MINUTES OF A REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON
HELD DECEMBER 18, 1962 AT TWO O'CLOCK
P. M. IN THE COUNCIL CHAMBER OF THE
CITY HALL LOCATED AT 4305 SANTA FE
AVENUE, VERNON. CALIFORNIA.

COUNCIL ABSENT: None
The meeting was called to order by Mayor R. J. Furlong.
It was moved by Mailliard, seconded by Anderson, that
minutes of the meeting of December 4, 1962 be approved as written
and submitted. Motion carried.
Communication from Pittsburgh-Des Moines Steel Company,
dated December 3, 1962, with reference to contract for the
construction of an elevated tank, was read. (Copy to each member
of the City Council)
Mr. C. A. Fegtly, Vice President & Western Division Manager
of Pittsburgh-Des Moines Steel Company was present.
It was moved by Anderson, seconded by Malburg, that the
City of Vernon accept the offer of Pittsburgh-Des Moines Steel
Company to correct the defects in accordance with their offer
contained in their letter dated October 26, 1962 and as re-stated
in their letter dated December 3, 1962, and that the Superintendent,
Water & Sewer Systems, be instructed to advise Pittsburgh-Des Moines
Steel Company that they are to proceed without delay to correct
said deficiencies and to perform the balance of the contract.
Motion carried.
In the absence of Dr. Nemethi, Health Officer, copies of
a report addressed to Dr. Nemethi, Health Officer, from L. S. Hauger
and R. W. Hilton, entitled "Rodent Control Survey, Bandini Blvd.,
December 18, 1962", were presented to members of the City Council.
It was moved by Anderson, seconded by Mailliard, that
report entitled "Rodent Control Survey, Bandini Blvd., December 18,
1962" be laid over. Motion carried.
Communication from C. E. Nemethi, M.D., Health Officer,
dated December 11, 1962, transmitting letter from the Chief
Administrative Officer, County of Los Angeles, dated December 10,
1962, with reference to the renewal of Agreement for Pound Services,
recommending that a resolution be adopted by the City Council
requesting the Los Angeles County Board of Supervisors 'to renew the
agreement for an additional five-year period, and that said
resolution be sent to the Board of Supervisors prior to December 31.

Resolution No. 2610 - A Resolution of the City Council of
the City of Vernon requesting renewal of agreement with"the County
of Los Angeles for pound services, was read.

Resolution No. 2610 be approved and adcpted. Motion carried.

Communication from the State of California, Department of
Public Health, dated November 29, 1962, advising that in accordance
with Sections 1901.2 and 1920 of the California Health and Safety
Code, the existence of rabies in Los Angeles County has been
determined to still constitute a public health hazard; redeclaring
Los Angeles County to be a rabies area within the meaning of Section
1901.2 of the above Code, effective December 2, 1962; and requesting
that the City of Vernon inform the State Health Department Office,
through the local health officer, on or before January 2, 1963 as to
(1) dog licensing, vaccination, dog pound and enforcement provisions
currently existing, and (2) the action each is planning to take to
implement those provisions not currently being enforced that are
required under Section 1920 of the Health and Safety Code and
Section 2606.4 of Title 17, California Administrative Code, was read.

It was moved by Malburg, seconded by Poxon, that communi-
cation from the State of California, Department of Public Health,
dated November 29, 1962, be referred to the Health Officer for
furnishing the State Health Department with the information requested.
Motion carried.
Communication from D. D. Grayson, Traffic Engineer, dated
December 13, 1962, advising that Oswald Brothers Company has
completed the installation of traffic signals, storm drain, and the
street improvement on Santa Fe Avenue at Pacific Boulevard and
Vernon Avenue, in accordance with Contract No. 273, and recommending
that the work be accepted and that authority be granted to pay for
same in accordance with the terms of the contract, was read.
Resolution No. 2606 - A Resolution of the City Council of
the City of Vernon accepting the installation of traffic signals,
storm drain and street improvement on Santa Fe Avenue at Pacific
Boulevard and Vernon Avenue, in accordance with Contract No. 273 of
said City, was read.
It was moved by Malburg, seconded by Mailliard, that
Resolution No. 2606 be approved and adopted. Motion carried.

December 13, 1962, submitting Contract No. 288 for installation of
traffic signals at Alcoa Avenue and Fruitland Avenue, and recom-
mending that said contract be approved and that authority be granted
to advertise for bids, was read.
Resolution No. 2602 - A Resolution of the City Council of
the City of Vernon approving Contract No. 288 and Plan No. T 1692 for
the installation of traffic signals at the intersection of Alcoa
Avenue and Fruitland Avenue in the City of Vernon, and determining
the general prevailing rate of per diem wages, was read.

Resolution No. 2602 be approved and adopted. Motion carried.

