19630507 Regular City Council Meeting - Minutes I I MINUTES OF A REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF VERNON HELD MAY 7, 1963 AT TWO O'CLOCK P.M. IN THE COUNCIL CHAMBER OF THE CITY HALL LOCATED AT 4305 SANTA FE AVENUE, VERNON t CALIFORNIA. COUNCIL PRESENT: Anderson, Furlong, Mailliard, Malburg, Poxon COUNCIL ABSENT: None The meeting was called to order by Mayor R. J. Furlong. It was moved by POJton, seconded by Anderson, that minutes of the meeting of April 16, 1963 be approved as written and submitted. Motion carried. The Clerk announced that this was the time and place for opening of bids received for furnishing one 2000 gallon per minute Triple Combination Pumper, in accordance with Specifications No. 294. It was moved by poxon, seconded by Anderson, that the Clerk be instructed to open and read the bids submitted. Motion carried. The Clerk opened and read the following bid: Crown Coach Corporation $ 41,292.60 It was moved by Malburg, seconded by Poxon, that bid received for furnishing one 2000 gallon per minute Triple Combination Pumper, in accordance with Specifications No. 294, be referred to the Fire Chief and the City Attorney for checking and report. Motion carried. Communication from D. D. Grayson, Traffic Engineer, dated April 26, 1963, advising that Electric and Machinery Service, Inc. has completed the work of installing traffic signals at the inter- section of Pacific Boulevard and Fruitland Avenue in accordance with Contract No. 283, and recommending that the work be accepted and that authority be granted to pay for same in accordance with the terms of the contract, was read. Resolution No. 2641 - A Resolution of the City Council of the City of Vernon accepting the installation of traffic signals at the intersection of Pacific Boulevard and Fruitland Avenue, in accordance with Contract No. 283 of said city, was read. It was moved by Poxon, seconded by Mailliard, that Resolution No. 2641 be approved and adopted. Motion carried. Grayson, Traffic Engineer, dated April 29, 1963, advising that Delta Builders, general contractor on Contract No. 292, City Hall Remodeling, has requested permission to substitute Bay Cities Furnace and Air Conditioning Company as heating and air conditioning subcontractor instead of Grand Heating and Air Conditioning, Inc., and recommending that the request of Delta Builders be approved, was read. :1~j. Communication from the Public Utilities Commission, State of California, dated April 22, 1963, transmitting a certified copy of Resolution No. CP-903 allocating, from the Crossing Protection Fund to the City of Vernon, an amount equal to one-half of the city1s share of the cost but not to exceed a maximum amount of $2,037.50 in constructing grade crossing protection at Crossing No. 25-l.67-C, the crossing of So to Street and the track of Los Angeles Junction Railway Company, was read. It was moved by ~~lburg, seconded by Mailliard, that communication from the Public Utilities Commission, State of California, dated April 22, 1963, together with certified copy of Resolution No. CP-903, be received and filed. Motion carried. Communication from Southern California Edison Company, dated April 17, 1963, transmitting corrected franchise reports on City of Vernon Ordinances Nos. 503, 504 and 611, and on Los Angeles County Franchise Ordinance No. 7062 for territory included in the Bandini No. 1 and No.2, Riverside No. 2 and Atlantic No. 1 anneJcations, all for the period ending December 31, 1962, together with check in the amount of $50.07 for the additional balance due, was read. It was moved by Anderson, seconded by poxon, that corrected franchise reports submitted by Southern California Edison Company be referred to the Consulting Electrical Engineer for verification of the amounts received. Motion carried. Communication from the Vernon Chamber of Commerce, dated April 23, 1963, requesting that every effort be made for the completion of the audit by Haskins & Sells of the power system by June 1, 1963, and requesting that an expression from the City Council as to when and what percentage of a rate reduction be given at that time, was read. (Copy to each member of the City Council) It was moved by Anderson, seconded by Poxon, that communi- cation from Vernon Chamber of Commerce, dated April 23, 1963, be referred to the Finance Committee for study and report at the same time that said Committee is considering the 1963-64 budget require- ments; and that the Vernon Chamber of Commerce be advised that the City Council will be unable to respond to their inquiry until after July 1, 1963 and after the needs of the power department have been considered in conjunction with the needs of the other city