19621016 Regular City Council Meeting - Minutes J MINUTES OF A REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF VERNON HELD OCTOBER 16, 1962 AT TWO O'CLOCK P.M. IN THE COUNCIL CHAMBER OF THE CITY HALL LOCATED AT 4305 SANTA FE AVENUEt VERNONt CALIFORNIA. COUNCIL PRESENT: Furlong, Mailliard, ~mlburg, Poxon COUNCIL ABSENT: Anderson The meeting was called to order by Mayor R. J. Furlong It was moved by Poxon, seconded by Mailliard, that minutes of the meeting of October 2, 1962 be approved as written and submitted. Motion carried. The Clerk announced that this was the time and place for opening of bids received for the reconstruction of 52nd, 53rd, 54th and 57th Streets, Santa Fe Avenue to East City Boundary, and Malabar Street, Fruitland Avenue to 52nd Street,in accordance with Contract No. 282. It was moved by Poxon, seconded by ~~lburg, that the Clerk be instructed to open and read the bids submitted. Motion carried. The Clerk opened and read the following bids: Vernon Paving Co. Savala Construction Co. H. E. Baker Construction Co. Griffith Company $ 37,537.05 37,731.83 43,294.65 38,94.0.45 It was moved by Poxon, seconded by Malburg, that bids received for the reconstruction of 52nd, 53rd, 54th and 57th Streets, Santa Fe Avenue to East City Boundary, and Malabar Street, Fruitland Avenue to 52nd Street, in accordance with Contract No. 282, be referred to the Traffic Engineer and the City Attorney for checking and report. Motion carried. Communication from D. D. Grayson, Traffic Engineer, dated October 11, 1962, advising that G. J. Payne Company has completed the resurfacing of Bandini Boulevard, Downey Road to Ayers Avenue, in accordance with Contract No. 285, and recommending that the work be accepted and that authority be granted to pay for same in accordance with the terms of the contract, was read. Resolution No. 2588 - A Resolution of the City Council of the City of Vernon accepting the resurfacing of Bandini Boulevard, Downey Road to Ayers Avenue, in accordance with Contract No. 285 of said City, was read. It was moved by Poxon, seconded by Mailliard, that Resolution No. 2588 be approved and adopted. Motion carried. Ayes: Furlong, Mailliard, Malburg, Poxon Noes: None Absent: Anderson I I -2- 10/16/62 Communication from R. H. Bockhacker, Police Chief, dated October 8, 1962, recommending that Sgt. L. S. Rosenkrantz be reimbursed the sum of $14.25 from the Education and Training Budget appropriation for registration fees and books in connection with his studies in Police Science courses at the East Los Angeles College, was read. It was moved by Mailliard, seconded by Malburg, that the recommendation of the Police Chief, dated October 8, 1962, be approved and authority granted to issue warrant in the amount of $14.25 to L. S. Rosenkrantz. Motion carried. Communication, was read, from R. H. Bockhacker, Police Chief, dated October 10, 1962, recommending that the following Police Department personnel be advanced in grade, as listed, effective November I, 1962: James C. Jordan from Captain, Grade 2 to Grade 1 Robert N. Graham from Policeman, Grade 2 to Grade 1 It was moved by poxon, seconded by Malburg, that the recommendation of the Police Chief, dated October 10, 1962, be approved. Motion carried. Communication from R. H. Bockhacker, Police Chief, dated October 10, 1962, recommending that Lease Agreement between the City of Vernon and Motor Officer S. J. Williams for one 1959 Har1ey- Davidson Motorcycle, Engine #FL6574, be renewed effective as of July 13, 1962, was read. It was moved by Poxon, seconded by Malburg, that the recommendation of the Police Chief, dated October 10, 1962, be approved and that said Lease Agreement be renewed. Motion carried. Communication from County of Los Angeles, The Regional Planning Commission, dated October 5, 1962, transmitting a print of Amendment No. 514 to the Master Plan of Highways of the Los Angeles Regional Planning District, and requesting that the Commission be notified by letter if the proposed Amendment meets with the approval of the City Council, was read. (Copy to each member of the City Council) It was moved by Malburg, seconded by Mailliard, that proposed Amendment No. 514 to the Master Plan of Highways of the Los Angeles Regional Planning District, as transmitted by the Los Angeles County Regional Planning Commission under date of October 5, 1962, be approved with the exception that the widths of 37th and 38th Streets between Alameda Street and Santa Fe Avenue remain at their present widths, and that the Los Angeles County Regional Planning Commission be so advised. Motion carried. Activity Log of the Police Department for the period October 1 - 15, 1962, inclusive, was presented. It was moved by Poxon, seconded by Mailliard, that Activity Log of the Police Department be received and filed. Motion car=ied. J I -3- 10/16/62 Communication from C. E. Nemethi, M.D., Health Officer, dated October II, 1962, recommending that Vincent P. Kelley be advanced from Director of Sanitation, Grade 4 to Grade 3, effective November 1, 1962, was read. It was moved by Poxon, seconded by Malburg, that the recommendation of the Health Officer, dated October 11, 1962, be approved. Motion carried. Communication from D. D. Grayson, Traffic Engineer, dated October 11, 1962, submitting Contract No. 286 for furnishing street sweeper, and recommending that said contract be approved and that authority be granted to advertise for bids, was read. Resolution No. 2586 - A Resolution of the City Council of the City of Vernon approving Contract No. 286 for furnishing street sweeper, was read. It was moved by Poxon, seconded by Mailliard, that Resolution No. 2586 be approved and adopted. Motion carried. Ayes: Furlong, Mailliard, Malburg, Poxon Noes: None Absent: Anderson Resolution No. 2587 - A Resolution of the City Council of the City of Vernon directing the giving of notice inviting sealed proposals or bids for furnishing street sweeper, in accordance with Contract No. 286 of the City