MINUTES OF A REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON
HELD NOVEMBER 7, 1962 AT TWO O'CLOCK
P.M. IN THE COUNCIL CHAMBER OF THE
CITY HALL LOCATED AT 4305 SANTA FE
AVENUE. VERNON. CALIFORNIA.
COUNCIL PRESENT: Anderson, Furlong, Mailliard, Malburg, poxon
COUNCIL ABSENT: None
The meeting was called to order by Mayor R. J. Furlong.
It was moved by poxon, seconded by Anderson, that minutes
of the meetings of October 16, 1962 and November 1, 1962 be approved
as written and submitted. Motion carried.
The Clerk announced that this was the time and place for
opening of bids received for furnishing street sweeper, in accordance
with Contract No. 286.
It was moved by Paxon, seconded by Mailliard, that the
Clerk be instructed to open and read the bids submitted. Motion
carried.
The Clerk opened and read the following bid:

It was moved by poxon, seconded by Mailliard, that bid
received for the furnishing of street sweeper, in accordance with
Contract No. 286, be referred to the Traffic Engineer and the City
Attorney for checking and report. Motion carried.
Communication from D. D. Grayson, Traffic Engineer, dated
November 1, 1962, with reference to Mr. J. Levine's letter of
October 16, 1962 in which he outlined a proposal for developing
8.28 acres of land located on the southeast corner of Santa Fe
Avenue and 37th Street, transmitting a plan showing the exact
alignment of the planned road through said property; recommending
that the Traffic Engineer be authorized to engage the services of
a qualified right of way appraiser in order to determine a fair
compensation for the 1.12 acres to be taken from this parcel for
the planned road; and recommending that in order to expedite the
negotiations with Mobil Oil Company, the same appraiser be retained
to evaluate the rest of the required right of way for the Bandini
Boulevard Extension between Santa Fe Avenue and Soto Street, was
read. (Copy to each member of the City Council)
Representatives of J. Levine & Associates appeared before
the City Council. Mr. Paul Gordon addressed the City Council with
reference to the proposed extension of 38th Street through the
property that J. Levine & Associates plan to acquire from Mobil Oil
Company and with reference to the proposed development of said
property.
It was moved by Mailliard, seconded by poxon, that the
recommendations of the Traffic Engineer as outlined in communi-
cation dated November 1, 1962, be approved. Motion carried.

Communication from D. D. Grayson, Traffic Engineer, dated
October 31, 1962, with reference to bids received for the recon-
struction of 52nd, 53rd, 54th and 57th Streets, Santa Fe Avenue to
the East City Boundary, and Malabar Street, Fruitland Avenue to
52nd Street, in accordance with Contract No. 282, recommending that
the contract be awarded to Vernon Paving Company on the basis of
their bid of $37,537.05, was read.
Resolution No. 2590 - A Resolution of the City Council of
the City of Vernon accepting the bid of Vernon Paving Company for
the reconstruction of 52nd, 53rd, 54th and 57th Streets, Santa Fe
Avenue to the East City Boundary, and Malabar Street, Fruitland
Avenue to 52nd Street, in accordance with Contract No. 282 of said
City, was read.
It was moved by Poxon, seconded by Anderson, that
Resolution No. 2590 be approved and adopted. Motion carried.

October 10, 1962, advising that Ed Seymour has completed the instal-
lation of traffic signals at the intersection of Fruitland Avenue
and Santa Fe Avenue in accordance with Contract No. 280, and recom-
mending that the work be accepted and that authority be granted to
pay for same in accordance with the terms of the contract, was read.
Resolution No. 2594 - A Resolution of the City Council of
the City of Vernon accepting the installation of traffic signals at
the intersection of Fruitland Avenue and Santa Fe Avenue, in
accordance with Contract No. 280 of said City, was read.
It was moved by Malburg, seconded by poxon, that
Resolution No. 2594 be approved and adopted. Motion carried.

