MINUTES OF A REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VE1~~ON
HELD JA~UARY 15, 1963 AT TWO O'CLOCK
P.M. IN THE COUNCIL CHAMBER OF THE
CITY HALL LOCATED AT 4305 SANTA FE
AVENUE, VERNON, CALIFORNIA.
COUNCIL PRESENT: Anderson, Furlong, Mai11iard, Malburg, Poxon
COUNCIL ABSENT: None
The meeting was called to order by Mayor R. J. Furlong.
It was moved by Poxon, seconded by Anderson, that minutes
of the meeting of January 2, 1963 be approved as written and
submitted. Motion carried.
Communication from D. D. Grayson, Traffic Engineer, dated
January 7, 1963, with reference to bids received for the installation
of traffic signals at Alcoa Avenue and Fruitland Avenue in accordance
with Contract No. 288, recommending that the contract be awarded to
Westates Electrical Construction Company on the basis of their bid
of $12,171.50, was read.
Resolution No. 2614 - A Resolution of the City Council of
the City of Vernon accepting the bid of Westates Electrical
Construction Company for installation of traffic signals at Alcoa
Avenue and Fruitland Avenue, in accordance with Contract No. 288
of said City, was read.
It was moved by Anderson, seconded by Poxon, that
Resolution No. 2614 be approved and adopted. Motion carried.

Communication from D. D. Grayson, Traffic Engineer, dated
January 3, 1963, submitting Contract No. 291 for the installation
of traffic signals at the intersection of Santa Fe Avenue at 38th
Street, and recommending that said contract be approved and authority
be granted to advertise for bids, was read.
Resolution No. 2604 - A Resolution of the City Council of
the City of Vernon approving Contract No. 291 and Plan No. T 1693
for traffic signal installation at the intersection of Santa Fe
Avenue and 38th Street, and determining the general prevailing rate
of per diem wages, was read.
It was moved by Anderson, seconded by Poxon, that
Resolution No. 2604 be approved and adopted. Motion carried.

Resolution No. 2605 - A Resolution of the City Council of
the City of Vernon directing the giving of notice inviting sealed
proposals or bids for traffic signal installation at the intersection
of Santa Fe Avenue and 38th Street, in accordance with Contract No.
291 of the City of Vernon, was read.

It was moved by Mailliard, seconded by Malburg, that
Resolution No. 2605 be approved and adopted. Motion carried.

Communication from Moody-Maid Products Inc. requesting a
license to conduct a business of manufacturing filling materials
for the toy, the throw pillow and upholstering trade, at 4253 E.
50th Street, was read.
It was moved by Poxon, seconded by Mailliard, that the
request of Moody-Maid Products Inc. be referred to the Fire Depart-
ment with power to act. Motion carried.
Communication from Alfred Berardino requesting a license
to operate a lunch truck in the City of Vernon, was read.
It was moved by Anderson, seconded by Poxon, that the
request of Alfred Berardino be referred to the Health Department
with power to act. Motion carried.
Communication from Sarkis Babrielian dba High Noon
Catering requesting a license to operate a lunch truck in the City
of Vernon, was read.
It was moved by Poxon, seconded by Mailliard, that the
request of Sarkis Babrielian dba High Noon Catering be approved and
license granted. Motion carried.
Claim against the City of Vernon and the County of Los
Angeles by Roman S. Poreda in the amount of $25,000.00, dated
January 3, 1963, was presented.
It was moved by Anderson, seconded by Malburg, that claim
against the City of Vernon by Roman S. Poreda be denied and that
the matter be referred to the city's insurance carrier. Motion
carried.
Communication from State of California, Department of
Finance, State Office of Planning, dated January 4, 1963, with
reference to dividing the State into regional planning districts
in accordance with the recommendations of the Planning Advisory
Committee, transmitting a schedule of conferences to be held in the
various areas, was read. (Copy to each member of the City Council)
It was moved by Anderson, seconded by Poxon, that communi-
cation from the State of California, Department of Finance, State
Office of Planning, dated January 4, 1963, be received and filed.
Motion carried.
Copy of Resolution No. 2531 of the City Council of the
City of South Gate opposing any legislation permitting or
sanctioning the use of partisan political labels by candidates
for municipal office, was read.
It was moved by Anderson, seconded by Malburg, that copy
of Resolution No. 2531 of the City Council of the City of South
Gate be received and filed. Motion carried.

