MINUTES OF A REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON
HELD AUGUST 21, 1962 AT TWO O'CLOCK
P.M. IN THE COUNCIL CHAMBER OF THE
CITY HALL LOCATED AT 4305 SANTA FE
AVENUE t VERNON, CALIFORNIA.
COUNCIL PRESENT: Anderson, Furlong, Mailliard, Malburg, Poxon
COUNCIL ABSENT: None
The meeting was called to order by Mayor R. J. Furlong.
It was moved by Poxon, seconded by Anderson, that minutes
of the meeting of August 7, 1962 be approved as written and submitted
Motion carried.
The Clerk announced that this was the time and place for
opening of bids received for the Booster Plant No. 3 Remote Control
and Report-Back System in accordance with Contract No. 284.
It was moved by Malburg, seconded by Mailliard, that the
Clerk be instructed to open and read the bids submitted. Motion
carried.
The Clerk opened and read the following bids:

It was moved by Anderson, seconded by Poxon, that bids
received for the Booster Plant No. 3 Remote Control and Report-
Back System, in accordance with Contract No. 284, be referred to
the Engineering Departments and the City Attorney for checking and
report. Motion carried.
The Clerk announced that this was the time and place for
opening of bids received for street improvement, Bandini Boulevard,
Downey Road to Ayers Avenue, in accordance with Contract No. 285.
It was moved by Malburg, seconded by Mailliard, that the
Clerk be instructed to open and read the bids submitted. Motion
carried.

It was moved by Malburg, seconded by Poxon, that bids

At this time, C. E. Nemethi, M.D., Health Officer, read
the Health Department Inspection Report pertaining to the recent
inspection of Washington Processing Company.
At this time, Morris Gurewitz, owner of Washington
Processing Company, Inc., appeared before the Council and outlined
the contemplated improvements.
Communication from C. E. Nemethi, M.D., Health Officer,
dated August 7, 1962, transmitting a report on the re-inspection of
Washington Processing Company, was read. (Copy to each member of
the City Council)
It was moved by Anderson, seconded by Mailliard, that
permit be granted to Washington Processing Company for demolition
of building only, subject to Health Department inspection. Motion
carried.
Communication from D. D. Grayson, Traffic Engineer, dated
July 31, 1962, with reference to the request of Mr. P. T. Keenan,
Keenan Pipe and Supply Company, for the installation of traffic
control signals at the intersection of Santa Fe Avenue and 27th
Street, recommending that the request be denied for the reasons as
outlined, was read. (Copy to each member of the City Council)

It was moved by Poxon, seconded by Malburg, that the
recommendation of the Traffic Engineer be approved, and the request
of Mr. P. T. Keenan, Keenan Pipe and Supply Company, be denied.
Motion carried.
Communication from D. D. Grayson, Traffic Engineer, dated
August 15, 1962, with reference to bids received for furnishing two
dump trucks in accordance with Contract No. 278, recommending that
the contract be awarded to Ben Barclay Motors on the basis of their
bid of $9,447.90, was read.
Resolution No. 2578 - A Resolution of the City Council of
the City of Vernon accepting the bid of Ben Barclay Motors for
furnishing two dump trucks, in accordance with Contract No. 278 of
said City, was read.
It was moved by Anderson, seconded by Poxon, that
Resolution No. 2578 be approved and adopted. Motion carried.

Copy of Case No. 7173 - Investigation for the purpose of
establishing a list for the year 1963 of railroad grade crossings
of city streets or county roads most urgently in need of separation,
or existing separations in need of alterations or reconstruction as
contemplated by Section 189 of the Streets and Highways Code -
before the Public Utilities Commission of the State of California,
was read.
It was moved by Anderson, seconded by M~lburg, that copy
of Case No. 7173 before the Public Utilities Commission of the
State of California, be received and filed. Motion carried.

Communication from Santa Anita Carpets requesting a license
to conduct a business of manufacturing custom carpets at 2328 E. 4.9th
Street, was read.
It was moved by Poxon, seconded by Mai11iard, that the
request of Santa Anita Carpets be referred to the Fire Department
with power to act. Motion carried.
Communication from Nation Wide Machine Tool Co. requesting
a license to conduct a brokerage sales business of used and new
machine tools and associated equipment at 2910 Santa Fe Avenue, was
read.
It was moved by Poxon, seconded by Mai11iard, that the
request of Nation Wide Machine Tool Co. be approved and license
granted. Motion carried.
Report of the annual audit of the accounts and records of
the Municipal Court of the San Antonio Judica1 District for the
fiscal year 1960-61 in accordance with the requirements of Section
71383 of the Government Code, submitted by the Office of the Auditor-
Controller, County of Los Angeles, was read.
It was moved by Malburg, seconded by Mai11iard, that
report of the annual audit of the accounts and records of the
Municipal Court of the San Antonio Judica1 District be received and
filed. Motion carried.
Communication from Flynn's Catering requesting a license
to operate a lunch truck in the City of Vernon, was read.
It was moved by Poxon, seconded by Mai11iard, that the
request of Flynn's Catering be approved and license granted. Motion
carried.
Communication from Okeh Catering requesting a license to
operate a lunch truck in the City of Vernon, was read.
It was moved by Poxon, seconded by Malburg, that the
request of Okeh Catering be approved and license granted. Motion
carried.
Activity Log of the Police Department for the period
August 1 - 15, 1962, inclusive, was presented.
It was moved by Malburg, seconded by Poxon, that Activity
Log of the Police Department be received and filed. Motion carried.
Report of Health Department activities for the month of
July, 1962, was presented. (Copy to each member of the City Council)
It was moved by Malburg, seconded by Mai11iard, that report
of Health Department activities be received and filed. Motion
carried.
Communication, was read, from R. H. Bockhacker, Police
Chief, dated August 16, 1962, requesting that the following personnel
be advanced as listed:
T. L. Lamar to Officer Grade 3, effective August 1, 1962
George Renek to Office Grade 3, effective September 1, 1962
It was moved by Mai11iard, seconded by Poxon, that the
request of the Police Chief, dated August 16, 1962, be approved.