October 26, 1962, advising that Sherwin Electric Service has
completed the installation of traffic signals at the intersection
of District Boulevard and Atlantic Boulevard in accordance with
Contract No. 274, and recommending that the work be accepted and
that authority be granted to pay for same in accordance with the
terms of the contract, was read.
Resolution No. 2592 - A Resolution of the City Council of
the City of Vernon accepting the installation of traffic signals at
the intersection of District Boulevard and Atlantic Boulevard in
accordance with Schedule I of Contract No. 274 heretofore approved
by the City of Vernon, was read.
It was moved by Malburg, seconded by poxon, that
Resolution No. 2592 be approved and adopted. Motion carried.

Communication from D. D. Grayson, Traffic Engineer, dated
October 30, 1962, advising that Ben Barclay Motors has delivered
two dump trucks in accordance with Contract No. 278, and recommending
that the dump trucks be accepted and that authority be granted to
pay for same in accordance with the terms of the contract, was read.
Resolution No. 2591 - A Resolution of the City Council of
the City of Vernon accepting-the furnishing of two dump trucks in
accordance with Contract No. 278, was read.
It was moved by Anderson, seconded by poxon, that
Resolution No. 2591 be approved and adopted. Motion carried.

Communication from R. H. King, Superintendent, Water &
Sewer Systems, dated October 26, 1962, advising that Hydro
Construction Company has completed the Elevated Tank Connections
in accordance with Contract No. 261, and recommending that the work
be accepted and that authority be granted to pay for same in
accordance with the terms of the contract, was read.
Resolution No. 2593 - A Resolution of the City Council of
the City of Vernon accepting the Elevated Tank Connections, in
accordance with Contract No. 261 of said City, was read.
It was moved by poxon, seconded by ~~lburg, that
Resolution No. 2593 be approved and adopted. Motion carried.

Communication from Mason, Muntz & Associates, dated
October 30, 1962, advising that Tom E. Norcross, Inc. has completed
the construction of Fire Station No. 2 and Communications Building

few minor items, and recommending that the buildings be accepted
by the City of Vernon with the stipulation that these items be
corrected prior to 30 days from the filing date of the Notice of
Completion, was read. (Copy to each member of the City Council)
Resolution No. 2596 - A Resolution of the City Council
of the City of Vernon accepting the construction of Fire Station
No. 2 and Communications Building, in accordance with Specifications
No. 258 of said City, was read.
It was moved by Mailliard, seconded by Anderson, that
Resolution No. 2596 be approved and adopted. Motion carried.

requesting a license to conduct a business of manufacturing and
warehousing candles at 2031 E. 51st St., was read.
It was moved by Poxon, seconded by Anderson, that the
request of Muench-Kreuzer Candle Co., Inc. be approved and license
granted. Motion carried.
Communication from Gene Allison dba Avalon DeLuxe
requesting a license to operate a lunch truck in the City of Vernon,
was read.
It was moved by Poxon, seconded by Mailliard, that the
request of Gene Allison dba Avalon DeLuxe be referred to the Health
Department with power to act. Motion carried.
Communication from Bernard Freedman dba Scotty's Catering
requesting a license to operate a lunch truck in the City of Vernon,
was read.
It was moved by Poxon, seconded by Mailliard, that the
request of Bernard Freedman dba Scotty's Catering be approved and
license granted. Motion carried.
Communication from D. N. & E. Walter & Co. requesting a
license to conduct a business of wholesale distributors and manu-
facturers of carpet and wholesale distributors of drapery and
upholstery fabrics at 4505 Bandini Blvd., was read.
It was moved by poxon, seconded by Malburg, that the
request of D. N. & E. Walter & Co. be approved and license granted.

Communication from Independent Cities of Los Angeles
County, dated October 18, 1962, transmitting a copy of the resolution
adopted by the general membership of the Independent Cities of Los
Angeles County and submitted to Mr. Debs, Chairman of the Board of
Supervisors, commending the County of Los Angeles on its factual
stand regarding the costs of contractual police services and urging
them to consider an equitable application of tax credits; and
urging the City of Vernon to adopt a similar resolution and send a
copy to the Board of Supervisors, was read. (Copy to each member
of the City Council)
It was moved by Anderson, seconded by Poxon, that communi-
cation from Independent Cities of Los Angeles County, dated October
18, 1962, together with copy of resolution, be received and filed.