of Vernon, was read. It was moved by Poxon, seconded by Malburg, that Resolution No. 2587 be approved and adopted. Motion carried. Husted, Fire Chief, dated October 11, 1962, with reference to the two men assigned to special duty, one in the Fire Prevention Bureau and one in the Training Section, requesting that two additional positions for Autofireman be authorized in order to leave these men in their present assignments and also to have sufficient Autofiremen to drive the fire apparatus; and requesting that Firemen R. H. Simensen and J. E. Muldown be be promoted to Autofiremen Grade 4, effective as of November 1, 1962, was read. (Copy to each member of the City Council) It was moved by Mailliard, seconded by Malburg, that the requests of the Fire Chief, dated October 11, 1962, be approved. Motion carried. Communication from D. D. Grayson, Traffic Engineer, dated October 11, 1962, advising that Electro Construction Corporation has completed the installation of traffic signals at the intersection of Leonis Boulevard and Pacific Boulevard in accordance with Contract No. 276, and recommending that the work be accepted and that authority be granted to pay for same in accordance with the terms of the contract, was read. I I -4- 10/16/62 Resolution No. 2589 - A Resolution of the City Council of the City of Vernon accepting the installation of traffic signals at the intersection of Leonis Boulevard and Pacific Boulevard, in accordance with Contract No. 276 of said City, was read. It was moved by Malburg, seconded by Mailliard, that Resolution No. 2589 be approved and adopted. Motion carried. Ayes: Furlong, ~ailliard, Malburg, Poxon Noes: None Absent: Anderson Communication from Will Ross, Inc. requesting a license to conduct a business of warehousing and distributing hospital supplies and equipment at 4827 E. 49th Street, was read. It was moved by Poxon, seconded by Mailliard, that the request of Will Ross, Inc. be referred to the Police Department with power to act. Motion carried. Report of Health Department activities for the month of September, 1962, was presented. (Copy to each member of the City Council) It was moved by Poxon, seconded by Malburg, that the report of Health Department activities be received and filed. Motion carried. Communication from Pittsburgh-Des Moines Steel Company, dated October 11, 1962, advising that they have retained the services of Harold M. Engle, a licensed California structural engineer, to inspect the elevated tank at Vernon immediately, and that they will then be in touch with the City of Vernon, was read. (Copy to each member of the City Council) It was moved by Mailliard, seconded by Poxon, that communi- cation from Pittsburgh-Des Moines Steel Company, dated October 11, 1962, be received and filed. Motion carried. Communication from Solana Cedar & Milling Co. requesting a license to conduct a business of wholesale lumber sales and Cabotized pre-stained lumber sales at 4198 Bandini Blvd., was read. It was moved by Mailliard, seconded by Malburg, that the request of Solana Cedar & ~alling Co. be referred to the Fire Department with power to act. Motion carried. Communication from Pacific Paper Cutter Co., Inc. requesting a license to conduct a business of manufacturing and selling paper converting equipment at 3690 Santa Fe Avenue, was read. It was moved by Poxon, seconded by Mailliard, that the request of Pacific Paper Cutter Co., Inc. be approved and license granted. Motion carried. Communication from West Catering requesting a license to operate a lunch truck in the City of Vernon, was read. It was moved by Poxon, seconded by Malburg, that the request of Wesl Catering be referred to the Health Department with power to act. Motion carried. I -5- 10/16/62 Communication from the Engineering Departments, dated October 15, 1962, transmitting letter of resignation from George L. Bell, and recommending that said resignation be accepted effective as of the close of business on October 26, 1962, was read. It was moved by Malburg, seconded by Mailliard, that the resignation of George L. Bell be accepted effective as of the close of business on October 26, 1962. Motion carried. Communication from Vulcan Detinning Division, Vulcan Materials Company, dated October 15, 1962, advising that Mr. D. D. Pickarts, Vernon District Manager, Southern California Edison Company, has offered to give them two palm trees located on the right of way in the 4900 block of Soto Street, and requesting the City Council's permission to move these trees to their plant located at 3650 East 26th Street, Vernon, was read. It was moved by Malburg, seconded by Mailliard, that the request of Vulcan Detinning Division, Vulcan Materials Company, dated October 15, 1962, be approved provided that the trees are planted on private property of said company. Motion carried. Communication from J. Levine & Associates, dated October 16, 1962, advising that it is their desire to acquire approximately 8.28 acres located at the southeast corner of 37th Street and Santa Fe Avenue, excepting that area now occupied by a General Petroleum service station and the Bank of America, subject to certain conditions as outlined, and transmitting a plot on which the area that they wish to acquire is outlined in blue, was read. (Copy to each member of the City Council) It was moved by Mailliard, seconded by Malburg, that communication from J. Levine & Associates, dated October 16, 1962, be referred to the Traffic Engineer for study and report. Motion carried. Communication from the Vernon Chamber of Commerce, dated October 16, 1962, requesting that a suitable ordinance be adopted by the Vernon City Council to control the solicitation of funds and goods within the City of Vernon, was read. (Copy to each member of the City Council) It was moved by Poxon, seconded by Malburg, that the request of the Vernon Chamber of Commerce, dated October 16, 1962, be referred to the City Attorney and the Police Chief for study and report. Motion carried.
