19621002 Regular City Council Meeting - Minutes I I MINUTES OF A REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF VERNON HELD OCTOBER 2, 1962 AT TWO O'CLOCK P.M. IN THE COUNCIL CHAMBER OF THE CITY HALL LOCATED AT 4305 SANTA FE AVENUE. VERNON. CALIFORNIA. COUNCIL PRESENT: Anderson, Furlong, Mai11iard, Malburg, Poxon COUNCIL ABSENT: None The meeting was called to order by Mayor R. J. Furlong. It was moved by Poxon, seconded by Mai11iard, that minutes of the meeting of September 18, 1962 be approved as written and submitted. Motion carried. The Clerk announced that this was the time and place for hearing of all persons interested in the establishment of setback line within which no permanent structure may be erected along Bandini Boulevard within Fifty Feet (50') of the center line of said Bandini Boulevard. There being no written or oral protests, it was moved by Anderson, seconded by Poxon, that Ordinance No. 743 receive a third and final reading by title. Motion carried. Ordinance No. 743 - An Ordinance of the City of Vernon establishing a setback line within which no permanent structure may be erected along Bandini Boulevard within Fifty Feet (50') of the center line of said Bandini Boulevard in the City of Vernon, was read for a third and final reading by title. It was moved by Poxon, seconded by Mailliard, that Ordinance No. 74,3 receive and pass a third reading and be adopted. Motion carried. It was moved by Poxon, seconded by Mailliard, that the request of Mike Boysen dba Quality Catering Co. be approved and license granted. Motion carried. Communication from Mark Restaurant Equipment requesting a license to conduct a business of manufacturing restaurant equip- ment at 5526 So. Soto Street, was read. It was moved by Anderson, seconded by Malburg, that the request of Mark Restaurant Equipment be approved and license granted. Motion carried. Communication from Snap Out Binding & Folding, Inc. requesting a license to conduct a book bindery business at 44,45 Santa Fe Avenue, was read. Communication from the County of Los Angeles Road Department, dated September 20, 1962, addressed to Mr. John B. Moore, Administrative Officer, transmitting three copies of a proposed agreement between the City of Vernon and the County of Los Angeles regarding the financing and construction of a grade separation on Downey Road under The Atchison, Topeka and Santa Fe Railway tracks, and requesting that said agreement be presented to the City Council for approval and execution, was read. (Copy to each member of the City Council) It was moved by Poxon, seconded by Anderson, that communi- cation from the County of Los Angeles Road Department, dated September 20, 1962, together with copy of a proposed agreement,be referred to the Traffic Engineer, City Engineer and City Attorney for study and report. Motion carried. Communication from R. G. Munsell, Engineering Department employee, dated September 24, 1962, requesting that he be reimbursed the sum of $235.76 from the Education and Training Budget appropri- ation for tuition and books in connection with his studies at the University of Southern California in City Planning courses, together with recommendation for approyal from the Engineering Departments, was read. It was moyed by Poxon, seconded by Anderson, that the recommendation of the Engineering Departments be approved and authority granted to issue warrant in the amount of $235.76 to R. G. Munsell. Motion carried. Communication from G. G. Skalsky, Deputy City Clerk, dated September 24, 1962, with reference to 1962 business license return filed by Ira L. Lightfoot - Trucking, was read. (Copy to each member of the City Council) It was moved by Anderson, seconded by Malburg, that in accordance with Section 23 of Ordinance No. 710, the City Clerk be authorized to compromise claim for penalty levied against Ira L. Lightfoot - Trucking. Motion carried. Communication from W. M. Morris, Engineering Department employee, dated September 26, 1962, requesting that he be reimbursed the sum of $27.10 from the Education and Training Budget appropri- ation for tuition and books in connection with his studies at Los Angeles State College, together with recommendation for approval from the Engineering Departments, was read. It was moyed by Malburg, seconded by Anderson, that the recommendation of the Engineering Departments be approved and authority granted to issue warrant in the amount of $27.10 to W. M. Morris. Motion carried. Communication from North American Van Lines, Inc. requesting a license to conduct a business of Common Carrier of general property by motor vehicle, at 1925 E. Vernon Avenue, was read. -3- 10/2/62 It was moved by Poxon, seconded by Anderson, that the request of North American Van Lines, Inc. be referred to the Fire Department with power to act. Motion carried. Activity Log of the Police