Notice that the Public Utilities Commission of the State
of California has set the hearing on "Case No. 7409 - Investigation
on the Commission's own motion into the rates, tolls, rules, charges,
operations, practices, coritracts, service, and facilities of The
Pacific Telephone and Telegraph Company" for Wednesday, January 23,
1963, in the Commission Courtroom, State Building, San Francisco,
California, was read.
It was moved by Mailliard, seconded by Poxon, that notice
of hearing by the Public Utilities Commission of the State of
California on Case No. 7409 be received and filed. Motion carried.
Communication from the State of California, Department of
Public Works, Division of Highways, District VII, dated January 9,
1963, giving notification that they are now initiating location
studies for the State Legislative Route 221 ("Slausonll) Freeway
between 0.6 mile east of the San Diego Freeway and the adopted Route
170 (San Gabriel River) Freeway in Los Angeles County as indicated
by the area outlined in red on the attached map, was read. (Copy
to each member of the City Council)
It was moved by Anderson, seconded by Poxon, that the
Traffic Engineer and staff be authorized to cooperate with the
Division of Highways and to furnish them with available technical
data in connection with their location studies for the State Legis-
lative Route 221 ("Slauson") Freeway. Motion carried.
Communication from State of California, Department of
Public Works, Division of Highways, District VII, dated January 10,
1963, with reference to City of Vernon Resolution No. 2612, was
read. (Copy to each member of the City Council)
It was moved by Anderson, seconded by Poxon, that communi-
cation from the State of California, Department of Public Works,
Division of Highways, District VII, dated January 10, 1963, be
received and filed. Motion carried.
Communication from J. W. Lewis Company, Realtors, repre-
senting J. Levine & Associates, dated January 9, 1963, advising
that Mobil Oil Company has informed them that the property located
at the southeast corner of Santa Fe Avenue and 37th Street has been
sold as of December 28, 1962, was read. (Copy to each member of the
City Council)
It was moved by Anderson, seconded by Poxon, that communi-
cation from J. W. Lewis Company, Realtors, dated January 9, 1963,
be received and filed. Motion carried.
Communication from F. A. Ziemer, City Clerk, dated
January 7, 1963, recommending that certain personnel be advanced
in grade as listed, effective February 1, 1963, was read. (Copy
to each member of the City Council)
It was moved by Anderson, seconded by Poxon, that recom-
mendation of the City Clerk, dated January 7, 1963, be approved.

Communication from F. A. Ziemer, City Clerk, dated
January 8, 1963, requesting authority for Brooks Carden, Purchasing
Agent, to attend the 46th Annual Conference of the California State,
County and Municipal Purchasing Agents' Association in Oakland,
California, from January 30 to February 1, 1963, inclusive, with an
expense allowance of $135.90, was read.
It was moved by Poxon, seconded by Mailliard, that the
request of the City Clerk, dated January 8, 1963, be approved and
authority granted to issue warrant in the amount of $135.90 to
Brooks Carden. Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
January 2, 1963, recommending that lease agreement between the City
of Vernon and Officer Robert N. Baker for one 1961 Harley-Davidson
Motorcycle, Engine No. FL1425, be terminated as of January 2, 1963;
and recommending that new lease, as submitted, between the City of
Vernon and Officer Robert N. Baker for one 1963 Harley-Davidson
Motorcycle, Engine No. FL3776, be approved, effective January 2,
1963, was read.
It was moved by Mailliard, seconded by Malburg, that the
recommendations of the Police Chief, dated January 2, 1963, be
approved and that new lease agreement be executed by the City of
Vernon. Motion carried.
Communication from D. D. Grayson, Traffic Engineer, dated
January 9, 1963, with reference to petition from Anchor Hocking
Glass Corporation to the City Council to vacate a 3-foot strip of
District Boulevard right-of-way, transmitting a report entitled
"District Boulevard Development", and recommending that the City
vacate the 3-foot strip of District Boulevard where it is 50 feet
wide, provided that the petitioner does certain specified things,
was read. (Copy to each member of the City Council)
It was moved by Anderson, seconded by Poxon, that a copy
of the communication from the Traffic Engineer, dated January 9,
1963, together with a copy of the report transmitted therewith, be
sent toAnchor Hocking Glass Corporation for their information and
consideration. Motion carried.
Communication from C. E. Nemethi, M.D., Health Officer,
dated January 8, 1963, requesting that Mr. Louis S. Hauger, Deputy
Director of Sanitation, be granted permission to attend a four-day
training course on Health Physics, was read. (Copy to each member
of the City Council)
It was moved by Poxon, seconded by Anderson, that the
request of the Health Officer, dated January 8, 1963, be approved.
Motion carried.
Communication from C. E. Nemethi, M.D., Health Officer,
dated January 8, 1963, advising that Dr. Disher of the u.s. Public
Health Service, in conjunction with Dr. Felton of the U.C.L.A.
Medical School, has requested the Vernon Health Department to parti-
cipate in a survey of various industries located in Vernon, was
read. (Copy to each member of the City Council)

