MINUTES OF A REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON
HELD MAY 21, 1963 AT TWO O.CLOCK
P.M. IN THE COUNCIL CHAMBER OF THE
CITY HALL LOCATED AT 4305 SANTA FE
AVENUE, VERNON, CALIFORNIA.
COUNCIL PRESENT: Anderson, Furlong, Mai11iard, Malburg, poxon
COUNCIL ABSENT: None
The meeting was called to order by Mayor R. J. Furlong.
It was moved by Anderson, seconded by Poxon, that minutes
of the meeting of May 7, 1963 be approved as written and submitted.
Motion carried.
Communication from D. D. Grayson, Traffic Engineer, dated
May 17, 1963, advising that Walsh Equipment Company has delivered
one Tractor-Backhoe-Loader combination in accordance with Contract
No. 293, and recommending that said equipment be accepted and that
authority be granted to pay for same in accordance with the terms
of the contract, was read.
Resolution No. 2642 - A Resolution of the City Council of
the City of Vernon accepting the furnishing of one Tractor-Backhoe-
Loader combination, in accordance with Contract No. 293 of the City
of Vernon, was read.
It was moved by Poxon, seconded by Anderson, that
Resolution No. 2642 be approved and adopted. Motion carried.

Communication from Dexion of California, Inc. requesting
a license to conduct a business of distribution of slotted steel
angle, accessories and shelving; and light fabrication and prefabri-
cation, at 2910 Santa Fe Avenue, was read.
It was moved by Poxon, seconded by Malburg, that the
request of Dexion of California, Inc. be approved and license
granted. Motion carried.
Communication from T. o. F. C. Consolidators, Inc.
requesting a license to conduct a freight consolidators business
at 4,608 E. 50th Street, was read.
It was moved by Anderson, seconded by Poxon, that the
request of T. O. F. C. Consolidators, Inc. be approved and license
granted. Motion carried.
Communication from Florance Service Co., Inc. requesting
a license to conduct a business of warehousing and shipping fresh
fruits and vegetables at 2622 S. Alameda Street, was read.
It was moved by Poxon, seconded by Malburg, that the
request of Florance Service Co., Inc. be approved and license
granted. Motion carried.

license to conduct a business of meat processing at 4820 Everett
Avenue, was read.
It was moved by Poxon, seconded by Malburg, that the
request of Oxford Meat Company be referred to the Health Department
with power to act. Motion carried.
Communication from Standard Metal Products requesting a
license to conduct a business of manufacturing restaurant equipment
at 1938 E. Vernon Avenue, was read.
It was moved by Anderson, seconded by Poxon, that the
request of Standard Metal Products be approved and license granted.
Motion carried.
Communication from Shield Research requesting a license
to conduct a business of assembling and selling police type badges
at 4535 Produce Plaza, was read.
It was moved by Anderson, seconded by Poxon, that the
request of Shield Research be approved and license granted. Motion
carried.
Communication from Madison Chemical Corporation requesting
a license to conduct a business of warehousing and distributing
chemical specialties at 4515 East 48th Street, was read.
It was moved by Poxon, seconded by Anderson, that the
request of Madison Chemical Corporation be referred to the Fire
Department with power to act. Motion carried.
Communication from Pacific States Supply Co. requesting a
license to conduct a business of distributing abrasives and floor
repair materials at 4515 East 48th Street, was read.
It was moved by Anderson, seconded by Pox on , that the
request of Pacific States Supply Co. be approved and license
granted. Motion carried.
Communication from AAA Shippers Service requesting a
license to conduct a trucking business at 5201 Santa Fe Avenue, was
read.
It was moved by Anderson, seconded by Malburg, that the
request of 1~ Shippers Service be approved and license granted.
Motion carried.
Communication from National Multiple Sclerosis Society,
dated May 16, 1963, requesting permission to solicit funds in the
City of Vernon during the annual M. S. Hope Chest Campaign from
August 1 to August 31, 1963, was read.
It was moved by Anderson, seconded by Malburg, that the
request of National Multiple Sclerosis Society, dated May 16, 1963,
be approved. Motion carried.

