MINUTES OF A REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON
HELD FEBRUARY 5, 1963 AT TWO O'CLOCK
P.M. IN THE COUNCIL CHAl-'IBER OF THE
CITY HALL LOCATED AT 4305 SANTA FE
AVENUE, VERNON, CALIFORNIA.

COUNCIL ABSENT: None
The meeting was called to order by Mayor R. J. Furlong.
It was moved by Poxon, seconded by Anderson, that minutes
of the meeting of January' 15, 1963 be approved as written and
submitted. Motion carried.
The Clerk announced that this was the time and place for
opening of bids received for the installation of traffic signals at
the intersection of Boyle Avenue at Leonis Boulevard, in accordance
with Contract No. 290.
It was moved by Poxon, seconded by Mailliard, that the
Clerk be instructed to open and read the bids submitted. Motion
carried.

It was moved by Anderson, seconded by Poxon, that bids
received for the installation of traffic signals at the intersection
of Boyle Avenue at Leonis Boulevard, in accordance with Contract No.
290, be referred to the Engineering Departments and the City Attorney
for checking and report. Motion carried.
The Clerk announced that this was the time and place for

the intersection of Santa Fe Avenue at 38th Street, in accordance
with Contract No. 291.
It was moved by Mailliard, seconded by Malburg, that the
Clerk be instructed to open and read the bids submitted. Motion

It was moved by Malburg, seconded by Mailliard, that bids
received for the installation of traffic signals at the intersection
of Santa Fe Avenue at 38th Street, in accordance with Contract No.
291, be referred to the Engineering Departments and the City Attorney
for checking and report. Motion carried.
Communication from D. D. Grayson, Traffic Engineer, dated
January 18, 1963, advising that The Conveyor Company has delivered
the street sweeper in accordance with Contract No. 286, and recom-
mending that the street sweeper be accepted and that authority be
granted to pay for same in accordance with the terms of the contract,
was read.
Resolution No. 2621 - A Resolution of the City Council of
the City of Vernon accepting the furnishing of street sweeper in
accordance with Contract No. 286 of the City of Vernon, was read.
It was moved by Anderson, seconded by Poxon, that
Resolution No. 2621 be approved and adopted. Motion carried.

Communication from D. D. Grayson, Traffic Engineer, dated
January 29, 1963, submitting Contract No. 287 for the installation
of traffic signals at the intersection of Alcoa Avenue and Slauson
Avenue, and recommending that said contract be approved and that
authority be granted to advertise for bids, was read.
Resolution No. 2617 - A Resolution of the City Council of
the City of Vernon approving Contract No. 287 and Plan No. T 1691
for the installation of traffic signals at the intersection of
Alcoa Avenue and Slauson Avenue in the City of Vernon and determining
the general prevailing rate of per diem wages, was read.
It was moved by Poxon, seconded by Mailliard, that
Resolution No. 2617 be approved and adopted. Motion carried.

It was moved by Malburg, seconded by Mailliard, that

Resolution No. 2619 - A Resolution of the City Council of
the City of Vernon approving Contract No. 289 for the interior
coating of water reservoir No. 2-1, and determining the general
prevailing rate of per diem wages, was read.

the City of Vernon directing the giving of notice inviting sealed
proposals or bids for the interior coating of water reservoir No.

read.

for City Hall Remodeling, and determing the general prevailing rate

to the Fire Department with power to act. Motion carried.
Communication from Burlap Industries Inc. requesting a
license to conduct a business of warehousing and manufacturing
burlap bags and bagging waste at 2313 E. 51st Street, was read.

requesting a license to conduct a business of packaging fabrication

request of Imperial Pacific Packaging Corp. be referred to the Fire
Department with power to act. Motion carried.
Communication from Bill Wallis Truck Repair requesting a
license to conduct a business of truck repairing at 2315 E. 27th
Street, was read.
It was moved by Anderson, seconded by Malburg, that the
request of Bill Wallis Truck Repair be approved and license granted.

Communication from Kelsey-Hayes Company, California
Division, dated January 30, 1963, requesting a pro-rata refund of
their 1963 business license as they will cease operations at their
facility at 2665 Leonis Boulevard as of January 31, 1963, was read.
It was moved by Anderson, seconded by Poxon, that Kelsey-
Hayes Company, California Division, be granted a refund for three
quarters of the 1963 license fees, and that authority be granted to
issue warrant in the amount of $150.00 to Kelsey-Hayes Company,
California Division. Motion carried.
Communication from the Los Angeles County Boundary
Commission, dated January 14, 1963, advising that a proposal has
been filed with the Secretary of the County Boundary Commission for
the annexation of territory described as "Annexation No. 111 to the

It was moved by Poxon, seconded by Mailliard, that communi-
cation from the Los Angeles County Boundary Commission, dated January
14, 1963, be received and filed. Motion carried.