It was moved by Anderson, seconded by Mailliard, that the
Vernon Health Department be authorized to cooperate with the u.s.
Public Health Service and the U.C.L.A. Medical School in a survey
of industrial health and safety activities in the City of Vernon.
Motion carried.
Activity Log of the Police Department for the period
January 1 - 14, 1963 inclusive, was presented.
It was moved by Malburg, seconded by Mailliard, that
Activity Log of the Police Department be received and filed. Motion
carried.
Report of Health Department activities for the month of
December, 1962, was presented. (Copy to each member of the City
Council)
It was moved by Malburg, seconded by Mailliard, that report
of Health Department activities be received and filed. Motion
carried.
Communication from D. D. Grayson, Traffic Engineer, dated
January 3, 1963, submitting Contract No. 290 for the installation
of traffic signals at the intersection of Boyle Avenue at Leonis
Boulevard, and recommending that said contract be approved and that
authority be granted to advertise for bids, was read.
Resolution No. 2607 - A Resolution of the City Council of
the City of Vernon approving Contract No. 290 and Plan No. T 1671
for traffic signal installation at the intersection of Boyle Avenue
at Leonis Boulevard, and determintng the general prevailing rate of
per diem wages, was read.
It was moved by Malburg, seconded by Mailliard, that
Resolution No. 2607 be approved and adopted. Motion carried.

the City of Vernon directing the giving of notice inviting sealed

It was moved by Anderson, seconded by Poxon, that

January 14, 1963, requesting permission for V. Vaits, W. Keltner,

Street and Highway Conference at the University of California, Los
Angeles Campus, from January 24 to January 26, 1963, with an expense
allowance of $14.00 each, was read.
It was moved by Poxon, seconded by Mailliard, that the
request of the Traffic Engineer, dated January 14, 1963, be approved
and authority granted to issue warrants in the amount of $14.00 each
to V. Vaits, W. Keltner, R. Petraitis and D. Grayson. Motion carried.

Communication from Tip Dancer's Lunch Service requesting a
license to operate a lunch truck in the City of Vernon, was read.
It was moved by Poxon, seconded by Malburg, that the
request of Tip Dancer's Lunch Service be referred to the Health
Department with power to act. MOtion carried.

It was moved by Poxon, seconded by Mai11iard, that
building applications numbered 25000 and 25007 be referred to the
Traffic Engineer for a report. Motion carried.
"Warrant Register No. 133" covering claims and demands
presented during the period January 1 to 15, which includes Demands
Nos. 433 to 543 (both inclusive) and Demands Nos. LP 32 to 35 (both
inclusive), drawn on the United California Bank, totaling $77l,519.2S
(accounting period January, 1963), was examined and audited.

It was moved by Mai11iard, seconded by Anderson, that
"Warrant Register No. 133" be approved and payment authorized for
Demands Nos. 433 to 543 (both inclusive) and Nos. LP 32 to 35 (both
inclusive), with no exceptions. Motion carried.

demands presented during the period December 1 to 31, which includes

1962), was examined and audited.
It was moved by Mailliard, seconded by Anderson. that
"Payroll Warrant Register No. 66" be approved and payment authorized
for Demands Nos. 695 to 712 (both inclusive), with no exceptions.
Motion carried.
