The meeting was called to order by Mayor R. J. Furlong.
It was moved by Poxon, seconded by Mailliard, that minutes
of the meeting of February 19, 1963 be approved as written and
submitted. Motion carried.
Communication from D. D. Grayson, Traffic Engineer, dated
February 20, 1963, with reference to bids received for the instal-
lation of traffic signals at Alcoa Avenue and Slauson Avenue in
accordance with Contract No. 287, recommending that the contract be
awarded to William R. Hahn on the basis of his bid of $10,476.00,
was read.
Resolution No. 2628 - A Resolution of the City Council of
the City of Vernon accepting the bid of William R. Hahn for the
installation of traffic signals at the intersection of Alcoa Avenue
and Slauson Avenue, in accordance with Contract No. 287 of said
City, was read.
It was moved by Poxon, seconded by Mailliard, that
Resolution No. 2628 be approved and adopted. Motion carried.

Communication from R. H. King, Superintendent, Water &
Sewer Systems, dated February 27, 1963, with reference to bids
received for the Interior Coating of Reservoir No. 2-1 in accordance
with Contract No. 289, recommending that the contract be awarded to
Calblasco, Inc. on the basis of their bid of $8,657.00, was read.

Resolution No. 2629 - A Resolution of the City Council of
the City of Vernon accepting the bid of Calblasco, Inc. for the

It was moved by Anderson, seconded by Malburg, that
Resolution No. 2629 be approved and adopted. Motion carried.

license to conduct a business of wholesale distributor for plastic
building products at 4200 Charter Street, was read.
It was moved by Anderson, seconded by Poxon, that the
request of Vertex Incorporated be approved and license granted.
Motion carried.
Communication from Reliance Industries requesting a
license to conduct a business of manufacturing electronic inverters
at 2201 E. 38th Street, was read.
It was moved by Anderson, seconded by Malburg, that the
request of Reliance Industries be approved and license granted.
Motion carried.
Communication from Midwest Pork Products requesting a
license to conduct a business of wholesaling pork products at 2905
E. 50th Street, was read.
It was moved by Anderson, seconded by Malburg, that the
request of Midwest Pork Products be approved and license granted.
Motion carried.
Summons to appear 1n Action No. 813366 brought against
the County of Los Angeles, City of Los Angeles, City of Vernon, City
of Commerce and the City of Huntington Park by Frigidaire Sales
Corporation in the Superior Court of the State of California for the
County of Los Angeles, for refund of taxes paid under protest, was
presented.
It was moved by Anderson, seconded by Mailliard, that
Summons to appear in Action No. 813366 be referred to the City
Attorney. Motion carried.
Summons to appear in Action No. 813369 brought against
the County o:E Los Angeles, City of Los Angeles, City of Santa Monica,
City of Burbank, City of El Segundo, City of Commerce, City of
Manhattan Beach, City of Beverly Hills, City of Vernon, City of
Industry and City of South Gate by General Motors Corporation in the
Superior Court of the State of California for the County of Los
Angeles, for refund of taxes paid under protest, was presented.
It was moved by Malburg, seconded by Anderson, that
Summons to appear in Action No. 813369 be referred to the City
Attorney. Motion carried.
Communication from the Board of Supervisors, County of
Los Angeles, dated February 18, 1963, advising that at its meeting
of February 7, 1963, the Board adopted an order reaffirming its
prior position and supporting Senate Bill 344, which provides
additional revenue for County roads and city streets, was read.
It was moved by Poxon, seconded by Anderson, that communi-
cation from the Board of Supervisors, County of Los Angeles, dated
February 18, 1963, be received and filed. Motion carried.
Copy of Resolution No. 2869 of the City Council of the
City of El Monte, California, in opposition to proposal to make
local elective offices partisan, was read.

It was moved by Anderson, sec.onded by Poxon, that copy of
Resolution No. 2869 of the City Council of the City of El Monte,
California, be received and filed. Motion carried.
Communication from the City of Maywood, dated February 19,
1963, expressing sincere appreciation to the Chief of Police and the
men of his department who manned the Maywood Police Department
Saturday morning, February 9th, during the funeral services for
Sergeant Robert B. Bozarth, was read.