ReGolution No. 2603 - A Resolution of the City Council of
the City of:Ver~directi~g the giving of notice inviting sealed
proposals O~ bids for the installation of traffic signals at the
intersection of Alcoa Avenue and Fruitland Avenue in accordance with
Contract No. 288 of the City of Vernon, was read.
It was moved by Mailliard, seconded by Anderson, that
Resolution No. 2603 be approved and adopted. Motion carried.

Communication from the State Employees' Retirement System,
dated December 3, 1962, with reference to quadrennial actuarial
investigation and revaluation of the assets and liabilities of the
System as of June 30, 1962, transmitting actuarial contract, in
quadruplicate, for adoption by the City Council and for return of
three executed copies as soon as possible, was read. (Copy to each
member of the City Council)
It was moved by Malburg, seconded by Poxon, that the Mayor
and the City Clerk be authorized to execute the contract between the
City of Vernon and the Consulting Actuaries relative to the
quadrennial actuarial investigation and revaluation of the assets
and liabilities of the State Employees' Retirement System as of
June 30, 1962. Motion carried.
Communication from Freight Analysis requesting a license
to conduct a business of bookkeeping and auditing bills at 5201
Santa Fe Avenue, was read.
It was moved by Anderson, seconded by Poxon, that the
request of Freight Analysis be approved and license granted. Motion
carried.
Communication from John P. Colton, Jr. requesting a free
license, under the State Rehabilitation Program for the Blind, to
operate the employees' cafeteria at the Brunswig Drug Company, 4701
Santa Fe Avenue, was read.
It was moved by Anderson, seconded by Poxon, that the
request of John P. Colton, Jr. be referred to the Health Department
with power to act; and that when the operation of said cafeteria
meets the requirements of the Health Department, a free license,
under the State Rehabilitation Program for the Blind, be granted
to John P. Colton, Jr. Motion carried.
Communication from N. Toriello Meat Company requesting a
license to operate a meat processing plant and beef boning, including
the smoking of meat products, at 4820 Everett Avenue, was read.

It was moved by Anderson, seconded by Poxon, that a letter
be written to N. Torie1lo Meat Company advising them that they will
be granted a license to operate a meat processing plant and beef
boning, including the smoking of meat products, at 4820 Everett
Avenue, when they have complied with the Building Department's
regulations and the Health Department's requirements, and that from
the information before the City Council, such an operation would
not violate zoning regulations. Motion carried.
Communication from Allied Blueprint & Supply Company
requesting a license to conduct a business of reproduction and
printing at 2820 Leonis Blvd., was read.
It was moved by Malburg, seconded by Mailliard, that the
request of Allied Blueprint & Supply Company be approved and license
granted. Motion carried.
Copy of an unsigned letter from Private Officer Joe W.
Bernard with referenceto the use of "automationll to detect industrial
fires, was read. (Copy to each member of the City Council)
It was moved by Anderson, seconded by Poxon, that copy of
an unsigned letter from Private Officer Joe W. Bernard be received
and filed. Motion carried.
Copy of Resolution No. 7542 of the City Council of the
City of Montebello urging the County of Los Angeles to consider no
change in the method of billing for contractual police services
which would give preferential treatment to contracting cities or
discriminate against the independent cities of Los Angeles County,
was read.
It was moved by Anderson, seconded by Malburg, that copy
of Resolution No. 7542 of the City Council of the City of Montebello
be received and filed. Motion carried. .
Copy of a communication from the Chief of Police of
Maywood, California, dated December 11, 1962, addressed to Chief
R. H. Bockhacker, expressing appreciation and commendation for
assistance rendered by the Vernon Police Department, was read.

It was moved by Anderson, seconded by Poxon, that copy of
a communication from the Chief of Police of Maywood, California,
dated December 11, 1962, addressed to Chief R. H. Bockhacker, be
received and filed. Motion carried.
Communication from J. S. Colton, Building Engineer, dated
December 6, 1962, requesting that E. H. Malkemus be allowed the sum
of $15.00 from the Education and Training Budget appropriation for
tuition and books to attend a course on Advanced Concrete Inspection
given by the Extension Division of the University of California,
was read.
It was moved by Anderson, seconded by Poxon, that the
request of the Building Engineer, dated December 6, 1962, be approved
and authority granted to issue warrant in the amount of $15.00 to
E. H. l1a1kemus. Motion carried.

