19620703 Regular City Council Meeting - Minutes MINUTES OF A REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF VERNON HELD JULY 3, 1962 AT TWO O'CLOCK P.M. IN THE COUNCIL CHAMBER OF THE CITY HALL LOCATED AT 4305 SANTA FE AVENUE. VERNON t CAL IFORNIA. COUNCIL PRESENT: Anderson, Furlong, Mailliard, Malburg, Poxon COUNCIL ABSENT: None I The meeting was called to order by Mayor R. J. Furlong. It was moved by Poxon, seconded by Anderson, that minutes of the meeting of June 19, 1962 be approved as written and submitted. Motion carried. Communication from L. Kauffman Co., Inc., dated June 20, 1962, with reference to check that was mailed on January 15, 1962 covering 1962 business license fee, which was apparently lost in the mail, was read. It was moved by Anderson, seconded by Malburg, that in accordance with Section 23 of Ordinance No. 710, the City Clerk be authorized to compromise claim for penalty levied against L. Kauffman Co., Inc. Motion carried. Communication from United Egg Products Co. requesting a license to conduct a business of egg breaking processors at 4224 District Blvd., was read. It was moved by Malburg, seconded by poxon, that the request of United Egg Products Co. be approved and license granted. Motion carried. Communication from Dane Refrigeration Service requesting a license to conduct a business of servicing and repairing refrigeration units on refrigerated trucks at 3745 So. Soto Street, was read. It was moved by Poxon, seconded by Msilliard, that the request of Dane Refrigeration Service be approved and license granted. Motion carried. I Communication from General Supply Co. requesting a license to conduct a business of selling new and used industrial equipment at 3716 So. Alameda Street, was read. It was moved by Poxon, seconded by Anderson, that the request of General Supply Co. be referred to the Police Department with power to act. Motion carried. Communication from Lou Evanson Meat Co. requesting a license to conduct a wholesale meat and provision business at 4330 Alcoa Avenue, was read. It was moved by Poxon, seconded by Malburg, that the request of Lou Evanson Meat Co. be approved and license granted. Motion carried. -2- 7/3/62 Communication from the City of Lawndale, dated June 25, 1962, affirming its approval and support of proposed legislation to restrict driving privileges of juveniles, in an effort to combat the rising tide of gang violence in the area, was read. (Copy to each member of the City Council) It was moved by Anderson, seconded by Poxon, that communi- cation from the City of Lawndale, dated June 25, 1962, be received and filed. Motion carried. I Copy of Resolution No. 1878 of the City of Maywood recording its concern over the implications contained in the recent decision of the United States Supreme Court, in which the Court rules that the saying of prayers in public schools is in violation of the United States Constitution, was read. It was moved by Anderson, seconded by Mailliard, that copy of Resolution No. 1878 of the City of Maywood be received and filed. Motion carried. Communication from the Vernon Chamber of Commerce, dated June 26, 1962, transmitting a copy of the Resolution adopted by its Board of Directors on June 19, 1962, requesting the Metropolitan Transit Authority to make certain improvements, was read. It was moved by Poxon, seconded by Mail1iard, that communi- cation from the Vernon Chamber of Commerce, dated June 26, 1962, together with transmittal, be received and filed. Motion carried. Communication from the Vernon Chamber of Commerce, dated June 27, 1962, suggesting that the City of Vernon, through its Traffic Engineer, investigate the possibility of widening the crossing and the improvement of the grade crossing over the Southern Pacific tracks at 51st and Alameda Streets and the pursuing of the possibility with the City of Los Angeles as to the opening of a street to the west in line with 51st Street; and in addition, suggesting that investigation be made as to the alleviation of congestion caused by inadequate dockage facilities at the National Storage Company, 5050 So. Alameda Street, was read. It was moved by Poxon, seconded by Mailliard, that communi- cation from the Vernon Chamber of Commerce, dated June 27, 1962, be referred to the Traffic Engineer for investigation and report. Motion carried. I Communication from the League of California Cities, dated June 15, 1962, announcing the 64th Annual Conference to be held in Los Angeles, October 21 - 24, 1962, was read. It was moved by Anderson, seconded by Poxon, that authority be granted to issue checks in the amount of $50.00 each to members of the City Council and Department Heads attending the Annual Conference of the League of California Cities to be held in Los Angeles from October 21 - 24, 1962, inclusive. Motion carried. Report of Health Department activities for the month of May, 1962, was presented. (Copy to each member of the City Council) It was moved by Poxon, seconded by Anderson, that the report of Health Department