It was moved by Poxon, seconded by Mailliard, that communi-
cation from the City of Maywood, dated February 19, 1963, be
received and filed. MOtion carried.
Communication from the City of Oakdale, dated February 21,
1963, transmitting a copy of its Resolution No.7, Series of 1963,
approving and urging the adoption of California Assembly, 1963,
Regular Session, Bills Nos. 316 and 462, was read. (Copy to each
member of the City Council)
It was moved by Anderson, seconded by Malburg, that the
City Attorney be instructed to draft a resolution similar to
Resolution No.7, Series of 1963, adopted by the City of Oakdale.
Motion carried.
Communication from the Huntington Park Planning Department,
dated February 21, 1963, transmitting a copy of the Circulation
Element of the Comprehensive General Plan for the City of Huntington
Park as adopted by the Huntington Park Planning Commission on
February 6, 1963, and giving notification that the Huntington Park
City Council has set Monday, March 4, 1963, at the hour of 7:30
p.m., in the Council Chamber of the Huntington Park City Hall, 6550
Miles Avenue, as the time and place for a public hearing on the
question of adopting the Circulation Element of the Comprehensive
General Plan for the City of Huntington Park, was read. (Copy to
each member of the City Council)
It was moved by Anderson, seconded by Malburg, that a
letter be written to the Huntington Park Planning Commission
advising that the City of Vernon does not agree with the portion
of the Circulation Element of the Comprehensive General Plan as it
relates to Randolph Street, because it does not seem feasible to
open Randolph Street within the City of Vernon. Motion carried.

Communication from the City of Montebello, dated February
21, 1963, advising that The Planning Commission of the City of
Montebello has arranged for a series of meetings to discuss the
many problems of procedure and protocol that face the routine
conduct of a planning commissioner's duties, and extending an
invitation to planners, councilmen and staff members to attend the
scheduled sessions and to participate in this endeavor, was read.

It was moved by Anderson, seconded by Poxon, that communi-
cation from the City of Montebello, dated February 21, 1963, be
received and filed. Motion carried.

Communication from R. H. Bockhacker, Police Chief, dated
February 21, 1963, recommending that Officer W. R. Gilcrease be
reimbursed the sum of $7.75 from the Education and Training Budget
appropriation for registration fees and books in connection with his
studies in Police Science courses at East Los Angeles College, was
read.

It was moved by Malburg, seconded by Mail1iard, that the
recommendation of the Police Chief, dated February 21, 1963, be
approved and authority granted to issue warrant in the amount of
$7.75 to W. R. Gilcrease. Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
February 26, 1963, with reference to the request of United Missionary
Corps Incorporated to solicit funds in the City of Vernon, advising
that there appears to be no violation of State Law or City
Ordinances, was read. (Copy to each member of the City Council)
It was moved by Poxon, seconded by Mailliard, that communi-
cation from the Police Chief, dated February 26, 1963, be received
and filed. Motion carried.

to solicit funds in the City of Vernon, advising that there appears

cation from the Police Chief, dated February 26, 1963, be received
and filed., Motion carried.
Activity Log of the Police Department for the period
February 16 - 28, 1963 inclusive, was presented.
It was moved by Anderson, seconded by Paxon, that Activity
Log of the Police Department be received and filed. Motion carried.
Statistical Report of the Police Department's Activities
during the calendar year of 1962 compared with those of 1961, was
presented. (Copy to each member of the City Council)

Statistical Report of the Police Department's Activities be received
and filed. Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
February 27, 1963, recommending that Officer George Renek be
reimbursed the sum of $21.50 from the Education and Training Budget

Franchise reports submitted by Southern California Edison
Company on City of Vernon Ordinances Nos. 503, 504 and 611, and on
Los Angeles County Franchise Ordinance No. 7062 for territory
included in the Bandini No. 1 and No.2, Riverside No. 2 and Atlantic
No.1 annexations, all for the period ending December 31, 1962,
together with check in the amount of $376.50, were presented.

It was moved by Paxon, seconded by Malburg, that franchise
reports submitted by Southern California Edison Company be referred
to the Consulting Electrical Engineer for verification of the
amount received. Motion carried.
Communication from D. D. Grayson, Traffic Engineer, dated
February 28, 1963, requesting authority for Pierce L. Toomey to
attend an In Service Training Course for Public Works Construction
Inspectors at Los Angeles State College from March 1 to May 10,
1963 (Friday Evenings), with an expense allowance of $32.50, was
read.
It was moved by Anderson, seconded by Malburg, that the
request of the Traffic Engineer, dated February 28, 1963, be
approved and authority granted to issue warrant in the amount of
$32.50 to Pierce L. Toomey. Motion carried.
Communication from D. D. Grayson, Traffic Engineer, dated
February 28, 1963, transmitting a proposed agreement for the instal-
lation of two No.8 flashing light signals at Crossing No. 25-l.67-C,
Los Angeles Junction Railway Company, on So to Street approximately
300 feet northerly of Fruitland Avenue, and recommending that the
City enter into said agreement with the railroad and make appli-
cation to the Public Utilities Commission for an allocation of funds
to assist in financing this work, was read. (Copy to each member
of the City Council)