Communication from the Mayor of Culver City and the
President of the Culver City Board of Education, dated May 10, 1963,
with reference to Senate Bill 1072 and Assembly Bill 2145, as
amended, was read. (Copy to each member of the City Council)
It was moved by Paxon, seconded by Malburg, that communi-
cation from the Mayor of Culver City and the President of the Culver
City Board of Education, dated May 10, 1963, be received and filed.
Motion carried.
Claims against the City of Vernon by Curtis Schumacher,
Edith Schumacher and Mannie E. Stewart, dated May 9, 1963, arising
out of a motor vehicle collision which occurred on or about April
13, 1963, at the intersection of Soto Street and Leonis Boulevard,
were presented. (Copy to each member of the City Council)
It was moved by Anderson, seconded by poxon, that claims
against the City of Vernon by Curtis Schumacher, Edith Schumacher
and Mannie E. Stewart, dated May 9, 1963, be denied and that the
matter be referred to the City's insurance carrier. Motion carried.
Communication from Security First National Bank, Vernon
Branch, dated May 16, 1963, transmitting an Indemnity Agreement
covering six coupons that were either lost or destroyed in January
1963, and requesting that the City of Vernon accept this Bank's
Indemnity Agreement in lieu of a surety bond, was read. (Copy to
each member of the City Council)
It was moved by Anderson, seconded by Poxon, that the
request of Security First National Bank, Vernon Branch, dated May
16, 1963, be referred to the City Attorney for a report at the
next meeting. Motion carried.
Communication from Haskins & Sells, Certified Public
Accountants, dated May 16, 1963, transmitting six copies of the
financial statements of the City of Vernon Department of Light and
Power for the nine months ended March 31, 1963, was read. (Copy
of report to each member of the City Council)
It was moved by Poxon, seconded by Anderson, that communi-
cation from Haskins & Sells, Certified Public Accountants, dated
March 16, 1963, together with report, be received and filed.
Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
May 14, 1963, requesting that James R. Tucker be advanced from
Sergeant, Grade 2 to Grade 1, effective June 1, 1963, was read.
It was moved by Anderson, seconded by Malburg, that the
request of the Police Chief, dated May 14, 1963, be approved.
Motion carried.
Communication from R. H. Bockhacker, Police Chief, dated
May 15, 1963, recommending that Officer B. M. Clark be suspended
without pay for two days, May 18 and 19, 1963, for violation of
certain sections cf the Department's MdTIual of Policy and Ethics,
was read.

Activity Log of the Police Department for the period
May 1 - 15, 1963 inclusive, was presented.
It was moved by Poxon, seconded by Mailliard, that Activity
Log of the Police Department be received and filed. Motion carried.
Communication from the Engineering Departments, dated May
13, 1963, recommending that Richard G. Munsell be granted a military
leave of absence, with pay, for the period of June 17 to 28, 1963,
to participate in annual active duty training with Reserve Mobile
Construction Battalion 16, at Camp San Onofre, San Clemente,
California, was read.
It was moved by Anderson, seconded by Poxon, that the
recommendation of the Engineering Departments, dated May 13, 1963,
be approved. MOtion carried.
Report of Health Department activities for the month of
April, 1963, was presented. (Copy to each member of the City Council)
It was moved by Malburg, seconded by Mailliard, that the
report of Health Department activities be received and filed. Motion
carried.
Communication from Admiral Transportation requesting a
license to conduct a local trucking business at 4510 Maywood Avenue,
was read.
It was moved by Anderson, seconded by Paxon, that the
request of Admiral Transportation be approved and license granted.
Motion carried.
Communication from Shippers Transportation Agency requesting
a license to conduct a business of transportation agent at 4510
MaY',good Avenue, was read.
It was moved by Malburg, seconded by Mailliard, that the
request of Shippers Transportation Agency be approved and license
granted. Motion carried.
Communication from R-H Engineering requesting a license
to operate a machine shop at 2614 Downey Road, was read.
It was moved by Anderson, seconded by Poxon, that the
request of R-H Engineering be approved and license granted. Motion
carried.
Communication from Nudor Mfg. Corp. requesting a license
to conduct a business of manufacturing commercial and residential
aluminum doors and windows at 1915 E. 51st Street, was read.
It was moved by Malburg, seconded by Mai1liard, that the
request of Nudor Mfg. Corp. be approved and license granted. Motion
carried.
Communication from the Feather River Project Association,
dated May 16, 1963, inviting the City of Vernon to become a member
of the statewide Feather River Project Association, was read.