Communication from the Central Basin Water Association,
dated January 15, 1963, extending an invitation to attend the next
regular meeting of the Board of Directors to be held at the
Huntington Park Elks Club, 3355 East Gage Avenue, Huntington Park,
at 6:30 o'clock p.m. on Thursday, February 7, 1963, was read.
It was moved by Anderson, seconded by Malburg, that
communication from the Central Basin Water Association, dated
January 15, 1963, be received and filed. Motion carried.
Communication from the City of Irwindale, dated January
14, 1963, transmitting a copy of its Resolution No. 63-5-350
relative to manufacturers of model glue and related substances, was
read.
It was moved by Poxon, seconded by Mailliard, that communi-
cation from the City of Irwindale, dated January 14, 1963, together
with copy of its Resolution No. 63-5-350, be received and filed.

Communication from the City of Alhambra, dated January 17)
1963) transmitting a copy of its Resolution No. 23110 urging the
California State Legislature to adopt legislation regulating the
manufacture and sale of detergents, was read.
It was moved by Poxon, seconded by Anderson, that communi-
cation from the City of Alhambra) dated January 17, 1963, together
with copy of its Resolution No. 23110, be received and filed. Motion
carried.
Communication from the United Missionary Corps, Inc.,
dated January 23, 1963, requesting permission to do missionary work
and to raise funds in the City of Vernon, was read.
It was moved by poxon) seconded by Mai11iard, that the
request of the United Missionary Corps, Inc., dated January 23, 1963,
be referred to the Police Department for investigation and report.

Communication from Los Angeles Metropolitan Transit
Authority, dated January 18, 1963, advising that the last day of
street car operation on Santa Fe Avenue will be Saturday, March 30,
1963, and that said street car tracks will serve no purpose for MIA
beyond that date, was read.
It was moved by Anderson, seconded by Malburg, that communi-
cation from Los Angeles Metropolitan Transit Authority, dated January
18, 1963, be received and filed; and that the Traffic Engineer be
authorized to confer with the Los Angeles Metropolitan Transit
Authority relative to the disposition of street car tracks in
various city streets. Motion carried.
Communication from the Los Angeles County Board of Super-
visors, dated January 23, 1963, advising that the Board of Supervisors
at its meeting on January 22, 1963 went on record in vigorous
opposition to the proposed State Legislation making City and County
elective offices partisan and urging that this stand be supported by
City Councils and Boardsof Supervisors, was read. (Copy to each
member of the City Council)
It was moved by Anderson, seconded by Poxon, that the City
Attorney be instructed to draft a resolution opposing the proposed
State Legislation making City and County elective offices partisan.

Notice that the Public Utilities Commission of the State
of California has set the hearing on "Case No. 7527 - In the Matter
of the Suspension and Investigation on the Commission's own motion
of Schedule No. A-8 General Service-Large, (Cal. P.U.C. Sheet No.
3197-E) and Schedule No. R-2, Resale Service-Large, (Cal. P.U.C.
Sheet No. 3198-E) of Southern California Edison Company, filed by
Advice Letter No. 279-E" for Wednesday, February 6, 1963, at 10:00

Public Works, Division of Highways, District VII, dated January 28,
1963, giving notification that they are now initiating location
studies for the State Legislative Route 270 C1Industrialll) Freeway
from Terminal Island to the Route 173 ("Santa Monicai!) Freeway in
Los Angeles County as indicated by the area outlined in red on the
attached map, was read. (Copy to each member of the City Council)

Traffic Engineer and staff be authorized to cooperate with the
Division of Highways and to furnish them with available technical
data in connection with their location studies for the State Legis-
lative Route 270 (ilIndustrialll) Freeway. Motion carried.
Communication from Haskins & Sells, Certified Public
Accountants, dated January 21, 1963, transmitting six copies of the
unaudited financial statements of the City of Vernon Department of
Light and Power for the four months ended October 31, 1962, was read.

Light and Power for the five months ended November 30, 1962, was

Communication from Vernon Motor Parts & Service Co., dated
January 31, 1963, requesting a pedestrian crosswalk at or near their
location at 2947-57 Leonis Blvd., was read. (Copy to each member

It was moved by Mailliard, seconded by Po:con, that the
request of Vernon Motor Parts & Service Co., dated January 31, 1963,
be referred to the Traffic Engineer for study and report. Motion
carried.
Agreement between the City of Vernon and the Cities of
South Gate, Compton, Huntington Park, Bell, Lynwood, Maywood,
Montebello, Santa Fe Springs, Downey, vfuittier and LaHabra to =ender
supplemental fire and police protection to the other parties in the
event of a fire, disturbance or other local emergency of a magni-
tude that has developed, or appears to develop, beyond the control
of a single party, and therefore, requires the forces of one or all
of the other parties, was read.
It was moved by Mailliard, seconded by Poxon, that the
Mayor and the City Clerk be authorized to execute the Agreement
between the City of Vernon and eleven other cities for rendering
supplemental fire and police protection to the other parties. Motion
carried.