depart- ments. Motion carried. Communication from the Huntington Park Chamber of Commerce, dated April 16, 1963, extending an invitation to the City Council and City Officials to hear the Honorable Frank G. Bonelli, County Supervisor, speak on a subject entitled "The Importance of Rapid Transit in the Entire Southeast Area" on May 28th, at 12"00 olclock noon, in the Huntington PaIk Elks Lodge, 3355 E. Gage Avenue, was read. It was moved by Anderson, seconded by Malburg, that communication from the Huntington Park Chamber of Commerce, dated April 16, 1963, be received and filed. Packing Company, suggesting possible methods of resolving the differences of opinion between the City of Vernon and Hoffman Bros. Packing Company relative to payment of bill rendered for sewer cleaning services by Rodding Cleaning Machines, Inc., was read. (Copy to each member of the City Council) Communication from R. H. King, Superintendent, Water & Sewer Systems, dated May 1, 1963, with reference to communication from Western States Meat Packers Association, Inc., dated April 16, 1963, recommending that Hoffman Brothers Packing Company be charged the total cost of the sewer cleaning bill, and suggesting that the City pay the amount due Rodding-Cleaning Machines, Inc., namely $4,127.75, and bill Hoffman Brothers Packing Company the same amount, was read. (Copy to each member of the City Council) It was moved by Anderson, seconded by Malburg, that authority be granted to issue warrant in the amount of $4,127.75 to Rodding-Cleaning Machines, Inc. in payment of emergency sewer cleaning services; and that Hoffman Brothers Packing Company be billed in the amount of $4.,127.75 less $991.76 (the amount the City would have spent for two cleanings if the line had been covered under contract with the sewer cleaning company) as a compromise settlement, provided that payment is made promptly to the City by Hoffman Brothers Packing Company on said compromise settlement. Motion carried. Communication from R. H. King, Superintendent, Water & Sewer Systems, dated April 30, 1963, transmitting liProposal For Furnishing Engineering Services For a Study and Report On the Acquisition of Central Manufacturing District Water System Into the City of Vernon Water Systeml1, together with transmittal letter dated April 10, 1963 and a modification of proposal letter dated April 24, 1963, from Brown and Caldwell, Consulting Engineers, and recommending that Brown and Caldwell, Consulting Engineers, be authorized to prepare a report as outlined in the aforementioned proposal, subject to the following restrictions: that the fee will not exceed a total of $8,000.00, one-half only chargeable to the City of Vernon; that the Central Manufacturing District will authorize the preparation of this report and will pay one-half of the total cost; and that copies of the report will be sent to both the C.M.D. and City of Vernon, was read. (Copy to each member of the City Council) It was moved by Poxon, seconded by Anderson, that the recommendation of the Superintendent, Water & Sewer Systems, be approved as outlined in his communication dated April 30, 1963. Motion carried. Communication from the California Association of Professional Employees, dated April 19, 1963, urging support of Senate Bill 344, was read. (Copy to each member of the City Council) It was moved by Anderson, seconded by Mailliard, that communication from the California Association of Professional Employees, dated April 19, 1963, be received and filed. It was moved by Anderson, seconded by Poxon, that the request of the Los Angeles County Epilepsy Society, dated April 9. 1963. be approved. Motion carried. Communication from the City of Torrance. dated April 23. 1963, transmitting a copy of Resolution No. 62-230 creating a Commission for Good Literary Standards and Juvenile Welfare for the City of Torrance, and Resolution No. 63-8, changing the name of said commission to Youth Welfare Commission, was read. It was moved by Anderson, seconded by Poxon, that communi- cation from the City of Torrance, dated April 23, 1963, together with copy of Resolution Noa.62-230 and 63-8, be received and filed. Motion carried. Communication from Caro Inc. dba Kirby Sales Company requesting a license to conduct a business of manufacturers' repre- sentatives at 2828 Leonis Blvd., was read. It was moved by Poxon, seconded by Malburg, that the request of Caro Inc. dba Kirby Sales Company be approved and license granted. Motion carried. Communication from Hoover Ball & Bearing Company requesting a license to conduct a business of warehousing and selling steel balls, ball bearing and die cast plumbing fixtures at 3838 Fruitland Ave., was read. It was moved by Poxon, seconded