It was moved by Anderson, seconded by Poxon, that communi-
cation from the Feather River Project Association, dated May 16,
1963, be received and filed. Motion carried.
Communication from the County of Los Angeles, The Regional
Planning Commission, dated M&y 16, 1963, giving notification that a
public hearing will be held on Highway Amendment No. 514 (37th
Street, 38th Street, Bandini Boulevard, Jefferson Boulevard) at
10:00 a.m. on Tuesday, May 21, 1963, in Room 150 - New Hall of
Records, was read.
It was moved by Anderson, seconded by Poxon, that communi-
cation from the County of Los Angeles, The Regional Planning
Commission, dated May 16, 1963, be received and filed. Motion
carried.
Communication from the Automobile Club of Southern
California, dated May 16, 1963, advising that it will withdraw its
support from Senate Bill 344 and seek defeat of the measure if
proposed amendments are added which would authorize locally imposed
vehicle taxes to subsidize public transit, and requesting the City
of Vernon to exert its best efforts to prevent amendments which
would jeopardize the passage of this local street and road legis-
lation, was read.
It was moved by Poxon, seconded by Anderson, that communi-
cation from the Automobile Club of Southern California, dated May
16, 1963, be received and filed. Motion carried.
Communication from the County of Los Angeles Road Depart-
ment, dated May 16, 1963, transmitting four (4) copies of a proposed
agreement between the City of Vernon and the County of Los Angeles
regarding the financing and construction of the Downey Road grade
separation at the A T & S F Railroad which will extend from north
of Industrial Way to the Los Angeles River south of Bandini Blvd.,
was read.
It was moved by Poxon, seconded by Anderson, that the
Mayor and the City Clerk be authorized and directed to execute, on
behalf of the City of Vernon, agreement between the City of Vernon
and the County of Los Angeles regarding the financing and constructior
of the Downey Road grade separation at the A T & S F Railroad which
will extend from north of Industrial Way to the Los Angeles River
south of Bandini Blvd. Motion carried.
Communication from the Engineering Departments, dated
May 20, 1963, requesting authority to employ David W. Walter for a
temporary period du~ing the Summer vacation as Utility Man IV,
Step 5, effective approximately June 17 to September 13, 1963, was
read.
It was moved by Anderson, seconded by Malburg, that the
request of the Engineering Departments, dated May 20, 1963, be
approved. Motion carried.
Communication from Bahan Catering requesting a license to
operate a lunch truck in the City of Ve~non, was read.
It was moved by Anderson, seconded by Poxon, that the
request of Bahan Catering be referred to the Health Department with

Communication and report from Carl A. Heinze, Consulting
Electrical Engineer, and Vincent R. Poxon, City Attorney, dated
May 21, 1963, transmitting original Partial Release and original
Conveyance, both dated April 2, 1962, covering the electric
generating and distribution system leased by the Southern California
Edison Company from the City of Vernon, was read. (Approved as to
form by the City Attorney and Darling, Shattuck, Hall & Call, as
Special Counsel, and approved by the Consulting Electrical Engineer
as to the identity of the property to be conveyed and released.)
It was moved by Poxon, seconded by Mailliard, that communi-
cation and report from Carl A. Heinze, Consulting Electrical
Engineer, and Vincent R. Poxon, City Attorney, dated May 21, 1963,
together with original Partial Release and original Conveyance, both
dated April 2, 1962, covering the electric generating and distri-
buting system leased by the Southern California Edison Company from
the City of Vernon, be received and filed. Motion carried.
Discussion was held with reference to status of Captain
H. L. Ballard.
It was moved by Mailliard, seconded by Poxon, that Captain
M. L. Ballard be carried on the payroll up to and including July 15,
1963. Motion carried.

of the Engineering Departments, were presented:
