MINUTES OF A REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON
HELD MARCH 19, 1963 AT TWO O'CLOCK
P.M. IN THE COUNCIL CHAMBER OF THE
CITY HALL LOCATED AT 4305 SANTA FE

COUNCIL ABSENT: None
The meeting was called to order by Mayor R. J. Furlong.
It was moved by Poxon, seconded by Anderson, that minutes
of the meeting of March 5, 1963 be approved as written and submitted.
Motion carried.
It was moved by Anderson, seconded by Malburg, that
Ordinance No. 745 receive a third and final reading in full. Motion
carried.
Ordinance No. 745 - An Ordinance of the City of Vernon
amending Ordinance No. 740 of said City, was read for a third and
final reading in full.
It was moved by Anderson, seconded by Poxon, that
Ordinance No. 745 receive and pass a third reading and be adopted.
Motion carried.

Communication from D. D. Grayson, Traffic Engineer, dated
March 11, 1963, submitting Contract No. 293 for furnishing Tractor-
Backhoe-Loader combination, and recommending that said contract be
approved and that authority be granted to advertise for bids, was
read.
Resolution No. 2632 - A Resolution of the City Council of
the City of Vernon approving Contract No. 293 for furnishing one
Tractor-Backhoe-Loader Combination, was read.
It was moved by Mailliard, seconded by Poxon, that
Resolution No. 2632 be approved and adopted. Motion carried.

Resolution No. 2633 - A Resolution of the City Council of
the City of Vernon directing the giving of notice inviting sealed
proposals or bids for furnishing one Tractor-Backhoe-Loader
Combination, in accordance with Contract No. 293 of the City of
Vernon, was read.
It was moved by Mailliard, seconded by Anderson, t~at
Resolution No. 2633 be approved and adopted. Motion carried,

Communication from D. D. Grayson, Traffic Engineer, dated
March 11, 1963, recommending (1) that Atlantic Boulevard be
channelized from the Los Angeles River Bridge to the Long Beach
Freeway by providing two lanes for south bound and three lanes for
north bound traffic; and (2) that no stopping signs be installed
on the east side of Atlantic Boulevard, Los Angeles River Bridge
to Long Beach Freeway, was read.
It was moved by ~~lburg, seconded by Poxon, that the
recommendations of the Traffic Engineer, dated March 11, 1963, be
approved. Motion carried.
Communication from F. A. Ziemer, City Clerk, dated March
12, 1963, recommending that the City Treasurer be authorized and
directed to transfer $200,000.00 from the General Fund to the Water
Department Fund as a loan, and that the City Attorney be instructed
to draft a resolution authorizing and directing the City Treasurer
to make said transfer, was read.
Resolution No. 2634 - A Resolution of the City Council of
the City of Vernon authorizing and directing the City Treasurer to
transfer monies from the Vernon City General Fund to the Water
Department Fund, was read.
It was moved by P~derson, seconded by Poxon, that
Resolution No. 2634 be approved and adopted. Motion carried.

Communication from Chas. Pfizer & Co., Inc., dated March
11, 1963, requesting a refund in the amount of $50.00 for their
1963 business license fee, which was erroneously paid as they moved
out of the City of Vernon on April 28, 1962, was read.
It was moved by Anderson, seconded by Poxon, that the
request of Chas. Pfizer & Co., Inc., dated March 11, 1963, be
approved and authority granted to issue warrant in the amount of
$50.00 to said company. Motion carried.
Communication from James R. Cotton requesting a license
to conduct a swap-meet business on the vacant portions of the
southeast corner of 26th and Soto Streets, was read.
It was moved by Anderson, seconded by Poxon, that the
request of James R. Cotton be referred to the Police Department, the
Health Department, the Fire Department, the City Attorney, the
Building Department and the Engineering Departments, for investi-
gation and report. Motion carried.
Communications from the Los Angeles County Boundary
Commission, all dated March 11, 1963, advising that proposals have
been filed with the Secretary of the County Boundary Commission
for the annexation of territories described as llAnnexation No. llAl1,
liAnnexation No. l311 and iiAnnexation No. 1711 to the City of
Montebello, was read.
It was moved by Poxon, seconded by Malburg, that communi-
cations from the Los Angeles County Boundary Commission, all dated
March 11, 1963, be received and filed. Motion carried.