by Malburg, that the request of Hoover Ball & Bearing Company be approved and license granted. Motion carried. Communication from Brackett Steels, Inc. requesting a license to conduct a business of warehousing and distribution of steel tubular products at 4929 Hampton Street, was read. It was moved by Poxon, seconded by Anderson, that the request of Brackett Steels, Inc. be approved and license granted. Motion carried. Communication from Frank Stell dba Lunch Buckett Catering requesting a license to operate a lunch truck in the City of Vernon, was read. It was moved by Malburg, seconded by Mailliard. that the request of Frank Stell dba Lunch Buckett Catering be referred to the Health Department with power to act. Motion carried. Communication from U.S. Sanitary Specialties Corp. requesting a license to conduct a business of selling and warehousing chemical specialties for maintenance and sanitation at 4500 District Blvd., was read. It was moved by Poxon, seconded by Mailliard, that the request of U.S. Sanitary Specialties Corp. be approved and license granted. It was moved by Anderson, seconded by Poxon, that the request of National Sponge Cushion Co., Inc. be referred to the Fire Department with power to act. Motion carried. Communication from G. G. Skalsky, Deputy City Clerk, dated April 29, 1963, with reference to amount submitted by Santa Anita Carpets, 2328 East 49th Street, for business license fees, recom- mending that the License Department be authorized to accept the remittance in the amount of $37.50 in order to close the files on this matter, was read. (Copy to each member of the City Council) It was moved by Poxon, seconded by Anderson, that authority be granted to accept the remittance in the amount of $37.50 submitted by Santa Anita Carpets for business license fees. Motion carried. Communication from L. C. Husted, Fire Chief, dated April 19, 1963, requesting authority for Battalion Chief W. R. Hoeft to attend the 1963 Fire Training Officers' Workshop, sponsored by the California State Department of Education, Bureau of Industrial Education, at Fresno, California, from May 13 to 17, 1963, with an expense allowance of $141.93, was read. It was moved by Poxon, seconded by Mai11iard, that the request of the Fire Chief, dated April 19, 1963, be approved and authority granted to issue warrant in the amount of $141.93 to W. R. Hoeft. Motion carried. Communication from L. C. Husted, Fire Chief, dated April 23, 1963, requesting authority to attend the Annual California Fire Chiefs' Association meeting to be held at Lake Tahoe, California, from May 22 to May 24, 1963, with an expense allowance of $203.00, was read. It was moved by Poxon, seconded by Mai1liard, that the request of the Fire Chief, dated April 23, 1963, be approved and authority granted to issue warrant in the amount of $203.00 to L. C. Husted. Ziemer, City Clerk, dated April 29, 1963, recommending that Brooks Carden, Purchasing Agent, be reimbursed the sum of $20.00 expended for attending a series of seven lessons between Harch 28 and May 6, 1963, entitled "Procure- mentis Economic Profile", was read. It was moved by Poxon, seconded by Malburg, that the recommendation of the City Clerk, dated April 29, 1963, be approved and authority granted to issue warrant in the amount of $20.00 to Brooks Carden. Petraitis be granted a military leave of absence with pay for the period of August 19 to 30, 1963, to participate in annual active duty training at Camp Roberts, California, with the 63rd Infantry Division, U.S. Army Reserve, was read. Communication from the Engineering Departments, dated April 29, 1963, recommending that L. W. Garber be granted a military leave of absence with pay for the period of August 5 to 16, 1963, to participate in annual active duty training at the Naval Air Station, Los Alamitos, California, with Patrol Squadron 772, U.S. Naval Reserve, was read. Communication from the Engineering Departments, dated April 29, 1963, recommending that F. W. Sumner be granted a military leave of absence with pay for the period July 8 to 19, 1963, to participate in annual active duty training with the 1st Battalion, 4th Marine Division, U.S. t1arine Corps Reserve, at Coronado, California, was read. Bockhacker, Police Chief, dated May 1, 1963, recommending that lease agreement between the City of Vernon and Motor Officer C. A. Shepard for one Harley-Davidson Motorcycle, Engine #FL10136, be renewed effective as of April 27, 1963, vIas read. It was moved by Anderson, seconded by Malburg, that the recommendation of the Police Chief be approved and that said lease agreement be renewed. Motion carried. Report of Health Department activities for the month of March, 1963, was presented.
