IN THE COUNCIL ca~ER OF THE CITY HALL I~OCATED AT 4305 SANTA FE AVENUE, VERNON, CAL IFORNIA COUNCIL PP~SENT: Anderson, Furlong, Mailliard, Malburg, Poxon COUNC II, ABSENT: None The meeting was called to order by Mayor R. J. Furlong. It was moved by Poxon, seconded by Anderson, that minutes of the meeting of May 21, 1963, be approved as written and sub- mitted. Motion carried. Communication from the Finance Committee, dated ~~y 27, 1963, making certain recommendations relative to employees' salaries and related matters for the fiscal year 1963-64, was read. (Copy to each member of the City Council) It was moved by Anderson, seconded by Poxon, that the recommendations of the Finance Committee with reference to employees' salaries and related matters for the fiscal year 1963-64, be approved as outlined in communication dated May 27, 1963. Notion carried. It was moved by Anderson, seconded by Poxon, that the matter of employing an additional person in the Police Department as a Secretary, be deferred until the completion of the City Hall remodeling. Motion carried. It was moved by Anderson, seconded by Poxon, that the salary of the Health Officer be increased from $500 to $550 per month, effective July 1, 1963. Motion carried. Ayes: Anderson, Furlong, Mai11iard, Poxon Noes: Malburg Absent: None Communication from the City of Baldwin Park, dated May 20, 1963, transmitting its Resolution No. 63-63 expressing streng opposition to any increase in the tax rate to be levied by the County of Los Angeles for the 1963-64 fiscal year, and requesting the City of Vernon to adopt a similar resolution, was read. It was moved by Mai11iard, seconded by Malburg, that the Mayor and the City Clerk be authorized and directed to execute a resolution expressing strong opposition to any increase in the tax rate to be levied by the County of Los Angeles for the 1963-64 fisca.1 year, and that a copy of said resolution be sent to the Los Angeles County Board of Supervisors. Motion carried. Communication from the City of Irwindale, dated May 24., 1963, transmitting a copy of its ~esolution No. 63-27-272 express- ing opposition to Senate Bill 1184, prohibiting the use of municipal busses for operations other than those on an individual passenger fare-paying basis, was read. 2,.6 I I - 2 - 6/4/63 It t-1as moved by Poxon, seconded by Anderson, that communication from the City of I~lindale, dated May 24, 1963, together with copy of Resolution No. 63-27-272, be received and filed. Motion carried. Communication from The Resources Agency of California, dated Nay 23, 1963, advising that Assemblyman Charles E. Meyers has introduced AB 3025 into the Legislature, a bill which relates to the statewide activities of California in the field of water quality; and transmitting a statement of the background and essential provisions of the legislation, was read. (Copy to each member of the City Council) It was moved by Anderson, seconded by Mailliard, that communication from The Resources Agency of California, dated May 23, 1963, be received and filed. Motion carried. Communication from the League of California Cities, dated May 27, 1963, requesting the City of Vernon to inform immediately its Assemblyman and Senator of the need to pass S.B. ~949 and to defeat A.B. #1166, was read. (Copy to each member of the City Council) It was moved by Malburg, seconded by Mailliard, that Assemblyman Ceorge A. \'iil1son and Senator Thomas M. Rees be in- formed that the City of Vernon strongly opposes the passage of A.B. #1166. Motion carried. Communication from Presto Delivery Service, Inc. and ? & H Private Warehouse Co. requesting a joint license to conduct a warehouse and trucking business at l}515 East 48th Street, was read. It was moved by Poxon, seconded by Mailliard, that the request of Presto Delivery Service, Inc. and C & H Private tvare- house Co. be referred to the Fire Department with power to act. Notion carried. Communication from R. H. King, Superintendent, YJater & Sewer Systems, dated May 24., 1963, transmitting a proposal dated ~~y 21, 1963, for cleaning the sewerage system of the City of Vernon for a two-year period as submitted by Rodding-Cleaning Machines, Inc., and recommending that the proposal be accepted and that an agreement be drawn up similar to the current one with Rodding-Cleaning Machines, Inc., dated June 23, 1961, was read. (Copy to each member of the City Council) Agreement between Rodding-C1eaning Machines, Inc. and the City of Vernon for cleaning the sewerage system of the City of Vernon for a two-year period, was presented. It was moved by Anderson, seconded by Mai11iard, that the Mayor and the City Clerk be authorized and directed to execute Agreement between Rodding-Cleaning Machines, Inc. and the City of Vernon. Motion carried. Communication from L. C. Husted, Fire Chief, dated ~~y 22, 1963, requesting that Fireman K. M. Slifl<a be granted a leave of absence with pay to attend Annual Field Training (Summer Camp) with Company llG", United States r.1arine Corps Reserve, from June 23 to July 6, 1963, inclusive, was read. 21,1. Activity Log of the Police Department for the period May 16 -31, 1963, inclusive, was presented. It was moved by Malburg, seconded by Mailliard, that Activity Log of the Police Department be received and filed. Motion carried. Communication