activities be received and filed. Motion carried. -3- 7/3/62 Communication from R. H. King, Superintendent, Water & Sewer Systems, dated June 26, 1962, advising that Mr. Henry Tufto, Utility Man II, resigned effective June 22, 1962, and transmitting Mr. Tufto's request for vacation pay for 1962, was read. It was moved by Anderson, seconded by Poxon, that Mr. Henry Tufto be granted a vacation with pay, and that his resignation be accepted as of the close of the business day on July 13, 1962. Motion carried. Communication from R. H. King, Superintendent, Water & Sewer Systems, dated June 29, 1962, requesting authority to employ Thomas A. Keele as Utility Man III, Step 5, effective July 1, 1962, was read. It was moved by Poxon, seconded by Malburg, that the request of the Superintendent, Water & Sewer Systems, dated June 29, 1962, be approved. Motion carried. Communication from John B. Moore, Administrative Officer, dated June 21, 1962, with reference to proposed vacation of Washington Boulevard (Drainage Easement), City of Vernon, was read. (Copy to each member of the City Council) It was moved by Anderson, seconded by Poxon, that the matter relative to proposed vacation of Washington Boulevard (Drainage Easement), City of Vernon,be referred to the Administrative Officer for a further report. Motion carried. Activity Log of the Police Department for the period June 16 - 30, 1962 inclusive, was presented. It was moved by Malburg, seconded by Poxon, that Activity Log of the Police Department be received and filed. Motion carried. Communication from L. C. Husted, Fire Chief, dated June 27, 1962, requesting that Fireman Joseph W. Blaut be allowed the sum of $6.4.7 from the Education and Training Budget appropriation for tuition and books for a course entitled IIFire Science" at Harbor Junior College, was read. I It was moved by Mai1liard, seconded by Malburg, that the request of the Fire Chief, dated June 27, 1962, be approved and authority granted to issue warrant in the amount of $6.47 to Joseph w. B1aut. Motion carried. Communication from Will & Lillis Catering requesting a license to operate a lunch truck in the City of Vernon, was read. It was moved by Anderson, seconded by Poxon, that the request of Will & Li1l's Catering be approved and license granted. Motion carried. Communication from R. H. King, Superintendent, Water & Sewer Systems, dated June 29, 1962, with reference to request from Dell Smith Company for permission to install a base station antenna for a two-way radio system atop the City's new water tank, recom- mending that the request be denied, was read. (Copy to each member of the City Council) -4- 7/3/62 It was moved by Malburg, seconded by Poxon, that the request of the Dell Smith Company for permission to install a base station antenna for a two-way radio system atop the City's new water tank, be denied, and that a copy of Mr. King's letter be sent to the Dell Smith Company. Motion carried. I Communication from D. D. Grayson, Traffic Engineer, dated July 2, 1962, transmitting an Easement for street purposes from Union Oil Company of California covering the southwest corner of 52nd Street and Atlantic Boulevard, and recommending that said easement be accepted and that Union Oil Company of California be advised of the official recordation, was read. It was moved by Poxon, seconded by Anderson, that easement be accepted from Union Oil Company of California and that the Mayor and City Clerk be authorized to execute Certificate of Acceptance. Motion carried. Communication from Mr. Jack R. Weeks, dated July 2, 1962, advising that he is vacating the city-owned apartment located at 3382 E. 50th Street, as of July 31, 1962, was read. It was moved by Anderson, seconded by Malburg, that communication from Mr. Jack R. Weeks, dated July 2, 1962, be received and filed. Motion carried. Communication from the Los Angeles County Boundary Commission, dated June 27, 1962, with reference to proposed "Leonis Annexation" to the City of Vernon, was read. (Copy to each member of the City Council) It was moved by Anderson, seconded by Poxon, that a copy of the letter from the Los Angeles County Boundary Commission, dated June 27, 1962, be sent to the petitioner with a suggestion that he withdraw his petition for annexation as the legal description included in said petition does not comply with the provisions of Section 35002.3 of the Government Code. Motion carried. "Warrant Register No. 120" covering claims and demands presented during the period June 16 to 30, which includes Demands Nos. 9051 to 9197 (both inclusive), drawn on the California Bank, totaling $56,705.52, and Demands Nos. 9 to 14 (both inclusive), drawn on the California Bank, Liaht and Power Fund, totaling $629,584.34 (accounting period July, 1962), wal examined and audited. It was moved by Mailliard, seconded by Poxon, that "Warrant Register No. 120" be approved and payment authorized for Demands Nos. 9051 to 9197 (both inclusive) and Demands Nos. 9 to 14 (both inclusive), with no exceptions.