Activity Log of the Police Department for the period
December 1 - 15, 1962, inclusive, was presented.
It was moved by Malburg, seconded by Mailliard, that
Activity Log of the Police Department be received and filed. Motion
carried.
Communication from J. W. Williams, Engineering Department
employee, dated December 14" 1962, requesting that he be reimbursed
the sum of $5.00 from the Education and Training Budget appropriation
for tuition and book in connection with his studies at the University
of California, Institute of Transportation and Traffic Engineering,
together with recommendation for approval from the Engineering
Departments, was read.
It was moved by Poxon, seconded by Malburg, that the
recommendation of the Engineering Departments be approved and
authority granted to issue warrant in the amount of $5.00 to J. W.
Williams. Motion carried.
Communication from Anchor Hocking Glass Corporation, dated
December l4, 1962, petitioning the City Council to abandon and
vacate to them the 3-foot road easement formerly granted by them to
the County of Los Angeles March 21, 1946, was read. (Copy to each
member of the City Council)
It was moved by Poxon, seconded by Mailliard, that communi-
cation from Anchor Hocking Glass Corporation, dated December 14,
1962, be referred to the Traffic Engineer for investigation and
report. Motion carried.
Communication from J. Levine and Associates, dated
December 13, 1962, with reference to their proposed purchase of
the approxi~ate 8.2 acres of land located at the southeast corner
of 37th Street and Santa Fe Avenue, was read. (Copy to each member
of the City Council)
It was moved by Poxon, seconded by Mailliard, that communi-
cation from J. Levine and Associates, dated December l3, 1962, be
referred to the Traffic Engineer with a request that he have the
appraiser, Roy C. Seeley Company, check on the validity of the offer
contained in said communication, and report back to the City Council.
Motion carried.
Communication from the Engineering Departments, dated
December l7, 1962, recommending that William H. Keltner be
designated as Shelter Representative for the City of Vernon in
connection with the National Fallout Shelter Program, was read.
It was moved by Anderson, seconded by Poxon, that the
recommendation of the Engineering Departments, dated December 17,
1962, be approved. Motion carried.
Communication from R. H. King, Superintendent, Water &
Sewer Systems, dated December 17, 1962, advising that Pylon, Inc.
has completed the work on Booster Plant No. 3 Addition, Sclledule II,
Piping, Electrical Controls and Site Improvement, in accordance with
Contract No. 275, and recommending that the work be accepted and
that authority be granted to pay for same in accordance with the
terms of the contract, was read.

Resolution No. 2609 - A Resolution of the City Council of
the City of Vernon accepting the piping, electrical controls and
site improvement for Booster Plant No. 3 Addition, in accordance
with Schedule II of Contract No. 275 heretofore approved by the City
of Vernon, was read.
It was moved by Mailliard, seconded by Poxon, that
Resolution No. 2609 be approved and adopted. Motion carried.

Communication from the Engineering Departments, dated
December 17, 1962, regarding the status of Mr. Jack Wallace since
his reclassification to Utility Man III, Step 1,on March 10, 1961,

It was moved by Anderson, seconded by poxon, that communi-
cation from the Engineering Departments, dated December 17, 1962,
be received and filed. Motion carried.
Communication from the Engineering Departments, dated
December 18, 1962, with reference to Building Application No. 24922,
Washington Processing Company, 4144 Bandini Boulevard, outlining
certain information and recommendations relative to this matter,
was read. (Copy to each member of the City Council)
It was moved by Poxon, seconded by Anderson, that communi-
cation from the Engineering Departments, dated December 18, 1962,
be laid over pending receipt of revised plans from the applicant,
and that a copy of said letter be sent to the contractor, The
Contracting Engineers Company, attention of Mr. Howard Friedman.
Motion carried.
It was moved by Anderson, seconded by Poxon, that Ordinance
No. 744 be read in full. Motion carried.
Ordinance No. 744 - An Ordinance of the City of Vernon
amending Ordinances Nos. 740 and 741 of the City of Vernon fixing
the rates to be charged for electrical energy distributed and
supplied by the said City of Vernon within its boundaries, was read
in full.
It was moved by Anderson, seconded by Poxon, that Ordinance
No. 744 be passed and adopted. Motion carried.

It was moved by Poxon, seconded by Anderson, that
building applications numbered 24,941 to 24959 inclusive be filed
and permits granted. Motion carried.
"Payroll Warrant Register No. 65:1 covering claims and
demands presented during the period November 1 to 30, which includes
Demands Nos. 683 to 694 (both inclusive), drawn on the Citizens
National Bank, totaling $190,173.8l (accounting period November,
1962), was examined and audited.

It was moved by Mailliard, seconded by Poxon, that "Payroll
Warrant Register No. 65" be approved and payment authorized for
Demands Nos. 683 to 694 (both inclusive), with no exceptions. Motion
carried.

"Warrant Register No. l31" covering claims and demands
presented during the period December 1 to 15, which includes Demands

$821,449.62 (accounting period December, 1962), was examined and
audited.
It was moved by Mailliard, seconded by Poxon, that "Warrant
Register No. l31il be approved and payment authorized for Demands Nos.
188 to 292 (both inclusive) and Demands Nos. LP 19 to LP 26 (both
inclusive), with no exceptions. Motion carried.