Department for the period September 16 - 30, 1962, inclusiye, was presented. It was moved by Malburg, seconded by Poxon, that Activity Log of the Police Department be received and filed. Motion carried. I Communication from Mobil Oil Company, dated September 27, 1962, with reference to the proposed extension of 38th Street and widening of 37th Street, was read. (Copy to each member of the City Council) It was moved by Anderson, seconded by Poxon, that Mobil Oil Company be notified that the City Council acknowledges letter of September 27, 1962 and that it is the understanding of the City Council that the Traffic Engineer has an appointment with repre- sentatives of Mobil Oil Company to discuss this matter, and that it anticipates that the Traffic Engineer will be able to report at an early date to the City Council the results of said discussion. Motion carried. Communication from C & E Trucking Co. requesting a license to conduct a trucking business at 3156 Bandini Blvd., was read. It was moved by Anderson, seconded by Poxon, that the request of C & E Trucking Company be approved and license granted. Motion carried. Communication from Northern Food Company requesting a license to conduct a business of distributing frozen food at 3111 E. 44th Street, was read. It was moyed by Poxon, seconded by Mailliard, that the request of Northern Food Company be referred to the Health Department with power to act. Motion carried. I Communication, was read, from R. H. Bockhacker, Police Chief, dated September 27, 1962, recommending that the following Police Department personnel be reimbursed from the Education and Training Budget appropriation for tuition and books in connection with Police Science courses at the schools and in the amounts as listed: Chrisman, A. King, Superintendent, Water & Sewer Systems, dated September 27, 1962, requesting permission to attend the 43rd Annual Conference, California Section, American Water Works Association at Santa Monica, California, from Oct. 23 to Oct. 26, 1962, with an expense allowance of $87.00, was read. It was moved by Anderson, seconded by Mailliard, that the request of the Superintendent, Water & Sewer Systems, dated September 27, 1962, be approved and authority granted to issue warrant in the amount of $87.00. Motion carried. Communication from D. D. Grayson, Traffic Engineer, dated September 26, 1962, submitting Contract No. 282 for reconstruction of 52nd, 53rd, 54th and 57th Streets, Santa Fe Avenue to East City Boundary, and Malabar Street, Fruitland Avenue to 52nd Street; and recommending that said contract be approved and that authority be granted to advertise for bids, was read. Resolution No. 2584 - A Resolution of the City Council of the City of Vernon approving Contract No. 282 and Plans Numbered P-1673, P-1674 and P-1675 for the reconstruction of 52nd, 53rd, 54th, and 57th Streets, Santa Fe Avenue to East City Boundary, and Malabar Street, Fruitland Avenue to 52nd Street, and determining the general prevailing rate of per diem wages, was read. It was moved by Mailliard, seconded by Poxon, that Resolution No. 2584, be approved and adopted. Motion carried. It was moyed by Anderson, seconded by Poxon, that Resolution No. 2585 be approyed and adopted. Motion carried. It was moved by Malburg, seconded by Mailliard, that communication from the Committee for Regional Parks and Recreation be received and filed. Motion carried. Communication from J. W. Williams, Civil Engineering Associate, requesting that he be reimbursed the sum of $114.76 from the Education and Training Budget appropriation for tuition and books in connection with his studies at the University of Southern California in Engineering courses, together with recom- mendation for approval from the Engineering Departments, was read. -5- 10/2/62 It was moved by Anderson, seconded by Poxon, that the recommendation of the Engineering Departments be approved and authority granted to issue warrant in the amount of $114.76 to J. W. Williams. Motion carried. Communication, was read, from L. C. Husted, Fire Chief, dated September 28, 1962, advising that H. D. Hackamack is retiring October 1, 1962, and requesting authority to advance the following personnel in grade, as listed, effective October 1, 1962: I D. E. Combs to Engineer Grade 3 L. M. It was moved by Anderson, seconded by Poxon, that the recommendation of the Engineering Departments be approved and authority granted to issue warrant in the amount of $116.56 to Lewis R. Adams. Grayson, Traffic Engineer, dated September 26, 1962, transmitting letter dated September 20, 1962 from the State of California Public Utilities Commission relative to an amendment to the application of the County of Los Angeles for the construction of a grade separation on Downey Road under the Atchison, Topeka and Santa Fe Railroad; and recommending that the City of