Communication from the Board of Supervisors, County of Los
Angeles, dated March 12, 1963, advising that it has adopted an order
setting the hour of 2:00 p.m., Tuesday, March 19, 1963, as the time
fo~ presentation to the Board of Supervisors in its hearing room by
Mr. C. L. Emerson, Jr., Vice President of Kaiser Industries, and
Mr. A. P. Heiner, Vice President of Kaiser Steel Corporation, with
reference to the Pier Nervi design concept for skyways (doub1e-
decking of freeways), was read.
It was moved by Anderson, seconded by Poxon, that communi-
cation from the Board of Supervisors, County of Los Angeles, dated
March 12, 1963, be received and filed. Motion carried.
Copy of Resolution No. 63-4 of the City Council of the
City of Commerce requesting the cooperation of the Department of
Alcoholic Beverage Control, was read.
It was moved by Anderson, seconded by Poxon, that copy of
Resolution No. 63-4 of the City Council of the City of Commerce
be received and filed. MOtion carried.
Communication from R. H. Bockhacker, Police Chief, dated
March 8, 1963, recommending that lease agreement between the City
of Vernon and Motor Officer I. L. Brummett for one 1960 Harley-
Davidson motorcycle, Engine #FL12739, be terminated as of March 8,
1963, and recommending that new lease agreement, as submitted,
between the City of Vernon and Motor Officer I. L. Brummett for one
1963 Harley-Davidson motorcycle, Engine tfFL52l7, be approved
effective March 8, 1963, was read.
It was moved by Anderson, seconded by Malburg, that the
recommendations of the Police Chief, dated March 8, 1963, be
approved and that new lease agreement be executed by the City of
Vernon. Motion carried.
Communication, was read, from R. H. Bockhacker, Police
Chief, dated March 12, 1963, requesting that the following personnel
be advanced in grade as indicated, effective April 1, 1963:
Dufau, Leah M. to Policewoman Grade 2
Brazil, E. T. to Policeman Grade 2
It was moved by Poxon, seconded by Anderson, that the
request of the Police Chief, dated March 12, 1963, be approved.

Communication from William H. Keltner, Civil Engineering
Assistant, dated March 7, 1963, requesting that he be reimbursed
the sum of $49.00 from the Education and Training Budget appropri-
ation for tuition and books in connection with his studies at the
University of California, University Extension, together with recom-
mendation for approval by the Engineering Departments, was read.
It was moved by Anderson, seconded by Pox on , that the
recommendation of the Engineering Departments be approved and
authority be granted to issue warrant in the amount of $49.00 to
Hilliam H. Keltner 0 Motion carried.

Report of Health Department activities for the month of
February, 1963, was presented. (Copy to each member of the City
Council)
It was moved by Poxon, seconded by Malburg, that the
report of Health Department activities be received and filed.
Motion carried.
Activity Log of the Police Department for the period
March 1 - 15, 1963 inclusive, was presented.
It was moved by Malburg, seconded by Poxon, that Activity
Log of the Police Department be received and filed. Motion carried.
Communication from D. D. Grayson, Traffic Engineer, dated
March 15, 1963, advising that the Del Rey Cafe, 2000 Vernon Avenue,
has requested additional street lighting in the area of the cafe,
and recommending that authority be granted to install one 10,000
lumen fixture on the existing pole on the west side of Hawthorne
Street at Vernon Avenue, was read. (Copy to each member of the City
Council)
It was moved by Anderson, seconded by Malburg, that the
recommendation of the Traffic Engineer, dated March 15, 1963, be
approved, and that the Consulting Electrical Engineer be authorized
and directed to notify Southern California Edison Company to make
said installation. MOtion carried.
Communication from D. D. Grayson, Traffic Engineer, dated
March 15, 1963, with reference to the City Council adopting a
policy regarding the handling of requests for additions or modifi-
cations to the street lighting system, suggesting that all requests
be submitted for review by the Traffic Engineer, in conjunction
with the Light and Power Department, and that the Traffic Engineer
summarize the findings and submit to the City Council with recom-
mendations for appropriate action, was read. (Copy to each member
of the City Council)
It was moved by Anderson, seconded by Mailliard, that the
suggestion of the Traffic Engineer, dated March 15, 1963, be
approved. Motion carried.
Communication from the City of Maywood, dated March 15,
1963, transmitting a copy of its Resolution No. 1912 opposing
adoption of Senate Bills 285 and 286, was read.
It was moved by Anderson, seconded by Mailliard, that the
City Attorney be instructed to draft a resolution opposing adoption
of Senate Bills 285 and 286. Motion carried.
Communication from the Cotton Boll Cafe requesting a
license to operate a cafeteria at 2100 E. 52nd St., was read.
It was moved by Malburg, seconded by Anderson, that the
request of the Cotton Boll Cafe be approved and license granted.
Motion carried.

Communication from L. C. Husted, Fire Chief, dated March
19, 1963, requesting permission to purchase a Scott Draeger Multi
Gas Detector at an approximate cost of $150.00, was read.
It was moved by Paxon, seconded by Anderson, that the
request of the Fire Chief, dated March 19, 1963, be approved.
Motion carried.
Communication from L. C. Husted, Fire Chief, dated March
18, 1963, with reference to heart attack suffered by Captain M. L.
Ballard while fighting a fire on March 10, 1962, suggesting that
Captain Ballard be carried on the payroll for an additional two
weeks starting April 1, 1963, was read.
It was moved by Anderson, seconded by Poxon, that the
suggestion of the Fire Chief, dated March 18, 1963, be approved.
Motion carried.
Resolution No. 2635 - A Resolution of the City Council of
the City of Vernon opposing legislation permitting use of partisan
political labels by candidates for municipal offices, was read.
It was moved by poxon, seconded by Anderson, that
Resolution No. 2635 be approved and adopted. MOtion carried.

(both inclusive), drawn on the United California Bank, totaling
$764,945.57 (accounting period March, 1963), was examined and
audited.
It was moved by Mailliard, seconded by poxon, that
ilWarrant Register No. 13711 be approved and payment authorized for
Demands Nos. 1018 to 1115 (both inclusive) and Demands Nos. LP 45
to LP 49 (both inclusive), with no exceptions. Motion carried.
