The meeting was called to order by Mayor R. J. Furlong.
It was moved by Mailliard, seconded by Anderson, that
minutes of the meeting of July 3, 1962 be approved as written and
submitted. Motion carried.
Communication from D. D. Grayson, Traffic Engineer, dated
July 9, 1962, submitting Contract No. 278 for furnishing two dump
trucks, and recommending that said contract be approved and that
authority be granted to advertise for bids, was read.
Resolution No. 2568 - A Resolution of the City Council of
the City of Vernon approving Contract No. 278 for furnishing two
dump trucks, was read.
It was moved by Anderson, seconded by Mailliard, that
Resolution No. 2568 be approved and adopted. Motion carried.

Resolution No. 2569 - A Resolution of the City Council of
the City of Vernon directing the giving of notice inviting sealed
proposals or bids for furnishing two dump trucks, in accordance with
Contract No. 278 of the City of Vernon, was read.
It was moved by Mai1liard, seconded by Anderson, that
Resolution No. 2569 be approved and adopted. Motion carried.

At this time, 2;10 P.M., Councilman Malburg arrived and
took his seat at the Council table.

The Chief of Police reported that problems have been
experienced with livestock wandering or straying on the public
streets, as well as on private property, and further reported that
Police Department personnel do not have sufficient training or
equipment to deal adequately with the problems. He reported that
it may be possible to work out an understanding between the meat
packing industries and persons experienced in controlling livestock,
in order to meet the problems. The City Attorney expressed the
opinion that an ordinance might be drafted which would help with
the problems.
After discussion, it was moved by Anderson, seconded by
Mailliard, that the Police Chief and the City Attorney meet with the
meat packing industries' representatives and the persons experienced
in controlling livestock, in an effort to work out a satisfa~tory
arrangement. Motion carried.

Communication from C. E. Nemethi, M.D., Health Officer,
dated July 10, 1962, recommending that authority be granted to
retain Dr. Arnold Freed on a contract basis as chest clinician at
the rate of $30.00 per hour, with a minimum rate of $15.00 when
called by the Health Department, was read. (Copy to each member
of the City Council)
It was moved by Anderson, seconded by Mailliard, that the
recommendation of the Health Officer, dated July 10, 1962, be
approved. Motion carried.
Communication from W. J. Oliver Knife & Mfg. Co. requesting
a license to conduct a business of manufacturing industrial cutlery
for the rubber processing industry, at 4437 Santa Fe Avenue, was
read.
It was moved by Anderson, seconded by Malburg, that the
request of W. J. Oliver Knife & Mfg. Co. be approved and license
granted. Motion carried.
Communication from Capital Distributing requesting a
license to conduct a trucking business at 2315 East 27th Street,
was read.
It was moved by Anderson, seconded by Mailliard, that the
request of Capital Distributing be approved and license granted.
Motion carried.
Communication from Good Humor of Vernon requesting a
license to conduct a business of servicing ice cream trucks at
5220 Santa Fe Avenue, was read.
It was moved by Malburg, seconded by Mailliard, that the
request of Good Humor of Vernon be referred to the Health Department
with power to act. Motion carried.
Communication from Paul Staggs dba Barbara Jean's Catering
Inc. requesting a license to operate a lunch truck in the City of
Vernon, was read.
It was moved by Anderson, seconded by Malburg, that the
request of Paul Staggs dba Barbara Jean's Catering Inc. be approved
and license granted. Motion carried.
Communication from Dell Smith Company, Division of Dacey.
Plakos Corporation, requesting a license to conduct a business of
manufacturing, installing and servicing wood store fixtures; and
selling, installing and servicing commercial refrigeration and air
conditioning, at 4309 Exchange Avenue, was read.
It was moved by Malburg, seconded by Mailliard, that the
request of Dell Smith Company, Division of Dacey-Plakos Corporation,
be approved and license granted. Motion carried.
Communication from The Philip Carey Mfg. Co. requesting a
license to conduct a business of warehousing medicine cabinets,
range hoods, etc., at 2323 E. 27th Street, was read.
It was moved by Anderson, seconded by Mailliard, that the
request of The Philip Carey Mfg. Co. be approved and license granted.
Motion carried.

Communication from Elwin R. Mann Transportation, dated
July 10, 1962, with reference to late payment of 1962 business
license fee, was read.
It was moved by Mailliard, seconded by Malburg, that in
accordance with Section 23 of Ordinance No. 710, the City Clerk be
authorized to compromise claim for penalty levied against Elwin R.
Mann Transportation. Motion carried.

