poxon, that communi-
cation from the City of Bell Gardens, dated June 12, 1962, together
with copy of its Resolution No. 62:022, be received and filed.
Motion carried.
Communication from D. D. Grayson, Traffic Engineer, dated
June 13, 1962, transmitting a proposed license agreement between
Los Angeles Metropolitan Transit Authority and the City of Vernon
covering installation of traffic signals on certain M.T.A. right-
of-way at Fruitland Avenue and Pacific Boulevard, and recommending
that this agreement be accepted, was read.
It was moved by Mai1liard, seconded by Poxon, that the
recommendation of the Traffic Engineer, dated June 13, 1962, be
approved, and that the Mayor and the City Clerk be authorized and
directed to execute, on behalf of the City, license agreement
between Los Angeles Metropolitan Transit Authority and the City of
Vernon covering installation of traffic signals on certain M.T.A.
right-of-way at Fruitland Avenue and Pacific Boulevard. Motion
carried.
Corn~unication from the City of Irwindale transmitting a
copy of its Rc~olution No. 62-33-311 urging the Board of Supervisors
to place on the November, 1962 Ballot a proposition to prohibit
commercialized poker, was read.
It was moved by Anderson, seconded by Mailliard, that
communication from the City of Irwindale, together with copy of its
Resolution No. 62-33-311, be received and filed. Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
June 8, 1962, recommending that Lease Agreement between the City of
Vernon and Officer 1. L. Brummett for one 1960 Harley Davidson
Motorcycle, Engine #FL12739, be renewed effective as of June 24,
1962, was read.
It was moved by Mailliard, seconded by Poxon, that the
recommendation of the Police Chief, dated June 8, 1962, be approved
and that said lease agreement be renewed. Motion carried.

Communication, was read, from R. H. Bockhacker, Police
Chief, dated June 7, 1962, requesting that the following Police
Department personnel be advanced in grade as listed below:
Fisher, D. E. to Grade 1 effective 7/1/62
Taylor, P. A. to Grade 3 effective 8/1/62
Reinholtz, J. L. to Grade 3 effective 8/1/62
It was moved by Anderson, seconded by Poxon, that the
request of the Police Chief, dated June 7, 1962, be approved. Motion
carried.
Communication from L. C. Husted, Fire Chief, dated June 11,
1962, requesting authority to have the thickness of the concrete
slab at the rear of new Fire Station No. 2 and the concrete driveway
in front changed from 4" to 5" with wire mesh at an approximate
additional cost of $550.00, was read. (Copy to each member of the
City Council)
It was moved by Paxon, seconded by Anderson, that the
request of the Fire Chief, dated June 11, 1962, be approved. Motion
carried.
Communication from C. E. Nemethi, M.D., Health Officer,
dated June 13, 1962, requesting permission to advance Louis S.
Hauger from Deputy Director of Sanitation Grade 2 to Grade 1,
effective July 1, 1962, was read.
It was moved by Anderson, seconded by Paxon, that the
request of the Health Officer, dated June 13, 1962, be approved.
Motion carried.
Communication from R. J. Furlong, Director of Civil
Defense, dated June 8, 1962, requesting authority for G. G. Skalsky
to attend the annual meeting of the Southern California Civil Defense
and Disaster Association at Oxnard, California, on June 29 & 30,
1962, with an expense allowance of $47.00, was read.
It was moved by Poxon, seconded by Anderson, that the
request of the Director of Civil Defense, dated June 8, 1962, be
approved and euthority granted to issue warrant in the amount of
$47.00 to G. C. Skalsky. Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
June 14, 1962, advising that Patrick A. Taylor has requested two
weeks leave of absence to participate in active duty training with
the United States Coast Guard, and recommending that he be granted
a military leave of absence with pay for the period July 8, 1962
up to and including July 22, 1962, was read.
It was moved by Mailliard, seconded by Poxon, that the
recommendation of the Police Chief, dated June 14, 1962, be approved.
Motion carried.
Communication from L. C. Husted, Fire Chief, dated June 14"
1962, advising that Raymond Nutter was suspended on June 12, 1962
without pay until further notice; recommending that Mr. Nutter's
suspension continue until July 1, 1962; and recommending that Mr.
Nutter be demoted from his present position to Hoseman Grade 1,
effective July 1, 1962, was read. (Copy to each member of the City

It was moved by Anderson, seconded by Poxon, that the
recommendations of the Fire Chief, dated June 14, 1962, be approved.
Motion carried.
Communication from D. D. Grayson, Traffic Engineer, dated
June 14, 1962, transmitting a report on Bandini Boulevard Extension;
recommending that the City take the necessary action to amend the
Highway Master Plan for the Metropolitan Area, County of Los Angeles,
and reserve the required right-of-way; and recommending that the
Traffic Engineer be authorized to investigate possible ways to
obtain financial assistance in accomplishing the construction of the
new street, was read. (Copy to each member of the City Council)
It was moved by Anderson, seconded by Poxon, that communi-
cation from the Traffic Engineer, dated June 14, 1962, together with
report on Bandini Boulevard Extension, be tabled temporarily for
further study. Motion carried.
Communication from Luis Mestas requesting a license to
conduct a chemical testing laboratory at 2100 E. 52nd Street, was
read.
It was moved by Poxon, seconded by Anderson, that the
request of Luis Mestas be referred to the Fire Department and the
Engineering Departments with power to act. Motion carried.
Communication from the Los Angeles County Board of Super-
visors, dated June 14, 1962, advising that July 17, 1962 has been
set as the time for hearing on the recommendations of the Los Angeles
County Charter Study Committee, and transmitting a copy of said
recommendations, was read.
It was moved by Anderson, seconded by Mailliard, that
communication from the Los Angeles County Board of Supervisors,
dated June 14, 1962, together with transmittal, be received and
filed. Motion carried.
Communication from Mr. Riter C. Taylor, dated June 18,
1962, expressing his thanks and appreciation to the City Council for
allowing him the necessary tuition fees from the Education and
Training Budget appropriation, which made it possible for him to
attend and complete the course, "Building Department Administration"
at the University of Southern California, was read.

cation from Mr. Riter C. Taylor, dated June 18, 1962, be received
and filed. Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
June 19, 1962, requesting authority to employ Mr. Jarrett E. Webb
as Policeman Grade 4, effective July 1, 1962, was read.
It was moved by Poxon, seconded by Mailliard, that the
request of the Police Chief, dated June 19, 1962, be approved.

demands presented during the period May 1 to 31, which includes
Demands Nos. 603 to 616 (both inclusive), drawn on the Citizens
National Bank, totaling $184,753.25 (accounting period May 1962),
was examined and audited.
It was moved by Mailliard, seconded by Poxon, that "Payroll
Warrant Register No. 59" be approved and payment authorized for
Demands Nos. 603 to 616 (both inclusive), with no exceptions. Motion
carried.

"Warrant Register No. 119" covering claims and demands
presented during the period June 1 to 15, which includes Demands

on the California Bank Light and Power Fund, totaling $43,904.46
(accounting period June, 1962), was examined and audited.
It was moved by Mailliard, seconded by Paxon, that "Warrant
Register No. 119" be approved and payment authorized for Demands Nos.
8928 to 9050 (both inclusive) and Demands Nos. 5 to 8 (both
inclusive), with no exceptions. Motion carried.