from Carl A. Heinze, Consulting Electrical Engineer, dated May 28, 1963, transmitting duplicate originals of proposed Extension Rider, identified as Railroad's document CLD No. 451-6, which extends for a further five-year term up to and including July 31, 1968, in accordance with the terms and condi- tions of the Agreement, originally entered into on August 1, 1933, covering power pole line constructed along the railroad company's right of way between 50th Street and Fruitland Avenue; and recom- mending that the Mayor and City Clerk be authorized to execute this Extension Rider, was read. It was moved by Poxon, seconded by Mailliard, that the Mayor and the City Clerk be authorized and directed to execute Extension Rider, identified as document CLD No. 451-6 of the Los Angeles and Salt Lake Railroad Company, and its Lessee, Union Pacific Railroad Company, which extension is for a further five- year term up to and including July 31, 1968. Motion carried. Communication from Wade, Inc. requesting a license to conduct a business of warehousing and distributing drain fittings at 4215 District Blvd., was read. It was moved by Malburg, seconded by Mailliard, that the request of Wade, Inc. be referred to the Fire Department with power to act. Motion carried. Communication from D. D. Grayson, Traffic Engineer, dated May 29, 1963, submitting a plan for channelization of Santa Fe Avenue at 38th Street to provide a separate left turn lane and recommending that the improvement as shown in the plan be approved, was read. It was moved by Malburg, seconded by Mailliard, that the plan for the channelization of Santa Fe Avenue at 38th Street, as submitted by the Traffic Engineer under date of May 29, 1963, be approved. Motion carried. Communication from D. D. Grayson, Traffic Engineer, dated June 3, 1963, requesting authority to attend The 1963 Hlnagement Conference for Traffic Engineers at the Univ(~rsity of California, Berkeley, from July 7 to 12, 1963, with an expense allowa~ce of $252.75, was read. It was moved by Anderson, seconded by Malburg, that the request of the Traffic Engineer, dated June 3, 1963, be approved and authority granted to issue warrant in the amount of $252.75 to D. D. Grayson. Motion carried. Communication from the City of Lakewood transmitting a copy of its Resolution No. 1364 reaffirming the principles of home r.ule and local representation, was read. 2:1.2 I I -4- 6/4/63 It ~1as moved by Anderson, seconded by Malburg, that communication from the City of Lakewood, together with its Resolution No. 1364, be received and filed. Motion carried. Communication from the Engineering Departments, dated June 3, 1963, requesting authority to employ Lucien G. Hersh, pending satisfactory completion of physical examination, for a temporary period during Summer vacation from approximately June 10 through September 13, 1963, as Utility ~mn IV, Step 5, was read. It was moved by Anderson, seconded by Mailliard, that the request of the Engineering Departments, dated June 3, 1963, be approved. Motion carried. Communication from R. H. King, Superintendent, Water & S~qer Systems, dated June 3, 1963, recommending that Wells Nos. Sand 8 be abandoned, and that pump motors, pumps, column, tubing and shafting be declared surplus and sold, was read. (Copy to each member of the City Council) It was moved by Poxon, seconded by Mailliard, that the recommendation of the Superintendent, ~~ater and Sewer Systems, dated June 3, 19G3, be approved. Motion carried. Communication from the Engineering Departments, dated June 4., 1963, transmitting letter of resignation from Mr. \'li11iam H. Keltner, and recommending that Voc. Keltner's resignation be accepted effective at the close of business on June 28, 1963, ""las read. It was moved by Anderson, seconded by Malburg, that resignation of Iv".tr. ':iilliam H. Keltner be accepted effective at the close of business on June 28, 1963. Motion carried. Communication from Vincent R. Poxon, City Attorney, dated June 4, 1963, with reference to loss of certain coupons in the amount of $75.00, transmitting a form of idemnity certi- ficate to be executed after approval by the City Treasurer and the City Council, and suggesting that said indemnity certificate be approved by the City Council, was read. It 'tv8s moved by Anderson, seconded by Poxon, that indemnity agreement as transmitted by the City Attorney under date of June 4, 1953, be approved. Motion carried. It was moved by Malburg, seconded by Mailliard, that the City Attorney be instructed to initiate proceedings at the City Council meeting on June 18, 1963, to adopt The Code of the City of Vernon, California, as prepared by Michie City Publica- tions Company of Los Angeles. Motion carried. "v.Jarrant Register No. 14211 covering claims and demands presented during the period May 16 to 31, which includes Demands Nos. 1620 to 1759 (Both inclusive) and Demands Nos. LP 73 to LP 75 (both inclusive), drawn on the United California Bank, totaling $73,446.78 (accounting period June, 1963), was examined and audited. It was moved by Anderson, seconded by Poxon, that ilt/Ja.rrant Register No. 14,211 be approved and payment auth01:ized for Demands Nos. 1620 to 1759 (both inclusive) and Demands Nos. LP 73 to LP 75 (both inclusive), with no exceptions. Motion carried.