Communication from G. G. Skalsky, Deputy City Clerk, dated
July 9, 1962, recommending that penalty levied against Connolly
Transportation, Inc. and against Savage Transportation Co., Inc.,
joint license with United States Express, be waived, was read.
It was moved by Malburg, seconded by Mailliard, that in
accordance with Section 23 of Ordinance No. 710, the City Clerk be
authorized to compromise claims for penalty levied against Connolly
Transportation, Inc. and against Savage Transportation Co., Inc.,
joint license with United States Express. Motion carried.
Communication from Washington Processing Company, Inc.,
dated July 12, 1962, with reference to demolition of fire damaged
building on their premises located at 4144 Bandini Boulevard and
the removal of the debris thereof, transmitting a copy of a letter
from Contracting Engineers, dated June 11, 1962, relative to
demolishing fire damaged building and the reconstruction of same,
was read. (Copy to each member of the City Council)
It was moved by Anderson, seconded by Mailliard, that
communication from Washington Processing Company, Inc., dated July
12, 1962, together with copy of a letter from Contracting Engineers,
dated June 11, 1962, be received and filed. Motion carried.
Communication from the County of Los Angeles, Office of
Assessor, dated July 9, 1962, transmitting the assessed value totals
of the 1962 Local Roll, before equalization and exclusive of public
utility values, for the City of Vernon, was read. (Copy to each
member of the City Council)
It was moved by Anderson, seconded by Mailliard, that
communication from the County of Los Angeles, Office of Assessor,
dated July 9, 1962, together with transmittal, be received and filed.

Officials, dated July 6, 1962, transmitting a copy of a letter trans.
mitted to Governor Brown from the Executive Board of the International

communication from the International Conference of Building
Officials, dated July 6, 1962, together with transmittal, be
received and filed. Motion carried.
Communication from F. A. Ziemer, City Clerk, dated July 10,
1962, recommending that written notice be given to Tidewater Oil
Company that the contract between the City of Vernon and Tidewater
Oil Company, dated December 3, 1957, for the furnishing of gasoline
and equipment, will be terminated ninety (90) days from date of
said written notice, was read. (Copy to each member of the City

Copy of a communication from the Vernon Chamber of
Commerce, dated June 22, 1962, addressed to Police Chief Bockhacker,
with reference to the Annual Report of the Vernon Police Department,
was read.

of a communication from the Vernon Chamber of Commerce, dated June
22, 1962, addressed to Police Chief Bockhacker, be received and
filed. Motion carried.
Communication from H. D. Hackamack, dated July 5, 1962,
g1v1ng notice that he is vacating the city-owned residence located
at 3349 Fruitland Avenue as of August 1, 1962, was read.
It was moved by Anderson, seconded by Mailliard, that
communication from H. D. Hackamack, dated July 5, 1962, be received
and filed. Motion carried.
Copy of notice that the Public Utilities Commission of the
State of California has set hearing in the matter relative to
Application No. 44616, which seeks an order of the Commission
authorizing the execution of an interim agreement with respect to
restrictions on the production of water from the Central Basin,
before Commissioner Holoboff and/or Examiner Patterson for Wednesday,
July 25, 1962, at 10:00 a.m. in the Commission Courtroom, 107 South
Broadway, Los Angeles, California, at which time and place all
interested parties may appear and be heard, was read. (Copy to each
member of the City Council)
It was moved by Anderson, seconded by Mailliard, that copy
of notice from the Public Utilities Commission of the State of
California setting hearing in the matter relative to Application No.
44616, be received and filed. Motion carried.

Communication from R. H. King, Superintendent, Water &
Sewer Systems, dated July 12, 1962, advising that the Los Angeles
Section of the California Water Pollution Control Association has
requested the City of Vernon to host its November 1962 meeting, and
requesting permission to use the Public Works Facility and to
arrange the details of the proposed meeting, was read. (Copy to
each member of the City Council)
It was moved by Anderson, seconded by Malburg, that the
request of the Superintendent, Water & Sewer Systems, dated July
12, 1962, be approved. Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
July 10, 1962, requesting authority to employ Mr. James William
McCune as Policeman Grade 4, effective July 16, 1962, was read.
It was moved by Anderson, seconded by Mai1liard, that the
request of the Police Chief, dated July 10, 1962, be approved.