in Fresno, California, on February 7 & 8, 1963, with an
allowance of $88.20, was read.
It was moved by Mailliard, seconded by Poxon, that the
request of the Police Chief, dated January 17, 1963, be ap~roved
and authority granted to issue warrant in the amount of $88.20 to
R. H. Bockhacker. Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
January 28, 1963, requesting authority to employ Hr. Robert I. Amos
as Policeman, Grade 4, effective as of February 1, 1963, was read.

request of the Police Chief, dated January 28, 1963, be approved.

Communication from the Engineering Departments, dated
January 22, 1963, advising that Lester A. Blank, Engineering Aide II,
Step 5, has submitted his resignation to be effective at the close
of business on January 31, 1963, and recommending that Mr. Blank's
resignation be accepted, was read.

resignation of Lester A. Blank be accepted effective at the close
of business on January 31, 1963. Motion carried.
Communication from D. D. Grayson, Traffic Enginee=, and
R. H. King, Superintendent, Water & Sewer Systems, dated January 23,
1963, requesting authority to purchase certain tools and equipment,
as listed, for the Public Works Department Automotive Maintenance
Shop at an approximate cost of $975.00, was reaci.

request of the Traffic Engineer and Superintendent, vlater & Sewer
Systems, dated January 23, 1963, be approved. Motion carried.
Communication from A. E. Nelson, Jr., City Engineer, dated
January 31, 1963, with reference to request from Graham Brothers,
Inc. for permission to park employees' automobiles on city-owned
property located on Soto Street, recommending that the request be
denied, was read. (Copy to each member of the City Council)
It was moved by Poxon, seconded by Mailliard, that the
recommendation of the City Engineer, dated January 31, 1963, be
approved, and that request of Graham Brothers, Inc. be denied. Motion
carried.
Activity Log of the Police Department for the period
January 15 - 31, 1963 inclusive, was presented.
It was moved by Malburg, seconded by Mail1iard, that
Activity Log of the Police Department be received and filed.
Motion carried.
Communicatio;'l from L. C. Husted, Fire Chief, dated
February 4, 1963, advising that he found it necessary to terminate
the services of Mr. Raymond Nutter effective February 1, 1963 for
violation of the Rules and Regulations of the Vernon Fire I'3partment,
and recommending that Mr. Nutter be paid for an additional sixteen
days as pro..rated vacation, was read.

recommendation of the Fire Chief, dated February 4, 1963, be approved.
Motion carried.
Communication from L. C. Husted, Fire Chief, dated
February 4, 1963, advising that he found it necessary to terminate
the services of Fireman Manuel Mesa effective February 2, 1963 for
violation of the Rules and Regulations of the Vernon Fire Department,
and recommending that Mr. Mesa be paid for an additional two weeks
as pro-rated vacation, was read.
It was moved by Poxon, seconded by Mailliard, that the
recommendation of the Fire Chief, dated February 4, 1963, be approved.
Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
February 4, 1963, recommending that Officer J. L. Reinholtz be
reimbursed the sum of $26.24 from the Education and Training Budget
appropriation for registration fees and books in connection with
his studies at East Los Angeles College in Police Science courses,
was read.
It was moved by Poxon, seconded by Anderson, that the
recommendation of the Police Chief, dated February 4, 1963, be
approved and authority granted to issue warrant in the amount of
$26.42 to J. L. Reinholtz. Motion carried.
Communication from Allied Machinery Sales requesting a
license to conduct a business of buying and selling used metal
working machinery at 5508 Santa Fe Avenue, was read.

Communication from Mr. Pat Patton requesting permission
to call on PrE~sidents of Vernon firms for the purpo se of obtaining

Communication from Tri-State Machinery of California Inc.
requesting a license to conduct a business of selling and repairing
machinery, parts and accessories at 2820 Leonis Blvd., was read.

request of Tri-State Machinery of California Inc. be approved and
license granted. Motion carried.
Agreement indemnifying Southern California Edison Company
for any sales tax levied by the State of California upon the
acquisition by the City of Vernon of certain facilities from
Southern California Edison Company under Condemnation Suit No.
809376, was presented.
Resolution No. 2622 - A Resolution of the City Council of
the City ofVE~rnon auth-orizing the Mayor and City Clerk to execute
an agreement indemnifying Southern California Edison Company for any
sales taxes levied by the State of California upon the acquisition
by the City of Vernon of certain facilities from Southern California
Edison Company under Condemnation Suit No. 809376, was read.

Discussion was held with reference to the proposed income
tax withholding plan by the State of California.
It was moved by Poxon, seconded by Anderson, that the