Vernon advise the Commission that it has no objection to the proposed amendment, but requests notification of any further proceedings in the matter, was read. It was moved by Mailliard, seconded by Poxon, that the recommendation of the Traffic Engineer, dated September 26, 1962, be approved. Motion carried. Communication from Tremaine& Shenk, dated September 27, 1962, transmitting progress report on the Vernon-Los Angeles Santa Fe Avenue Sewer, was read. (Copy to each member of the City Council) It was moved by Anderson, seconded by Poxon, that communi- cation from Tremaine& Shenk, dated September 27, 1962, be received and filed. Motion carried. Communication from Robert B. Bennett, Engineering Aide, dated October 1, 1962, requesting that he be reimbursed the sum of $12.00 from the Education and Training Budget appropriation for tuition in connection with his studies at the University of California in Engineering courses, together with recommendation for approval from the Engineering Departments, was read. It was moved by Malburg, seconded by Mailliard, that the recommendation of the Engineering Departments be approved and authority granted to issue warrant in the amount of $12.00 to Robert B. Bennett. Motion carried. Communication from Salem Packing Co. requesting a license to conduct a meat processing and fabrication business at 3320 E. Vernon Avenue, was read. It was moved by Anderson, seconded by Poxon, that the request of Salem Packing Co. be approved and license granted. Motion carried. Communication from Citizens Committee to Elect Del Clawson, Congressman 23rd District, dated September 28, 1962, requesting permission to use sound trucks in the City of Vernon for the remainder of the campaign, was read. Grayson, Traffic Engineer, dated October 1, 1962, with reference to building application No. 24698 (National Cold Storage Company to construct dock at 5050 So. Alameda Street), advising that the National Cold Storage Company has submitted a revised plan for this work, and recommending that building application No. 24698, with revised plan, be approyed, was read. It was moyed by Malburg, seconded by Mailliard, that the recommendation of the Traffic Engineer, dated October 1, 1962, be approved, and that building application number 24698, with revised plan, be filed and permit granted. Motion carried. Communication from R. H. King, Superintendent, Water & Sewer Systems, dated October 2, 1962, transmitting an inspection report of the elevated tank by a qualified, independent inspection agency, R. W. Hunt Engineers; recommending the rejection of the proposal of Pittsburgh-Des Moines Steel Company; and recommending that a copy of the enclosed report be transmitted to Pittsburgh- Des Moines Steel Company together with instructions to correct the unacceptable work in accordance with the recommendations of the report was read. Communication from Signal Trucking Service, Ltd., dated September 25, 1962, commending the Vernon Police and Highway Departments for the manner in which they are directing traffic on Bandini Boulevard during construction work, was read. It was moved by Poxon, seconded by Mailliard, that communi- cation from Signal Trucking SerYice, Ltd., dated September 25, 1962, be receiyed and filed. Motion carried. Communication, was read, from the Chief Administratiye Officer, County of Los Angeles, dated September 28, 1962, with reference to annual adjustment in rates covering care of City prisoners in the Los Angeles County Jail, advising that the following rates will be effectiye for the period October 1, 1962 to September 30, 1963: $ 6.10 per day per male prisoner $10.01 per day per female prisoner It was moyed by Anderson, seconded by Poxon, that communi- cation from the Chief Administrative Officer, County of Los Angeles, dated September 28, 1962, be receiyed and filed. Motion carried. Communication from R. H. Bockhacker, Police Chief, dated October 2, 1962, recommending that Lieutenant John F. Blankenship be promoted to the rank of Captain, Grade 3, effective as of October 1, 1962, was read. The Traffic Engineer reported that a green zone has been ordered painted in the front of the building located at 3317 East 50th Street and occupied by Shu-Mak-Up, Inc. Communication from Southern California Edison Company, dated October 2, 1962, advising that E. T. Horn Company, 4702 E. 50th Street, has been overcharged approximately 100% for electricity due to being assigned incorrect rate schedules, and recommending that E. T. Horn Company be rebilled on the most economical rates effective January 24, 1962 and refund the overpayment, was read. Consulting Electrical Engineer Heinze recommended that this action be taken. It was moved by Malburg, seconded by Mailliard, that the recommendation of the Southern California Edison Company, dated October 2, 1962, be approved. Motion carried.
