ANDERSON: I make a motion that the City Attorney be instructed to prepare an ordinance establishing a set- back line on Bandini Boulevard and prohibiting the erection of any building or structure within flfty feet (50') of the center line of said Bandini Boulevard. MAYOR FURLONG: It has been moved by Councilwoman Anderson and seconded by Councilman Mailliard that the City Attorney be instructed to prepare an ordinance establishing a set-back line on Bandini Boulevard and prohibiting the erection of any building or structure within fifty feet (50') of the center line of said Bandini Boulevard. J. Furlong. It was moved by Mailliard, seconded by Anderson, that minutes of the meeting of August 21, 1962 be approved as written and submitted. MOtion carried. Communication from D. D. Grayson, Traffic Engineer, dated August 29, 1962, with reference to bids received for Bandini Boulevard Improvement, Downey Road to Ayers Avenue, in accordance with Contract No. 285, recommending that the contract be awarded to G. J. Payne Company on the basis of their bid of $15,439.25, was read. Resolution No. 2582 - A Resolution of the City Council of the City of Vernon accepting the bid of G. J. Payne Company for the improvement of Bandini Boulevard, Downey Road to Ayers Avenue, in accordance with Contract No. 285 of said City, was read. It was moved by Malburg, seconded by Mailliard, that Resolution No. 2582 be approved and adopted. Motion carried. King, Superintendent, Water & Sewer Systems, dated August 31, 1962, with reference to bids received for Booster Plant No. 3 Remote Control and Report-Back System in accordance with Contract No. 284, recommending that the contract be awarded to Hersey-Sparling Meter Company, Central Telemetering and Control Division, based on their bid of $11,657.00, for the reasons as outlined, was read. King, Superintendent, Water & Sewer Systems, if his recommendation remains unchanged. Mr. King stated that this recommendation remains unchanged. I I -2- 9/4/62 Resolution No. 2583 - A Resolution of the City Council of the City of Vernon accepting the bid of Hersey-Sparling Meter Company, Central Telemetering and Control Division, for Booster Plant No. 3 Remote Control and Report-Back System, in accordance with Contract No. 284 of said City, was read. It was moved by ~~illiard, seconded by Malburg, that Resolution No. 2583 be approved and adopted. Motion carried. Ayes: Anderson, Furlong, Mailliard, Malburg Noes: None Absent: Poxon Communication from Mason, Muntz & Associates, dated August 29, 1962, transmitting three (3) copies of Change Orders 1 and 2 on Fire Station No. 2 and Communications Building, Specifications No. 258, which have been executed by the Contractor and Mason, Muntz & Associates, and are now ready for approval by the City of Vernon, was read. (Copy to each member of the City Council) It was moved by Anderson, seconded by Malburg, that Change Orders 1 and 2 on Fire Station No. 2 and Communications Building, Specifications No. 258, be approved and that the Mayor and City Clerk be authorized to execute such change orders. Motion carried. Communication from R. H. King, Superintendent, Water & Sewer Systems, dated August 28, 1962, advising that the contractor for Contract No. 275 is unable to complete the work within the time limits specified because of the delivery date of certain valves, and recommending that an extension of 60 days be granted, was read. It was moved by P~derson, seconded by Malburg, that the recommendation of the Superintendent, Water & Sewer Systems, dated August 28, 1962, be approved. Motion carried. Communication from Ohira Richfield Service requesting a license to operate a service station at 3873 Downey Road, was read. It was moved by ~mlburg, seconded by Anderson, that the request of Ohira Richfield Service be approved and license granted. Motion carried. Communication from Manufacturers Distributors, Inc. requesting a license to conduct a warehouse distribution business at 2417 E. 26th Street, was read. It was moved by Anderson, seconded by Mailliard, that the request of Manufacturers Distributors, Inc. be approved and license granted. Motion carried. Communication from Keeway Truck Company requesting a license to conduct a trucking business at 3156 Bandini Blvd., was read. It was moved by Anderson, seconded by Malburg, that the request of Keeway Truck Company be approved and license granted. Motion carried. Communication from E. C. Young Company, dated August 29, 1962, commending the Building Inspection Department for the fine work and efficient way they handled their duties in connection with the new building at 4511 Everett Avenue, was read. Copy of a resolution adopted on August 28, 1962 by the Board of Supervisors, Los Angeles County, directing the Chief Administrative Officer, County Counsel, and the Road Commissioner of the County of Los Angeles to do all things necessary and proper to propose and support any necessary amendments and modifications of existing legislation, administrative orders or policies of the State to provide that all cities of this County can qualify for such financial assistance in the same manner as those cities contiguous to the rural areas, was read. (Copy to each member of the City Council) It was moved by Malburg, seconded by Mailliard, that copy of a resolution adopted on August 28, 1962 by the Board of Super- visors, Los Angeles County, be received and filed. Motion carried. Copy of a resolution adopted on August 14, 1962 by the Board of Supervisors, Los Angeles County, requesting the Los Angeles Division of the League of California Cities to advise said Board at the earliest possible date as to its position in regard to the proposed legislation to provide additional funds for County roads and city streets, and as to the desires and contemplated actions of the individual City Councils of Los Angeles County concerning this matter, was read. (Copy to each member of the City Council) It was moved by Anderson, seconded by Mai1liard, that copy of a resolution adopted on August 14, 1962 by the Board of Super- visors, Los Angeles County, be