Communication from the Engineering Departments, dated July
13, 1962, recommending that W. H. Keltner, Civil Engineering
Assistant, be sent to the University of California, Los Angeles, to
take a course entitled "Design of Prestressed Concrete Structure"
from August 6 - 17, 8:30 A.M. to 4:30 P.M., Monday through Friday at
an estimated cost of $300.00, was read. (Copy to each member of the
City Council)

It was moved by Anderson, seconded by Malburg, that
permission be granted to W. H. Keltner, Civil Engineering Assistant,
to take a course entitled i1Design of Prestressed Concrete Structure"
at the University of California from August 6 - 17, 8:30 A.M. to
4:30 P.M., Monday through Friday; and that Mr. Keltner be allowed
the sum of $200.00 to cover the cost of tuition and that authority
be granted to issue warrant in the amount of $200.00 to W. H. Keltner.
Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
July 11, 1962, advising that Officer R. L. McBean has been ordered
to active duty with the Armed Forces from July 8 to 22, 1962,
inclusive, and recommending that Officer McBean be granted a Military
Leave of Absence with pay for this period, was read.
It was moved by Mail1iard, seconded by Anderson, that
the recommendation of the Police Chief, dated July 11, 1962, be
approved. Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
July 11, 1962, recommending that Officer C. F. Johnson be granted
a leave of absence without pay from July 16, 1962 to August 15,
1962, inclusive, was read. (Copy to each member of the City Council)
It was moved by Mai1liard, seconded by Malburg, that the
recommendation of the Police Chief, dated July 11, 1962, be approved.
Motion carried.
Report of Health Department activities for the month of
June, 1962, was presented. (Copy to each member of the City Council)
It was moved by Anderson, seconded by Mailliard, that the
report of Health Department activities be received and filed.

Activity Log of the Police Department for the period July
1 - 15, 1962, inclusive, was presented.
It was moved by Malburg, seconded by Mai1liard, that
Activity Log of the Police Department be received and filed. Motion
carried.
Communication from the City of South Gate, dated July 13,
1962, transmitting a certified copy of a resolution adopted by the
City Council at its meeting of July 9th, protesting the recent
ruling of the United States Supreme Court that the saying of prayers
in the public schools is in violation of the United States
Constitution, was read.
It was moved by Anderson, seconded by Mailliard, that
communication from the City of South Gate, dated July 13, 1962,
together with transmittal, be received and filed. Motion carried.

Communication from V. P. Kelley, Director of Sanitation,
dated July 16, 1962, requesting that he be considered as a tenant
for the city-owned house located at 3349 Fruitland Avenue, which is
being vacated as of August 1, 1962, was read.
Communication from C. E. Nemethi, M.D., Health Officer,
dated July 16, 1962, recommending that Mr. V. P. Kelley be considered
as a tenant for the city-owned house located at 3349 Fruitland
Avenue, when it becomes vacant, was read.

Communication from C. W. Blanton, Pumping Plant employee,
dated July 16, 1962, submitting his application for tenancy in the
municipal house located at 3349 Fruitland Avenue, was read.
Communication from the Engineering Departments, dated July
17, 1962, recommending that the house at 3349 Fruitland Avenue be
leased to Mr. C. W. Blanton, was read.
The Fire Chief requested that the city-owned house located
at 3349 Fruitland Avenue be leased to J. R. Brown, Fire Department
mechanic.
It was moved by Malburg, seconded by Anderson, that the
city-owned house located at 334.9 Fruitland Avenue be leased to
J. R. Brown when it is available for occupancy. Motion carried.
Communication from C. A. Heinze, Consulting Electrical
Engineer, dated July 16, 1962, advising that he authorized the sale
of 2,719 pounds of scrap copper wire and 565 pounds of scrap cable,
which had been salvaged from retirements in the Vernon electric
system, to the highest bidder, was read.
It was moved by Anderson, seconded by Mailliard, that
communication from the Consulting Electrical Engineer, dated July 16,
1962, be received and filed. Motion carried.
Communication from D. D. Grayson, Traffic Engineer, dated
July 17, 1962, advising that Vernon Paving Company has requested
permission to subcontract concrete work to Kurt Beelon Construction
Company and storm drain work to George Miller Construction Company
in order to expedite the construction of District and Atlantic
Boulevards, and recommending that permission be granted to employ
the abovementioned contractors as subcontractors on Contract No. 274,
was read.

recommendation of the Traffic Engineer, dated July 17, 1962, be
approved. Motion carried.
Agreement between the City of Los Angeles and the City of
Vernon concerning the construction, operation and maintenance of
certain sewers for the purpose of separating the sewerage system of
Los Angeles from the sewerage system of Vernon, was read.
It was moved by Anderson, seconded by Malburg, that the
Mayor and the City Clerk be authorized and instructed to execute, on
behalf of the City of Vernon, Agreement between the City of Los
Angeles and the City of Vernon concerning the construction, operation
and maintenance of certain sewers for the purpose of separating the
sewerage system of Los Angeles from the sewerage system of Vernon.