It was moved by Anderson, seconded by Poxon, that the
Mayor and the City Clerk be authorized to execute, on behalf of
the City of Vernon, agreement between Los Angeles Junction Railway
Company and the City of Vernon for the installation of two No. 8
flashing light signals at Crossing No. 25-l.67-C. Motion carried.
Resolution No. 2630 - A Resolution of the City Council of
the City of Vernon authorizing the Mayor and City Clerk to sign an
application to the Public Utilities Commission of the State of
California for allocation of funds from Crossing Protection Fund,
was read.
It was moved by Poxon, seconded by Malburg, that
Resolution No. 2630 be approved and adopted. Motion carried.

1963, addressed to the Engineering Department, with reference to

communication from Owens-Illinois, dated February 25, 1963, addressed
to the Engineering Department, be referred to all interested depart-
ments for study and report. MOtion carried.

Communication from D. D. Grayson, Traffic Engineer, dated
March 4, 1963, with reference to the request of Vernon Motor Parts
and Service Company for a midblock pedestrian crosswalk, recommending
that the request for a midblock crosswalk on Leonis Boulevard be
denied; and recommending that the City adopt this as a continuing
policy in an effort to prevent the creation of such safety hazards,
was read. (Copy to each member of the City Council)
It was moved by Anderson, seconded by Poxon, that the
request of Vernon Motor Parts and Service Company for a midblock
pedestrian crosswalk on Leonis Boulevard be denied. Motion carried.
Communication from D. D. Grayson, Traffic Engineer, dated
11arch 4, 1963, with reference to bids received for City Hall
Remodeling in accordance with Contract No. 292, recommending that
the contract be awarded to Delta Builders, was read. (Copy to each
member of the City Council)
Resolution No. 2631 - A Resolution of the City Council of
the City of Vernon accepting the bid of Delta Builders for City
Hall Remodeling, in accordance with Contract No. 292 of said City,
was read.
It was moved by Malburg, seconded by Mailliard, that
Resolution No. 2631 be approved and adopted. Motion carried.

Communication from the Vernon Chamber of Commerce, dated
February 28, 1963, with reference to the proposed organization of
an association tentatively designated as the "Slauson and Industrial
Freeways Association", requesting that the City Council designate
a non-elected administrative person who would be the official repre-
sentative of the City Council in said Association, was read. (Copy
to each member of the City Council)

It was moved by Anderson, seconded by Poxon, that D. D.
Grayson, Traffic Engineer, be designated as the non-elected admini-
strative person to be the official representative of the City Council
in the organization tentatively entitled "Slauson and Industrial
Freeways Association. II Motion carried.
Communication from L. C. Husted, Fire Chief, dated March 5,
1963, requesting authority to employ eighteen men, as listed, as
Firemen Gra.de 4, effective March 16, 1963, was read. (Copy to each
member of the City Council)
It was moved by Anderson, seconded by Mailliard, that the
request of the Fire Chief, dated March 5, 1963, be approved. MOtion
carried.
Discussion was held with reference to extending Ordinance
No. 736, the temporary interim zoning ordinance, for one year.

It was moved by Anderson, seconded by Mailliard, that a
public hearing be held at 1:50 P.N. on Tuesday, April 2, 1963, in
the Council Chamber located in the City Hall, 4305 Santa Fe Avenue,
in the City of Vernon, California, for the purpose of determining
whether or not Ordinance No. 736, the temporary interim zoning
ordinance of the City of Vernon,shall be extended for one year; and
that the City Clerk be authorized and directed to publish notice
of said hearing p:::.rsuant to Section 65306 of the Government Code
of the State of California. MOtion carried.

presented during the period February 16 to 28, which includes
Demands Nos. 832 to 1017 (both inclusive) and Demands Nos. LP 42
to LP 44 (both inclusive), drawn on the United California Bank,
totaling $121,843.68 (accounting period March, 1963), was examined
and audited.
It was moved by Mailliard, seconded by Anderson, that
"Warrant Register No. 136" be approved and pfU"ment authorized for
Demands Nos. 832 to 1017 (both inclusive) and Demands Nos. LP 42
to LP 44 (both inclusive), with no exceptions. Motion carried.