received and filed. Motion carried. Communication from The Regional Planning Commission - County of Los Angeles, dated August 31, 1962, advising that Ka1 Kan Foods, Inc., 3386 E. 44th Street, has applied for a Special Permit, and giving notice of a Public Hearing relative to said matter, was read. It was moved by Anderson, seconded by Malburg, that communi- cation from The Regional Planning Commission - County of Los Angeles, dated August 31, 1962, be received and filed. Motion carried. Communication from McCullough Tool Company, dated August 29, 1962, requesting permission ~o erect a steel oil well derrick on their property located at 5820 South Alameda Street for the purpose of testing and demonstrating tools of their manufacture, and requesting permission to drill an appropriate test well for their needs, was read. (Copy to each member of the City Council) It was moved by Anderson, seconded by Mail1iard, that communication from McCUllough Tool Company, dated August 29, 1962, be referred to the Engineering Departments and to the Building Department for investigation and report. Motion carried. Communication from J. S. Colton, Building Engineer, dated August 30, 1962, requesting permission for E. H. Malkemus, Building Inspector, to attend the Annual Business Conference of the Western Plumbing Officials Association in Salt Lake City, Utah, from October 22 to 26, 1962, inclusive, with an expense allowance of $257.94, was read. Colton, Building Engineer, dated August 30, 1962, be approved and authority granted to issue warrant in the amount of $257.94 to E. H. Malkemus. Communication from R. H. Bockhacker, Police Chief, dated August 27, 1962, requesting that an ordinance accepting the require- ments of Section 13522 of the Penal Code relating to training of Law Enforcement Officers be adopted by the City of Vernon, was read. (Copy to each member of the City Council) Ordinance No. 742 - An Ordinance of the City of Vernon accepting the requirements of Section 13522 of the Penal Code relating to training of Law Enforcement Officers, was read in full for a first reading. It was moved by Anderson, seconded by Malburg, that Ordinance No. 74.2 receive and pass a first reading. Motion carried. Ordinance No. 742 - An Ordinance of the City of Vernon accepting the requirements of Section 13522 of the Penal Code relating to training of Law Enforcement Officers, was read for a second reading by title. It was moved by Anderson, seconded by Malburg, that Ordinance No. 742 receive and pass a second reading. Motion carried. Ayes: Anderson, Furlong, Mailliard, Malburg Noes: None Absent: Poxon Activity Log of the Police Department for the period August 16 - 31, 1962, inclusive, was presented. It was moved by Anderson, seconded by Malburg, that Activity Log of the Police Department be received and filed. Motion carried. A general discussion was held with reference to the merits of purchasing versus leasing an Electrowriter Graphic Fire Alarm Dispatch System. The Fire Chief stated that only Victor Business Machines Company, Division Victor Comptometer Corporation, can supply the equipment that meets all the requirements of the Fire Department and that the Electrowriter System is the only system approved by the National Board of Fire Underwriters. It was moved by Anderson, seconded by Mailliard, that authority be granted to purchase one Transmitter and one Selector for the Communications Building, four Receivers, four Bells and four Line Supervisors for Fire Stations Nos. 1, 2, 3 and 4 from Victor I I -5- 9/4/62 Business ~~chines, Division of Comptometer Corporation at a cost of $5,516.00, provided that the Fire Chief supply the Purchasing Department with a letter stating that Victor Business Machines Company, Division Victor Comptometer Corporation, is the only vendor that can supply the equipment that meets all the requirements of the Fire Department and that the Electrowriter System is the only system approved by the National Board of Fire UnderwLiters; and that authority be granted to enter into an annual maintenance agreement with Victor Business Machines, Division Victor Comptometer Corporation, at an annual cost of $500.00. Motion carried. Communication from R. H. King, Superintendent, Water & Sewer Systems, dated September 4, 1962, together with Attachments 1, 2 and 3, with reference to contract between the City of Vernon and Pittsburgh-Des Moines Steel Company for the construction of an elevated tank in accordance with Contract No. 253, recommending that steps be taken to cancel the contract under the authority of Section 8.3 of the Contract, and further recommending that the Engineer be given authority to negotiate with appropriate parties for completion of the tank, was presented. It was moved by Anderson, seconded by Malburg, that the recommendations of the Superintendent, Water & Sewer Systems, dated September 4, 1962, be approved. Motion carried. Resolution No. 2581 - A Resolution of the City Council of the City of Vernon authorizing the Mayor and City Clerk to execute a contract with the State of California, through its Department of Public Health, for technical evaluation of license application and for inspections under the Radiation Control Law, was read. It was moved by Anderson, seconded by Malburg, that Resolution No. 2581 be approved and adopted. Motion carried. It was moved by Malburg, seconded by Anderson, that Ordinance No. 743 receive and pass a first reading. Motion carried. "Warrant Register No. 124" covering claims and demands presented during the period August 16 to 31, which includes Demands Nos. 9554 to 9700 (both inclusive), drawn on the United California Bank, totaling $14,829.40, and Demands Nos. 33 to 36 (both inclusive), drawn on the United California Bank Light and Power Fund, totaling $7,918.00 (accounting period September, 1962), was examined and audited. It was moved by Anderson, seconded by Mailliard, that "Warrant Register No. l24.li be approved and payment authorized for Demands Nos. 9554 to 9700 (both inclusive) and Demands Nos. 33 to 36 (both inclusive), with no exceptions. Motion carried.