Communication from Acme Meat Co., Inc., dated October 22,
1962, requesting permission to construct an enclosed loading dock
which will extend 6'10" from existing dock, facing Alcoa Avenue,
and leaving a truck space of 32'211 from new dock to curb; and trans-
mitting a preliminary drawing of the proposed dock, was read. (Copy
to each member of the City Council)
It was moved by Poxon, seconded by Mailliard, that the
request of Acme Meat Co., Inc., dated October 22,1962, be referred
to the Traffic Engineer for study and report. Motion carried.

dated October 29, 1962, from C. A. Yont, with reference to the

It was moved by Anderson, seconded by Poxon, that copy of
a letter addressed to Mayor Robert J. Furlong, dated October 29,
1962, from C. A. Yont, be referred to the Fire Chief. Motion
carried.
Communication from R. J. Furlong, Director of Civil
Defense, dated October 23, 1962, requesting authority for G. G.
Skalsky, Assistant Director of Civil Defense, to attend the Southern
California and Northern California Civil Defense & Disaster Associ-
ation meeting at Bakersfield, California, November 15 & 16, 1962,
with an expense allowance of $55.00, was read.
It was moved by Poxon, seconded by Mailliard, that the
request of the Director of Civil Defense, dated October 23, 1962,
be approved and authority granted to issue warrant to G. G. Skalsky
in the amount of $55.00. Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
October 24, 1962, requesting authority to purchase an additional
letter-size filing cabinet with three regular size drawers and two
card-size drawers at the top, gray in color, at an approximate cost
of $135.00, for use by the Records Division, was read. (Not
budgeted)

Communication from Pittsburgh-Des Moines Steel Company,
dated October 26, 1962, transmitting a copy of a written report
covering the inspection made of the elevated tank by Mr. H. M. Engle,
and offering to correct the four defects mentioned in the fourth
paragraph on the second page of Mr. Engle's report, was read. (Copy
to each member of the City Council)
Draft of a proposed letter to Pittsburgh-Des Moines Steel
Company in answer to their communication dated October 26, 1962, was
presented by the Superintendent, Water & Sewer Systems. (Copy to
each member of the City Council)
It was moved by Anderson, seconded by poxon, that a letter
be sent to Pittsburgh-Des Moines Steel Company advising them that
the City's position remains unchanged, and that the contents of said
letter be substantially the same as the draft presented by the
Superintendent, Water & Sewer Systems. Motion carried.
Activity Log of the police Department for the period
October 16 - 31, 1962, inclusive, was presented.
It was moved by Anderson, seconded by poxon, that Activity
Log of the police Department be received and filed. Motion carried.
Communication from D. D. Grayson, Traffic Engineer, dated
November 1, 1962, submitting Contract No. 283, Traffic Signal
Installation Pacific Boulevard at Fruitland Avenue, and recommending
that said contract be approved and that authority be granted to
advertise for bids, was read.
Resolution No. 2579 - A Resolution of the City Council of
the City of Vernon approving Contract No. 283 and Plan No. T 1678
for traffic signal installation at the intersection of Pacific
Boulevard and Fruitland Avenue, and determining the general
prevailing rate of per diem wages, was read.
It was moved by Poxon, seconded by Malburg, that
Resolution No. 2579 be approved and adopted. Motion carried.

and that authority be granted to pay for same in accordance with
the terms of the contract, was read.

Communication from East Central Area Planning Committee,
dated November 1, 1962, transmitting a copy of a Resolution recently
adopted by the East Central Area Planning Committee urging the
preliminary design of the Slauson Freeway and the Industrial Freeway
to allow orderly progress in the development of the local street
systems throughout the East Central Area, and suggesting that each
of the participating cities transmit similar Resolutions to the
Division of Highways in order that they may be assured that these
matters are of significance to the respective communities, was read.