Communication from C. E. Nemethi, M.D., Health Officer,
dated August 17, 1962, advising that the State of California,
Department of Public Health, Bureau of Radiological Health, has
approved the participation by the City of Vernon's Health Department
in the radiation control program pending signing of contract;
transmitting a copy of the proposed contract; and recommending that
the City Council authorize the execution of said contract, was read.

It was moved by Poxon, seconded by Mailliard, that the
City Attorney draft a resolution authorizing the City of Vernon
Health Officer to enter into a contract with the State of California,
Department of Public Health, Bureau of Radiological Health, for
participation in the radiation control program. Motion carried.
Communication from J. S. Colton, Building Engineer, dated
August 17, 1962, requesting permission to attend the International
Conference of Building Officials Annual Business Meeting at San Diego,
California, from October 1 to October 5, 1962, inclusive, with an
expense allowance of $233.54, was read.
It was moved by Anderson, seconded by Poxon, that the
request of the Building Engineer be approved and authority granted
to issue warrant in the amount of $233.54 to J. S. Colton. Motion
carried.
Communication from L. C. Husted, Fire Chief, dated August
17, 1962, requesting permission to attend the Chemical Industry
Workshop at San Francisco, California, on October 1, 1962 only, with
an expense allowance of $67.59, was read.
It was moved by Poxon, seconded by Mailliard, that the
request of the Fire Chief be approved and authority granted to issue
warrant in the amount of $67.59 to L. C. Husted. Motion carried.
Communication from L. C. Husted, Fire Chief, dated August
20, 1962, requesting permission to attend the 67th Annual Pacific
Coast Inter-Mountain Association of Fire Chiefs Convention in San
Francisco, California, September 17 through the 20th, with an
expense allowance of $201.59, was read.
It was moved by Anderson, seconded by Poxon, that the
request of the Fire Chief be approved and authority granted to issue
warrant in the amount of $201.59 to L. C. Husted. Motion carried.
Communication from Southern California Edison Company, dated
August 20, 1962, with reference to parkway trees on Leonis Boulevard,
was read. (Copy to each member of the City Council)
It was moved by Malburg, seconded by Anderson, that the
relocation and planting of trees, as stated in communication from
Southern California Edison Company, dated August 20, 1962, be
approved, and that the Traffic Engineer be authorized to coordinate
a schedule with Edison for relocation and planting of the trees.
Motion carried.
Resolution No. 2576 - A Resolution of the City Council of
the City of Vernon fixing the amount of money necessary to be raised
by taxation upon the taxable property within said City as a revenue
to carryon the varicus departments of such municipal corporation for

the fiscal year commencing July 1, 1962, and to pay the bonded or
other indebtedness of said City of Vernon, or any portion or district
thereof, was read.
It was moved by Anderson, seconded by Poxon, that
Resolution No. 2576 be approved and adopted. Motion carried.

Resolution No. 2577 - A Resolution of the City Council of
the City of Vernon fixing-the rate of taxes and levying the taxes
for the fiscal year beginning July 1, 1962, was read.
It was moved by Anderson, seconded by Poxon, that
Resolution No. 2577 be approved and adopted. Motion carried.

Resolution No. 2575 - A Resolution of the City Council of
the City of Vernon authorizing the Mayor and City Clerk to sign an
application to the Public Utilities Commission of the State of
California for allocation from Crossing Protection Fund, was read.
It was moved by Anderson, seconded by Poxon, that
Resolution No. 2575 be approved and adopted. Motion carried.

"Payroll Warrant Register No. 61" covering claims and
demands presented during the period July 1 to 31, which includes
Demands Nos. 632 to 643 (both inclusive), drawn on the Citizens
National Bank, totaling $193,224.70 (accounting period July, 1962),
was examined and audited.
It was moved by Poxon, seconded by Mailliard, that "Payroll
Warrant Register No. 61" be approved and payment authorized for
Demands Nos. 632 to 643 (both inclusive), with no exceptions. Motion
carried.

"Warrant Register No. 12311 covering claims and demands
presented during the period August 1 to 15, which includes Demands
Nos. 9469 to 9553 (both inclusive), drawn on the United California
Bank, totaling $94,453.21, and Demands Nos. 23 to 32 (both inclusive),
drawn on the United California Bank Light and'EoW~r Fund, totaling
$661,668.96 (accounting period August, 1962), was examined and
audited.
It was moved by Mailliard, seconded by Poxon, that
"Warrant Register No.. 123" be approved and payment authorized for
Demands Nos. 9469 to 9553 (both inclusive) and Demands Nos. 23 to
32 (both inclusive), with no exceptions. MOtion carried.

At this time, Mayor R. J. Furlong announced that a Planning
Commission meeting would be held immediately after adjournment of
council.
There being no further business to come before the meeting,
it was moved by Anderson, seconded by Malburg, that the meeting
adjourn. Motion carried.