It was moved by Anderson, seconded by Malburg, that the
City Attorney be instructed to draft a resolution similar to the one
transmitted by the East Central Area Planning Committee with its
communication dated November 1, 1962. Motion carried.
Communication from the City of Hawthorne, dated October 30,
1962, transmitting a copy of Hawthorne Resolution No. 3467 requesting
the support of adoption of State-wide legislation requiring manu-
facturing of model glue and related substances to remove from such
products those elements harmful to human life, tissue or organs
when fumes from such substances are breathed or inhaled, or to
require the addition of an odor element to such products designed
to give an unpleasant odor thereto thus discouraging the voluntary
breathing or inhalation of the fumes from such products, commonly
known as IIGlue Sniffing", and requesting that a similar Resolution
be adopted by the City of Vernon, was read.

November 1, 1962, requesting authority to purchase one emergency

Communication from W. H. Daum & Staff, Industrial
Properties, dated November 2, 1962, advising that 4.75 acres of
property at 52nd Street and Santa Fe Avenue is available for purchase,
and inquiring if the City of Vernon is interested in acquiring this
property, was read.
It was moved by Malburg, seconded by Mailliard, that
communication from W. H. Daum & Staff, Industrial Properties, dated
November 2, 1962, be received and filed. Motion carried.
Report of Health Department activities for the month of
October, 1962, was presented. (Copy to each member of the City
Council)
It was moved by Poxon, seconded by Anderson, that report
of Health Department activities be received and filed. Motion
carried.
Communication from the Bell Chamber of Commerce, dated
October 29, 1962, transmitting a copy of its resolution urging the
General Services Administration to sell the Cheli Air Force Base
surplus property to private industry, was read.
It was moved by Anderson, seconded by Malburg, that
communication from the Bell Chamber of Commerce, together with copy
of resolution, be received and filed. Motion carried.

a license to conduct a business of selling and fabricating food
machinery at 3840 Fruitland Avenue, was read.
It was moved by Poxon, seconded by Anderson, that the
request of Food Processing Equipment Co. be approved and license

Communication from Aerojet-General Corporation, dated
November 1, 1962, thanking and complimenting the City of Vernon on
the resuscitation exhibition two weeks ago, was read. (Copy to each

Communication from Graham Brothers Inc., dated November 5,
1962, requesting permission to park 25 to 40 employees' automobiles
on city-owned property directly east and behind Fire Station No. 3
on a temporary basis, was read.
It was moved by Anderson, seconded by Mailliard, that the
request of Graham Brothers Inc., dated November 5, 1962, be referred
to the Engineering Departments for investigation and report. Motion
carried.

Communication from the Public Utilities Commission, State
of California, dated November 6, 1962, transmitting a certified copy
of Resolution No. CP-860 allocating, from the Crossing Protection
Fund to the City of Vernon, an amount equal to one-half of the
city's share of the cost but not to exceed a maximum amount of
$4,265.00 in constructing grade crossing protection at Crossing No.
3A-3.9, the crossing of District Boulevard and the track of Union
Pacific Railroad Company, was read.
It was moved by Anderson, seconded by Poxon, that communi-
cation from the Public Utilities Commission, State of California,
dated November 6, 1962, together with certified copy of Resolution

applications numbered 24854 to 24880 inclusive be filed and permits
granted. MOtion carried.
"Harrant Register No. 128" covering claims and demands
presented during the period October 16 to 31, which includes Demands
Nos. 10066 to 10244 (both inclusive), and Nos. LP 1 to LP 8 (both
inclusive) drawn on the United California Bank, totaling $1,128,67/+.85
(accounting period November, 1962), was examined and audited.
It was moved by Anderson, seconded by Paxon, that "Warrant
Register No. 128" be approved and payment authorized for Demands Nos.
10066 to 10244 (both inclusive) and Demands Nos. LP 1 toLP 8 (both
inclusive), with no exceptions. Motion carried.
